Indian private companies can now pursue activities across the space value chain, but they must use the right institutional route. The Indian Space Research Organisation (ISRO) is primarily the national research and development agency; the Indian National Space Promotion and Authorization Centre (IN-SPACe) is the Department of Space’s autonomous, single-window agency for promoting, facilitating, authorizing and supervising covered non-governmental space activities; and NewSpace India Limited (NSIL) is the government-owned commercial arm for production, launches, services, technology transfer and consultancy.

The practical rule is simple: identify the activity first, then determine whether it needs IN-SPACe authorization, technical engagement with ISRO, a commercial contract with NSIL, or a combination. Current forms, fees, timelines, facility availability and open calls must be checked in the latest institutional notices before a company commits funds or a schedule.

What the 2023 policy allows private companies to do

The Government of India’s Indian Space Policy 2023 states: “NGEs shall be allowed to undertake end-to-end activities in space sector through establishment and operation of space objects, ground-based assets and related services, such as communication, remote sensing, navigation, etc. This would be subject to such guidelines/regulations as prescribed by IN-SPACe.” Here, NGEs means non-governmental entities, including startups, established manufacturers, engineering suppliers, universities working through eligible entities and companies delivering space-based services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“End-to-end” does not mean an automatic right to launch, operate a satellite or access government facilities. The activity remains subject to IN-SPACe guidelines, safety and security assessments, spectrum and other applicable rules, technical conditions, and any permissions required by the relevant authorities. A company should treat the policy as the basis for eligibility, not as a blanket approval.

Covered activities identified in the policy include establishing or operating space objects; launching and operating launch vehicles; developing or operating launch pads; planned re-entry; telemetry, tracking and command (TT&C) earth stations; satellite control centres; data-reception stations; and dissemination of high-resolution Earth-observation data. The exact authorization requirement depends on what the company will build, operate, own, control or distribute.

Which institution should your company approach?

Institution Primary function Typical company need Permission or contract question
IN-SPACe Promotion, facilitation, authorization and supervision of covered private space activities Operating a satellite, launch vehicle, launch pad, control centre, earth station or high-resolution Earth-observation data service Does this activity fall within an IN-SPACe authorization category, and what current procedure applies?
ISRO National space research and development; technology, processes, testing knowledge and collaboration Technical challenge, component indigenization, quality and reliability guidance, selected mission participation or technology development Is there a relevant current challenge, technology-transfer route, mission opportunity or proof-of-concept arrangement?
NSIL Department of Space and ISRO commercial company Industry production of launch vehicles, launch services, satellites built to user requirements, technology licensing, spin-offs or consultancy Is there a current business, procurement or technology-transfer offering, and what commercial terms apply?

Contacting ISRO alone does not replace an authorization that IN-SPACe requires. Conversely, an authorization application is not a substitute for a commercial manufacturing or launch contract. Many projects will involve more than one institution: IN-SPACe for regulatory permission, ISRO for technical engagement and NSIL for commercial delivery.

Route 1: obtain IN-SPACe authorization for regulated activity

IN-SPACe is both a regulator-like authorization interface and a facilitator. Its role covers private participation in launch vehicles, satellites, space-based services and the use or sharing of Department of Space (DOS) and ISRO infrastructure. It can coordinate access to facilities, premises, expertise and technology where feasible and permitted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Activities that commonly trigger an authorization review

  • Establishing or operating a satellite or another space object.
  • Launching or operating a launch vehicle.
  • Establishing or operating a launch pad or associated launch infrastructure.
  • Conducting planned atmospheric or orbital re-entry.
  • Operating TT&C earth stations, satellite control centres or data-reception stations.
  • Disseminating satellite remote-sensing data at the policy’s high-resolution threshold.

These categories are not a complete substitute for the current IN-SPACe rules. A payload company, data platform or supplier should describe its actual control, ownership, customer access and operational responsibilities rather than relying on a broad label such as “space technology.”

