Quantum computing is not an immediate way to break your bank account. No cryptographically relevant quantum computer is known to exist, and no source establishes a reliable arrival date. The practical issue for financial institutions is different: replacing vulnerable public-key cryptography can take years, while attackers may capture encrypted information today and attempt to decrypt it later. Financial firms should therefore treat post-quantum preparation as a current risk-management and resilience program, not as a prediction about a specific launch date.
What quantum computing changes for financial cybersecurity
Quantum computers use quantum-mechanical effects to process certain problems in ways that differ from conventional computers. Their possible future applications in finance include optimization, simulation and other computational workloads. Those applications remain an area of development; the nearer-term cybersecurity concern is that a sufficiently capable machine could undermine some public-key cryptographic protections used throughout digital finance.
Public-key cryptography helps establish secure connections, authenticate systems and people, exchange keys, and create digital signatures. Financial-sector assessments identify potential exposure in communications, customer information, digital identities and signatures, as well as payment and market infrastructure. A successful quantum attack would not require an attacker to “hack a bank” in the familiar sense. It could instead exploit the mathematical assumptions behind a cryptographic protocol and then use the result to read, impersonate or forge.

Can quantum computers break online-banking encryption?
Not with currently known machines. The relevant threat requires a cryptographically relevant quantum computer with capabilities beyond today’s publicly demonstrated systems. The timeline is uncertain: the G7 Cyber Expert Group’s 2024 statement described the possibility that such capabilities could emerge within a decade, while its January 2026 roadmap deliberately uses risk-based planning rather than a guaranteed arrival date.
The concern is concentrated in vulnerable public-key functions, not a claim that every encryption method suddenly becomes useless. Public-key mechanisms are embedded in browsers, mobile applications, APIs, virtual private networks, certificates, identity systems, payment networks, trading platforms and administrative tools. Replacing them often requires coordinated changes to software, hardware, protocols, certificates, vendors and operational procedures.
The “harvest now, decrypt later” problem
An attacker can copy encrypted traffic or data before a capable quantum computer exists. If the information remains valuable for years and the underlying public-key protection is later broken, the stored material may become readable. This is especially relevant to customer records, payment and settlement information, long-lived credentials, strategic transaction data, health or tax information, and any communications that must remain confidential for a long period.
That possibility does not mean every encrypted message is being collected or will eventually be decrypted. It means institutions should identify information whose confidentiality lifetime is longer than the time needed to migrate its protection, then prioritize that information in planning.

Which financial systems could be affected?
| Area | Why cryptography matters | Quantum-era concern |
|---|---|---|
| Customer communications | Secure web, mobile and API connections protect data in transit. | Older public-key handshakes or certificates could expose sessions or enable impersonation if a suitable attack becomes practical. |
| Digital identities | Certificates, login systems and machine credentials bind an identity to an authorized action. | Compromised keys could let an attacker pose as a customer, employee, service or institution. |
| Digital signatures | Signatures authenticate documents, orders, software and transactions and support non-repudiation. | A forged signature could make an unauthorized instruction appear legitimate. |
| Payments and settlement | Payment messages and clearing connections depend on confidentiality, integrity and authentication. | Weaknesses could threaten message authenticity or disrupt tightly coupled processing chains. |
| Customer and corporate data | Databases and backups may contain information that must remain confidential for many years. | Captured ciphertext could become a later disclosure risk. |
| Market infrastructure | Exchanges, trading venues, data feeds and critical service providers use interconnected credentials and protocols. | A compromise could have effects beyond one firm, making systemic dependencies important. |
The exposure is not uniform. A public-facing service using a vulnerable algorithm, a long-lived signing key and several outsourced dependencies deserves a different treatment from a low-value internal system that can be replaced quickly.
How will quantum computing affect financial services beyond security?
Quantum processors could eventually support new financial applications, such as difficult optimization or simulation tasks. The evidence does not establish a production timetable, performance advantage or specific business case, so institutions should not budget a promised quantum revenue stream as though it were a settled capability.

Security planning should remain separate from experimentation. A firm may explore quantum algorithms while still treating cryptographic migration as ordinary infrastructure risk work. Buying a quantum device, subscribing to a quantum service or labeling a consumer product “quantum-safe” does not replace an inventory and migration program.
What is post-quantum cryptography?
Post-quantum cryptography (PQC) uses mathematical algorithms intended to protect information against attacks from future quantum computers while running on conventional computing systems. PQC is therefore a software, protocol and key-management transition that can begin before a quantum computer exists.
Quantum cryptography is a separate subject involving quantum communication effects and specialized hardware. It is not a synonym for PQC, and deploying a quantum-communication link would not automatically update every certificate, application, vendor connection or signature system in a financial institution.

NIST says three PQC standards are ready for implementation; the first three finalized standards were announced on August 13, 2024. NIST also reports that HQC was selected on March 11, 2025 as a fifth algorithm, serving as a backup for general encryption. Selection and standardization do not mean an organization can install one package everywhere: each use case still requires engineering, testing, procurement and operational approval.

