Pumped-storage hydropower (PSH) stores electricity by using it to move water from a lower reservoir to a higher one. When the grid needs power, the water flows back downhill through a turbine and generator. The water is reused, so the installation acts as a rechargeable, grid-scale energy store rather than a net source of electricity.

Its value is temporal: operators can absorb electricity during relatively low-demand periods, return power during high-demand periods, and provide additional grid services. A complete pumping-and-generation cycle consumes more electricity than it later produces, but it can still improve when and how electricity is available.

What pumped-storage hydropower is

A PSH plant is a hydroelectric facility operated in both directions. It has two reservoirs separated by elevation, a waterway such as a tunnel or penstock, pumping and turbine equipment, and a motor-generator. The elevation difference gives stored water gravitational potential energy. Moving that water uphill requires electricity; releasing it downhill converts the stored potential energy back into electricity.

The U.S. Department of Energy describes the principle this way: “PSH facilities store and generate electricity by moving water between two reservoirs at different elevations.” The same water can be cycled repeatedly, subject to the plant’s operating limits and the availability of suitable water and infrastructure.

Power capacity versus stored energy

Two different measurements describe a plant:

  • Power capacity, measured in megawatts (MW) or gigawatts (GW), is the rate at which the plant can generate or absorb electricity.
  • Energy capacity, measured in megawatt-hours (MWh) or gigawatt-hours (GWh), is the amount of electricity that can be stored for later use.

A plant can have high output power but a shorter usable discharge period, or lower output power with more hours of stored energy. These figures must not be treated as interchangeable.

How the charge-and-discharge cycle works

1. Charging: pumping water uphill

  1. Grid electricity is supplied to the plant’s motor.
  2. The motor drives a pump, or operates reversible pump-turbines in pumping mode.
  3. Water is drawn from the lower reservoir and pushed through the waterway to the upper reservoir.
  4. The water’s increase in elevation stores energy as gravitational potential energy.

Operators generally schedule this pumping when demand or wholesale prices are relatively low, although the exact operating decision depends on grid conditions and project rules. Pumping is an electrical load: it draws power from the grid instead of supplying it.

2. Holding energy in the upper reservoir

With water in the upper reservoir, the plant has stored energy that can be dispatched later. The reservoir’s usable energy depends on the volume of water available and the elevation difference between the reservoirs. Water can remain stored until operators decide that generation is more valuable or the grid needs additional flexibility.

3. Discharging: generating downhill

  1. Water is released from the upper reservoir into the waterway.
  2. Flow turns a turbine as it descends toward the lower reservoir.
  3. The turbine shaft drives a generator, or a reversible machine changes from motor operation to generator operation.
  4. Electricity is delivered to the grid while the water collects in the lower reservoir.

After discharge, the water is available for another pumping cycle. The plant therefore shifts electricity across time rather than consuming fuel to create a new supply of water or energy.

The physical principle

The stored potential energy can be represented by the relationship E = mgh, where m is the mass of water, g is gravitational acceleration, and h is the elevation difference. Real plants also have electrical, mechanical and hydraulic losses. The equation explains why a larger water volume or greater elevation can increase stored energy; it is not a promise of a particular plant output.

What equipment makes the cycle possible

Upper and lower reservoirs

The reservoirs provide the two elevation levels needed for storage. They may be purpose-built or incorporated into an existing hydropower setting, but the suitability of any design depends on local geography, water management and permitting conditions.

Waterway

A tunnel, penstock or comparable conduit carries water between the reservoirs. Its length, elevation profile and hydraulic design affect how the plant can move water and how much equipment is required.

Pump-turbine and motor-generator

In charging mode, the motor uses electricity to drive pumping. In generation mode, water turns the turbine and the generator sends electricity to the grid. Some installations use reversible pump-turbines that perform both roles; the exact machinery differs by project.

Grid connection and controls

Switchgear, transformers, controls and the grid interconnection allow the facility to change between consuming and producing electricity. Dispatch decisions coordinate reservoir levels, machine limits and grid requirements.

Open-loop and closed-loop PSH

The terms describe a project’s hydrologic connection, not a different storage principle. Both types pump water uphill and generate when water flows downhill.

Configuration Hydrologic arrangement What remains the same
Open-loop The reservoirs have an ongoing connection to a natural body of flowing water. Elevation difference, pumping during charging, and turbine generation during discharge.
Closed-loop The two reservoirs are connected without an outside flowing water feature. Elevation difference, pumping during charging, and turbine generation during discharge.

Calling a project closed-loop does not mean it is independent of all water considerations. Reservoir design, water availability and site impacts still have to be assessed for that specific project. Conversely, open-loop status does not by itself establish a project’s output, cost or environmental performance.

Why a plant that uses more electricity can still be useful

Net energy accounting

During a full cycle, the electricity used to pump water uphill is greater than the electricity returned during generation. The U.S. Energy Information Administration characterizes pumped storage as having a net negative electricity-generation balance. Losses occur in the motor, pump, waterway, turbine, generator and electrical equipment.

