Oil prices influence South African fuel costs through two linked inputs: the international price of refined petroleum products, quoted in US dollars, and the rand–US dollar exchange rate used to convert that cost into rand. A weaker rand makes imported fuel more expensive even when dollar prices are unchanged; a stronger rand can cushion a global oil increase. The pump price is then shaped by taxes, levies, transport costs, margins and other domestic charges.
The effect is neither one-for-one nor immediate. Petrol is adjusted monthly using an average from a preceding period, so a daily move in Brent crude normally appears with a delay and may be offset or amplified by refinery-product prices, currency movements and domestic pricing components.
The short answer: oil is an upstream input, not the whole pump price
South Africa imports a substantial share of the liquid fuels used in its economy. The Department of Mineral and Petroleum Resources (DMPR) uses the Basic Fuel Price (BFP) to represent the market-related import cost of fuel. The BFP is based on international prices for the relevant refined products, not simply on the headline price of unrefined crude oil.
Those international product prices are quoted in US dollars. South Africa converts them into rand at the applicable exchange rate, then adds domestic items such as taxes, levies, transport-zone costs, wholesale and retail margins, regulated charges and other costs. In simplified form:

BFP + domestic taxes and levies + margins + transport and other charges = pump price.
That structure explains why two apparently similar oil-price moves can produce different fuel-price outcomes. Refined petrol, diesel and illuminating paraffin can move by different amounts; the rand can strengthen or weaken during the same period; and a levy or slate adjustment can change the final result.
How the Basic Fuel Price turns global prices into rand
1. International refined-product prices enter the calculation
Crude oil is the raw material from which many fuels are made, so a rise in crude prices often puts upward pressure on petrol and diesel prices. However, the BFP tracks internationally traded refined products and related import costs. Refining capacity, product inventories, shipping conditions and regional supply and demand can therefore make the product price rise more or less than Brent crude.

A news report may quote Brent, while the BFP responds to the market value of the petrol or diesel that South Africa would need to import. Brent is an important signal, but it is not a complete pricing formula.
2. The dollar price is converted at the rand exchange rate
If a dollar-denominated fuel cost stays constant and the rand weakens against the dollar, the same shipment costs more in rand. If the rand strengthens, the converted cost falls, all else equal.

The exchange-rate effect is arithmetic; it does not mean that higher oil prices automatically cause a particular movement in the rand. The rand is influenced by many economic and financial factors. The South African Reserve Bank has described a historical episode in which rand appreciation initially softened the impact of higher global crude prices, while subsequent depreciation made the increase worse. In fuel pricing, the currency acts as a buffer or an amplifier.
3. Domestic components are added after the import-related cost
The BFP is only one part of the amount paid at a filling station. Taxes and levies, wholesale and retail margins, transport costs and other regulated or industry charges are added to reach the pump price. The slate mechanism can also alter an adjustment. These components mean that a change in the BFP does not translate into an equal change in the final price in cents per litre.

Why Brent and the rand can produce opposite effects
Three broad combinations are possible:
- Oil rises and the rand weakens: international product costs increase in dollars and each dollar buys more rand. The two effects compound one another, creating strong upward pressure on the BFP.
- Oil rises and the rand strengthens: the currency reduces the rand cost of the higher dollar price. The BFP may still rise, but the increase is smaller than it would have been without the appreciation.
- Oil falls and the rand weakens: cheaper international products are partly offset by the more expensive dollar conversion. The BFP can fall only modestly, or the currency effect can outweigh part of the decline.
There is no fixed exchange-rate threshold at which one effect always wins. The relative size of the product-price and currency changes, along with domestic charges and the averaging method, determines the adjustment.
How quickly does a global oil move reach South African fuel prices?
Petrol: a regulated monthly adjustment
CEF calculates petroleum price indicators daily, but regulated petrol retail prices are adjusted monthly, on the first Wednesday. The calculation uses an average over a preceding review period and typically lags international prices by about a month. A sharp move in Brent on one day therefore does not appear as an identical move at the pump the next day.
The averaging period smooths day-to-day volatility, but it also means that a market reversal can arrive while an earlier increase is still working through the calculation. The month’s result reflects the set of prices and exchange rates included in the review window, not only the latest quotation.

Diesel: retail prices are not regulated in the same way
Diesel retail prices are not regulated, although an official wholesale list price is published. Retailers can therefore apply their own commercial pricing decisions, and a diesel price seen at one station need not move in lockstep with the regulated petrol adjustment. The underlying import-cost and currency mechanics still matter, but the retail-price framework differs.

