There is no single training interval that fits every employer. A defensible program gives people foundational security awareness during onboarding, repeats core instruction on a regular schedule, and adds short, targeted training whenever risks, systems, duties, or threats change. For U.S. federal information-system users, awareness materials are required at least annually. Other employers must set their minimum by checking applicable laws, contracts, policies, data sensitivity, employee responsibilities, and organizational risk.

An annual course can be a compliance baseline, but it is not a complete program by itself. Current guidance from the National Institute of Standards and Technology (NIST), the Federal Trade Commission (FTC), and the Cybersecurity and Infrastructure Security Agency (CISA) points toward an evaluated, customizable learning program rather than a one-size-fits-all calendar.

The short answer: use a baseline plus triggers

Set a recurring schedule that satisfies the rules governing your organization, then add training at specific trigger points. The resulting policy normally contains five elements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Onboarding: Core security behaviors before a new user receives relevant access, where the applicable rule requires that sequence.
  • Recurring refreshers: Repeated awareness instruction at an interval defined by law, regulation, contract, policy, and risk.
  • Role-based instruction: Extra training before and during duties that involve privileged access, sensitive information, or security responsibilities.
  • Event-driven updates: New or revised lessons after incidents, audit findings, system or process changes, role changes, or significant emerging threats.
  • Evaluation: Evidence that people can recognize and report risks, followed by improvements to the program.

This approach answers “how often?” without pretending that every employee, system, or jurisdiction has the same exposure.

What current guidance actually requires

The following sources use different scopes and wording. None creates a universal interval for every private employer.

Source Scope Timing language What it means for a program
NIST SP 800-50 Rev. 1, published September 2024 Cybersecurity and privacy learning programs Customizable lifecycle with metrics, evaluation, and improvement; no universal yearly interval Design and revise a program based on organizational needs instead of treating one annual course as the whole program.
NIST SP 800-171 Rev. 3 Organizations protecting controlled unclassified information in nonfederal systems Initial literacy training, then an organization-defined frequency; training when system changes or defined events require it; role-based training before relevant access or duties and thereafter at an organization-defined frequency Document your chosen frequency and the events that force an update. Apply a separate cadence to specialized roles.
FTC Safeguards Rule guidance Covered financial institutions Security awareness training with regular refreshers; specialized training for people with hands-on information-security responsibilities Maintain recurring awareness and provide deeper instruction to security personnel, affiliates, or service providers with those responsibilities.
FTC small-business guidance Small businesses Train on a regular schedule and update training when new risks and vulnerabilities emerge Keep the schedule active and update scam and vulnerability content as conditions change.
5 CFR § 930.301 U.S. federal information-system users Security awareness materials at least annually; new employees receive them before system access; agencies set refresher frequency based on information sensitivity Annual awareness is a floor for this federal population, not a rule that automatically applies to every employer.
CISA advice for state, local, tribal, and territorial governments Government organizations in those jurisdictions Keep employees informed about emerging threats between trainings, use frequent realistic testing, and establish regular-training requirements Use communications and testing between formal lessons; the guidance does not name one universal interval.

NIST SP 800-171 Rev. 3 expresses the principle directly: “As part of initial training for new users and [Assignment: organization-defined frequency] thereafter.” The blank is intentional: the organization must define and defend its own interval.

Start with onboarding, not the first annual anniversary

New employees, contractors, and other users should learn the organization’s core security behaviors before they are exposed to systems or information that those behaviors protect, when the governing requirement calls for pre-access training. A useful onboarding module explains:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How to create, protect, and use credentials and approved authentication methods.
  • How to identify suspicious email, messages, websites, calls, and requests for payment or data.
  • How to report a suspected phishing attempt, lost device, accidental disclosure, or other incident.
  • Which devices, applications, storage locations, and file-sharing methods are approved.
  • How the employee’s role handles personal information, financial data, controlled information, or other sensitive records.
  • What to do when a normal business request conflicts with a security procedure.

