The biggest change is who owns the orbital facility and how users obtain access. The International Space Station is a multinational government and agency partnership that governments helped build, operate and maintain. NASA expects the next generation of low Earth orbit destinations to be designed, built, owned and operated by companies, with NASA buying research time, crew support and other services instead of owning an entire station.

That commercial model does not mean one private replacement will simply take over the ISS. NASA expects several smaller, more specialized destinations, each with a different design and customer mix. Their schedules, research capacity and crewed certification remain uncertain, so the transition around the ISS’s 2030 end-of-operational-life horizon is a target with continuity risk rather than a guaranteed handoff.

Ownership changes from a government partnership to purchased services

The ISS was developed and is operated through cooperation among government agencies and national partners. Its ownership, construction and long-term operation are tied to public programs, and its laboratories support a broad set of agency and international objectives.

NASA’s commercial low Earth orbit strategy separates the agency’s needs from ownership of the whole platform. Companies selected under NASA’s program are expected to design, build, own and operate their stations. NASA would purchase the capabilities it needs—such as crew time, laboratory space, transportation interfaces or data—alongside other customers.

NASA summarized the model this way in its August 22, 2023 explainer: “Because commercial destinations will be owned and operated by commercial companies, NASA will only need to pay for the services it requires.” The goal is to continue microgravity research and U.S. access to low Earth orbit while directing more government resources toward exploration beyond low Earth orbit.

This is a planned procurement model, not evidence that a mature private market already exists. NASA is providing technical and financial assistance through agreements, and a station company may still rely on government customers during development. Commercial ownership by itself does not establish a lower price, a completed vehicle or a profitable business.

ISS versus commercial destinations: the practical differences

Category International Space Station Planned commercial destinations
Ownership and procurement Multinational government and agency partnership; public partners helped develop and operate the station. Companies are expected to own and operate stations. NASA and other users would buy services rather than own the entire platform.
Scale and role Large, multipurpose research platform assembled and expanded over decades. Generally smaller facilities with narrower or more specialized purposes; capabilities may be distributed across several stations.
Assembly International modules were launched and joined in orbit over many years. Architectures vary: some concepts begin as ISS-attached modules, while others are designed as free-flying stations launched directly to low Earth orbit.
Customers Government agencies, international partners, researchers and technology-demonstration programs. NASA plus commercial, academic, industrial, international and potentially private-astronaut customers. The actual service menu depends on delivery and certification.
Maturity Decades of operating experience and established crew, cargo and research procedures. Proposed systems must still complete development, launch, on-orbit testing and crewed certification. Initial research capacity may be lower than the ISS.

Why NASA expects stations to be smaller and more specialized

The ISS grew into a large, general-purpose complex because multiple countries added modules and systems over a long assembly campaign. A commercial destination does not have to reproduce every ISS function in one structure. NASA’s stated direction is a set of generally smaller stations, each optimized for particular customers or activities.

Specialization can be intentional

One station might emphasize biological and pharmaceutical experiments, another manufacturing or technology demonstrations, and another crew accommodation or public-facing activities. NASA’s 2023 explanation allows for stations that do not individually contain every ISS laboratory. Taken together, several destinations could provide a versatile market even if no single one matches the ISS’s complete range of facilities.

Smaller does not automatically mean simpler

A compact station still needs life support, radiation protection, power, thermal control, propulsion or reboost options, communications, docking systems, fire safety and emergency return capability. Reducing volume can lower construction and launch requirements, but it also limits workspace, storage and redundancy. Each operator must decide which systems to duplicate and which services to purchase from partners.

There is no single commercial-station architecture

The ISS was assembled as a shared international platform. Proposed commercial destinations take several different approaches, so “the private station” is misleading.

Axiom Station: an ISS-attached beginning

NASA describes Axiom’s initial commercial module as a component that would attach to the ISS and eventually separate to become a free-flying station before the ISS is retired. Axiom’s current plan lists a Payload Power Thermal Module, Habitat One, an airlock, Habitat Two and a Research and Manufacturing Module.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Axiom describes Habitat One as containing four crew quarters and supporting research and manufacturing. Those are design intentions, not independently verified operating performance. The staged approach could let the company gain experience while attached to an existing station, but detachment, independent operations and certification would still be major milestones.

Starlab: a planned single-launch configuration

NASA describes Starlab as a large habitat paired with a smaller service module for power and propulsion. The Government Accountability Office has described the proposed configuration as an eight-meter-diameter metallic habitat with a docking node, a power-and-propulsion element and an external robotic arm, with the components planned for simultaneous launch.

A single-launch concept avoids years of orbital assembly, but it concentrates development and launch risk. The dimensions and component arrangement are proposal details, not as-built specifications or proof of an operational station.

Orbital Reef: a free-flying commercial destination

NASA identifies Blue Origin’s Orbital Reef as a free-flying concept continuing development under a Space Act Agreement. The concept is aimed at a broad customer market rather than a government-only laboratory. The sources available for this comparison do not establish a final capacity, completed design or operational date.

