Refineries remove sulfur from gasoline and diesel mainly through catalytic hydrotreating: they react a fuel stream with hydrogen over a catalyst, convert sulfur compounds into forms that can be separated, and send the resulting sulfur to recovery systems. The process helps fuels meet emissions-related standards, but treating gasoline more intensely can also lower octane and make blending more demanding.
Why sulfur is removed from fuel
Sulfur occurs naturally in crude oil, and its amount varies among crude grades. It can remain in gasoline and diesel unless refining removes it. In gasoline, sulfur impairs the effectiveness of vehicle emission-control systems and contributes to air pollution, according to the U.S. Energy Information Administration and the U.S. Environmental Protection Agency.
Reducing sulfur is therefore both a fuel-quality and emissions-control measure. It is not a process that makes sulfur vanish: the refinery must handle the sulfur removed from the fuel, along with the hydrogen and supporting operations the treatment requires.

How catalytic hydrotreating works
In hydrotreating, a refinery sends a hydrocarbon stream through a reactor with hydrogen and a catalyst, under elevated temperature and pressure. The reaction converts sulfur compounds into hydrogen sulfide, which can be separated from the treated fuel and routed to sulfur-recovery operations. Hydrotreating distillate streams also removes nitrogen, oxygen, and metals associated with hydrocarbon compounds.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The exact reactor conditions and equipment depend on the stream and the required product quality. The essential distinction is that this is refinery-scale chemical processing—not a consumer treatment that can be reproduced by adding a generic fuel additive.
Gasoline and diesel need different treatment strategies
Gasoline: reduce sulfur while protecting octane
Gasoline sulfur control can focus on FCC gasoline blendstocks or on feed entering the fluid catalytic cracking process. Both approaches use hydrogen-based treatment, but they affect the material that contributes to final gasoline quality differently. In particular, olefins in FCC gasoline contribute octane, and hydrotreating can affect them.

More severe treatment can reduce sulfur further while also lowering octane. Refiners must then meet gasoline’s other specifications through blending, potentially using a greater share of high-octane, low-sulfur components. The result is a balancing problem: sulfur reduction cannot be considered in isolation from the finished fuel’s octane and blend composition.

Diesel and other distillate streams are also hydrotreated to remove sulfur. In addition to sulfur, the process can remove nitrogen, oxygen, and metals. The U.S. Energy Information Administration reports that the U.S. highway-diesel limit reached 15 parts per million (ppm) by 2010.

What the U.S. sulfur limits mean
These figures describe U.S. requirements and historical milestones; they are not universal global specifications. Local rules can differ by country, fuel category, and date.
| Fuel or milestone | Figure | Scope and qualification |
|---|---|---|
| Gasoline sulfur standard | 10 ppm | U.S. EPA standard for refiners and importers beginning in 2017, as reported by EIA in 2024. |
| Highway ultra-low-sulfur diesel (ULSD) | 15 ppm maximum | U.S. highway diesel limit, in place by 2010, as reported by EIA in 2015. |
| Historical diesel comparison | 3,000 ppm average before 1993 | EIA’s historical figure for diesel sulfur content before the U.S. diesel standards; it is not a current measurement of all diesel fuel. |
EIA characterizes the change from the historical 3,000 ppm average to the 15 ppm ULSD limit as a 99.5% reduction. For gasoline, EPA says the Tier 2 program reduced sulfur by up to 90%; “up to” and the Tier 2 program context matter, rather than implying that every fuel or refinery achieved the same reduction.

Hydrogen, sulfur recovery, and other refinery requirements
Adding or intensifying hydrotreating can increase demand for hydrogen. It can also require additional sulfur-recovery capacity and support systems. EPA regulatory materials identify hydrogen generation, catalyst handling or regeneration, sulfur recovery, wastewater treatment, and blending and storage among the operations that support refinery processing.
- Hydrogen: supplies the reactant for hydrotreating; increasing treatment can require more hydrogen production or supply.
- Sulfur recovery: receives sulfur-bearing streams separated during processing so the removed sulfur can be managed rather than left in the fuel.
- Supporting operations: catalyst handling, wastewater treatment, and blending and storage help the refinery operate the treatment and bring fuel into specification.
These connected requirements mean that sulfur reduction is a refinery-wide system decision, not simply a matter of installing a single reactor. The available cited sources do not establish a current, comparable cost ranking among gasoline and distillate treatment approaches.

How gasoline sulfur credits fit in
The U.S. gasoline program allows suppliers to use sulfur averaging, banking, and trading credits as compliance mechanisms. These tools let regulated parties manage compliance across fuel production and supply rather than requiring every individual batch to meet the same sulfur value. Credit balances and market conditions change over time, so older figures about available credits should not be treated as current without checking EPA data.
