U.S. freight railroads make money by moving customers’ cargo and keeping the amount collected for that service above the cost of running trains, maintaining infrastructure and supporting the network. The key measures are freight revenue, shipment volume, traffic mix, operating expenses and the operating ratio. Capital returns and regulatory measures provide a second test of financial performance.

This explanation focuses on U.S. freight railroads, particularly Class I carriers. Passenger rail ticket economics are different and are not covered here.

What a freight railroad actually sells

A railroad sells transportation capacity over a network. A shipper pays to move a commodity, container or trailer between specified origins and destinations under a service arrangement. The railroad supplies locomotives, crews, dispatching, terminals, track capacity, cars or car-handling services and the coordination needed to complete the movement.

Public filings commonly divide freight into merchandise, intermodal and coal or other bulk categories. Merchandise can include agricultural products, chemicals, metals, construction materials and automobiles. Intermodal service moves containers and trailers for shippers and logistics partners. These categories matter because each has different equipment needs, service requirements, competitive alternatives and pricing.

Norfolk Southern’s 2025 revenue mix

Norfolk Southern Corporation reported $12.2 billion in total railway operating revenue for 2025. Merchandise represented 63% of that revenue and intermodal represented 25%. Those percentages describe Norfolk Southern in 2025; they are not an industry-wide average, and the remaining revenue included other reported categories such as coal.

Norfolk Southern category Share of 2025 railway operating revenue What the category generally covers
Merchandise 63% Agricultural goods, chemicals, metals, construction materials, automobiles and similar individual commodities
Intermodal 25% Containers and trailers moved for shippers and logistics partners
Other reported categories Not stated in the cited figures Includes categories such as coal in the company’s business grouping

The mix is economically important: two railroads can carry similar total volumes but earn different margins because their commodities, routes, service commitments and competitive conditions differ.

How freight rates are determined

There is no single national price per mile that applies to every rail shipment. A rate reflects the service being purchased and the market in which that service is offered. Norfolk Southern states that its predominant pricing mechanisms are private contracts and exempt price quotes, and says, “In general, market forces are the primary determinant of rail service prices.” That statement describes the company’s predominant mechanisms; it does not establish that every shipment is priced identically or that every rail rate is unregulated.

Contract rates and price quotes

A private contract sets commercial terms between a railroad and a shipper. Terms can address the origin and destination, commodity, expected volume, service standards, equipment, accessorial charges, duration and adjustment provisions. An exempt price quote is another way to price eligible traffic outside a publicly posted tariff. The practical result is that large or recurring traffic may be negotiated rather than purchased from a universal menu.

What changes the price of a movement

Railroads and customers consider the characteristics of the traffic and the service required. Relevant variables can include distance, weight, equipment, terminal handling, loading and unloading requirements, service frequency, network congestion, reliability commitments and the availability of competing transportation. Market conditions determine how much of the railroad’s cost can be recovered and what price a customer will accept.

Fuel surcharges can alter the amount billed when the contract includes such a provision. The Surface Transportation Board (STB) collects fuel-surcharge data along with broader revenue and expense information, but the existence of a surcharge in industry data does not mean every shipment has one or that it fully offsets fuel costs.

A useful way to think about a freight rate

For analysis, treat a shipment’s revenue as the negotiated transportation charge plus any applicable, contract-defined additional charges. Multiply the revenue per carload, container, trailer, ton or other unit by the number of units moved. That produces a traffic-revenue estimate; the railroad’s reported operating revenue also reflects its accounting rules and the categories included in its filing.

From revenue to operating profit

Operating revenue is the money earned from railway operations. Operating expenses are the costs required to provide that service. Subtracting operating expenses from operating revenue gives operating income. Net income comes later, after items outside the operating-cost calculation, such as interest, taxes and other non-operating or unusual items.

This distinction prevents a common error: a railroad can increase revenue without improving operating profit if costs rise faster. Conversely, productivity improvements can raise operating profit even when volume is flat, provided the savings are not offset elsewhere.

