Satellite operators avoid debris collisions through a continuous loop: predict where every tracked object will be, screen for close approaches, calculate the actual risk, coordinate with any other maneuverable spacecraft, and command a verified trajectory change when the mission’s rules require it. A conjunction alert is a warning to investigate a predicted close passage—not proof that an impact is about to occur.
The difficult work is managing uncertainty. Tracking data, spacecraft ephemerides and atmospheric effects are imperfect, so the predicted miss distance can change as new observations arrive. Operators must also balance collision risk against fuel, attitude, schedule, communications and the possibility that a maneuver creates a different risk later.
What a conjunction alert actually tells an operator
A conjunction is a predicted close approach between a protected spacecraft and another catalogued object. Screening software checks whether an object will enter a defined volume around the spacecraft. Entry into that volume creates a potential conjunction, but the geometry may still leave a large safety margin. NASA’s conjunction-assessment service explains that an alert is therefore a prompt for analysis, not an automatic instruction to maneuver.
The catalog can contain operating satellites, inactive spacecraft, rocket bodies and fragments. A dead satellite or debris fragment cannot respond to a warning, while an active spacecraft may be able to maneuver. In both cases, the prediction is based on tracking measurements and orbit models that carry uncertainty.

The scale explains why screening is routine rather than exceptional. In a European Space Agency (ESA) project update dated 12 August 2025, ESA reported more than 11,000 active satellites and more than 1.2 million debris objects larger than 1 centimetre. Those figures are the values in that dated account, not a timeless census.
Step 1: Screen predicted orbits for close approaches
Global catalog screening
For many missions, the first alert comes from a government or commercial tracking service. NASA describes on-orbit conjunction assessment as being driven by screenings conducted three times a day by the U.S. Space Force 18th Space Defense Squadron. The screening examines a protected-volume region around a spacecraft and flags catalogued objects predicted to enter it. This cadence describes NASA’s operational account; it is not a universal rate for every operator.
ESA uses conjunction data messages supplied through a data-sharing arrangement with the United States together with its own orbit information. ESA says its predictions are updated several times per day and typically look seven days ahead. Its reentry and collision-avoidance service analyzes the resulting close approaches and provides event information to mission teams.
Why screening produces false alarms
A screening volume is deliberately conservative. It is designed to catch events that deserve a closer look even when later, more precise calculations show that the objects will pass safely. Early orbit solutions can have large position and velocity errors, especially for small or poorly observed debris. As additional tracking observations refine both orbits, the predicted time, miss distance and probability can move up or down.
Operators keep an event open while successive data updates arrive. An alert that disappears after refinement is not a failed collision-avoidance system; it is the expected result of screening uncertain predictions before committing fuel or interrupting a mission.
Step 2: Convert proximity into a collision-risk assessment
Probability of collision (Pc)
Analysts calculate probability of collision from the predicted relative trajectory and the uncertainty in both objects’ positions and velocities. The calculation asks how much of the combined uncertainty region overlaps the physical cross-section of the two objects—whether the actual miss distance could be smaller than their combined sizes. NASA explains this process in Step 2: Close Approach Risk Assessment.
Pc is not the same as a simple center-to-center miss distance. A 100-metre predicted miss can be more concerning than a 50-metre miss if the first case has much greater uncertainty or a geometry that makes the uncertainty ellipse intersect the spacecraft. Conversely, a very small predicted miss with tightly constrained orbits can produce a lower probability than an apparently wider but poorly known encounter.

