There is no scientifically defensible overall ranking that makes octopuses, parrots or crows the single “smartest” group. The strongest evidence shows different abilities demonstrated in different settings: octopuses learn and adapt to changing physical problems, corvids have been studied for tool manufacture and sophisticated social cognition, and parrots appear in research on complex avian cognition. Because the animals, tasks and methods are not matched, the fairest answer is task-specific rather than a universal intelligence ladder.
Why “smartest” is the wrong starting point
Animal intelligence is not one measurable substance. Researchers test separate capacities such as learning, memory, flexible problem solving, tool use, communication and social reasoning. A result in one area does not automatically predict performance in another.
The comparison is also between broad groups, not three standardized contestants. “Octopus” can refer to many species, while parrots and crows each include numerous species with different ecologies. A controlled laboratory puzzle, a field observation and a review of many studies answer different questions. Without the same species, sample sizes, apparatus, rewards and scoring rules, converting results into one IQ-like number would be misleading.

What octopuses have actually demonstrated
Learning a changing physical puzzle
A primary experiment tested seven common octopuses (Octopus vulgaris) on an L-shaped food container. The animals had to learn how to open it, and the researchers then changed the container’s orientation and experimental conditions through five task levels. The seven subjects adapted as the problem changed, documenting learning and behavioral flexibility within that experiment.
The result is important but narrow. It is evidence about how those seven O. vulgaris performed on that puzzle, not a population-wide estimate for every octopus. The authors also emphasized that experimental evidence about octopus cognition was still limited when the study was published in 2016. Read the full experiment in “Pull or Push? Tool use and the planning question
Veined octopuses have been observed carrying coconut shells and later using them as mobile dens. A comparative review treats this as behavior compatible with flexible tool use: the animal transports an object that can improve shelter in a later location.
That observation does not directly measure a mental process such as future planning. Saying that the octopus “planned ahead” is an interpretation of the behavior unless an experiment isolates and tests planning itself. The distinction matters because tool carrying, tool use, tool manufacture and planning are related but separate claims.

Learning in an unusual nervous system
Cephalopods evolved nervous systems radically different from those of vertebrates. Coleoid cephalopods, the group that includes octopuses, diverged from the vertebrate line more than 550 million years ago, according to a 2020 comparative review. That time and evolutionary distance provide context for convergent abilities; they do not measure how far apart the animals are in cognition.
The same review describes substantial evidence for learning and memory in cephalopods. It also cautions that many experiments are technically difficult: an aquatic animal with flexible arms, distributed neural control and a very different sensory environment cannot always be tested with a bird-style apparatus. A result that looks simple on paper may require a different interpretation in an octopus’s ecological setting. See “How intelligent is a cephalopod? Lessons from comparative cognition”.
What crow and other corvid studies show
Tool manufacture is more than picking up an object
Corvid cognition research includes crows and their close relatives. Reviews discuss tool manufacture, in which an animal modifies or constructs an object rather than merely using an available item. Manufacture places additional demands on selecting material, shaping it and matching the result to a physical problem.
That does not make every corvid behavior equivalent to the octopus shell-carrying observation. A manufactured tool, a carried tool and a solved puzzle are different outcomes. They should be reported separately rather than combined into a single “problem-solving” score.

Social cognition and mental time travel
Corvid reviews also examine social cognition and what researchers describe as mental time travel: behavior involving information about past or future situations. These labels summarize research programs and interpretations, not proof that a bird experiences human-like thoughts. The underlying evidence depends on the particular species and task.
In a widely cited review, Nathan J. Emery and Nicola S. Clayton argued that corvids and apes share cognitive tools and that complex abilities evolved multiple times in distantly related animals facing similar socioecological problems. Their wording is: “Because corvids and apes share these cognitive tools, we argue that complex cognitive abilities evolved multiple times in distantly related species with vastly different brain structures in order to solve similar socioecological problems.” The review is indexed by PubMed.
This framework helps explain why a crow can show sophisticated performance without having a primate-like brain. It also prevents a second mistake: assuming that similar behavior means identical internal mechanisms.

