Measure AI by the business result it changes, not by how many people opened a tool. For every use case, define the intended outcome, record a pre-AI baseline, assign an accountable owner, and connect technical reliability and adoption to process performance, client or strategic outcomes, and financial results. Include implementation and operating costs, then review the evidence over time while accounting for staffing, pricing, workflow and case-mix changes.
Why AI activity is a poor substitute for value
Logins, prompts, generated documents and active-user counts show that a system is being used. They do not show that the firm is delivering work faster, improving quality, winning more business or earning a better margin. A use case can have high adoption and still create rework, review costs, client risk or no measurable financial benefit.
Measurement is still uncommon. In the Thomson Reuters Institute’s 2026 AI in Professional Services Report, 18% of professionals said their organizations track AI ROI, while 40% did not know whether ROI was tracked. Those figures are self-reported and describe that report’s respondents, not every professional-services firm.
A useful measurement system therefore follows a chain: reliable technology enables meaningful user engagement; engagement changes an operating process; the process affects a strategic or client outcome; and that outcome produces, or fails to produce, financial value. Breaking the chain at any point tells you what to fix.

Start with a business outcome and a testable hypothesis
Map each use case to a firm goal
Thomson Reuters Institute guidance published on October 2, 2025 recommends mapping AI use cases to organizational goals. Select a goal such as revenue growth, operational efficiency, client satisfaction or talent outcomes before selecting a tool. “Use an AI assistant” is an activity; “reduce first-draft turnaround while maintaining review quality” is an outcome that can be measured.
Write the hypothesis in one sentence
State what will change, for whom and under what quality constraint. Examples include:
- AI-assisted research will shorten first-draft turnaround without increasing substantive review findings.
- AI-supported proposal work will let the team complete more qualified bids without reducing win rate or proposal quality.
- AI-based matter triage will reduce handoff delays while preserving required escalation and compliance decisions.
Identify the business owner who can accept or reject the result. A technology owner can certify uptime and error handling, but a practice leader, engagement partner or operations executive must own whether the process and client result improved.

Choose the unit of analysis
Use a unit that can be compared consistently: an engagement, matter, project, proposal, transaction, invoice or client account. Define inclusion and exclusion rules before launch. A proposal metric, for example, should specify whether renewals, unsolicited bids and joint pursuits are included.
Establish a baseline and a fair comparison
Capture the current process before introducing the AI-supported workflow. A baseline should cover volume, elapsed and active time, staffing, cost, quality, rework and the relevant client result. Record the period, business unit, work type and data source so that a later result is not compared with a different mix of work.
- Document the existing workflow. List steps, handoffs, approval points, systems, staff roles and review requirements.
- Measure current performance. Record cycle time, throughput, defects, rework, first-pass quality, cost per unit and any client or commercial outcome that matters.
- Define the post-rollout window. Choose a comparable period and the same unit of analysis. Account for seasonality and planned changes in demand.
- Create a comparison where possible. Compare similar work completed with and without the AI-supported workflow, or compare the same process before and after rollout with a documented rationale.
- Log confounding changes. Note changes in staffing, seniority, rates, workload, case mix, templates, policy, technology and client requirements.
- Set quality and risk guardrails. Specify error types that are unacceptable, required human review and escalation rules before measuring speed or volume.
No single causal design fits every firm. A comparison is more credible when the work, people and period are similar and when changes unrelated to AI are recorded rather than silently attributed to it.

Use a connected five-layer scorecard
McKinsey’s “five-layer AI measurement framework” provides a practical structure. Select only the measures that answer the use case’s hypothesis, define them in a shared data dictionary and assign one owner for each.

Keep definitions precise. “Accuracy” might mean agreement with a reviewer on a specified sample, while “acceptance” might mean text used without material edits. A dashboard that changes definitions from month to month cannot support an investment decision.
Translate operational change into financial value carefully
Time saved is an intermediate result
Minutes removed from a task become value only when the firm does something with the released capacity. Determine whether people take on billable work, improve turnaround, reduce overtime, support more clients, or leave the capacity unused. Do not record time saved as cash savings unless spending, contractor use or staffing actually changes.
Pricing model matters. On hourly work, faster completion can reduce billable hours, improve realization, increase capacity or change client expectations; the effect is not automatically positive. On fixed-fee or alternative-fee work, lower delivery effort may improve margin and capacity if quality is maintained. Test these effects with finance and the service-line owner rather than applying a universal conversion from hours to dollars.
Set the cost boundary before calculating ROI
Use a clearly defined period and cost boundary:
net benefit = attributable financial benefit − total AI costs

State which costs are one-time and which recur. If a use case has important nonfinancial goals, report those outcomes separately instead of forcing them into a monetary ROI estimate.