The G7 roadmap is expressly non-prescriptive. Its dates are not a universal legal deadline for every bank, insurer, exchange or fintech. A firm’s board, regulators, contracts and risk appetite may require earlier work on particular systems.
Are banks and other financial institutions preparing?
Preparation is underway through standards work, public-private coordination and sector guidance. The U.S. Treasury’s Financial Sector Quantum Readiness Task Force focuses on critical dependencies, cryptographic agility, interoperability, operational resilience, third-party implementation challenges and digital assets. The initiative is intended to support an orderly transition; it is not evidence that a quantum attack is imminent.
FINRA’s October 2023 securities-industry report places the issue alongside cybersecurity, vendor outsourcing, data governance, supervision and business continuity. FINRA also states that the report does not create new legal or regulatory requirements. Securities firms must still determine which obligations apply to their own activities and jurisdictions.
“Post-quantum cryptography readiness is no longer a future-proofing exercise—it is a present-day risk control,”

A practical migration sequence for financial institutions
The following sequence synthesizes NIST migration guidance, the G7 roadmap, Treasury’s task-force priorities and financial-sector continuity concerns. It is a planning model, not a single mandated checklist.
- Assign ownership and executive oversight. Give a named security, technology or risk leader authority to coordinate cryptography, procurement, legal, privacy, business continuity and major product owners. Report dependencies and unresolved decisions to senior management and the board.
- Build a cryptographic inventory. Discover algorithms, keys, certificates, protocols and libraries across hardware, software, cloud services, applications, backups, employee devices and vendor connections. Record where public-key functions are used, who owns them, how keys are rotated and what would break if they changed.
- Classify data and services. Identify information that requires confidentiality for years, systems that support critical or systemic functions, and services whose interruption would affect customers or markets. Include archived data and data exchanged with counterparties.
- Map third-party dependencies. Ask suppliers, processors, custodians, cloud providers and market-infrastructure partners which cryptographic functions they use, how they will support PQC and how their changes will be tested. Contractual visibility is essential because a firm cannot migrate an interface it cannot see.
- Prioritize by risk. Combine data lifetime, system criticality, exposure to quantum-vulnerable public-key algorithms, migration complexity, dependency concentration, crypto-agility, interoperability and standards maturity. Document why a lower-risk system is scheduled later.
- Test interoperability in controlled environments. Run pilots with realistic certificates, APIs, key-management systems, hardware security modules, logging, monitoring, latency and failover. Test counterparties as well as internal components; compatibility failures often appear at boundaries.
- Phase implementation with continuity controls. Use staged releases, rollback plans, dual support where appropriate, incident procedures, capacity testing and backup validation. Coordinate changes with maintenance windows and legal retention requirements.
- Measure and refresh the plan. Track inventory coverage, vulnerable components, supplier commitments, test results, exceptions and migration dates. Reassess as standards, threat intelligence, regulations and technology change.
How to decide what to migrate first
| Decision factor | Questions to ask | Priority signal |
|---|---|---|
| Confidentiality lifetime | How long would disclosure harm customers, markets or the institution? | Long-lived sensitive data raises urgency because of harvest-now, decrypt-later risk. |
| System criticality | Could failure affect payments, settlement, liquidity, identity or market stability? | Critical and systemic services generally move ahead of replaceable internal tools. |
| Cryptographic exposure | Which public-key algorithms, certificates and signatures are present? | Known quantum-vulnerable functions require a documented remediation path. |
| Migration complexity | Are firmware, embedded devices, legacy code or many suppliers involved? | Start discovery early even when replacement is technically difficult. |
| Crypto-agility | Can algorithms and keys be changed without redesigning the whole service? | Low agility increases the value of architecture work before an emergency. |
| Interoperability and standards maturity | Can customers and counterparties use the selected implementation reliably? | Prefer controlled pilots and staged adoption where standards or vendor support are still evolving. |
What crypto-agility means in practice
Crypto-agility is the ability to change algorithms, parameters, keys and certificates without rebuilding an entire product or interrupting a critical service. It can involve configuration-driven algorithm selection, centralized certificate and key inventories, automated rotation, versioned APIs, documented ownership and tested rollback paths.
Agility is not a license to switch algorithms casually. Every change must preserve authentication, authorization, auditability, performance, retention and legal evidence. A migration that improves cryptography but breaks payment reconciliation or signature verification is not operationally resilient.
What individual customers should do now
There is no consumer action that can create a quantum-resistant internet connection by itself. Continue using supported operating systems, browsers and banking applications, enable multi-factor authentication, protect recovery codes and report unusual account activity. Do not buy a gadget marketed as a universal quantum shield.

Can suppliers describe their PQC and crypto-agility plans? Keep an inventory of systems and contracts, preserve backups, and ask for migration commitments during renewal discussions.
What the warnings do—and do not—say
The G7 co-chairs summarized the systemic concern this way:
“The introduction of quantum computers that can break our encryption tools presents a significant risk to the safety and soundness of our financial ecosystem.”

This is a risk statement, not a claim that such a machine currently exists. The most defensible conclusion is that financial institutions have time to plan but not a reason to postpone discovery. Migration work is likely to cross product lifecycles, supplier contracts and infrastructure refreshes, so waiting for a precise arrival date would leave too little time to learn what must change.