The four main operating profit drivers

Driver How it affects results Question to ask in a filing
Price or rate Higher realized rates increase revenue per unit; reductions have the opposite effect. Did pricing gains exceed inflation, concessions or other cost increases?
Volume More carloads, containers or other units spread some network and support costs over more traffic. Did units grow, decline or shift among commodities?
Mix The proportion of merchandise, intermodal, coal and other traffic changes the average revenue and cost profile. Was growth concentrated in a high- or low-margin category?
Productivity and costs Better train utilization, labor efficiency, fuel use, asset use or process control can reduce expense per unit. Were reported savings recurring, or tied to a temporary event?

Union Pacific reported that core pricing gains, productivity and 1% volume growth positively affected its 2025 financial results. The filing also reported a 59.8% operating ratio for 2025. That is a single-company result for one period, not a benchmark for every railroad.

What the operating ratio means

The U.S. Government Accountability Office defines operating ratio as “a metric that expresses operating costs as a percentage of operating revenue.” The calculation is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operating ratio = operating expenses ÷ operating revenue × 100

An operating ratio of 60% means that, under the company’s reported measure, 60 cents of each operating-revenue dollar went to operating costs. Forty cents remained as operating income before items outside that operating-cost calculation.

Why a lower ratio is usually favorable

If two periods use comparable definitions, a lower ratio generally means more operating revenue was retained after operating costs. A railroad can lower its ratio by raising rates, increasing volume, improving productivity, reducing expenses or changing its traffic mix. Management therefore watches the ratio as a compact indicator of operating efficiency.

Why the ratio is not a complete profit measure

  • It is not the net profit margin. Interest, taxes and other items are not captured by the simple operating-ratio calculation.
  • It is not cash flow. Capital spending, working capital and debt payments require separate analysis.
  • It is not return on invested capital or shareholder return.
  • It can be distorted by unusual charges, accounting classifications and changes in the mix of traffic.

When comparing companies, use the same reporting period and check that the definitions are comparable. Geography, commodity exposure and one-time expenses can make apparently similar ratios represent different underlying economics.

The costs behind a railroad’s operating ratio

Railroad expenses arise from the physical network and from the people and equipment needed to operate it. Typical lines in a carrier’s accounts include wages and benefits, fuel, locomotive and freight-car maintenance, track and structure maintenance, equipment rentals, purchased services, materials, insurance, technology and administrative support. The exact presentation varies by company and accounting period.

Many costs are difficult to remove quickly because a railroad must maintain a safe, connected network even when traffic temporarily falls. A train may run fewer cars, but track, signals, dispatching systems and terminals still require upkeep. This operating leverage is why a sustained increase in volume can improve margins, while a sharp volume decline can pressure them.

Productivity is more than cutting headcount

Productivity can mean moving more traffic with the same locomotives and crews, reducing dwell time, improving train length or weight, planning maintenance more effectively, using fuel more efficiently or eliminating rework. A sustainable gain lowers the resources required for a unit of traffic without undermining safety, service quality or the condition of the network. A one-time reduction should not be treated as a permanent improvement.

Capital intensity and the return on the network

Freight railroads invest in track, bridges, signals, yards, terminals, locomotives, freight cars, information systems and safety programs. Those assets allow a railroad to offer service over a large geography, but they also require continuing capital expenditures and maintenance.

The STB collects data on revenues, expenses, income, volumes, wages, fuel surcharges, cost of capital and revenue adequacy. Class I railroads file annual R-1 reports. STB Schedule 250 is used to develop return on net investment for revenue-adequacy determinations. In the STB’s annual test, a railroad is revenue adequate when its return on investment is at least the current industry cost of capital.

Revenue adequacy is a regulatory financial test, not another name for the operating ratio. A railroad can show a favorable operating ratio while earning an inadequate return on a very large asset base, or it can have a temporarily high ratio during a major investment or disruption while still creating long-term network value.

