Short answer: tidal power is highly predictable in timing, but its electrical output rises and falls with each tidal cycle. That predictability is different from being continuously available, fully dispatchable, or guaranteed to meet demand. Reliability depends on the tidal resource, device and marine operations, subsea and onshore electrical infrastructure, maintenance, and the flexibility of the wider power system.
To judge a project fairly, ask which meaning of “reliable” is intended: forecastable tides, equipment availability, controllable output, or a dependable contribution to the grid. Each has a different answer.
What “reliable” means for tidal power
Predictable timing
Gravitational interactions among the Earth, Moon and Sun make tidal cycles regular. At a suitable site, developers can forecast when current speed and direction will increase, reverse and weaken. The OES Guidance for Assessing Tidal Current Energy Resource (2008) treats this temporal pattern as a measurable resource characteristic: an assessment should describe fluctuations over the relevant time scales, estimate energy production and quantify uncertainty.

It does not mean that a turbine produces the same power throughout a cycle.

Availability and reliability
Availability asks whether a device or plant is able to operate when the resource is present. Reliability is broader: it includes forced outages, planned maintenance, converter and control-system performance, subsea cables, substations, communications, and the ability of the power system to serve load when needed. A predictable tide can still produce little electricity if a turbine is offline, a cable has failed, or environmental conditions prevent a vessel from reaching the site.
No universal fleet-wide tidal-power availability or reliability percentage is established by the cited material. A single number would conceal differences in technology, site, maintenance strategy, array size and grid connection.
Dispatchability
A dispatchable plant can be instructed to change output when the system operator needs it, within its technical limits. Tidal input cannot be increased on command in the way fuel flow can be increased at a conventional generator. Curtailing a tidal turbine is possible, but producing more than the available current allows is not.
Hybrid designs can alter that limitation. A 2021 peer-reviewed study modeled tidal-wind and tidal-solar farms that use combinations of generation and, where needed, storage or coordinated operation to meet a predetermined dispatch level. Those results are modeled designs under stated assumptions, not proof that every tidal project can provide firm output or that one hybrid configuration is universally optimal.
Contribution to meeting demand
Grid planners care about the net contribution a project can make during specific hours, not only its annual energy. A tidal array may deliver useful renewable energy at forecastable times, yet still need complementary resources during slack-water periods or equipment outages. Its dependable contribution must therefore be calculated from the local output profile, outage assumptions, connection limits and the rest of the generation portfolio.
How tidal generation actually varies
Tidal-current devices
Tidal-stream or tidal-current turbines extract energy from moving water. Current speed changes through an ebb-and-flood cycle, and power changes nonlinearly with speed; a modest reduction in current can produce a much larger reduction in turbine output. Directional changes may require yawing, bidirectional machines or operating periods in which a device is not generating.

Resource assessment is consequently site-specific. The OES guidance calls for measurements and models that capture vertical and horizontal variation, spring-neap cycles, seasonal effects, turbulence, direction and the uncertainty around each estimate. Annual energy production is derived from the distribution of current conditions and the device’s power curve, not from an average current treated as constant.

Marine operating conditions
Salt water, corrosion, biofouling, turbulence, debris, seabed conditions and high loads affect maintenance intervals and access. A device can be technically capable of running but unavailable because sea state or current conditions make inspection or repair unsafe. Project reliability estimates should separate resource-driven non-generation from equipment downtime and from grid outages, because each has a different remedy.
Electrical conversion and export
Power electronics convert variable generator output to grid-compatible electricity. Transformers, array cables, export cables and onshore substations determine how much of the available generation can reach the network. A constrained export cable can force curtailment even when turbines are operating normally. Protection settings, voltage control and fault-ride-through requirements also have to be demonstrated before a project can connect.
Tidal stream and tidal range are not the same technology
Tidal-current projects place turbines in moving water. Tidal-range projects use a difference in water level across a barrage or lagoon, allowing water to flow through turbines during planned phases of filling and emptying. Their operating patterns, civil works, environmental effects and dispatch options differ.
The strongest grid-integration evidence cited here concerns tidal current. Conclusions about forecasting, array output and connection should not automatically be transferred to every tidal-range design. A range project must be assessed using its own hydraulic model, generation schedule, constraints and connection study.

How a tidal project fits into the electricity grid
1. Match the resource to the connection
Grid integration starts before construction. The developer compares the forecast output profile with the capacity and electrical characteristics of the intended point of connection. OES work on integrating wave and tidal current power frames this as a regional planning question: near- and longer-term ocean-energy potential must be matched with existing and future network infrastructure.

The connection study checks thermal limits, voltage changes, fault levels, protection coordination, power quality and the need for reactive-power control. It also identifies whether several projects would compete for the same export capacity. A turbine rating is therefore not the same as the power that can be delivered to customers.
2. Forecast and schedule production
Because tidal timing is known, operators can include expected tidal output in day-ahead and intraday schedules. Forecasts still carry uncertainty from imperfect bathymetry, current measurements, device behavior and access restrictions. Good practice is to publish a range or confidence interval rather than treat a single deterministic curve as certain.
3. Balance the gaps with flexibility
When tidal output is below demand, the system must draw on other resources. When output exceeds local demand or the connection limit, the system may export, charge storage, shift demand or curtail generation. The International Energy Agency’s Secure energy transitions in the power sector (2021) states: “Experience in a number of countries has shown that variable renewables can be reliably integrated in power systems.” The statement is about power-system operation in general; it is not a guarantee that every tidal project is reliable on its own.

