Plan disposal before the spacecraft is built, not after the mission is over. An operator should choose a measurable end-of-life outcome during design, model whether the orbit and spacecraft can achieve it, assign responsibility for the final actions, and keep the plan current as fuel, hardware health, mission duration and regulations change.

There is no universal deorbit method or lifetime limit for every satellite. The controlling requirement may come from a national regulator, a NASA project authority, a launch contract, an international standard or a voluntary commitment. The correct plan is the one that is demonstrably achievable for the specific spacecraft and license.

What end-of-life deorbiting means

End-of-life disposal is the set of actions that removes a spacecraft from its useful mission orbit and limits the time it remains a collision risk. Depending on the orbit and governing rules, disposal may mean a controlled reentry, a maneuver to a lower orbit where atmospheric drag causes reentry, or deployment of a passive device that accelerates natural decay. Some missions may instead be required to move to a designated disposal orbit.

“Deorbit” is therefore an outcome, not a particular piece of hardware. A propulsion burn, drag sail, deployable boom and electromagnetic tether are different ways to reach an approved outcome. The operator must account for what still works after the nominal mission, how the spacecraft will be commanded, and what happens if a maneuver or deployment fails.

First identify which rules actually govern the spacecraft

Requirements have a defined scope. NASA NPR 8715.6E is mandatory for NASA employees and applies to NASA-sponsored activities according to NASA authority and project context. It is not automatically a rule for every commercial or foreign satellite.

For a non-NASA mission, establish the applicable framework before selecting hardware:

  • Jurisdiction and licensing authority: identify the national regulator or regulators responsible for the spacecraft, radio license, remote-sensing authorization and launch approval.
  • Mission sponsor: determine whether a government agency, commercial operator or another entity controls the disposal commitment.
  • Launch arrangement: review the launch contract and any rideshare or deployer conditions that allocate responsibility for disposal.
  • International and voluntary commitments: identify standards or guidelines adopted by the operator, customer or insurer.
  • License language and effective dates: check the actual license, transition provisions and amendments rather than relying on a general summary.

NASA’s resource material says the Orbital Debris Mitigation Standard Practices (ODMSP) were updated in 2019 and describes them as a reference for other domestic and international operators. That makes the ODMSP useful context, but it does not replace the requirements attached to a particular license or government authority.

Set a disposal objective that can be verified

Write the disposal objective as a testable statement. It should specify the target orbit or reentry result, the maximum planned time in orbit after mission end, and the conditions under which the result must be achieved. Attribute the target to the controlling regulation, standard, license or voluntary commitment; do not present a five-year or other lifetime target as universal.

Also define the end state of the spacecraft. A plan may need to specify when payloads, batteries, pressure vessels and other energy sources are passivated, who confirms that state, and what tracking data demonstrates that the spacecraft reached its disposal orbit or reentered. NASA’s 2026 overview reports a maximum potential human-casualty risk of 1 in 10,000 in the cited NASA guideline context. That figure should not be treated as an all-jurisdiction rule; use the risk threshold required by the mission’s governing framework.

Use a lifecycle workflow, not a one-time document

Disposal planning should mature with the spacecraft design and remain under configuration control throughout operations.

  1. Document the authority and assumptions. Record the responsible regulator, sponsor, launch provider, disposal requirement, orbit assumptions, spacecraft configuration and the person or organization accountable for the final action.
  2. Model disposal during preliminary design. Analyze the planned orbit, mass, projected area, attitude behavior, drag assumptions, solar activity and the intended maneuver or device deployment before the design is frozen.
  3. Carry the plan into formal reviews. For spacecraft under NASA authority, the final Orbital Debris Assessment Report (ODAR) is the initial End of Mission Plan (EOMP). NASA NPR 8715.6E, Chapter 3, §3.5.1 states: “the final ODAR serves as the initial EOMP.” NASA requires review of ODAR material before Preliminary Design Review (PDR) and Critical Design Review (CDR), followed by an updated report before Operational Readiness Review (ORR).
  4. Assign executable responsibilities. Name who commands the final maneuver, who authorizes deployment of a drag device, who confirms passivation, who tracks the spacecraft and who handles a failed attempt or changed mission life.
  5. Verify the installed capability. Confirm that propellant reserves, power, attitude control, actuators, deployment mechanisms, command paths and tracking data support the disposal scenario. Retain analysis and test evidence showing that the requirement is met.
  6. Reassess during operations. Track remaining consumables, spacecraft health, orbit, attitude performance and environmental assumptions. Mission extensions, anomalies or design changes that could affect disposal require an updated EOMP review for NASA-authority missions and an equivalent review under other governing regimes.