A practical authorization preparation sequence

  1. Define the activity boundary. Document the spacecraft, launch vehicle, ground segment, data service or application you will own, operate or provide. State whether you are a prime contractor, subsystem supplier, data reseller or service operator.
  2. Map every regulated element. Check whether the plan includes launch, operation of a space object, a control centre, TT&C, a data-reception station, re-entry or dissemination of high-resolution Earth-observation data.
  3. Check the latest IN-SPACe procedure. Use the current authorization guidance and notices for the relevant activity. Do not rely on an old form, an unofficial checklist or a fixed approval period.
  4. Prepare technical and safety evidence. A credible submission normally needs system descriptions, interfaces, mission and orbit information where applicable, reliability controls, command and control arrangements, collision or debris considerations, cybersecurity measures and emergency procedures. The exact document list is activity-specific and must be confirmed in the current procedure.
  5. Identify other permissions. Depending on the project, spectrum, frequency coordination, environmental, aviation, maritime, land, export-control, telecom or data-protection requirements may sit outside IN-SPACe.
  6. Submit through the current channel and answer reviews. Keep configuration-controlled drawings, test reports and responsible-person contacts ready for clarification requests. An authorization is tied to approved scope and conditions; a material change may require an amendment or fresh review.
  7. Plan operations and reporting. Budget for continuing compliance, safety reporting, incident notification, insurance or liability conditions and end-of-life obligations if these are specified for your activity.

IN-SPACe can also facilitate access to DOS or ISRO facilities and premises, including temporary facilities where safety and feasibility permit. The official role description says resources may be available free where feasible or at reasonable cost; it does not promise universal free access, priority access or a particular facility.

Remote-sensing data: do not confuse the thresholds

Remote-sensing rules contain two different concepts that are easy to merge incorrectly. The 2023 policy specifies IN-SPACe authorization for dissemination of satellite remote-sensing data at a ground sampling distance (GSD) of 30 centimetres or finer. Dissemination of data coarser than 30 centimetres requires intimation, and the policy allows the categorization thresholds to be reviewed.

A separate policy clause concerns ISRO remote-sensing data availability: data at a GSD of 5 metres and higher is to be made easily accessible on a free-and-open basis. Data finer than 5 metres is free to government entities and offered to non-governmental entities at fair and transparent pricing. The 30-centimetre authorization threshold and the 5-metre data-access rule serve different purposes. A company should therefore describe both the resolution of the data it will disseminate and whether it is seeking access to ISRO data.

Route 2: use ISRO’s industry interface for technical collaboration

ISRO’s industry interface is relevant when the company needs engineering engagement rather than a regulatory authorization alone. ISRO states that it can share quality and reliability protocols, documentation and testing procedures; identify technology challenges; and offer selected science or exploration mission opportunities to industry.

Technology challenges and mission opportunities

Calls are specific and time-bound rather than a permanent open invitation. A supplier should monitor the current challenge, procurement and mission notices and submit against the stated technical requirement. Shortlisted proposals may be promoted for part funding through established channels, but the mechanism does not guarantee funding for every proposal.

Proof of concept followed by production

In specific cases, ISRO may conduct a proof-of-concept demonstration for a device and then bring industry in through NSIL for mass production. This is a described pathway, not an entitlement. A company should be ready to provide a testable prototype, verification data, manufacturing controls, quality documentation and a credible scale-up plan.

Indigenization and technology spin-offs

ISRO identifies indigenization—developing domestic alternatives to space components and devices—as an area of interest. It also describes commercial applications and spin-offs from ISRO-developed technologies through transfer mechanisms. Component manufacturers should look for a named technology-development, transfer, procurement or challenge notice instead of sending a generic partnership pitch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ISRO’s Industry Interface page says, “Indian Industry has been the backbone for all the programmes of ISRO.” The statement reflects the depth of existing industrial participation, but it does not mean that every supplier is automatically qualified or that an open contract exists.

Route 3: approach NSIL for commercial delivery

NSIL is a wholly government-owned company under the Department of Space and ISRO’s commercial arm. Its listed business areas include:

  • Industry-based production of PSLV and SSLV launch vehicles.
  • Launch services and other space-based services.
  • Communication and Earth-observation satellites built to user requirements.
  • Transfer of DOS and ISRO technologies.
  • Marketing of spin-off products and services.
  • Consultancy.

This makes NSIL the natural commercial channel when a customer wants a launch, a satellite built to requirements, a production relationship, a technology-transfer transaction or consultancy. IN-SPACe remains the relevant authorization interface for regulated private activity; NSIL does not remove that requirement.

What a commercial approach should contain

  • A defined mission or product requirement, including capacity, orbit, schedule assumptions and customer responsibilities where relevant.
  • Technical maturity, qualification status, manufacturing volume and quality-system information.
  • Requested service: launch, satellite build, component production, technology transfer, spin-off product or consultancy.
  • Expected deliverables, acceptance tests, interfaces, support period and data rights.
  • Known regulatory dependencies and the party responsible for each approval.

Commercial pricing, facility charges, delivery dates and technology availability are not universal figures. They must be obtained from the current NSIL business or procurement notice for the specific service.