- Networks: stronger local and regional lines move energy from a tidal site to demand and reduce congestion.
- Interconnections: links to neighboring regions spread geographic differences in demand and renewable output.
- Storage: batteries or other technologies can shift energy from high-output periods to later hours, subject to their power, energy and cycling limits.
- Demand response: flexible industrial, commercial or residential loads can move consumption toward forecast tidal production.
- Flexible generation: other plants can change output when tidal generation rises or falls.
These measures support system reliability, but they have costs and physical limits. The appropriate mix depends on the local network, market rules, demand shape and the behavior of other generators.
4. Account for curtailment and outages
A project model should distinguish energy that was never available because the tide was weak from energy that was available but curtailed by a network limit. It should also model planned maintenance, forced outages, cable faults and delays in marine access. Keeping these categories separate prevents an optimistic resource estimate from being mistaken for firm electricity.
A practical reliability-assessment workflow
- Measure the site. Collect current speed, direction, water depth, turbulence and other variables over a period that captures spring-neap and seasonal behavior.
- Build the temporal output model. Apply the selected device’s power curve, availability assumptions and array interactions to produce an hourly or sub-hourly profile.
- Quantify uncertainty. Test measurement error, model error, extreme conditions, resource variability and changes in device performance. Report ranges rather than only a central estimate.
- Model the plant and marine operations. Include converter limits, startup and shutdown behavior, maintenance windows, access weather, corrosion and replacement strategies.
- Study the connection. Verify cable, transformer, substation and network capacity, as well as voltage, frequency, protection and power-quality requirements.
- Run system studies. Test the tidal profile alongside demand, other generators, storage, interconnections and demand response. Examine both normal operation and contingencies.
- Define the service being sold. Energy, capacity, reserve and balancing services have different qualification rules. A predictable energy profile does not automatically qualify as firm capacity.
Can hybrids make tidal output dispatchable?
Combining tidal generation with wind, solar and storage can smooth an aggregate profile because the resources do not peak at exactly the same times. The 2021 study by Osman and co-authors examined hybrid tidal-wind and tidal-solar farms designed to meet a predetermined dispatch level in modeled cases. Such a design may use forecasting, overbuilding, curtailment and storage to shape the delivered output.

- Performance depends on the chosen sites, resource correlations, storage sizing, dispatch target and assumed costs.
- A hybrid plant still needs a connection sized and operated for its combined output, plus maintenance and outage plans for each technology.
Hybridization can improve controllability, but it does not remove the need for resource assessment or system-level reliability analysis.

The UK Department for Energy Security and Net Zero published its Review of power generation costs for floating offshore wind and tidal stream energy technologies on 16 November 2023. Its stated purpose included informing UK generation-cost estimates and Contracts for Difference administrative strike-price analysis. Those assumptions describe a UK policy context; they are not a universal current price for tidal electricity.
The 2021 hybrid-system study reported the following figures with specific geography and scenario qualifications:

These numbers should not be combined into a global tidal LCOE or compared directly with a competitor’s system-level reliability claim. Cost depends on financing, construction conditions, learning, capacity factor, connection, operations and the amount of flexibility the wider grid must provide.

Common mistakes when judging tidal reliability
“The tide is predictable, so output is constant.”
False. Predictability describes when output changes, not a flat production level. The output curve still rises and falls through each cycle.

“A forecast means the plant is dispatchable.”
False. Forecasting helps scheduling, while dispatchability requires control over output. Tidal input cannot be increased beyond the current available at that moment.
“Nameplate capacity equals dependable capacity.”
False. Nameplate rating is the maximum electrical output under specified conditions. Dependable capacity also reflects the tidal profile, outages, connection limits and the system’s peak-demand hours.
“One percentage can rank every tidal project.”
False. Availability and reliability vary by device, site, maintenance access, cable design and operating history. Use project-specific metrics and state the period and boundary of each calculation.
“A low project LCOE proves grid reliability.”
False. Levelized cost is an economic measure, while reliability concerns the ability to serve demand through changing conditions and contingencies. A credible comparison must include balancing, network and flexibility requirements.
Questions to ask before approving a project
- What measured data supports the current-speed and direction model, and how long was it collected?
- Which parts of the output profile are uncertain, and how are those uncertainties carried into energy and capacity estimates?
- What availability assumption is used for turbines, converters, cables and the export substation?
- How often can crews reach the site, and what happens during prolonged weather or current restrictions?
- What is the firm export capacity after accounting for network constraints and planned outages?
- Which resource provides energy during slack-water periods and maintenance events?
- Are storage, interconnection or demand-response services contracted, or merely assumed in a model?
- Are cost figures observed, projected or policy assumptions, and which geography and year do they represent?
The most defensible conclusion is therefore conditional: tidal power offers unusually predictable timing among variable renewable resources, but dependable grid service comes from the complete project and power system. Resource data, robust equipment, a suitable connection and sufficient flexibility must all be present for a tidal array to support reliability.
