Population aging usually reduces the number of workers relative to the total population, but its effect on productivity and growth is not predetermined. A smaller working-age share and lower average employment rates at older ages can reduce GDP per person. Productivity may also slow when skills become outdated, technology adoption differs by age, or fewer workers move to more productive firms. Healthier later life, longer careers, better job design, migration, training, and faster productivity growth can offset part of the pressure.

The size and direction of the effect depend on what is being measured. Total GDP, GDP per capita, employment, hours, labor productivity, and the age structure are different indicators. The evidence below separates those measures and identifies which findings are conditional projections, historical estimates, or study-specific health effects.

The basic economic mechanism

GDP per capita can be viewed as the product of three supply-side components:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Output per worker: labor productivity.
  • Workers relative to the working-age population: the employment rate within the working-age group.
  • The working-age population relative to the total population: the demographic share available to work.

Population aging can affect all three. If the share of people in typical working ages falls, fewer potential workers support each resident. If older age groups have lower employment rates or work fewer hours on average, the employment component also weakens. Productivity can rise or fall depending on skills, experience, health, technology use, occupation, training, and movement between employers.

This accounting describes pressure on GDP per capita. It does not mean that total GDP must fall in every period. Total output also depends on the number of residents, hours worked, capital, productivity, migration, and demand. A country can have rising total GDP while GDP per person grows slowly or declines.

How aging changes labor supply

A smaller working-age share

The most direct effect is demographic. As the proportion of older residents increases, the share commonly defined as working age tends to shrink. Unless participation or productivity rises enough to compensate, there are fewer workers supporting each person in the population. The result is a headwind to per-capita income, even if individual workers become more productive.

Employment rates differ by age

Older people are not a uniform group, and employment rates vary by country, health, occupation, pension rules, caregiving responsibilities, and workplace practice. Nevertheless, employment is generally lower at older ages than among prime-age adults. When a larger fraction of the population moves into those age groups, the employment-to-population component of GDP per capita can decline.

What the OECD projection actually says

An OECD 2024 demographic simulation projects that the combined effect of a falling working-age share and a lower employment-to-population ratio would subtract close to 8% from OECD-area per-capita income over the next three decades. That estimate assumes age- and gender-specific employment rates in 2050 remain at their 2021 levels. The calculation is therefore conditional, applies to the OECD area, and is not a forecast that every country will lose exactly 8%.

Under the same assumption, the effect is equivalent to about one-quarter of a percentage point less annual per-capita growth. The OECD also notes that extending working lives as longevity rises could mitigate, but not completely offset, aging’s negative employment effects.

Potential labor-supply offsets

Several changes can increase the number of people working or the amount of work supplied:

  • More people remaining in work after traditional retirement ages when they are healthy and jobs are suitable.
  • Higher participation among women, people with disabilities, and underrepresented groups.
  • Migration that adds workers, subject to each country’s rules and integration capacity.
  • More hours or better employment continuity among existing workers.
  • Automation and organizational changes that raise output per worker when headcount cannot expand.

These are possible offsets, not automatic outcomes. Pension incentives, mandatory retirement rules, health limitations, care responsibilities, discrimination, and a lack of flexible jobs can prevent participation from rising.

Does an aging population reduce productivity?

There is no single age at which productivity suddenly falls. Individual performance depends on the task and on the balance between capabilities that may weaken with age and capabilities built through experience. Information-processing speed, some forms of memory, physical capacity, and familiarity with new technologies can matter more in certain jobs. Experience, judgment, customer knowledge, professional networks, mentoring, and problem recognition can matter more in others.

Skills and technology use

The OECD’s 2025 review reports age-group differences in literacy, numeracy, adaptive problem-solving, and technology use. In its OECD comparisons, literacy and adaptive problem-solving scores were 9% lower for 55–59-year-olds and 12% lower for 60–65-year-olds than for 25–29-year-olds. Numeracy differences were 7% and 10%, respectively. These are average age-group skill comparisons, not direct measurements of every worker’s productivity and not proof that age alone causes the gaps. Generational education differences, job history, health, and access to training also matter.