That accounting does not make PSH a failed generator. The plant is being paid for when energy is available, when it is needed, and for the flexibility it supplies—not for creating more electricity than it consumes. A simple illustrative cycle might absorb 100 units of electricity while pumping and return fewer than 100 units later; the difference represents the cost of shifting and converting the energy.

Time shifting

Electricity supply and demand must be balanced continuously. PSH can absorb surplus or relatively inexpensive electricity, hold it in the upper reservoir, and generate during a later period of higher demand. This is especially useful when renewable output and customer demand do not coincide.

Ancillary grid services

The Federal Energy Regulatory Commission notes that pumped-storage projects can provide ancillary services that support renewable integration and reliable, efficient grid operation. These services are separate from the plant’s net energy balance: a project can help maintain grid performance and flexibility even though its round-trip energy balance is negative.

PSH compared with batteries and compressed-air storage

NREL’s 2023 analysis compared closed-loop PSH with compressed-air energy storage and several battery technologies. It treated PSH and compressed-air storage as long-duration options in that comparison and emphasized that technologies provide different services. No single technology wins at every site, and the reviewed material does not establish a universal cost or efficiency winner.

Decision factor Pumped-storage hydropower Compressed-air storage Battery technologies
Discharge duration Large-scale, long-duration storage; project-specific duration. Included by NREL as a long-duration option; project-specific duration. Varies by chemistry and system design; no single value applies.
Site and geography Requires suitable elevation difference, reservoirs and waterway connections. Requires an appropriate geological or engineered storage arrangement. Generally depends on the selected site and balance-of-plant design rather than a PSH-style elevation pair.
Upfront project cost High upfront capital cost is a recognized deployment barrier. Project-specific; no universal cost ranking established here. Project-specific; no universal cost ranking established here.
Grid services Energy shifting and ancillary services that support reliable operation and renewable integration. Service capabilities depend on project design. Service capabilities depend on chemistry, controls and configuration.
Life-cycle impacts Must be assessed for the particular reservoirs, waterway and site. Varies by geology, equipment and operation. Varies by materials, manufacturing, use and end-of-life handling.

This comparison is a framework for evaluating a proposed project, not a ranking. A site with excellent elevation and reservoir conditions may favor PSH, while another location may make a different storage technology more practical.

What limits new pumped-storage projects

Geographic requirements

NREL identifies geographic requirements as a central constraint. Developers need an elevation difference, locations for two reservoirs, a viable waterway and a grid connection. Terrain, geology, land use and water conditions can rule out otherwise attractive concepts.

High upfront capital

PSH is infrastructure-intensive. Reservoirs, tunnels or penstocks, turbines, generators, transmission connections and civil works require substantial investment before the plant can earn revenue. The high upfront cost identified by NREL is a deployment barrier; the sources do not establish one dollar-per-kilowatt figure that applies to every project.

Site-specific environmental and water questions

Environmental effects, water management and project performance cannot be inferred from the PSH label alone. Open-loop and closed-loop configurations interact differently with their surroundings, and even projects in the same category can have different reservoirs, waterways and operating patterns. Those questions require project-level studies and regulatory review.

Different measures of “performance”

Power output, stored energy, discharge duration, availability, grid services and life-cycle impacts answer different questions. A plant should not be judged by a single number, and a round-trip-efficiency percentage should not be assumed when the project or source has not provided one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to evaluate a proposed PSH project

  1. Define the service. Decide whether the objective is multi-hour energy shifting, reserve flexibility, renewable integration or another grid need.
  2. Separate power from energy. Record the planned MW or GW output and the MWh or GWh of stored energy as separate requirements.
  3. Check the physical site. Verify elevation difference, reservoir locations, waterway feasibility, geology, land constraints and transmission access.
  4. Identify the hydrologic configuration. Determine whether the project is open-loop or closed-loop and what outside water connections exist.
  5. Model the complete cycle. Include pumping demand, generation output, operating limits and losses rather than counting only the turbine’s rated power.
  6. Compare alternatives on the same axes. Evaluate discharge duration, geography, capital cost, grid services and life-cycle impacts against batteries or compressed-air storage.
  7. Review site-specific approvals and impacts. Do not transfer conclusions from another reservoir, watershed or technology study without checking whether the conditions match.

Common misconceptions

  • “Pumped storage creates free electricity.” It does not. It stores electricity and returns less than it used over a complete cycle.
  • “A 22-GW plant stores 22 GWh.” GW is power; GWh is energy. They are different measurements.
  • “Closed-loop means no environmental assessment is needed.” The classification only describes the absence of an outside flowing-water connection.
  • “The largest capacity number is always the most authoritative.” DOE and FERC figures refer to different populations and reporting contexts.
  • “One technology is always cheapest or most efficient.” NREL’s comparison emphasizes different services and site conditions; the reviewed sources do not support a universal winner.
