No: a face that looks like the photo on an ID is not, by itself, proof of identity. It shows only that two images appear to match. A remote identity check also needs to establish that the evidence is genuine, that the document and face were captured live, and that the submitted media was not manipulated or injected into the process. Those safeguards reduce risk, but no single check guarantees a genuine session.
What does an online identity check need to prove?
Identity proofing is the process of checking evidence so a credential service provider (CSP) can establish an applicant’s identity at an appropriate assurance level. It is different from authentication: proofing concerns who enrolled, while authentication concerns whether someone trying to use an account later is its legitimate holder.
In a remote session, a reviewer or automated system cannot handle the ID directly. A convincing face-to-photo match can still involve a counterfeit or altered document, a presentation attack such as a face shown on a screen, or forged media injected between the camera and the verification system. Each is a different problem, so a match alone cannot resolve them.
The current U.S. federal reference for identity proofing and enrollment is NIST SP 800-63A-4, published July 31, 2025. It supersedes the prior SP 800-63A edition. NIST guidance is a technical standard, not automatically a law binding every private organization; whether it applies depends on the organization and service.

Which checks address which risks?
| Control | What it helps establish | What it does not establish alone |
|---|---|---|
| Document validation | Whether the evidence appears valid, its data is consistent, and signs of tampering are found. | That a submitted image came from a document physically present during capture. |
| Document liveness or presence | Whether the document was captured live rather than supplied as a manipulated digital copy. | That every detail on the document is authentic or that the applicant is its rightful holder. |
| Face comparison | Whether the applicant’s captured face appears to match the ID portrait. | That the face was captured from a live person rather than a presentation attack or injected media. |
| Biometric presentation-attack detection (PAD) | Whether the biometric capture may involve an attack presentation, such as an image or other artifact presented to the sensor. | That all attack types or media-injection techniques will be detected. |
| Media and device integrity controls | Whether capture appears to come from a genuine sensor and whether submitted media may have been altered or forged. | Absolute certainty that a session is genuine. |
These controls are complementary. Document checks focus on the credential; PAD focuses on biometric capture; media-integrity measures address how the images or video reached the system. A strong process considers the whole capture path rather than treating any one result as a verdict.
What does NIST SP 800-63A-4 require?
Requirements depend on the proofing method and context. In its guidance for optical capture and inspection of physical evidence, NIST says CSPs must capture documents live and perform passive or active document-presence checks, also called document liveness. When the document has a machine-readable zone (MRZ) or barcode, the validation process must compare its data with the printed data. The goal is to establish both evidence validity and physical presence—not to treat a clear picture as sufficient.

For remote biometric collection and comparison, NIST calls for PAD capabilities tested in conformance with ISO/IEC 30107-3:2023. The standard specifies an impostor attack presentation accept rate (IAPAR) of less than 0.07 for this context. This is a standard threshold for the specified metric, not a claim that every product achieves that result in ordinary use.

These thresholds apply to the specified automated-validation context; they are not market-wide measurements or guarantees for an individual service. The requirements and metrics are set out in the NIST SP 800-63A-4 publication.

For forged-media risks, NIST addresses technical controls intended to increase confidence that media came from a genuine sensor, analysis of submitted media for possible modification or forgery, and protected channels. It also includes “SHOULD” provisions for passive forged-media detection and sensor authentication or device attestation, as well as support for trained human review. “SHALL” denotes a requirement; “SHOULD” denotes a recommendation in the standard, not the same level of obligation. NIST cautions that even these mechanisms are not sufficient to address every possible attack.
Why trained human inspection still matters
“Seeing is one signal, not proof” does not mean visual inspection is obsolete. NIST permits physical identity evidence to be validated through optical capture and inspection, trained visual inspection, or a combination. A reviewer needs suitable image quality, knowledge of the relevant document’s layout and physical security features, and training to recognize signs of tampering. Depending on the evidence, specialized equipment may include magnifiers, ultraviolet lights, or barcode readers; no tool is right for every document or sufficient by itself.

For remote face comparisons, NIST calls for resources that support accurate judgments, such as high-quality image feeds, high-definition monitors, and image-analysis software, alongside documented training and assessment procedures. In attended capture, random cues can help a reviewer assess whether a session is live. These measures improve the conditions for human judgment; they do not make a visual judgment conclusive.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do remote proofing approaches differ?
| Approach | What changes | What to assess |
|---|---|---|
| Remote unattended | The applicant completes the process without a live agent. | How the system validates evidence, checks document presence and biometric capture, protects the capture path, and routes uncertain cases for review. |
| Remote attended | An agent observes the applicant remotely, often in a video session. | Agent training and image quality, document and biometric checks, and whether the workflow supports live cues and escalation. |
| Onsite unattended | The applicant completes the process at a physical location without a live agent. | How the equipment captures and validates evidence and what assistance or fallback exists when a check fails. |
| Onsite attended | Personnel can inspect the applicant and evidence in person. | Document-specific inspection knowledge, suitable tools, and consistent review procedures. |
These are workflow distinctions, not a universal ranking of security or accuracy. The result depends on the evidence accepted, the capture and integrity controls, reviewer capability, and how the service handles an uncertain result.
What should an organization ask before trusting a result?
- Evidence: Which document types and security features does the process actually validate?
- Capture: Does it capture the document live and check document presence? Are biometric PAD controls used and tested against the applicable standard?
- Integrity: What protects media in transit, checks for manipulation, and supports confidence in the sensor or device?
- Review and access: What happens when automated checks disagree or fail? Are human reviewers trained, and can applicants use a suitable fallback?
- Privacy: What identity documents and biometric data are retained, for how long, and under which jurisdiction’s rules? NIST’s technical controls do not determine a particular service’s retention policy or legal obligations.
A face scan can contribute to detecting an attack, but it cannot by itself tell an organization that every image is genuine or every session is safe. The dependable question is not simply whether the face matches the portrait; it is whether evidence validation, live capture, PAD, media integrity, and review work together—and what the process does when they cannot establish confidence.
