U.S. nuclear power plants manage radioactive waste through separate pathways, not one disposal system. Spent fuel remains hot and highly radioactive after it leaves the reactor, so it is cooled and shielded in pools and may later move to dry casks for interim storage. Lower-activity operational waste—such as contaminated clothing, filters, tools, and water-treatment residues—may be stored for radioactive decay or shipped in approved packages to a licensed disposal facility. The United States currently has no permanent disposal facility for commercial spent fuel, according to the Nuclear Regulatory Commission (NRC).

Why nuclear plants separate waste into different streams

“Radioactive waste” covers materials with very different characteristics and management needs. The most important distinction at a commercial reactor is between spent nuclear fuel and operational low-level radioactive waste. They are not interchangeable categories, and they do not follow the same route after they are generated.

Spent fuel is the fuel removed from a reactor after it is no longer used to generate electricity efficiently. It remains thermally hot and highly radioactive. The NRC classifies spent reactor fuel as high-level waste for disposal. By contrast, low-level waste includes assorted materials contaminated by radioactive substances or made radioactive through neutron exposure. Activity varies within this category: a used rag and a component from inside a reactor vessel are not necessarily comparable in radioactivity or handling needs.

The account below concerns U.S. commercial nuclear power plants and U.S. regulatory arrangements. Other countries may use different classifications, storage systems, licensing arrangements, or disposal policies. The NRC describes its role in regulating commercial radioactive-waste management and disposal, but not every source or use of radioactive material falls under NRC authority; other agencies and regulatory programs have responsibilities too. See the NRC’s radioactive-waste overview for the scope of its work.

What happens to waste at a nuclear power plant?

The broad sequence depends on the waste category. Operational low-level waste may remain onsite while it decays or until enough material has accumulated for a shipment. Spent fuel is first placed in a water-filled storage pool, where water cools the fuel and shields radiation. Older fuel may later be transferred to dry casks. Neither pool nor cask storage is permanent disposal.

Waste stream Examples or defining feature Typical management route Final-disposal status in the United States
Spent nuclear fuel Used reactor fuel; thermally hot and highly radioactive Pool storage, followed in some cases by dry-cask interim storage No permanent high-level-waste disposal facility is currently available, according to the NRC
Low-level operational waste Contaminated clothing, filters, tools, and water-treatment residues; activity varies Onsite storage for decay or accumulation, then shipment in approved packages when destined for disposal Commercial disposal occurs at licensed facilities, subject to the waste accepted at each site

The table describes broad pathways, not a claim that every item follows an identical timetable. Waste characteristics and applicable facility acceptance requirements matter. The NRC’s pages on high-level waste and low-level waste explain the two categories.

What counts as low-level radioactive waste?

Low-level waste is a varied group of plant materials that have become contaminated or radioactive. NRC examples include protective shoe covers and clothing, wiping rags, mops, filters, reactor-water-treatment residues, equipment, and tools. Some reactor components, particularly material from inside a reactor vessel, can have much higher activity than common operational items. “Low-level” therefore does not mean harmless, non-radioactive, or uniform in activity.

Plants may store low-level waste onsite while its radioactivity decays or while they accumulate enough material to ship. Storage for decay is a management stage, not the same thing as disposal: material held onsite has not thereby been sent to a disposal facility. Where waste is shipped for disposal, it must be packaged in approved shipping containers and meet relevant transportation, state, NRC, and receiving-facility requirements.

Disposal facilities do not necessarily accept every kind of low-level waste. The NRC says four commercial facilities in the United States accept various types of low-level waste; its current webpage, accessed in 2026, identifies all four as being in Agreement States. That count and each facility’s acceptance conditions can change, so it should not be read as a guarantee that a particular plant’s waste can go to any one site. The NRC’s low-level waste disposal overview describes licensing and the current facility picture.

How spent fuel is stored after leaving the reactor

Spent fuel requires a different storage pathway because of its heat and radioactivity. The NRC identifies two storage methods: spent-fuel pools and dry casks. Most spent nuclear fuel is stored in pools at reactor sites. Pool water performs two jobs: it cools the fuel and shields radiation. As pool capacity is approached, older fuel may be transferred into dry casks.

Pool storage

A spent-fuel pool is a water-filled storage area at a reactor site. The water is both a cooling medium and a radiation shield; it is not simply a place to set aside fuel. Fuel remains in the pool as part of interim storage. The NRC’s 2023 backgrounder describes pool water as about 40 feet deep and says fuel is typically cooled for at least five years before transfer to a cask. Those are source-specific descriptions, not universal operating requirements or a promise that every fuel assembly moves on that schedule.

