Rising fuel prices increase cement costs first at the kiln, where limestone and other raw materials are heated to make clinker. They can also raise electricity expenses for grinding, material handling and other plant operations. Profit margins narrow when those higher energy costs grow faster than the price a producer realizes for cement. The eventual effect is not a fixed industry-wide percentage: it depends on the plant’s fuel mix, supply contracts, thermal and electrical efficiency, utilization, product mix, market conditions and ability to pass costs to customers.

A producer can limit the damage through price adjustments, contractual surcharges, efficiency projects, fuel substitution and changes in its product portfolio. Each response has constraints, however. Alternative fuels are not automatically cheaper, and the available industry evidence does not establish one universal fuel-cost pass-through rate or margin decline.

Where fuel costs enter cement production

Clinker makes kiln fuel a direct cost

Portland cement begins with clinker. A cement plant heats a prepared blend of limestone and other minerals in a rotary kiln until it undergoes the chemical reactions needed to form clinker nodules. The kiln must maintain very high temperatures continuously, so the fuel used for that heat is a direct production input rather than an incidental overhead.

When coal, petroleum coke, natural gas or another kiln fuel becomes more expensive, the plant pays more for every unit of useful heat it consumes. The increase reaches the cost of clinker and therefore the cost of cement made from that clinker. A plant with high thermal-energy use per tonne is more exposed than an equally sized plant that achieves lower heat consumption.

Electricity is a separate energy channel

Fuel is not the only energy exposure. Cement plants use electricity to crush and grind raw materials, operate fans and conveyors, finish-grind clinker, package cement and move material around the site. Higher power prices can therefore increase production costs even when kiln-fuel prices are unchanged. Financial analysis should keep thermal fuel and purchased electricity in separate cost lines; treating all energy as “fuel” hides which risk is actually moving.

How higher energy costs squeeze a margin

At a simplified level, a producer’s operating margin is selling revenue minus variable production costs and the plant’s other operating expenses. If the delivered fuel cost per tonne rises while the realized cement price remains unchanged, cost per tonne increases and margin per tonne falls. The pressure is greatest when a plant cannot reduce energy use quickly, has little pricing power, or operates under contracts that delay recovery of input-cost increases.

The same fuel-price shock can produce a different result at another plant. A producer may raise list prices, add a fuel surcharge, renegotiate a contract, switch part of its energy mix, improve kiln performance or sell a higher-value product. Those actions can offset some or all of the increase. They do not make the higher fuel bill disappear; they change how much of it remains with the producer rather than being recovered from customers or avoided operationally.

Change in fuel cost per tonne = change in delivered fuel price × fuel quantity consumed per tonne.

The delivered price should include transport, storage and preparation where those costs apply. The quantity should reflect the plant’s actual thermal intensity, not a generic industry average. A margin estimate then needs the expected change in selling price, electricity cost, output volume and other variable expenses. This approach makes assumptions visible without pretending that one margin percentage applies to every producer.

How large is energy in the cost base?

A U.S. Department of Energy ENERGY STAR guide published in 2013 said energy costs were typically 20–40% of operational costs in the cement industry. That figure is useful as historical context for why energy-price changes matter, but it is not a current global benchmark. It is also not a prediction of the margin loss from any particular fuel-price increase. Plants differ in technology, fuel contracts, electricity tariffs, local raw materials, labor and maintenance costs.

For a current assessment, replace the historical range with the producer’s own accounts: fuel and power cost per tonne, energy consumption per tonne of clinker and cement, the proportion of fixed-price versus indexed fuel supply, and the share of sales covered by contracts that permit recovery of energy changes.

What recent U.S. fuel-mix data shows

The fuel mix determines which price movements reach a kiln. The American Cement Association’s 2024 report on 2023 U.S. cement-industry data shows that the mix is changing rather than remaining tied to one fuel.

Fuel-mix measure Reported value How to interpret it
Alternative fuels 16% of the U.S. industry fuel mix in 2023 Up from 14.6% in the preceding report; indicates broader substitution, not a guaranteed saving for every plant.
Natural gas 31% of fuel consumption in 2023 Up from 25.3% in 2022; exposes plants to gas-market and contract conditions.
Coal and petroleum coke Shares declined in the 2023 comparison A lower share reduces direct exposure to those fuels but does not eliminate total energy-cost risk.

These percentages describe the reported U.S. industry mix, not an individual facility’s economics. They do not show the cost savings achieved by switching fuels, because savings depend on the delivered price, preparation requirements, kiln performance and regulatory obligations at each site. The association’s alternative-fuels fact sheet provides additional context on the types of materials used.

Why alternative fuels can help—and when they do not

Tires, certain plastics, fabrics, fibers and agricultural wastes can supplement or replace part of a kiln’s conventional coal or petroleum-coke use. Using a waste-derived fuel can reduce exposure to a volatile fossil-fuel market, and in some locations the plant may receive a material at a favorable delivered cost. That outcome is conditional, not automatic.

Decision factor Question for the plant
Delivered energy cost What is the cost per unit of useful heat after collection, transport, processing and storage?
Consistency and quality Are moisture, heating value, ash, chlorine and other properties stable enough for reliable kiln operation?
Preparation and handling What shredding, drying, dosing, fire protection and storage equipment is required?
Kiln compatibility Can the existing burner and feeding system maintain output and product quality at the proposed substitution rate?
Permits and emissions Do environmental rules, monitoring requirements or community conditions limit use?
Supply reliability Is there enough material year-round, or will the plant need conventional fuel as a backup?