The factors that change the decision
Teams normally examine all of the following together:
- Collision probability: the estimated chance that the physical bodies overlap during the encounter.
- Orbit uncertainty: how accurately each object’s position and velocity are known, including covariance quality and the age of the observations.
- Miss distance: the predicted closest separation, with its uncertainty range rather than just one number.
- Encounter geometry: relative speed, approach direction and the orientation of the uncertainty region.
- Object characteristics: size, mass, shape and whether the object is an active spacecraft, a rocket body or uncontrolled debris.
- Consequence: the potential loss of a spacecraft, critical service or crewed capability if a collision occurs.
ESA event records expose collision probability, miss distance, encounter geometry, orbit uncertainties and information about the approaching object. A mission may therefore continue to monitor a high miss-distance event with poor data, while taking action on a lower-distance event whose probability and consequences exceed its approved limits.
Thresholds belong to the mission
There is no single collision-probability number that governs every satellite. NASA’s Conjunction Assessment Risk Analysis (CARA) guidance says Pc values greater than 1E-07 merit operational attention and values greater than 1E-04 require mitigation actions under NASA CARA’s procedures. Those are NASA-specific operational thresholds, not universal rules for commercial, civil or international missions.
| Pc value in NASA CARA guidance | Meaning in that guidance | Important qualification |
|---|---|---|
| Greater than 1E-07 | Merits operational attention | NASA CARA guidance; other organizations may use different criteria. |
| Greater than 1E-04 | Requires mitigation actions | NASA CARA guidance; the mission still plans and validates the action. |
Each mission authority sets a tolerable risk level and may use additional rules for protected zones, crewed vehicles, valuable payloads or periods when maneuvering would disrupt critical operations. The threshold is a decision aid, not a substitute for engineering judgment.
Step 3: Decide whether and how to maneuver
Mission constraints come before a maneuver command
When the assessed risk exceeds a mission’s limit, flight-dynamics specialists search for a trajectory change that lowers it. The maneuver must fit the spacecraft’s propulsion capability, fuel reserve, attitude restrictions, power and communications schedule. It may also have to avoid eclipses, payload observations, orbit-maintenance windows or a planned rendezvous.
NASA’s Spacecraft Conjunction Assessment and Collision Avoidance Best Practices Handbook recommends considering the expected number of high-interest conjunctions when selecting an orbit, estimating how many risk-mitigation maneuvers the mission may need over its lifetime, and reserving enough fuel for the intended mission duration. Avoidance is therefore partly an orbit-design problem, not only an emergency response.
Candidate maneuvers are screened against future threats
“Move away from the object” is not an adequate plan. A burn changes the spacecraft’s entire future path. Analysts propagate each candidate maneuver and screen the resulting ephemeris against the original threatening object and all other catalogued objects. They reject a plan that reduces one Pc but creates a larger risk at another time or altitude.

ESA says that when a mission’s threshold is exceeded, it informs mission control and helps define and plan the maneuver. Its experts screen orbit files for candidate actions, verify that the target risk falls and check that other conjunctions remain within acceptable limits. ESA also keeps an analysis history for each event and screens planned routine maneuvers.

Timing and size are trade-offs
A small early maneuver can shift the spacecraft’s position at the encounter while preserving fuel, but it may be harder to execute without affecting the mission. A later maneuver may benefit from better tracking data yet leave less time for command approval, ground contact or recovery from a failed burn. Teams select the option that provides adequate separation with acceptable operational and mission cost, rather than maximizing distance at any price.
Step 4: Coordinate when both objects can maneuver
Preventing two incompatible evasive actions
If the other object is an active spacecraft, both operators need a shared understanding of who will act. Two independent maneuvers can make the encounter harder to predict or move both spacecraft into a new conflict. NASA has emphasized that effective mitigation depends on inter-operator coordination, accurate data, a sound technical basis for risk analysis and proactive processes.
A concrete example is the 2020 NASA–SpaceX spaceflight-safety agreement. NASA said Starlink would maneuver autonomously or manually to protect NASA science missions, while NASA agreed not to maneuver unless SpaceX informed it otherwise. That bilateral arrangement reduced the chance that both parties would make incompatible moves; it is not a binding rule for every operator. The announcement is available from NASA’s joint spaceflight-safety agreement release.
When the other object cannot respond
Rocket bodies, fragments and many derelict satellites cannot acknowledge a message or change course. The protected spacecraft’s operator must then plan around the object’s predicted path and uncertainty. Operators still exchange data where possible, because an updated ephemeris or observation can materially change the decision even when the debris itself is uncontrollable.

After the mission’s responsible authority approves the response, controllers upload and execute the maneuver according to the spacecraft’s command and safety procedures. Telemetry confirms whether the burn occurred as planned and provides measurements for a new orbit determination.
The job does not end when the thruster fires. Analysts propagate the post-maneuver orbit, recalculate the original encounter and screen the new trajectory for follow-on conjunctions. Updated tracking may reveal another object, alter the miss distance or show that the achieved delta-v differed from the plan. ESA’s operational process includes continued updates and analysis history for this reason.

A successful maneuver means the spacecraft avoided the assessed threat under the available data; it does not mean the orbit is permanently risk-free. Catalog updates, atmospheric drag, unmodeled forces and newly observed debris can produce new alerts.
Spacecraft design determines the available options
Propulsion and navigation
Manoeuvrable spacecraft can choose among more avoidance geometries, but every burn consumes finite propellant or electrical energy and may alter pointing, formation geometry or mission lifetime. Non-maneuverable spacecraft must rely on orbit selection, operational coordination and accepting the residual risk.
The 2020 NASA announcement described Starlink satellites as having GNSS receivers for orbital-parameter estimates, ion propulsion and autonomous maneuvering. Those are Starlink-specific capabilities, not a specification for all satellites. Other spacecraft may use chemical thrusters, electric propulsion, differential drag or no active propulsion at all.
Choosing a less crowded orbit
NASA’s best-practices guidance advises accounting for debris density when selecting an orbit and analyzing the expected frequency of high-interest conjunctions for candidate altitudes and inclinations. A launch plan that appears efficient can create a much larger lifetime maneuver burden if it places a constellation in a crowded region. Mission planners therefore trade coverage and launch performance against debris environment, fuel reserve and the effect of avoidance burns on payload operations.
How often do operators maneuver?
There is no single global rate because fleets differ in size, altitude, tracking quality and maneuver policy. ESA’s operational page states an average of 12 collision-avoidance maneuvers per year. ESA does not specify the period behind that average on the page, so it should be read as ESA’s stated operational average rather than a current-year statistic or a rate for every satellite.
The number of alerts is much higher than the number of executed burns. Screening deliberately identifies many potential events, while risk analysis, improved tracking, coordination and trajectory testing eliminate most without a maneuver.