How long does a satellite take to deorbit?

There is no single answer for low Earth orbit (LEO). Natural decay is controlled by atmospheric drag, and drag changes with altitude, solar activity, spacecraft mass-to-area ratio, attitude and effective drag area.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Altitude is only the starting point

NASA’s Small Spacecraft Systems Virtual Institute overview (2026) says small spacecraft launched around 400 km may naturally decay in under five years in the described context. Above 500 km, it says five-year natural disposal is not guaranteed and some cases may remain for more than 25 years. Those are model-based context figures, not a forecast for every satellite. A spacecraft’s mass, shape, attitude and atmospheric conditions can move the result substantially.

Ballistic coefficient and drag area matter

Ballistic coefficient is commonly expressed through mass relative to drag area and drag coefficient. A heavier spacecraft with little exposed area generally experiences less deceleration than a lighter spacecraft with a large effective area. Designing for a lower ballistic coefficient or planning to increase the effective drag area can shorten the predicted lifetime, but only if the spacecraft can deploy and maintain that configuration.

Solar conditions can change the result by years

The atmosphere expands as solar activity increases, raising density and drag at a given altitude. NASA describes the solar cycle as approximately 11 years and gives a model example in which launch timing near different solar conditions changes predicted decay time by more than 10 years. Run cases representing solar maximum and solar minimum, and document the atmospheric model, attitude and drag-area assumptions used in each case.

Compare active propulsion with passive drag enhancement

NASA’s overview distinguishes active propulsion from passive systems. Neither is automatically superior; the choice depends on what must continue functioning after the nominal mission and on the failure tolerance required by the governing rule.

Decision factor Active propulsion Passive drag enhancement
Control after mission end Requires a functioning command path, attitude control and propulsion system to perform a deliberate maneuver. After deployment, the device relies mainly on natural atmospheric drag; ongoing control may be limited.
Consumables and power Needs sufficient propellant, power and thermal conditions for the final burn, including reserves for degraded performance. Can reduce dependence on post-mission propellant, but deployment and any attitude or stabilization functions still need to work.
Typical hardware Thrusters, tanks, valves, actuators, guidance and navigation capability. Drag sails, deployable booms or electromagnetic tethers, plus release and restraint mechanisms.
Primary single-point risks Leakage, valve or actuator failure, insufficient propellant, attitude-control loss, bad navigation or an unavailable command link. Stowed-device damage, release failure, incomplete deployment, entanglement, unexpected attitude or an area smaller than predicted.
Environmental dependence Still depends on atmospheric drag after the maneuver if the target is a decay orbit; maneuver accuracy affects the result. Strongly dependent on altitude, solar activity, attitude and the deployed area.
Integration burden Mass, volume, structural, thermal, plume, vibration and contamination effects must be incorporated into the spacecraft design. Requires stowage volume, structural attachment, deployment clearances, release qualification and a plan for the device’s behavior in orbit.
Evidence needed Propulsion performance, remaining-capability analysis, command and navigation verification, and disposal-orbit analysis. Deployment qualification, expected deployed area and attitude analysis, lifetime cases across solar conditions, and failure-case assessment.

When active propulsion is appropriate

Active disposal is useful when the mission needs a precise orbit change, when a passive device cannot provide a sufficiently short lifetime, or when the spacecraft already carries propulsion with credible post-mission reserves. The design must not assume that a system that worked during the mission will still be available at its end. Analyze degraded power, reduced attitude-control authority, dormant components and the possibility that the spacecraft cannot point for a burn.

When passive drag devices are appropriate

Drag sails, deployable booms and electromagnetic tethers can reduce reliance on propellant and long-duration commanding. Their value depends on reliable deployment and a lifetime analysis that includes the actual deployed area, attitude and solar conditions. A passive device is not “fire and forget”: a failed release, partial deployment or unexpected attitude can leave the spacecraft above the required disposal lifetime.

