Buying into the National Women’s Soccer League is a negotiated league award, not a standard franchise purchase with a published application form. Recent reporting put Denver’s expansion fee at $110 million and Boston’s at $53 million, but those figures came from private transactions reported by the Associated Press and Sportico, not from an NWSL fee schedule. A prospective owner must present a financeable market, a clearly identified control owner, credible investors, suitable venues and training facilities, and a plan to operate through launch. The NWSL Board of Governors is central to approval, with the Competition Committee involved in draft-related recommendations. Under the 2024–2030 collective bargaining agreement, a new club no longer receives the old-style expansion-draft allocation.
What an NWSL expansion award actually is
An NWSL expansion team is awarded after league negotiations and diligence rather than through a publicly documented, one-size-fits-all application process. Public announcements typically identify the selected city, ownership group, launch season, stadium or venue plans, and the league’s governance context. They do not publish every financial test, document request, approval deadline or negotiation term.
The practical implication is that an ownership group is pitching a complete operating proposition, not simply submitting a check. The league must be comfortable that the proposed club can be financed, governed and delivered on schedule while fitting the competition and labor framework in force at the time of entry.

| Club or comparison | Reported fee | What the figure means |
|---|---|---|
| Denver | $110 million | Sportico figure reported by the Associated Press in 2025, attributed to anonymous sources because the private deal terms were not public. |
| Boston | $53 million | Associated Press reporting in 2025 said Boston agreed to the same fee as Bay FC. |
| Bay FC | $53 million | Amount cited in the AP comparison with Boston; it is not an NWSL-published schedule price. |
| Atlanta | Not stated | The NWSL’s November 2025 award announcement did not disclose an expansion fee. |
The $110 million Denver report should therefore be treated as a reported transaction value, not as a mandatory price for every future market. A bid’s total capital requirement is larger than the fee itself. Owners must also budget for venue commitments, a training ground, front-office and sporting staff, player and technical operations, marketing, travel, insurance, technology, league obligations and working capital while revenue develops.
Why the fee can vary
Expansion negotiations can reflect the market’s commercial potential, the timing of the award, venue economics, ownership strength, local investment and the league’s strategic priorities. Because the NWSL does not publish a tariff, a historical fee cannot be used to calculate an automatic entry price for another city.
What an ownership group needs to qualify
The public record does not establish a published minimum net-worth test, minimum cash contribution or automatic entitlement to a franchise. It does show recurring characteristics in awarded clubs that a serious bid should be prepared to demonstrate.

A clearly identified control owner
The league expects a person or entity with authority to make decisions and meet the club’s obligations. In Denver, the official announcement named Rob Cohen as controlling owner and governor. In Atlanta, Arthur M. Blank was identified as owner, with AMB Sports and Entertainment operating the club. A proposal with many investors but no clear control structure creates avoidable questions about who is accountable for funding, governance and league decisions.
Enough capitalization for the full launch plan
Owners need more than the reported franchise fee. The financial case should cover stadium and training arrangements, staffing, player operations, technology, sales and marketing, travel, insurance and losses during the ramp-up period. The league’s public announcements do not specify a required balance-sheet threshold, so the persuasive evidence is a credible capitalization plan and proof that the group can fund obligations over time.
Investor depth and governance clarity
Denver’s announcement described local and national investors, including Project Level/Ariel Investments and FirstTracks Sports Ventures, alongside other named participants. Boston’s 15th-franchise announcement described Boston Unity Soccer Partners as an all-female core ownership group with diverse leadership and deep local ties. These examples indicate that a broad investor group can strengthen a proposal, provided responsibilities, voting rights and funding commitments are clear.

Local relationships and operating expertise
A league bid must work in the proposed market. Relationships with stadium operators, municipalities, sponsors, broadcasters, youth and community organizations, and corporate partners can reduce launch risk. Experience operating professional sports or large entertainment businesses is useful, but the public announcements do not say that a particular résumé is mandatory. The relevant question is whether the proposed management team can deliver the commercial, sporting and community plan.

Facilities that are ready on the proposed timetable
Venue and training plans are part of the award case. Atlanta’s announcement said the club plans to use Mercedes-Benz Stadium, with an expected capacity of approximately 28,000, and develop a dedicated training ground. A bid should show where matches, training, medical work, offices and academy or community programs will occur, who controls those sites, what construction or refurbishment is needed, and whether the schedule is realistic.
Who approves a new NWSL franchise?
The NWSL Board of Governors is the central league-governance body for expansion decisions. A 2022 league announcement said the board convened on the league’s future and that Inner Circle Sports would advise on expansion, with an objective of reaching 14 teams in 2024. The announcement illustrates the board’s strategic role, although it does not publish a permanent expansion checklist.