Record completion and the access date so that an auditor or manager can show that instruction was not postponed until the next general campaign. If a person changes roles, treat the new duties as a fresh training event rather than relying only on the original orientation.

Set the recurring refresher by obligation and risk

Meet the strictest applicable requirement

List the laws, regulations, contractual clauses, customer commitments, and internal policies that apply to each business unit. A federal agency’s annual requirement, an agreement involving controlled unclassified information, and a financial institution’s Safeguards Rule duties may apply to different populations in the same enterprise. The policy should state which population each interval covers and who owns the decision.

Use annual training as a floor when it is the floor

For federal information-system users, 5 CFR § 930.301 requires awareness materials at least annually and requires the agency to set refresher frequency with the sensitivity of the information in mind. The annual requirement should not be generalized into “every company must train once a year.” For organizations without that rule, annual delivery may be a reasonable baseline only after the applicable obligations and risk have been reviewed.

Do not let the calendar replace judgment

A low-frequency, low-sensitivity environment may need a simpler recurring program than a business handling large volumes of sensitive data or administering critical systems. A role with privileged access, security duties, or authority to move money can justify more specialized instruction than a role with limited access. The interval is defensible when the organization can explain how information sensitivity, access, responsibilities, and threat exposure produced it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Add role-based training before sensitive duties

General awareness teaches behaviors expected from everyone. Role-based training teaches how a particular job can create, prevent, detect, or report risk. Provide it before the relevant access or duty begins, then repeat it at an organization-defined frequency.

Privileged and technical roles

System administrators, cloud operators, developers, security analysts, and help-desk staff may need instruction on secure configuration, identity administration, logging, vulnerability handling, incident escalation, and the systems they operate. Update the material when architecture, tooling, or administrator responsibilities change.

People handling sensitive records

Finance, human resources, health, legal, customer-support, and research teams should learn the handling rules that apply to their records, including approved transmission, storage, retention, and disposal practices. A generic phishing lesson cannot substitute for those procedures.

Managers, executives, and high-impact approvers

Managers and executives often approve payments, exceptions, access, or urgent requests. Their training should address business-email compromise, impersonation, escalation paths, and how to pause a transaction without penalizing a worker who follows the control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contractors and service providers

Include nonemployees when they have access to organizational systems or information, and apply the contract’s training and evidence requirements. The FTC’s Safeguards Rule guidance specifically calls for specialized training for employees, affiliates, or service providers with hands-on information-security responsibilities.

Use events to override the normal schedule

A recurring course cannot anticipate every change. Define events that require an immediate lesson, targeted notice, or revised procedure:

  • A confirmed or suspected incident, including phishing, credential theft, ransomware, data loss, or an accidental disclosure.
  • An audit or assessment finding showing that people misunderstood or skipped a control.
  • A material change to identity systems, remote access, cloud services, payment processes, data flows, or incident-reporting channels.
  • A role change that grants new privileges or exposes a worker to a different class of information.
  • A major vulnerability, scam pattern, or threat campaign that affects the organization.
  • A change in law, regulation, contract, or internal policy.

Event-driven instruction does not always require rebuilding the entire course. A short, precise alert, a revised procedure, or a targeted workshop can address the change while the regular program continues.

What should be in a recurring refresher?

Refreshers should reflect current work rather than repeat obsolete slides. At minimum, review whether employees still know how to:

  • Recognize current impersonation, phishing, social-engineering, and other scam tactics.
  • Use approved authentication, device, software, and data-sharing practices.
  • Report suspicious activity through the current channel and preserve useful details.
  • Handle the information classes and systems used by their role.
  • Respond when a process, application, or threat has changed.

The FTC advises covered businesses to “Provide your people with security awareness training and schedule regular refreshers.” Its small-business guidance also says to update employees when new risks and vulnerabilities emerge and to include current scam tactics in regular training. Those points favor living content over a course that is merely relaunched because a year has passed.