Vast Haven-1: a listed concept, not a commissioned station

NASA lists Vast Haven-1 among commercial station concepts, and NASA’s destination index includes a progress article dated May 28, 2025. A directory entry or progress update should not be treated as evidence that the station is operating, crew-certified or ready to accept customers.

Who will use private stations?

NASA is expected to remain an anchor customer, but it would share the market. Potential users include universities, pharmaceutical and materials companies, other national space agencies, technology developers, media producers and private astronauts. NASA’s examples of commercial research, hospitality and filming describe possible demand, not guaranteed services on every station.

Each operator will set its own rules for payload safety, scheduling, crew training, data rights, intellectual property and access. A researcher may buy a powered locker, a complete rack, crew labor or a return-to-Earth service rather than rent an entire module. Industrial users may value reliable manufacturing and sample return more than visitor accommodation. The resulting market could look more like a collection of specialized facilities than a single public campus.

Private astronauts could become one customer category, but a station should not be labeled a hotel merely because it can host visitors. Crew qualification, medical screening, transportation availability, safety certification and limited berths constrain how many nonprofessional visitors can fly.

Research capacity may initially decline

The ISS has mature laboratories, established operations and a large international user base. The GAO reported that NASA officials associate the ISS with about 100 NASA research investigations during a six-month mission increment, while the ISS National Laboratory conducts an additional 100 investigations in that period. These are reported activity counts from officials in 2026, not a standardized measure of laboratory capacity and not a forecast for commercial stations.

GAO says NASA expects initial research capability to decrease compared with the ISS. The size of that decrease depends on how many stations become available, which facilities they contain and when they receive certification. A smaller station can be highly productive for a focused experiment while still offering less total rack space, crew time and power than the ISS.

Certification matters as much as hardware. Before NASA can rely on a new destination, the provider must demonstrate safe launch and docking, environmental control, fire and emergency procedures, crew operations, cargo handling and the ability to return research. Until those milestones are complete, a published capability remains a plan rather than a service a researcher can schedule.

What the 2030 transition actually means

NASA’s current overview treats 2030 as the ISS’s end-of-operational-life horizon and is pursuing a phased move toward commercial destinations. That date is a planning target, not a promise that a replacement will be fully ready on the same day.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GAO characterizes the schedule as ambitious and says it is uncertain whether providers will demonstrate crewed capability by 2030. If the ISS is deorbited before a commercial station is available and certified, continuous human presence in low Earth orbit could have a gap. That is a risk assessment, not a prediction that a gap will definitely occur.

The transition also involves more than launching a habitat. Providers need transportation, trained crews, ground systems, customer contracts, insurance, mission control and long-term funding. NASA’s Phase 2 decisions, budgets and station selection affect how quickly those pieces can converge.

Commercial ownership does not guarantee cheaper or better access

  • Lower cost is a goal, not a measured outcome. NASA hopes buying services will avoid paying to maintain every part of a government-owned platform, but prices will depend on competition, transportation costs, utilization and subsidies.
  • Government support still matters. Commercial operators are expected to own stations, yet NASA agreements and other public customers can provide technical expertise, funding and early demand.
  • Several stations may be needed for resilience. A single commercial provider could create a new concentration risk. Multiple destinations could offer redundancy, but only if their systems, orbits and schedules are genuinely independent.
  • Capabilities will differ by operator. A station optimized for manufacturing may not have the biological laboratories, crew quarters or docking arrangements another customer needs.

How to read a private-station announcement

Announcements often combine a company objective, a funded milestone and a future configuration. Separate those categories before treating a claim as available capability.

  1. Identify the status. Is the item a concept, a company plan, a NASA-supported development activity, a launched module, an on-orbit demonstration or a crew-certified station?
  2. Check the architecture. Determine whether the design starts attached to the ISS, launches as one vehicle or requires multiple orbital assembly missions.
  3. Look for the customer service. A drawing of a habitat does not specify how payloads arrive, how much power and crew time they receive or how samples return to Earth.
  4. Separate proposed specifications from demonstrated performance. Dimensions, crew counts and module lists describe intended configurations until hardware has flown and been tested.
  5. Check the date and dependency chain. A crewed launch may depend on a launch vehicle, a docking system, life-support qualification, NASA approval and a commercial funding decision.

Will private stations replace the ISS?

They are intended to succeed the ISS as destinations for low Earth orbit research and other users, but not as one identical replacement. The likely outcome is a transition from one large, multipurpose multinational platform to several company-operated facilities with different sizes, specialties and business models.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Whether that network can match the ISS’s research volume, provide continuous presence and offer dependable access by the 2030 horizon remains unsettled. The meaningful test is not whether a station has been announced; it is whether a provider has delivered a safe, crewed, certified service that customers can actually book.