Finance should validate the benefit calculation, the period and the treatment of shared costs. A positive percentage produced by excluding review labor or governance work is not a reliable investment case.
Measure client and strategic outcomes, not only internal savings
Internal efficiency is only one route to value. In Thomson Reuters’ 2025 Generative AI in Professional Services Report, organizations that said they measured GenAI ROI most often reported these measures:

The same 2025 survey said 20% measured GenAI ROI, 59% did not and 21% did not know. These are self-reported survey results from that year’s sample, not universal prevalence estimates or proof that one measure caused another.

Agree on client measures and data handling
Client satisfaction, retention, on-time delivery and service quality may require direct client agreement about what is measured, when feedback is collected and how matter or engagement data is handled. Separate internal productivity metrics from client-facing claims unless the client has accepted the method and the result.
Client demand is developing unevenly. Thomson Reuters Institute’s 2026 report says two-thirds of corporate respondents wanted their outside firms to use AI, but fewer than 20% mandated it. Use that distinction when setting service commitments: a client may value faster, more consistent work without requiring a particular technology.
Connect strategy to observable indicators
Strategic outcomes need an operational proxy. A talent objective might use retention, time to proficiency or employee satisfaction; a growth objective might use qualified opportunities, win rate and revenue from new services. Mike Abbott, Head of Thomson Reuters Institute, described 2026 as “the strategic phase of AI — one where organizations redefine workflows, reshape value, and build AI directly into the foundation of their business strategy.” The measurement implication is to track whether the workflow and value proposition changed, not merely whether a pilot launched.

Separate AI’s contribution from other causes
Professional-services results are affected by staffing, partner involvement, client urgency, rates, demand, templates, regulation and case mix. A faster quarter may reflect easier matters or additional reviewers rather than AI. For each reporting period:

- Report both averages and distributions when a small number of matters can distort the result.
- Record staffing levels, experience, overtime, rates and major process changes.
- Keep quality, compliance and client measures beside speed and cost so a trade-off is visible.
- Label results as observed association when a causal comparison is not possible.
Formal strategy can be associated with better reported ROI, but association does not establish that strategy caused the result. Avoid claiming causation unless the comparison and controls support it.
Build a measurement operating rhythm
Assign ownership and definitions
Create a one-page metric specification for every measure: name, formula, unit, source system, inclusion rules, reporting frequency, owner, target and known limitations. Process owners should validate workflow data; technology owners should validate system telemetry; finance should validate monetary calculations; client leaders should validate agreed client feedback.
Review leading and lagging indicators at different speeds
Review adoption, acceptance, override rates, error rates and cycle time frequently enough to correct a workflow. Review retention, revenue, margin and long-term satisfaction less often because those outcomes need more time and volume. A monthly operational review can feed a quarterly investment decision without pretending that a quarterly revenue change was caused by a recent launch.
Use decision thresholds, not vanity targets
Define in advance what would justify expanding, redesigning or stopping a use case. A decision rule might require stable quality, minimum workflow penetration, an improvement in the target process and a net benefit after full costs. There is no universal ROI threshold established by the available professional-services evidence; the threshold should reflect risk, capital constraints and the firm’s goal.

A high-volume, repeatable process with a clear baseline may be a better first measurement project than a prestigious but rare transaction whose outcomes are heavily shaped by external events.
Interpret benchmark returns without treating them as promises
Service Performance Insight’s 2025 Professional Services Maturity Benchmark reported an average estimated 12-month ROI of 10.6% and an average time to positive ROI of 12.1 months in its benchmark table. These are respondents’ estimates, not audited causal returns. The report notes that approaches to calculating AI ROI are still developing.
Use such figures as context for planning questions—what period, cost boundary and benefit definition produced the estimate—not as a target that proves your firm should expect the same result. Your baseline, implementation costs, pricing model, work mix and risk requirements determine the local business case.

Suppose a firm introduces AI-assisted research for a repeatable advisory deliverable. The owner’s hypothesis is that first-draft turnaround will improve while substantive review quality remains stable.
- Define the unit as an advisory deliverable and record current elapsed time, active researcher time, reviewer findings, rework, staffing level, volume and client delivery date.
- Specify the guardrail: every draft receives the existing human review, and predefined error categories are tracked separately from stylistic edits.
- During rollout, record tool reliability, usage, acceptance and override rates so a process result can be explained by actual workflow penetration.
- Compare similar deliverables from the baseline and post-rollout periods, showing changes in matter complexity, staffing, rates and client deadlines.
- Determine what happened to released capacity: additional client work, faster delivery, lower overtime, improved quality or no redeployment.
- Calculate net benefit using the agreed cost boundary, including usage, integration, training, review and governance costs.
- Review the result with technology, process, client and finance owners, then scale, redesign or stop according to the pre-agreed decision rule.
The same design can be adapted to proposals, intake, contract analysis, tax research or project reporting by changing the outcome, guardrails and unit of analysis.