A practical method for choosing your interval

  1. Map the population. Identify employees, contractors, privileged users, service providers, and others with system or data access.
  2. Map obligations. Record each applicable law, regulation, contract, framework commitment, and internal policy, including its required timing and evidence.
  3. Classify exposure. Note information sensitivity, access level, business impact, and the consequences of a mistake for each role.
  4. Choose the recurring baseline. Set an interval that meets the strictest applicable requirement for each population and is proportionate to its exposure. Document the rationale.
  5. Define triggers. Specify which incidents, findings, system changes, role changes, and emerging threats require instruction outside the baseline.
  6. Assign ownership. Name the program owner, content approvers, system owners, managers responsible for completion, and the person who authorizes exceptions.
  7. Plan evidence. Keep completion records, assigned populations, assessment or testing results, reported-risk data, exceptions, and revision history.
  8. Review and improve. Use the evidence and employee feedback to change content, delivery, and the next interval.

This process lets an organization defend a schedule without claiming that a particular number of days is universally correct.

Measure whether training changes behavior

Completion is necessary evidence, but it does not prove that people can recognize or report a threat. Evaluate the learning program with several kinds of information:

  • Assignment and completion rates, including overdue and exception records.
  • Knowledge checks or practical assessments tied to the employee’s duties.
  • How quickly and accurately people report suspicious messages or incidents.
  • Findings from realistic tests, exercises, audits, and incident reviews.
  • Recurring questions, confusion points, and feedback about procedures.
  • Whether the same failure recurs after instruction and corrective action.

CISA recommends keeping employees informed about emerging threats between trainings and using frequent realistic testing. NIST SP 800-50 Rev. 1 describes a lifecycle that includes metrics, evaluation, and improvement, so the program owner should use these results to revise both content and cadence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

One statistic often misunderstood in this context comes from NISTIR 8420A, a 2022 study of 89 participants: 80% said their organization updated required security-awareness training content at least once a year. That finding describes content-update practice in that federal-program study; it does not establish an annual legal mandate for every employer, nor does it show that annual training alone is effective.

Common scheduling mistakes and their fixes

“Everyone takes the same annual course”

Why it fails: It ignores different access, duties, and information sensitivity. Fix: Keep a common awareness core, then assign role-based modules and event-driven updates.

Training happens after access is granted

Why it fails: The employee can make a preventable mistake before learning the organization’s controls. Fix: Put onboarding completion and access provisioning in the same workflow where the applicable rule requires pre-access training.

The course is unchanged despite new scams or systems

Why it fails: Employees learn procedures that no longer match the environment. Fix: Maintain a trigger list for threats, vulnerabilities, incidents, and material changes, and publish focused updates between recurring sessions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Completion is the only metric

Why it fails: A completed click-through course may not improve recognition or reporting. Fix: Add assessments, realistic testing, report-quality measures, incident findings, and employee feedback.

The policy says “regularly” but defines nothing

Why it fails: Managers, auditors, and employees cannot tell when instruction is due. Fix: Document the interval for each population, the owner who set it, the evidence retained, and the events that accelerate it.

Annual compliance is treated as the finish line

Why it fails: Threats and job duties change throughout the year. Fix: Use annual delivery only as the applicable baseline, then operate the onboarding, role-based, event-driven, and evaluation parts of the program continuously.

Policy checklist

A written policy is ready for operational use when it answers all of these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which employees, contractors, privileged users, and service providers are covered?
  • Which legal, regulatory, contractual, and internal requirements set the minimum?
  • What training must occur before access or a sensitive duty begins?
  • What recurring interval applies to each population, and why?
  • Which system changes, incidents, findings, role changes, and threats trigger additional training?
  • What role-based instruction is required, and who approves its content?
  • How are attendance, exceptions, assessments, tests, reports, and revisions recorded?
  • When will the program owner evaluate results and change the schedule?

The most defensible answer to “how often?” is therefore a documented risk-based cadence: onboarding before relevant access, recurring refreshers that meet the applicable minimum, specialized instruction for specialized duties, immediate updates when conditions change, and measurement that proves the program is improving security behavior.