The Competition Manual provides a specific governance link: “Expansion Team(s) will be placed in the draft order as determined by the NWSL Board of Governors (as recommended by the Competition Committee).” That language confirms board authority over a material consequence of expansion and the Competition Committee’s recommendation role. It should not be read as a complete description of every approval vote or diligence stage.
The practical expansion process, step by step
- Assemble the market proposal. Define the city or region, supporters and commercial opportunity, venue, training site, launch date and community strategy. The proposal should explain why the market can sustain a top-flight women’s club rather than merely identify an available stadium.
- Form the ownership group. Name the control owner, operating entity, investors, governance structure and funding commitments. Resolve decision rights before league negotiations so the NWSL can identify who is responsible for the bid and the club.
- Build the long-term financial case. Model the reported expansion fee, facility costs, payroll and benefits, staffing, travel, technology, sales, marketing, insurance and working capital. Because no public minimum is stated, the model must demonstrate resilience instead of targeting an invented threshold.
- Demonstrate facilities and launch readiness. Provide documented venue access, training-ground plans, construction or refurbishment schedules, medical and performance resources, offices and match-day operations. A launch season is credible only when the physical plan can be delivered by then.
- Undergo league diligence and negotiations. Expect the league to examine ownership, financing, market conflicts, facilities, governance, commercial plans and competition compliance. The public materials do not disclose every diligence request, negotiation milestone or deadline, so groups should not assume a fixed timetable.
- Secure the formal league award and board-level approvals. Public announcements identify when a market and ownership group have been selected. The Board of Governors’ role is central, and competition-related matters may involve a Competition Committee recommendation.
- Complete launch planning under the rules then in force. After the award, the club must finalize staffing, facilities, schedules, commercial operations, player recruitment and labor compliance. The announced launch season is a delivery commitment, not merely a marketing date.
Recent awarded clubs show how the model works
| Franchise | Publicly announced details | What a prospective bidder can learn |
|---|---|---|
| Boston (15th franchise) | Boston Unity Soccer Partners; an all-female core ownership group described as having diverse leadership and deep local ties. | Local credibility and a coherent ownership identity are part of the league-facing proposition. |
| Denver (16th franchise) | Rob Cohen named controlling owner and governor; local and national investors included Project Level/Ariel Investments and FirstTracks Sports Ventures; scheduled to begin in 2026. | A control owner, investor depth and a specific operating timetable must fit together. |
| Atlanta (17th team) | Arthur M. Blank as owner; AMB Sports and Entertainment as operator; planned 2028 start; Mercedes-Benz Stadium with expected capacity of approximately 28,000 and a dedicated training ground. | Existing sports infrastructure can support a bid, but the venue and training plan still have to be delivered. |
These examples are evidence of what successful awards have looked like, not a mandatory formula. They do not prove that every future group must match a particular ownership composition, stadium size or investor list.

Not under the current labor framework. The NWSL Players Association’s 2024–2030 collective bargaining agreement eliminated both the entry draft and the expansion draft immediately. It also established free agency for all players, guaranteed contracts and a prohibition on trades without player consent.

A new club therefore should not budget or describe its roster as if it will receive the old expansion-draft allocation. Its sporting plan must use the mechanisms available under the current CBA and league rules, including free-agent recruitment, direct player contracts, transfers and other permitted acquisition routes. The exact roster rules can change through future league regulations or labor negotiations, so a bid should make its player-acquisition assumptions explicit and update them before launch.
How to compare two potential expansion opportunities
A reported fee alone is a poor way to rank markets. Use the following decision framework.
| Comparison axis | Questions to answer |
|---|---|
| Total capital | What is the reported or negotiated fee, and what additional commitments are required for the stadium, training ground, staff, player operations and working capital? |
| Ownership capability | Who is the control owner? Are investor commitments documented? Is governance clear? Does the operating team have relevant sports, entertainment or business experience? |
| Market and venue | Is there demonstrable local support? Is the stadium suitable for the expected schedule and attendance? Are training, medical and office facilities secured? |
| League fit and timing | What launch season is proposed? Are board approvals complete? Can the club comply with the CBA and current competition rules? |
| Disclosure quality | Which facts come from an official NWSL announcement, and which are private-fee reports attributed to secondary sources? Are unknowns clearly labeled? |
Common mistakes in expansion claims
- Calling $110 million the universal fee. It is a 2025 report about Denver, not a published NWSL price list.
- Inventing a qualification threshold. No public source here states a minimum net worth, minimum capital amount or standard application score.
- Treating an announcement as proof that every facility is finished. A planned stadium or training ground still requires contracts, construction and schedule execution.
- Assuming a fixed approval calendar. The public materials do not disclose a guaranteed timetable or universal deadline.
- Planning around an obsolete expansion draft. The current CBA removed it, so roster construction must be based on free agency, contracts, transfers and other permitted mechanisms.
- Confusing a reported figure with an official league disclosure. Attribute private transaction amounts to the reporting outlet and date, and keep undisclosed amounts labeled as not stated.
What a credible bid should contain
A decision-ready proposal should include a market analysis, ownership chart, funding sources, governance documents, venue and training agreements, a launch calendar, an operating budget, staffing plan, community strategy, commercial pipeline and a roster-building plan consistent with the current CBA. It should also identify assumptions that depend on future league rules rather than presenting them as guaranteed entitlements.

A group needs substantial, durable financing and a credible control structure, but the league has not published a universal fee or checklist.
