Samsung is building a two-country semiconductor strategy rather than moving the same factories from Korea to Vietnam. Korea is receiving the company’s deepest investment in advanced process research, leading-edge manufacturing know-how and cluster infrastructure. Vietnam is expanding as a high-volume electronics and display base, with a growing local supplier network and new semiconductor-adjacent capacity. Samsung Electro-Mechanics’ package-substrate expansion in both countries provides a concrete link between the footprints.
Together, these projects could add qualified capacity and make selected supply-chain stages less dependent on one location. They do not yet support a defensible claim that global chip output will rise by a particular percentage, and the available announcements do not establish that Samsung is building a leading-edge front-end wafer fab in Vietnam.
What Samsung is investing in, at a glance
The announced projects cover different layers of semiconductor production. Samsung Electronics is concentrating advanced research and cluster development in Korea, while Samsung’s Vietnamese operations continue to scale electronics, displays and supplier participation. Samsung Electro-Mechanics is adding package-substrate capacity in both countries.

Samsung Electronics said in a December 23, 2024 disclosure that it planned to expand semiconductor production capacity “to address growing demands for core, cutting-edge system semiconductors as well as to contribute to the stabilization of the global semiconductor supply chain.” The wording describes an objective, not a guaranteed increase in worldwide shipments.

Why Korea remains the advanced-technology anchor
NRD-K links research to future process production
Samsung’s planned NRD-K complex at Giheung is budgeted at KRW 20 trillion through 2030. Its scope spans memory, system LSI and foundry research, with work on High-NA extreme ultraviolet lithography, 3D DRAM, V-NAND and wafer bonding. These are technologies that influence how many transistors can be placed on a wafer, how memory is stacked and how difficult dies can be connected.
The value to supply is indirect at first. A research line can shorten the time needed to solve yield, materials and process-integration problems before a design reaches a high-volume fab. Young Hyun Jun, Samsung Electronics’ vice chairman and head of the Device Solutions Division, said NRD-K would “bolster our development speed,” creating a cycle from fundamental research to next-generation technology and mass production. The project therefore raises the probability of future qualified capacity rather than adding a published number of wafers immediately.
Yongin supplies the industrial backdrop
South Korea’s Ministry of Trade, Industry and Energy has reported an expected private-investment scale above KRW 600 trillion for the Yongin semiconductor cluster. A cluster at that scale can support fabs alongside chemical, gas, equipment, logistics, water and power facilities. Locating those capabilities near one another can reduce coordination time when a process moves from development to manufacturing.

Roads, substations, water systems, clean-room buildings and supplier plants must be completed before a fab can produce saleable wafers. Even after equipment is installed, process qualification and customer acceptance can take additional time. The announced investment should therefore be read as a capacity pathway, not as operating output today.
What Vietnam contributes today
A large Samsung production platform already exists
Vietnam is not a hypothetical future site for Samsung. Vietnam Government News reported in 2025 that Samsung had USD 23.2 billion in registered investment in the country, generated USD 62.5 billion in 2024 revenue and exported USD 54.4 billion in 2024. The same report counted 306 Vietnamese suppliers. Those figures show an established manufacturing and procurement network that can support additional localization.

A separate Vietnamese government report in July 2024 described USD 22.4 billion invested by Samsung, about 90,000 jobs and cooperation with 310 Vietnamese partner companies. It also reported Samsung’s plan to make Vietnam its largest display-module production base. The difference between the supplier counts and investment totals reflects different reporting dates and definitions; they should not be combined into one single time series.
Vietnam’s semiconductor role is broader than a leading-edge wafer fab
The evidence supports Vietnam’s strength in scale, electronics integration, displays and supplier development. It does not establish that Samsung is currently constructing a leading-edge front-end wafer fab there. Front-end fabrication involves making transistors and interconnects on silicon wafers in extremely controlled clean rooms. Vietnam’s documented contribution in these announcements is instead concentrated in electronics manufacturing, display modules, supply-chain localization and selected semiconductor-adjacent steps.
That distinction matters. A country can reduce supply risk by producing substrates, modules, components or finished devices even when the most advanced wafers remain elsewhere. Vietnam can diversify assembly and supplier operations while Korea retains the densest concentration of advanced process research and front-end know-how.
The Korea–Vietnam FCBGA link
Samsung Electro-Mechanics’ roughly KRW 6.78 trillion expansion at its Sejong site in Korea and its Vietnamese subsidiary is the clearest semiconductor-specific connection between the two countries. FCBGA, or flip-chip ball-grid-array, substrates connect a semiconductor package to a circuit board while supporting fine-pitch electrical connections and heat-management requirements. AI servers are a stated demand driver.
Package substrates sit after wafer fabrication but can still constrain the number of finished chips that reach customers. If substrate supply is tight, additional wafers do not automatically become additional server processors or accelerators. Expanding capacity in two locations can provide more qualified sources and allow production to be balanced across facilities, subject to equivalent process capability and customer approval.