ESA’s Collision Risk Estimation and Automated Mitigation (CREAM) project targets automation of parts of conjunction evaluation, maneuver planning, decision support and coordination. In an ESA update dated 12 August 2025, the prototype was described as ground-based: it could issue alerts and generate actionable maneuver plans for ground operators, while in-orbit demonstrations were being prepared. The project should therefore be described as developing decision support, not as a deployed autonomous traffic-control network. Details are in ESA’s CREAM project update.

Automation can process frequent data updates faster and consistently screen many candidate trajectories. Human mission authorities still need to set acceptable risk, account for payload and safety constraints, authorize commands and handle ambiguous or conflicting data. Full autonomy also requires reliable communications, validated onboard navigation and safeguards against a bad ephemeris or an incorrect object association.
Collision avoidance is only one part of debris mitigation
Avoiding a conjunction protects a spacecraft today; it does not remove the source of future hazards. ESA’s Space Debris FAQ describes end-of-life practices such as removing spacecraft from crowded altitude regions and avoiding on-orbit explosions. These measures reduce the creation of additional fragments, while the longer-term challenge includes removing large existing debris.
Designers also plan passivation, reliable disposal or re-entry, collision-resistant operations and data sharing. Such measures lower the number of future conjunctions that operators will have to screen and the amount of fuel they must reserve for avoidance.

- Initial screening: A catalog update predicts that a fragment will pass through the protected volume around a satellite in four days.
- Refined assessment: New observations change the covariance and produce a Pc and miss-distance distribution. Analysts examine relative speed, object size, geometry and consequence.
- Mission comparison: The updated Pc is compared with the mission’s approved threshold, not automatically with another operator’s policy.
- Coordination: If the object is an active spacecraft, operators agree which vehicle will maneuver. If it is debris, the protected spacecraft’s team plans alone.
- Trajectory search: Flight dynamics generates burns that shift the encounter and propagates each one through future screening windows.
- Authorization and execution: The mission authority selects a plan that meets risk and operational constraints, then controllers command the burn.
- Verification: Telemetry and new tracking produce a post-burn orbit. The original event and all new conjunctions are screened again.
This sequence explains why a warning can be serious without being an imminent impact: several analytical and operational gates stand between an initial geometric alert and a command to maneuver.
How to compare two operators’ avoidance systems
A meaningful comparison should examine the complete chain rather than rank organizations by one probability cutoff.
| Comparison axis | Questions to ask |
|---|---|
| Screening data and cadence | Which tracking catalog and orbit sources are used, how often are predictions refreshed, and how far ahead do they look? |
| Risk metric and threshold | How is Pc calculated, what uncertainty model is applied, and what mission-specific level triggers attention or mitigation? |
| Data quality | How current are observations, and can operators exchange accurate ephemerides and covariance information? |
| Maneuver capability | What propulsion, navigation, fuel budget and command windows are available, and how does a burn affect mission operations? |
| Coordination policy | When both objects can maneuver, is there an explicit agreement about which operator acts? |
| Validation | Are candidate burns screened against the original encounter and all other upcoming conjunctions before execution? |
These factors determine practical safety more reliably than a claim that one system “automatically avoids” every object.
Frequently asked questions
Can operators track every piece of debris?
No. Catalogues contain tracked objects, but small fragments can be difficult to observe and orbit predictions become less certain as time passes. Operators manage this limitation with conservative screening volumes, repeated updates and uncertainty-aware probability calculations.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Does a maneuver guarantee that a collision cannot happen?
No. It lowers the assessed risk for a particular encounter based on available data. The spacecraft then receives a new orbit that must be screened again, and later observations can change the assessment.
Who has the authority to order a maneuver?
The mission’s designated risk authority or flight directorate applies that mission’s rules and operational constraints. Tracking services can issue alerts and analyses, but they do not automatically command every spacecraft.
Why not maneuver after every alert?
Each burn consumes resources and can create a new conjunction, disrupt payload work or shorten mission life. Most alerts either resolve with better data or remain below the mission’s action threshold after full analysis.
