Some decommissioned wind-turbine blades can be recycled in a cement kiln through co-processing. The blade is first cut and shredded, then fed into the kiln, where its polymer-rich fraction burns and supplies part of the process energy while glass fibers and other mineral constituents become part of the raw-material feed for clinker. The route therefore recovers both energy and mineral content; it does not mean that intact blades are mixed into cement or that finished concrete contains loose blade fibers.

Whether the route is practical depends on blade chemistry, preprocessing specifications, transport distance and the receiving cement plant. A U.S. arrangement announced in 2020 demonstrated the approach, but that announcement is not proof that a service is currently available in every region.

What happens to a wind-turbine blade after decommissioning?

A blade is a large composite structure made mainly from glass or carbon fibers, polymer resin, coatings, adhesives, core materials and hardware. When a turbine is repowered, dismantled or permanently retired, the blades must be removed, transported and prepared for a receiving facility. Their size makes logistics a central part of recycling rather than an afterthought.

The DecomBlades project treats blade information, transport planning, shredding specifications and cement-plant integration as connected requirements. A plant needs to know the material’s composition and particle size before accepting it, and the processor must be able to move heavy, oversized sections safely from the wind farm to the preparation site and then to the kiln.

Removal and transport

Operators section the blade as necessary for road transport or handling. The exact cutting plan depends on blade dimensions, local transport rules and the equipment available at the decommissioning site. Sections are then delivered to a processor or directly to a facility equipped to reduce them to a kiln-compatible feedstock.

Mechanical size reduction

The composite is cut or mechanically shredded. In the 2020 U.S. arrangement announced by Veolia and GE Renewable Energy, removed blades were to be shredded at a Veolia facility in Missouri before shipment to cement production. DecomBlades also identifies mechanical shredding as a preparation step for cement-kiln use and for some pyrolysis routes.

How cement-kiln co-processing uses the blade

After preparation, the shredded composite is metered into a cement plant’s established kiln system alongside conventional fuel and mineral feed. The kiln operates at temperatures high enough to break down and combust the organic resin and polymer fraction. That combustion releases heat, allowing the blade-derived material to displace some coal or another conventional fuel.

The inorganic fraction behaves differently. Glass fibers, silica-rich material and other noncombustible minerals remain in the process and become constituents of the clinker-forming raw mix. The kiln’s chemistry, residence time and dust-control systems are designed to incorporate this material without bypassing the normal clinker-production steps.

  1. Characterize the blade material. The processor identifies fiber type, resin content, coatings, core materials, moisture and chemical constituents. This determines whether the material meets the cement plant’s fuel and raw-feed specifications.
  2. Cut and shred the blade. Oversized sections are reduced mechanically to a particle size and bulk density that the receiving plant can handle through its feeding system.
  3. Blend and quality-check the feedstock. Processors may remove hardware or unwanted contaminants and blend batches to keep heating value, ash content and mineral chemistry within the plant’s limits.
  4. Feed the kiln. The prepared composite enters the kiln system with conventional inputs. Its polymer fraction provides energy, while its mineral fraction contributes to clinker chemistry.
  5. Produce clinker and grind cement. The plant continues through ordinary clinker formation, cooling and cement grinding. The result is cement made through the same industrial process, not a product formed by placing whole blade pieces into a bag.

In the GE–Veolia announcement, the companies stated that cement made through the described process had the same properties and performance as traditionally manufactured cement and met applicable ASTM standards. That statement applies to the announced arrangement; it should not be generalized automatically to every plant, blade composition or operating condition.

What is recovered from one tonne of blade material?

A 2024 paper by Schindler, Duke and Galloway estimated that 40–50% of blade material contributes fuel and 50–60% is incombustible. The authors estimated that one tonne of blade material could displace approximately 0.4–0.5 tonne of coal, contribute about 0.1 tonne of calcium oxide and about 0.3 tonne of silicon oxide.

These are analyzed and modelled estimates, not guaranteed yields. Blade designs differ by manufacturer, generation, fiber type, resin formulation, core and coatings. Kiln specifications and the plant’s permitted blend also change the result. The figures are best used to show why co-processing can provide two forms of recovery, not as a universal conversion rate.

Blade-derived fraction Role in the kiln Quantified estimate or qualification
Polymer and other combustible organics Burns and supplies process heat, replacing part of conventional fuel Estimated 40–50% of blade material in the 2024 paper
Glass fiber and mineral constituents Remain as noncombustible raw-material input for clinker Estimated 50–60%; about 0.1 tonne calcium oxide and 0.3 tonne silicon oxide per tonne of blade material
Overall fuel displacement Reduces the amount of coal needed for the kiln under the modelled conditions About 0.4–0.5 tonne of coal per tonne of blade material, estimated by Schindler, Duke and Galloway

Why composition and boron content matter

Not every blade can be accepted at the same replacement rate. The paper flags boron in some glass-fiber blades as a possible constraint. Boron can affect clinker chemistry and the operating window of a cement plant, so a high-boron feed may require a lower proportion, blending with other material or rejection.

