Oil supply and demand influence fuel prices by moving the price of crude oil, but crude is only one part of what drivers pay. Refinery capacity and margins, inventories, distribution costs, taxes, and regional fuel markets all affect how—and how quickly—a change in the global oil market reaches a local gas station. The same broad mechanism operates worldwide; the examples and component data below focus on the United States.
The short answer: supply and demand set the broad direction
When expected oil consumption grows faster than available production, buyers compete more intensely for crude and prices generally face upward pressure. When production grows faster than demand, the added supply generally weighs on prices. Those relationships describe the direction of pressure, not a guaranteed change in the price shown on a pump.
The path from oil market to fuel price has several steps: global conditions affect crude prices; refiners turn crude into gasoline, diesel, and other products; wholesale product prices reflect both crude costs and refinery conditions; then distribution, taxes, and local market conditions shape the retail price. A disruption at any step can change the result.
For example, a rise in crude prices can make gasoline more expensive even if refineries are operating normally. But a refinery outage or tight supply of gasoline can also push fuel prices up when crude prices are steady. Conversely, more crude production does not guarantee an immediate or equal drop at the pump if inventories, refinery capacity, or regional supply remain constrained.

How the global oil balance moves crude prices
Supply, demand, and expectations
Oil is traded in interconnected global markets. Production and consumption do not have to change by dramatic amounts to influence prices: what matters is the balance between available supply and expected demand, along with whether traders expect that balance to persist. A supply disruption can lift prices if buyers anticipate fewer barrels, while forecasts of stronger production can ease pressure if the additional oil is expected to reach the market.
Producers do not all make output decisions in the same way. The U.S. Energy Information Administration (EIA) says OPEC can influence prices through production targets; non-OPEC producers generally make production decisions independently. Non-OPEC countries accounted for 65% of global crude-oil production in 2024, according to EIA. That figure describes crude production in that year, not the share of all oil-market decisions controlled by any one producer.
Inventories and spare capacity cushion shocks
Inventories connect current production with current consumption. If demand temporarily exceeds supply, stored oil can be drawn down; if production exceeds consumption, inventories can build. Stocks therefore act as a physical buffer and provide a signal about the balance between supply and demand. A temporary shortfall may have less effect when inventories can cover it than when stocks are already low.

If producers can bring additional output online, they may be able to offset a disruption or a rise in demand. When spare capacity or inventories are low, the market has less room to absorb a shock, so a disruption can prompt a larger price response. The size and duration of the change, production costs, responses from other producers, and market expectations all affect the eventual move.

Why a barrel-price change is not the same as a pump-price change
Four components make up the U.S. gasoline price
EIA groups the U.S. retail gasoline price into four components: crude oil, refining, distribution and marketing, and taxes. The shares vary over time, so a single breakdown should not be treated as a permanent recipe for every gallon or region.
| Component | What it represents | How EIA describes or estimates it |
|---|---|---|
| Crude oil | The cost of the main refinery input | EIA uses refiners’ average acquisition cost in its component methodology. |
| Refining | The value added when crude is processed into gasoline and other products | EIA estimates this as the difference between the gasoline spot price and the crude-oil cost used in its methodology. |
| Distribution and marketing | Costs and margins associated with moving fuel through the downstream system and selling it | EIA calculates this as the residual between the retail price and the other components. |
| Taxes | Taxes included in the retail price | Tax levels vary by jurisdiction; EIA identifies taxes as a distinct component. |
EIA’s historical component series illustrates why it is risky to assume a fixed crude share. Crude oil represented 50.0% of the U.S. gasoline price in May 2025 and 51.9% in May 2026, according to those specific monthly values. They are snapshots, not a forecast or a long-term average.
A useful conversion, with important limits
EIA’s 2014 rule of thumb is that a $1-per-barrel change in crude oil corresponds to about 2.4 cents per gallon of gasoline. That is an approximate arithmetic guide for the crude portion: one barrel contains 42 gallons, and the calculation does not predict the exact change a driver will see at a particular station.
Retail gasoline can move by more or less than that amount because refining margins, distribution, taxes, timing, and regional conditions also change. Crude costs and pump prices do not necessarily move at the same moment, either. The 2.4-cent figure is therefore useful for understanding scale, but not for calculating a guaranteed pass-through or predicting a specific week’s price.