The size and structure of the U.S. freight rail system

The Federal Railroad Administration describes a U.S. freight rail network of almost 140,000 route miles and a nearly $80-billion industry. Its overview lists seven Class I railroads, 22 regional railroads and 584 local or short-line railroads. These figures are displayed on the FRA overview page accessed in 2026 and may be revised as the agency updates its page.

Class I carriers operate the largest networks and submit the detailed federal reports used in many financial comparisons. Regional and short-line railroads connect local industries to larger networks and can have very different cost structures, traffic densities and customer concentrations. A Class I operating ratio should not automatically be applied to a small short line.

How to compare two railroads without drawing the wrong conclusion

A headline operating ratio is a starting point, not a complete ranking. Use the following sequence for the same fiscal period:

  1. Compare revenue mix. Identify the shares of merchandise, intermodal, coal and other reported categories. A different mix can explain much of the margin gap.
  2. Check the unit measure. Compare freight revenue per carload, container, unit or ton-mile only when the companies define the measure similarly.
  3. Review volume and traffic changes. Note whether growth came from additional units, a favorable commodity or a temporary rebound.
  4. Align operating expenses and ratios. Read the expense definitions and identify unusual charges before treating one ratio as structural.
  5. Examine capital returns. Consider return on invested capital and the STB revenue-adequacy context rather than relying solely on operating efficiency.

Network geography also matters. A carrier serving dense industrial corridors may have different economics from one serving long rural routes, even if both report a similar ratio.

A practical method for reading a railroad’s annual results

Step 1: Start with operating revenue

Record total railway operating revenue and the contribution of each business group. Confirm the fiscal year and whether the number is company-wide or limited to a segment.

Step 2: Separate price, volume and mix

Look for management’s discussion of rate or core-pricing gains, unit growth and commodity mix. A revenue increase driven entirely by price has different implications from one driven by sustained volume.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Inspect expenses and productivity

Identify the largest operating-cost changes and whether management attributes them to wages, fuel, maintenance, weather, disruptions, restructuring or productivity. Treat a stated saving as recurring only when the filing supports that interpretation.

  • 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Step 4: Calculate or verify the operating ratio

Divide reported operating expenses by reported operating revenue and confirm that the result matches the company’s stated definition. Investigate large year-to-year changes rather than assuming they represent permanent efficiency.

Step 5: Move beyond operations

Review capital spending, debt, interest, taxes, cash flow and returns on the invested network. These determine how much operating performance ultimately benefits owners and whether the asset base is earning an adequate return.

Why railroad profits rise and fall

Higher rates with stable traffic

If realized prices increase while units and costs remain stable, revenue and operating income can improve. The effect is smaller when labor, fuel or maintenance expenses rise at the same time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Volume growth on an existing network

Additional traffic can use available capacity and spread some fixed or semi-fixed costs over more units. The benefit depends on the commodity, route and incremental resources required.

A change in traffic mix

Replacing one commodity with another can change revenue, handling requirements, train configuration and margin, even when total units barely move.

Disruption or unusual expense

Weather, accidents, infrastructure events, labor developments, litigation, restructuring or other unusual charges can raise the operating ratio for a period. The proper response is to identify the event and determine whether it is expected to recur.

Common misconceptions

  • “More revenue always means more profit.” Not if operating expenses grow faster than revenue.
  • “The lowest operating ratio is the best railroad.” Only after checking definitions, periods, mix, unusual items and capital returns.
  • “A rate is simply distance multiplied by a fixed price per mile.” Contracts, service requirements and market conditions make actual pricing more complicated.
  • “Operating ratio equals net margin.” It measures operating costs against operating revenue and excludes items needed to calculate net income.
  • “One carrier’s pricing description applies to every shipment and railroad.” Norfolk Southern’s statement concerns its predominant mechanisms; it is not a universal rule for the industry.

The most reliable answer to “How do railroads make money?” is therefore conditional: they earn profitable transportation revenue when rates, volume and mix generate enough contribution to cover operating costs and provide an acceptable return on a capital-intensive network.