Other practical checks include heating value, moisture, ash, chlorine, alkalis, heavy metals, particle size and the amount of steel, balsa, foam or coatings present. A cement producer sets its own acceptance limits based on kiln design, permits, emissions controls and the chemistry of its existing raw materials. There is therefore no single acceptable blade blend percentage that applies worldwide.

Why preprocessing specifications are essential

  • Particle size: The feed must pass through the plant’s conveyors, dosing equipment and injection points without bridging or damaging equipment.
  • Consistent composition: Large swings in resin, fiber or mineral content can disturb fuel dosing and clinker chemistry.
  • Contaminant control: Metals, dirt and hardware may need removal before shredding or feeding.
  • Safe handling: Cutting and shredding generate dust and require controls for workers, equipment and nearby communities.
  • Traceability: Records of blade origin and material composition help the plant verify that each batch meets its operating and permit requirements.

Does the process really recycle the whole blade?

It can recover most of the processed composite, but “whole blade” should not be read as “nothing remains.” Hardware, dirt, coatings, rejected fractions and processing residues may require separate management. The outcome also depends on how the processor defines reuse and on the plant’s material specifications.

Veolia stated in 2020 that more than 90% of blade material was reused in the process it described, with 65% used as raw material and 28% as energy. Those percentages are company-reported figures for that process and should not be treated as a universal result for every cement kiln.

Environmental benefits and their limits

Replacing part of a kiln’s fossil fuel and virgin mineral feed can reduce the impacts associated with conventional cement production. GE Renewable Energy reported a Quantis U.S. analysis that estimated 27% lower net carbon-dioxide emissions and 13% lower water consumption for the described blade co-processing scenario compared with traditional cement manufacture.

Those percentages describe one life-cycle comparison, geography and operating scenario. Results can change with transport distance, electricity and fuel mixes, preprocessing energy, the displaced fuel, blade composition and what would otherwise happen to the blades. A long haul to a distant kiln or an energy-intensive shredding operation can reduce the benefit. The figures should therefore be quoted with their U.S. scope and comparison rather than presented as universal savings.

How co-processing differs from other blade-recycling routes

Cement-kiln use is one option in a wider hierarchy. The alternatives recover different parts of the blade and require different levels of processing.

Route What is recovered Preprocessing Status and key constraints
Direct reuse or repurposing Intact blade structure or large sections Inspection, cutting and structural adaptation Suitable only for selected blades and applications; transport and engineering approval are decisive
Cement-kiln co-processing Energy from polymers and minerals for clinker Cutting, mechanical shredding, blending and quality control Demonstrated in specific industrial arrangements; acceptance depends on kiln chemistry, permits and logistics
Pyrolysis Potentially fibers, oils, gases and other chemical fractions Size reduction plus thermal processing Requires specialized equipment; product quality and economics vary by feedstock and process
Fiber or powder use in new products Reinforcement or mineral filler Shredding, milling, separation and formulation Separate construction-material development path; performance depends on fiber quality and binder design
Geopolymer or other cementitious products Processed blade constituents in a new binder or composite More extensive separation and formulation work Projects are exploring the route; it is not the same as feeding blades into a Portland-cement kiln

Projects such as Blades2Build, U.S. Department of Energy prize concepts and geopolymer work at DTU illustrate the distinction. They investigate new products made with recycled blade fibers or powders. In kiln co-processing, by contrast, the blade is consumed within the fuel-and-raw-material system that produces clinker.

What a project owner should verify before choosing this route

  1. Identify the receiving facility. Confirm that a cement plant in a practical transport radius accepts composite blade feedstock and is permitted to use it.
  2. Request acceptance specifications. Obtain limits for particle size, moisture, heating value, chlorine, alkalis, boron, metals and other relevant constituents.
  3. Plan the logistics chain. Map blade removal, sectioning, temporary storage, road transport, shredding and final delivery. Oversized loads can dominate cost and emissions.
  4. Arrange representative sampling. Test blades from each design or turbine batch rather than assuming that one laboratory result describes an entire fleet.
  5. Define rejected-material handling. Contract terms should state what happens to hardware, contamination, off-specification batches and residues.
  6. Check performance and reporting claims. Ask whether reported recovery, emissions or water figures apply to the specific plant and boundary being considered.
  7. Verify current availability. The 2020 U.S. GE–Veolia announcement documents a historical arrangement, not a standing service directory. Confirm present-day operators, locations, permits and capacity directly.

Common misunderstandings

“The blades become concrete fibers.”

Not in kiln co-processing. The blade is converted into heat and mineral constituents during clinker production. Adding chopped blade fibers to a finished concrete mix is a different material-development route.

“Every blade can replace the same amount of coal.”

No. The 0.4–0.5-tonne coal-displacement estimate is from a 2024 analysis and depends on the material and kiln. Resin content, moisture, mineral chemistry and plant controls change the result.

“A recycling announcement means the service is available everywhere.”

No. Commercial capacity is location-specific. A plant must have suitable feeding equipment, permits, laboratory controls and a logistics connection to the blades.

“Co-processing eliminates all disposal.”

No. Some hardware, contaminants or off-specification fractions may still need another route. The process recovers substantial value when the feed meets specifications, but it is not a guarantee that every component enters clinker or fuel substitution.