A fuel switch can lower the invoice for one material while increasing labor, maintenance, testing or compliance costs. It can also change kiln stability or clinker quality if the fuel is inconsistent. The relevant comparison is therefore the total delivered cost of reliable useful heat, not the quoted price of a waste stream alone.

Price pass-through and other ways producers protect margins

Customer pricing and contract clauses

The fastest protection is to increase cement prices or apply a fuel or energy surcharge. The feasibility depends on local competition, imports, construction demand and customer contracts. Indexed contracts can link part of the selling price to a published energy or inflation measure, while fixed-price agreements may leave the producer exposed until renewal. A price increase also changes demand risk: customers may defer purchases, switch suppliers or reduce cement intensity in a project.

Efficiency and operating discipline

Lowering heat consumption per tonne reduces the quantity multiplied by the higher fuel price. Operators may tune burners, reduce air leakage, improve heat recovery, maintain refractory and grinding equipment, or address unplanned downtime. The financial value should be measured against the plant’s baseline energy intensity and the cost of the improvement, not assumed from a generic efficiency percentage.

Utilization and product mix

Fuel is usually a variable cost, but many plant expenses are fixed or semi-fixed. If demand falls and output declines, those costs are spread over fewer tonnes, compounding the effect of expensive energy. Conversely, stable utilization can protect unit economics. Product mix also matters: selling more products with different clinker content, performance specifications or realized prices changes both the energy requirement and the revenue earned per tonne. A mix shift can mitigate a fuel shock, but only if customers accept the products and the plant can make them consistently.

Do not confuse fuel inflation with decarbonization investment

Higher conventional-fuel prices are an operating-cost shock. Building a new low-emissions configuration is a capital and technology decision. The International Energy Agency’s 2025 Breakthrough Agenda Report estimates that early commercial near-zero-emissions cement plants using carbon capture have production costs 75–150% above conventional plants, with regional variation.

That estimate concerns emerging carbon-capture configurations; it is not an estimate of how much a fuel-price increase reduces today’s cement margin. A producer evaluating decarbonization should model capital recovery, operating energy, transport and storage infrastructure, policy support and product premiums separately from the short-term fuel budget.

How to measure a producer’s exposure

Analysts, lenders and plant managers can compare producers using the following data rather than relying on a headline fuel percentage:

  • Fuel mix and contracts: shares of coal, petroleum coke, natural gas and alternative fuels; fixed, indexed and spot purchasing arrangements; minimum-volume obligations.
  • Thermal intensity: fuel quantity and useful heat per tonne of clinker, kiln technology, heat-recovery capability and recent operating performance.
  • Electricity exposure: purchased power per tonne, tariff structure, on-site generation and exposure to peak-price periods.
  • Alternative-fuel capability: available local supply, substitution rate, preparation assets, permits and backup-fuel requirements.
  • Pricing power: regional market concentration, import competition, contract duration, escalation clauses and historical ability to recover input inflation.
  • Product and clinker mix: share of lower-clinker products, specialty grades, blended cements and products with different realized prices.
  • Utilization and geography: kiln load factor, demand outlook, transport distances, local regulation and access to reliable fuel suppliers.

The reviewed public sources do not provide comparable producer-level results for all of these measures. Claims that one company or country will lose a specific margin percentage should therefore be treated cautiously unless they disclose the underlying fuel, output and pricing assumptions.

A practical step-by-step margin stress test

  1. Establish the baseline: collect the latest fuel and electricity cost per tonne, thermal and electrical intensity, output, realized cement price and operating margin for each plant.
  2. Map the contracts: record when fuel and power prices reset, which volumes are fixed or indexed, and whether customer prices can be adjusted on the same timetable.
  3. Model separate shocks: test higher kiln-fuel prices, higher electricity prices and both together. Do not use one blended energy assumption when the contracts differ.
  4. Apply operational responses: calculate the effect of realistic efficiency work, alternative-fuel substitution and utilization changes, including their preparation, maintenance and compliance costs.
  5. Test price recovery: run cases for no pass-through, partial recovery and full recovery, then examine the effect on volume and customer retention.
  6. Review product mix: model how changing clinker factor, grade mix or specialty-product sales affects both energy consumption and revenue.
  7. Report a range: present margin outcomes with the assumptions and timing shown. A range is more credible than a single industry-wide percentage because fuel exposure and market power differ by plant.

What rising fuel costs mean for cement prices

When many producers face the same energy shock, the industry may seek higher cement prices, but the adjustment can lag the cost increase. Contracts, competitive imports, regional oversupply and weak construction demand can delay recovery. In a tight market with strong demand, pass-through may occur more quickly. The direction of cement prices is therefore related to fuel costs but not mechanically determined by them: market conditions decide how much of the cost change reaches customers.

For that reason, the most informative question is not simply whether fuel prices rose. It is how much useful heat and electricity a specific plant requires, what it pays after logistics and contracts, how quickly it can change its fuel or product mix, and whether customers will accept a corresponding price adjustment.