The same review finds a training gap. In 2023, approximately one-third of people aged 60–65 participated in training, compared with more than half of those aged 25–44. Learning by doing was reported by 45% of 60–65-year-olds and 62% of 25–29-year-olds. Employers that stop investing in older workers can therefore accelerate skill obsolescence; employers that provide relevant learning may preserve valuable capability.

Occupation and work organization

Age-productivity profiles differ by occupation. Physically demanding work may become harder to sustain, while jobs that use accumulated knowledge can remain productive or become more valuable with experience. Redesigning tasks, reducing unnecessary physical strain, adding assistive technology, and moving experienced workers into mentoring, quality control, training, or customer-facing roles can make longer careers more feasible.

The age at which productivity begins to decline remains uncertain. The OECD explicitly cautions that the relationship is not fixed across workers, tasks, or countries. A workforce with more older people is therefore not automatically a less productive workforce; the outcome depends on whether skills remain current and whether jobs use experience effectively.

Why job mobility matters for aggregate productivity

Productivity is influenced not only by what workers can do individually but also by where they work. Job-to-job moves can shift labor toward firms that pay more and produce more per worker. If older workers move less often, fewer workers may reallocate toward higher-productivity employers.

An OECD Employment Outlook 2025 analysis used linked employer-employee data from 17 OECD countries covering 2000–2019. Across the countries and period studied, workforce aging was associated with a 0.13-percentage-point slowdown in average wage growth and a 0.10-percentage-point slowdown in productivity growth. The authors discuss lower expected returns to switching jobs and mobility barriers as possible channels.

Those figures are historical estimates for that dataset and period, not a universal law or a forecast for every labor market. Mobility also has risks: a worker may lose seniority, face relocation costs, or be unable to find a suitable vacancy. Policies that provide early career guidance, job-search assistance, or wage insurance can reduce those barriers, including for employed people stuck in low-quality jobs.

How health changes older workers’ economic contribution

Health can alter both whether older people work and how much they produce while working. Better health can increase labor-force participation, hours, earnings, and productivity; poor health can lead to early exit, absenteeism, reduced hours, or movement into less demanding work.

An IMF Working Paper published in 2025 analyzed harmonized microdata for people aged 50 and above in 41 countries from 2000 to 2022. Using chronic-disease incidence as an instrument for health, the authors estimated that a decade of cohort cognitive-health gains was associated with approximately 20 percentage points higher labor-force participation, around six additional hours worked per week, roughly 30% higher productivity, and about 35% higher annual labor earnings among the older people studied.

These are estimates of the effects of cohort health gains on older-worker outcomes in that paper. They should not be restated as the effect of population aging itself, nor assumed to apply identically to every country, age group, or health intervention. The paper is a working paper and does not necessarily represent IMF policy.

Why the usual dependency ratio is incomplete

A simple old-age dependency ratio compares the number of older people with the number of people of working age. It is useful for describing age structure, but it does not show how many working-age people actually have jobs, how many hours they work, or whether their jobs provide adequate income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An ILO Working Paper from 2020 proposes broader economic-dependency measures that account for unemployment, underemployment, vulnerable employment, working poverty, and labor income. These measures can produce a different picture from an age-only ratio. A country with many nominally working-age residents may still face a high effective dependency burden if employment is scarce or incomes are too low to support dependents.

The ILO also projected that one-quarter of the global labor force could be workers aged 55–64 by 2030. This was a projection made in the 2020 paper, not a present-day count.

How aging feeds into economic growth

Per-capita growth can slow through several channels

When the working-age share and employment rate weaken, fewer workers contribute to each resident’s income. If productivity growth also slows because of skill gaps, weak mobility, or poor job matching, the effects compound. Slower labor-force growth can also change saving, investment, public-finance needs, and demand, although the direction and size of those effects depend on national institutions and household behavior.