Model the real spacecraft, including failure cases

At minimum, the disposal assessment should vary the parameters that drive LEO decay:

  • Initial and final orbit altitude, inclination and eccentricity.
  • Spacecraft mass as it changes through the mission.
  • Projected and effective drag area in deployed and stowed configurations.
  • Ballistic coefficient and drag-coefficient assumptions.
  • Attitude modes, tumbling cases and the ability to hold the required orientation.
  • Solar maximum, solar minimum and uncertainty in atmospheric-density modeling.
  • Timing and accuracy of any propulsion maneuver.
  • Partial deployment, no deployment, loss of attitude control and inability to command the spacecraft.

Use conservative cases to show whether the disposal objective survives a credible failure. If one assumption dominates the result, identify it as a program risk and decide whether to add redundancy, reserve propellant, a larger drag area or a different disposal orbit.

Keep ownership and contingencies explicit

A disposal plan fails operationally when everyone assumes someone else will execute it. The mission’s procedures should identify:

  • The authority that declares the mission complete and authorizes disposal.
  • The flight team responsible for the final maneuver or device deployment.
  • The engineer who verifies spacecraft configuration, power and attitude readiness.
  • The person who confirms passivation and records the final state.
  • The organization responsible for orbit determination, conjunction monitoring and reentry tracking.
  • The escalation path if propulsion, communications, attitude control or deployment hardware is unavailable.

Include a decision point before the spacecraft reaches its last practical disposal opportunity. Waiting until propellant is nearly exhausted or power margins are lost can turn a controllable maneuver into a passive, uncertain decay problem.

What to do when the original plan no longer works

Propulsion is unavailable

Recompute the lifetime using the spacecraft’s actual mass, attitude and area. If a qualified passive device is installed, evaluate deployment under the current power and attitude state. If neither option can meet the requirement, notify the responsible authority and document the revised risk and tracking plan rather than treating the original disposal analysis as still valid.

A drag device deploys only partially

Use the measured or bounded deployed area and attitude in a new lifetime assessment. Do not credit the full design area unless telemetry or tracking supports it. Keep the spacecraft under observation until the predicted trajectory demonstrates compliance.

The mission is extended

Recalculate remaining propellant, battery and thermal margins, and update the end-of-mission date and disposal sequence. For NASA-authority missions, NASA’s process requires review of an updated EOMP when an extension or other change could affect disposal capability.

Tracking or atmospheric uncertainty is high

Use multiple environmental and attitude cases, maintain orbit-determination coverage and preserve a margin below the maximum permitted lifetime. A nominal-case result is not sufficient when model uncertainty can span years.

NASA tools and documentation resources

NASA’s Orbital Debris Program Office says its Debris Assessment Software (DAS) was developed to help NASA programs perform assessments under NASA-STD-8719.14 and evaluate mitigation options. DAS is a technical resource, not a substitute for the requirements attached to a specific license. Verify the current software availability and version before directing a project to use it, and retain the inputs and assumptions needed to reproduce the assessment.

Do satellites have to deorbit within five years?

No single five-year rule applies to every satellite. NASA’s 2026 overview reports that an FCC rule adopted in September 2022 covers FCC-licensed LEO satellites below 2,000 km and reduces the permitted orbital lifetime to five years post-launch. That is a summary of the FCC policy, not the controlling legal text for every mission. Confirm the current FCC rule, the license’s effective date, transition provisions and any amendments before using the five-year figure in a compliance plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separately, NASA’s natural-decay examples show why a five-year outcome cannot be assumed from altitude alone: around 400 km, some small spacecraft may decay in under five years, while above 500 km the same result is not guaranteed and some cases may exceed 25 years.

What happens to a satellite at end of life?

The operator first ends mission activities, places the spacecraft in the configuration required by its disposal procedure and performs the approved maneuver or deploys the approved passive device. It then passivates energy sources where required, confirms the resulting orbit or reentry trajectory and continues tracking until the disposal outcome is established. If the spacecraft cannot execute the plan, the operator follows the contingency process and reports the changed condition to the responsible authority.

A practical decision rule for operators

Select the least complex disposal path that demonstrably meets the governing requirement under realistic environmental, spacecraft-health and failure assumptions. Design the hardware and procedures together, review the evidence at each project milestone, and preserve enough capability to act before the final disposal window closes. Treat end-of-life disposal as a mission success criterion—not as a task left to an exhausted spacecraft.