Dry-cask storage

Dry cask storage is another interim method identified by the NRC. It is used at reactor sites as pools approach capacity and at independent spent-fuel storage installations. Such installations include some decommissioned reactor sites and consolidated interim storage facilities. A cask provides a way to store spent fuel outside the pool, but it is not a permanent repository and does not resolve the need for eventual disposal.

The NRC’s 2023 backgrounder says dry-storage licenses can be up to 40 years. That figure describes the license duration noted in that backgrounder; it is not a claim that every cask has the same license, that storage ends automatically at 40 years, or that 40 years is a universal limit. The actual licensing and storage circumstances are specific to the facility and authorization.

Are pools or casks considered safer?

The NRC does not present one method as categorically safer in the cited storage guidance. Its statement is that “spent fuel pools and dry casks both provide adequate protection of the public health and safety and the environment.” The agency also says there is no pressing safety or security reason to mandate earlier transfer from pools to casks. A simple ranking would therefore overstate what the NRC says; the two methods serve different storage arrangements, and both are treated as adequate under its oversight.

How shipment and disposal are regulated

Shipment is a transition between management stages, not disposal by itself. Low-level waste sent to a disposal facility must use approved packages and satisfy the relevant transportation rules as well as the receiving facility’s requirements. A facility’s license and waste-acceptance conditions determine what kinds of waste it can accept. The existence of a licensed site does not mean every waste category or shipment is suitable for it.

Commercial low-level waste disposal facilities are licensed either by the NRC or by states that have entered into an agreement with the NRC to regulate specified materials and activities. These are called Agreement States. Licensing includes safety standards, site characterization, and analysis of performance over thousands of years. The NRC’s reported count of four commercial facilities is a time-sensitive snapshot, not a permanent inventory.

Spent fuel follows a different regulatory and practical path: it remains in interim storage until an alternative storage site or permanent disposal repository is available. The NRC says there is currently no permanent high-level-waste disposal facility available in the United States. As a result, commercial spent fuel remains in interim storage rather than proceeding to a U.S. permanent repository.

Does the United States reprocess spent fuel?

Reprocessing separates isotopes from spent fuel that could be used again as reactor fuel. It does not make the waste-management problem disappear: reprocessing leaves liquid and solid byproducts containing significant concentrations of fission products, and those residuals also require management.

According to the NRC, commercial reprocessing is not currently practiced in the United States, although it has occurred in the past. The agency also notes that Department of Energy defense reprocessing programs have generated high-level waste. These programs should not be confused with routine commercial reprocessing at U.S. power plants. The NRC’s high-level waste information discusses spent fuel and reprocessing.

What “interim storage” means—and what it does not mean

Interim storage means material is being stored pending a later management step. For spent fuel, pools and dry casks provide storage while the United States lacks a permanent high-level-waste disposal facility. For low-level waste, onsite storage may allow radioactive decay or allow a shipment to accumulate. These are distinct uses of storage, with different material and endpoints.

A dry cask is not a repository simply because it can store fuel for an extended period. Likewise, a pool is not a disposal site, and storing low-level waste onsite while it decays is not the same as transferring it to a licensed disposal facility. Keeping these distinctions clear makes it easier to understand why the phrase “the plant disposed of its nuclear waste” can obscure what actually happened: some waste may have been shipped for disposal, while spent fuel remains stored pending a future disposal route.

What readers should check when evaluating a waste-management claim

  • Which waste stream? Determine whether the claim concerns spent fuel or operational low-level waste. The terms refer to different materials and routes.
  • Which stage? A plant may have stored, transferred, shipped, or disposed of material. Those verbs are not interchangeable.
  • Where is it located? Spent fuel may be at a reactor-site pool, in dry casks, or at an independent spent-fuel storage installation. Low-level waste may be onsite or at a licensed disposal facility.
  • What is the regulatory context? NRC or Agreement State licensing applies to commercial low-level-waste disposal facilities, while other radioactive materials or activities may involve other authorities.
  • Is the claim current and specific? Facility counts, licenses, and repository status can change. A number such as the NRC’s four-facility count is tied to the source page and its time of access, and a site’s acceptance conditions still matter.

The NRC’s 2023 radioactive-waste backgrounder provides dated context for pool depth, typical cooling before cask transfer, and dry-storage license terms. For current status, the NRC’s pages on spent-fuel storage and low-level waste disposal are the relevant agency references.