Productivity can compensate for fewer workers

Higher output per worker or per hour can offset a weaker labor-supply contribution. The OECD’s decomposition makes this explicit: productivity growth can compensate for a declining working-age share or employment rate. That does not eliminate distributional challenges. Gains may accrue unevenly across workers, firms, and regions, and higher productivity does not by itself guarantee that older people can remain in work.

Total GDP and GDP per capita are different questions

A shrinking workforce can reduce the growth rate of total output, but total GDP may still expand if productivity, hours, migration, or the overall population increase. GDP per capita divides output among residents, so it is more directly affected by the ratio of workers to the total population. Any claim about an aging economy should identify which measure is being discussed.

What governments can do

Support healthy aging and voluntary longer careers

  • Improve prevention, treatment, rehabilitation, and workplace health so people can remain capable of working if they choose.
  • Remove unnecessary obstacles to working longer, including mandatory-retirement rules where they are relevant.
  • Protect people who cannot continue working because of health; longer careers should be an option, not a requirement imposed without safeguards.

Make training work across the life course

  • Provide accessible, job-relevant learning before workers reach older ages, rather than waiting for a skills crisis.
  • Use formats compatible with work, caregiving, disability, and different levels of digital confidence.
  • Recognize prior experience while teaching new tools and methods.

Improve mobility and job quality

  • Offer career guidance and job-search support to mid-career and older workers.
  • Use temporary wage insurance or similar transition support where moving to a better job involves a short-term pay risk.
  • Help workers leave low-quality jobs instead of treating retention in any job as success.
  • Reduce age discrimination in recruitment, promotion, training access, and redundancy decisions.

What employers can change

Design jobs for mixed-age teams

Use adjustable schedules, part-time or phased-retirement paths, ergonomic equipment, and task rotation where they fit the work. Pair experienced employees with newer colleagues for two-way knowledge transfer rather than treating mentoring as an unpaid add-on.

Measure capability, not age proxies

Evaluate performance with job-relevant criteria. Audit who receives training, challenging assignments, promotions, and access to new technology. An age-neutral policy can still produce age-skewed results if training is offered only to people expected to stay for many years.

Plan for movement, not only retention

Workforce planning should identify roles where experience is scarce, roles where physical demands are a barrier, and pathways into jobs that use accumulated knowledge. Internal mobility can preserve institutional knowledge while moving people away from tasks that no longer fit their health or skills.

How to read statistics about aging and the economy

Question Measure to check Why it matters
Is the claim about national output or living standards? Total GDP or GDP per capita Total GDP can rise while output per resident grows slowly.
Is the claim about potential workers or actual work? Working-age share, employment rate, hours, and participation A large working-age population does not guarantee high employment.
Is productivity measured per person or per hour? Output per worker or output per hour Hours and part-time work can change the comparison.
Is the evidence about individuals or firms? Age-skill profiles versus job mobility and firm reallocation Individual capability and where workers are employed are separate channels.
Is the comparison about healthier aging or an older population? Health gains in a cohort versus demographic age structure Health improvements can raise older-worker outcomes even as the population ages.
Is the number observed or projected? Historical estimate, conditional projection, or scenario Assumptions about employment, health, migration, and technology determine the result.

A practical checklist for assessing an aging-workforce claim

  1. Identify the geography, dates, age definition, and data source.
  2. Check whether the outcome is total GDP, GDP per capita, employment, hours, wages, or productivity.
  3. Separate the demographic composition effect from participation and employment-rate changes.
  4. Ask whether the estimate is conditional on fixed employment rates or another scenario assumption.
  5. Check whether productivity means output per worker, output per hour, or an individual skill score.
  6. Look for occupation, health, training, technology, and mobility differences before applying an average age result to all workers.
  7. Distinguish a historical association from a causal estimate and a projection from an observed result.

Population aging is therefore a structural challenge rather than a single economic verdict. It tends to reduce labor supply relative to the population, while productivity effects vary with health, skills, occupations, firm mobility, and work organization. Policies that support healthy longer lives, continuous learning, age-friendly jobs, and movement into more productive work can cushion the pressure, but the available evidence does not show that any single intervention completely offsets it.