A documented technology-transfer example

On 4 August 2023, ISRO announced that NSIL had facilitated transfer of IMS-1 satellite bus technology to Alpha Design Technologies Pvt. Ltd.; the agreement was signed on 2 August 2023. The example demonstrates that an ISRO-developed satellite-bus technology can move through an NSIL-mediated commercial transfer route. It does not establish that IMS-1, another bus or the same contractual terms are currently available to every applicant.

How to choose a route: a decision table

Your immediate objective First institutional contact What to verify
Operate a satellite, launch vehicle, launch pad, control centre or high-resolution data service IN-SPACe Authorization category, technical conditions, safety review and other permissions
Develop an indigenous component or respond to a technical challenge ISRO industry interface Current challenge notice, qualification requirements, testing route and whether funding is available
Obtain a launch or satellite built to user requirements NSIL Current service specification, capacity, schedule, price and customer obligations
License an ISRO or DOS technology NSIL, with technical engagement as required Whether the technology is offered, field-of-use limits, support, intellectual-property terms and manufacturing rights
Use ISRO or DOS facilities IN-SPACe facilitation route Feasibility, safety, availability, access conditions and charges

Facility access, safety and security: what to expect

Facility sharing is conditional. IN-SPACe’s role description refers to sharing facilities and premises under ISRO or DOS control, temporary facilities where safety and feasibility permit, and sharing expertise and technology. A company should expect an assessment of physical access, interfaces, hazardous operations, information security, export controls, scheduling conflicts and responsibility for personnel and equipment.

Build these questions into the project plan:

  • Which facility, test article, room, antenna or laboratory is actually required?
  • What compatibility, safety case, insurance, escort, training and access-control requirements apply?
  • Who owns test data, drawings, software, calibration records and improvements?
  • What happens if a facility is unavailable or a test fails?
  • Which costs are charged, and are they one-time, recurring or usage-based?

Costs, timelines and live opportunities

There is no single published application price or universal approval timeline covering every private space activity. Costs can arise from authorization preparation, testing, insurance, facility use, launch, data, legal work, security controls and continuing operations. A proposal should separate those cost categories instead of presenting one invented “approval fee.”

Likewise, the existence of a policy route does not prove that a challenge, technology, facility slot, launch opportunity or funding window is open today. Before signing a supplier commitment or announcing a launch date, verify the current IN-SPACe authorization notice, ISRO challenge or mission notice, and NSIL business or procurement notice that applies to the exact activity.

Readiness checklist for founders and suppliers

  • One-sentence description of the activity and the customer outcome.
  • System architecture, ownership and operational-control diagram.
  • Mission, orbit, launch, ground-segment and data-flow assumptions where applicable.
  • Technology-readiness level, qualification evidence and manufacturing capacity.
  • Reliability, quality, testing, cybersecurity and configuration-management controls.
  • Safety, debris, re-entry, collision-avoidance and emergency-response approach where relevant.
  • List of Indian and non-Indian partners, subcontractors, components and data sources.
  • Regulatory matrix covering IN-SPACe and other permissions.
  • Commercial model, budget ranges, funding source and schedule dependencies.
  • Named technical, legal, security and contract owners inside the company.

Common mistakes and how to avoid them

Treating one contact as the whole process

ISRO, IN-SPACe and NSIL have different mandates. Map authorization, technical collaboration and commercial delivery separately, then coordinate the interfaces.

Assuming policy permission equals operational approval

The policy permits eligible NGEs to pursue end-to-end activity subject to IN-SPACe guidelines and applicable conditions. It does not approve a particular spacecraft, launch or data service without review.

Why the opportunity matters—and what the figures mean

IN-SPACe’s brochure reports an Indian space economy value of $8.4 billion in 2022. The same brochure gives $44 billion by 2033 as a target. The first is a reported estimate for a past year; the second is an aspiration, not an achieved or currently measured value. Neither figure guarantees demand for an individual supplier. Companies should base investment decisions on a defined customer, contract path, technical capability and verified notice.

Questions companies commonly ask

Can a startup apply to IN-SPACe?

Yes, an eligible non-governmental entity can pursue covered space activities, including a startup, but the startup must meet the applicable technical, safety, security and documentation requirements for its activity. The current IN-SPACe procedure determines the submission route and evidence.

Can a company use an ISRO facility for free?

Access may be facilitated where feasible and safe, and official role descriptions refer to free access where feasible or access at reasonable cost. Availability, conditions and charges are not universal; obtain written terms for the specific facility and use.