The KRW 6.78 trillion figure is a combined investment announcement, not a disclosed number of substrates per month. Usable supply will depend on plant construction, equipment installation, materials availability, yield learning, reliability testing and qualification by chip and server companies.

How these investments could change global supply
1. More capacity at several bottlenecks
NRD-K and the Korean cluster can accelerate process learning that eventually supports more memory, system LSI and foundry production. The FCBGA program targets a packaging input associated with AI-server demand. Vietnam’s manufacturing base can add resilience in components, modules and supplier operations. These are multiple capacity pathways, but the announcements do not provide wafer starts, memory bits, packaged chips or a percentage of global output.
2. Less dependence on a single location for selected steps
A Korea–Vietnam footprint can distribute substrate, supplier and electronics activities across two countries. If one site experiences a disruption, qualified production at another site may help maintain shipments. That protection applies only where the products, equipment, materials and customer approvals are interchangeable; geographic separation by itself does not guarantee substitutability.
3. Faster technology-to-volume transitions over time
Research facilities, cluster infrastructure and production plants reinforce one another. A process developed at Giheung can move into Korean manufacturing, while Vietnam’s supplier network can support components and downstream products. The benefit accumulates over years rather than appearing as an immediate jump in global supply.
4. Potentially greater stability for AI-related hardware
Samsung Electro-Mechanics specifically identified AI-server demand for the FCBGA expansion. More substrate capacity could ease one constraint in the server-chip chain if the new lines achieve competitive yield and pass customer reliability tests. It would not, by itself, solve shortages of leading-edge wafers, high-bandwidth memory, advanced packaging equipment or finished servers.

When will the effect become visible?
- Construction and infrastructure: Research buildings, fabs, substrate plants and supporting utilities must be built or expanded.
- Equipment installation: Lithography, deposition, etch, inspection, substrate and assembly tools must be installed and brought into stable operation.
- Process and yield learning: Early lots typically require engineering work before output reaches commercial yield and reliability targets.
- Customer qualification: Chip designers, server companies and other customers validate electrical, thermal and reliability performance before approving a new source.
- Volume ramp: Only after qualification and sustained yields does planned capacity become dependable market supply.
Samsung’s own investment disclosure cautions that schedules and amounts are forward-looking and may change with company or market conditions. Treat announced capacity as planned capacity until Samsung or customers publish operating data showing qualified production.
What could limit the benefit
- Execution delays: Construction, permits, equipment deliveries or utility connections can push out the ramp.
- Yield and qualification problems: A plant can have installed tools but still lack enough good units for commercial shipments.
- Infrastructure requirements: Semiconductor and substrate operations need dependable electricity, high-quality water, gases, chemicals, waste treatment and logistics.
- Workforce and supplier depth: Localizing complex materials and process services requires trained engineers, technicians and audited suppliers.
- Market cycles: Memory and logic demand can change before a multiyear project reaches volume, altering the commercial case.
- Geopolitical and trade constraints: Export controls, tariffs or changes in customer location can affect equipment access and shipment routes.
- Concentration in advanced technology: Korea remains central to leading-edge work, so diversification is stronger for selected downstream steps than for every semiconductor stage.
How to interpret the headline numbers
The investment figures measure different things and should not be added together as though they were one supply forecast. KRW 20 trillion is Samsung Electronics’ planned NRD-K spending through 2030. More than KRW 600 trillion is the Korean government’s expected private-investment scale for the wider Yongin cluster. About KRW 6.78 trillion is Samsung Electro-Mechanics’ combined FCBGA expansion in Korea and Vietnam. Vietnam’s USD 23.2 billion is registered Samsung investment reported in 2025, while USD 62.5 billion in revenue and USD 54.4 billion in exports describe 2024 activity.
Those amounts demonstrate commitment and industrial scale, but dollars do not translate directly into wafers or chips. The cost of equipment, product mix, depreciation, yields and customer demand all affect output. No cited source gives a defensible percentage increase in global semiconductor supply from these projects.
What this means for the global chip market
For memory and advanced logic, Korea’s research and cluster investment strengthens Samsung’s ability to develop and manufacture future generations. For packaging and substrates, the Korea–Vietnam FCBGA program could add a second-country option and support AI-server supply. For electronics and displays, Vietnam already provides substantial scale and an expanding local supplier base.