Parrots are part of complex avian cognition research
Parrots should not be reduced to their ability to imitate human speech. Avian-cognition research examines parrots alongside corvids in studies of complex cognitive processes. The relevant abilities can include learning, memory, flexible responses and self-related or social questions, depending on the experiment.

A 2020 review recommends using multiple assessments to understand cognition within and across bird species. Its coverage supports placing parrots in the broader literature on complex avian cognition, but the available record does not supply a directly matched parrot-versus-octopus result for the seven-animal container experiment, nor a single numerical comparison with crows. The review is available through PubMed.
Why mimicry is not an intelligence test
Vocal imitation is one behavior. It can be relevant to learning and communication, but it cannot stand in for memory, physical reasoning or social understanding. Likewise, a bird’s failure on an unfamiliar apparatus would not show that it lacks intelligence; the task may not fit its ecology, motivation or sensory abilities.

Why different evolutionary histories matter
Octopuses, parrots and crows do not share a recent common brain architecture. Their similarities are examples of convergent evolution: different lineages can develop useful cognitive solutions when they face comparable challenges, such as extracting food, navigating variable environments or managing social information.

An octopus may solve a physical problem with flexible arms and a distributed nervous system, while a bird may use a beak, feet, vision and a highly mobile body in an aerial or terrestrial setting. The visible outcome can be similar even when perception, motor control and learning mechanisms differ.

Ecology also changes what counts as a sensible test. A marine predator’s interaction with a shell or container may be meaningful in ways that a dry-land bird apparatus is not. Conversely, a social-memory or future-oriented task designed around caching, group relationships or vocal signals may fit a corvid better than an isolated octopus.
How to make an octopus–parrot–crow comparison fair
- Name the species. “Seven O. vulgaris” is more informative than “octopuses,” just as a named crow or parrot species is preferable to a whole group.
- Identify the domain. Say whether the claim concerns learning, memory, physical problem solving, tool use, tool manufacture, communication or social cognition.
- Describe the method. Distinguish a controlled laboratory puzzle from a field observation and from a review that synthesizes many studies.
- Report behavior before interpretation. “Carried coconut shells and used them as dens” is an observation. “Demonstrated future planning” is a stronger inference that requires direct testing.
- Check the sample and design. The seven animals and five levels in the octopus experiment describe that study’s design, not an estimate of all octopuses.
- Match ecological demands. Ask whether the task fits the animal’s sensory system, body, motivation and natural problems before treating failure as evidence of low ability.
- Use several assessments. A single puzzle, vocalization or tool event cannot represent an entire cognitive profile.
What the evidence does—and does not—support
Supported conclusions
- Common octopuses can learn a physical task and adapt when its conditions change, as shown in the seven-subject, five-level experiment.
- Veined octopuses’ shell-carrying behavior is consistent with flexible tool use, while claims about the exact mental planning process remain interpretive.
- Corvid literature documents research on tool manufacture, social cognition and other complex abilities.
- Parrots belong in the comparative study of complex avian cognition and should not be assessed only by speech mimicry.
- Complex abilities can evolve in distantly related animals with very different nervous systems.
Not established by these sources
- A universal ranking that places every octopus, parrot and crow on one scale.
- An octopus, parrot or crow IQ score that is valid across species.
- A matched three-way experiment using the same task, conditions and sample design.
- Proof that a particular tool behavior demonstrates human-like foresight, intention or conscious planning.
The most accurate answer to “Which is smarter?”
If the question means “Which group wins every kind of intelligence test?”, no winner has been established. If it means “What impressive abilities have been demonstrated?”, the answer depends on the domain: octopuses provide strong examples of flexible physical learning; corvids have an extensive literature on tool manufacture and social cognition; and parrots are important subjects in research on complex avian cognition.
The scientifically responsible comparison is therefore not a ladder from least to most intelligent. It is a set of task-specific findings, each tied to a species, method, sample and ecological context. That approach preserves what the animals can do without pretending that separate experiments measure one common trait.