When an official announcement gives an effective date, its component changes describe the review period used for that adjustment. They should not be read as a permanent pass-through rate from Brent to every litre sold, or as proof that the same relationship will hold in a later month.
What the October 2026 example shows
The South African Government’s 5 October 2026 announcement covered the adjustment effective 7 October 2026. During the period reviewed, average Brent increased from USD 87.89 to USD 101 per barrel. The announcement separated the product-price and currency contributions to the BFP:

The currency contribution was small because the average rand moved from 16.213 to 16.212 per US dollar, an appreciation over the review period. That appreciation reduced, rather than eliminated, the BFP pressure created by higher international product prices. The same announcement also reported a slate levy of 87.66 cents per litre, implemented effective 2 September 2026.
These are components of the October adjustment review, not October pump prices and not a standing rule that every USD 1 change in Brent produces a specified number of cents at South African stations. They demonstrate how the official calculation keeps product-price, exchange-rate and levy effects separate.

What the June 2026 example adds
The official 30 June 2026 announcement, for the adjustment effective 1 July, described a different combination of market movements. Brent fell from USD 104.59 to USD 86.53 during its review period, while the rand appreciated from 16.52 to 16.38 per US dollar.
In that case, falling international product prices and a stronger rand both pushed the BFP contribution lower. The announcement also noted a slate levy, showing why even a favourable oil-and-currency combination must be considered alongside domestic pricing components. Comparing the June and October announcements illustrates that the direction and size of a fuel adjustment come from several contributions, not from Brent alone.

Refined products do not mirror crude tick for tick
Petrol and diesel have their own international markets. A refinery outage, a change in regional inventories or a shift in transport demand can move product prices independently of the crude benchmark. South Africa’s BFP therefore responds to the relevant product indicators and import costs.
The exchange rate changes the rand value
A US-dollar price must be converted before it can be compared with a South African cents-per-litre price. Even a modest currency movement can materially offset or compound a product-price change when applied across imported volumes.
Taxes, levies and margins are domestic additions
Fuel taxes and levies are not determined by the day’s Brent quotation. Transport costs vary by pricing zone, and wholesale and retail margins are separate from the international product price. A slate adjustment can add another distinct component. These items explain why the pump-price change may be lower, higher or differently timed than the external-market move.

Averages conceal daily extremes
The monthly review uses an average over a prior period. A short-lived spike may have less effect than its peak suggests, while a sustained move can continue influencing the calculation after the market has begun to reverse.
A practical way to read a fuel-price announcement
- Check the fuel type. Petrol, diesel and illuminating paraffin can have different product-price contributions.
- Identify the review period and effective date. The stated dates tell you which market observations were averaged and when the change applies.
- Separate product and currency contributions. Look for the BFP effect attributed to international petroleum-product prices and the separate effect attributed to the rand/dollar rate.
- Read the domestic additions. Note taxes, levies, slate adjustments, margins, transport-zone charges and other listed components.
- Do not convert Brent directly into pump cents. Brent is an upstream indicator; the announcement’s BFP and domestic components determine the applicable adjustment.
- For diesel, distinguish the wholesale reference from the station price. Retail diesel is not regulated in the same manner as petrol, so station-level prices can vary.
Common misconceptions and the accurate interpretation
“A 10% oil-price rise should mean a 10% fuel-price rise.”
Not necessarily. The BFP uses refined-product prices in dollars, not a simple percentage pass-through from crude. The rand conversion, averaging period and domestic additions all change the result.
“The rand always falls when oil rises.”
Oil prices and exchange rates can move in either direction relative to one another. The rand may strengthen during a period of higher crude prices, cushioning the converted fuel cost, or weaken and amplify it. The currency is not mechanically set by Brent.
“Global prices are lower today, so the station price must fall tomorrow.”
Regulated petrol adjustments are monthly and use prior-period averages. A lower price today may enter a later calculation, while earlier high observations remain in the current review.
“The petrol adjustment predicts every diesel price.”
Diesel retail prices are not regulated in the same way as petrol. The same international and currency inputs matter, but retailers set prices within a different framework.
What households and businesses should monitor
For budgeting, follow five indicators rather than one headline:
- International petrol and diesel product prices, not only Brent crude.
- The rand–US dollar exchange rate over the entire review period.
- The announced BFP contribution for the relevant fuel.
- Changes in taxes, levies, slate adjustments and transport-zone charges.
- The distinction between the regulated petrol date, the official diesel wholesale list and the price actually posted by a retailer.
This approach helps explain why a headline about oil can be directionally useful while still failing to predict the exact cents-per-litre change at a particular station. It also prevents a one-day market move from being mistaken for an immediate or permanent change in household fuel costs.