How refining and fuel-product markets add another layer
Refiners balance crude costs against product prices
Refineries convert crude oil into gasoline, diesel, and other products. A refinery’s economics depend not only on what it pays for crude but also on the prices it can receive for the products it makes, the cost of processing, and its ability to operate. The difference between refined-product prices and crude input is commonly discussed through refining margins or crack spreads.
A crack spread is a market indicator or proxy for refinery margins; it is not a station’s net profit. If gasoline or diesel becomes scarce relative to crude, the relevant product price may rise faster than the crude input price, widening the spread. That can make fuel more expensive even when crude is not the only—or the largest—factor changing.
Outages, bottlenecks, and strong product demand
Refinery outages or capacity constraints can reduce the amount of fuel available. Disrupted product flows, such as difficulty moving fuel between markets, can also tighten supply. Unusually strong demand for a particular product has a similar effect. When these pressures coincide, product prices and crack spreads can rise, adding to the effect of crude costs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThat distinction is useful when fuel prices seem out of step with oil headlines. A crude benchmark may be falling while gasoline remains expensive if refined-product supply is tight. Diesel can behave differently from gasoline because its own supply-and-demand balance, imports, and refinery margins matter. EIA’s September 18, 2026 explanation of diesel prices identifies crude, retail margins, distribution, taxes, and crack spreads as relevant factors; tight global distillate supply can raise both import costs and refinery margins.

Why prices differ by region and station
After crude has been refined, fuel must still reach buyers. It moves through a distribution system that can include pipelines, terminals, trucks, and retail stations. The costs and availability associated with those links help explain why two places can have different prices even when they are exposed to the same global crude market.
EIA identifies local supply and demand, state fuel specifications, and state taxes as factors in U.S. regional gasoline-price differences. Regional inventories and access to imports or domestic transfers can also affect prices and distribution margins. A region with limited supply routes or a tight local market may not receive the same relief as an area with easier access to fuel.
Retail prices can also change at different speeds from wholesale or crude prices. Retailers and distributors operate within local markets and respond to their fuel costs and conditions. A crude-price chart alone cannot show what a particular station paid for its supply, what local taxes apply, or whether a regional product bottleneck is affecting that station’s market.

In its October 5, 2026 review, “Crude oil prices and refinery margins generally increased throughout the third quarter,” EIA reported that Brent futures rose from $72 per barrel on July 1, 2026, crossed $100 on July 23, and traded between $79 and $98 through September 8. EIA associated the quarter’s conditions with persistent Middle East conflict and tight product supply. It also reported that the quarterly average gasoline crack spread was more than twice its year-earlier level. These figures describe specific 3Q26 observations; they are not a timeless pattern or a current price quote.
EIA’s outlook for 2026 and 2027 expected global supply growth to outpace demand and crude prices to decline on an annual-average basis. The same outlook warned that reduced refinery capacity could offset some gasoline-price declines, particularly on the West Coast. That was a forecast, not a guarantee of future prices: changes in supply, demand, refinery availability, or product-market tightness can alter the outcome.
How to tell what is driving a fuel-price move
If you want to understand why gasoline or diesel prices are changing, look beyond a single crude headline. These comparisons help separate a broad oil-market move from a refinery or regional bottleneck:
- Crude benchmark and direction: Is the relevant crude price rising, falling, or holding steady?
- Supply and demand: Are production, consumption, or expectations changing? Are spare capacity and inventories able to absorb the change?
- Refining margins or crack spreads: Are gasoline or diesel prices moving differently from crude, suggesting a tighter product market?
- Refinery and product availability: Are outages, capacity constraints, or disrupted product flows reducing fuel supply?
- Regional conditions: Do local taxes, fuel specifications, inventories, or access to imports and domestic transfers help explain a difference in pump prices?
For example, if crude rises while product spreads remain steady, the broad crude input is a plausible source of upward pressure. If crude is flat but gasoline or diesel spreads widen, refinery or product-supply conditions may be contributing more. If prices differ sharply between regions, local supply access, specifications, or taxes are relevant factors to examine. These are diagnostic clues, not proof of a single cause; several factors can move at once.
The practical takeaway
Global oil supply and demand influence the direction of crude prices, while inventories and spare capacity help determine how much a market can absorb a disruption. Refinery economics then determine how crude costs translate into gasoline and diesel prices, and distribution, taxes, and regional conditions shape what consumers ultimately pay. Use crude prices to understand broad pressure on fuel costs—not as a stand-alone forecast of the next change at a local pump.
