Most streaming services do not pay a guaranteed amount for every play. Spotify says it allocates a share of its music revenue to recording and publishing rightsholders, then distributes those pools according to each rightsholder’s share of eligible streams. A quoted “per-stream rate” is therefore an average—not a fixed tariff. Artificial plays can distort that share, inflate popularity signals, and put legitimate royalties at risk.
How streaming royalties are calculated
On a pooled, or pro-rata, model, a service sets aside revenue for music royalties and allocates it according to streamshare. In simplified terms, a rightsholder’s share of the pool depends on the eligible streams attributed to that rightsholder compared with the eligible streams in the relevant market and period. The exact calculation can depend on the service’s rules, the territory, the accounting period, and which rights are being paid.
Spotify describes its model this way: it does not pay a fixed amount for each play; it allocates roughly two-thirds of its music revenue to recording and publishing rightsholders, then calculates their shares based on streams. Spotify says roughly four-fifths of that allocation goes to recording royalties and one-fifth to publishing royalties. These are Spotify’s descriptions of its own model, not universal percentages for every service.
A simplified streamshare example
Suppose, for illustration only, that an eligible royalty pool for one market and period is $100,000, and a rightsholder’s works account for 1% of the eligible streams in that pool. A simplified pro-rata allocation would assign that rightsholder 1% of the pool, or $1,000, before any onward payments under contracts or other arrangements. This is not a forecast of any artist’s earnings: actual pool sizes, stream eligibility, rights splits, and contracts vary.

The calculation is not necessarily performed as one global pool. Spotify describes streamshare in terms of streams within a given market and period. A listener’s country, the accounting window, and the amount of revenue available in the relevant pool can all affect the result. A play in one territory or month does not necessarily have the same value as a play elsewhere or at another time.
Why “per-stream rates” are only averages
A published or quoted per-stream figure is generally calculated after the fact by dividing a payout total by a stream total. It can help summarize a particular set of statements, but it does not mean every play earned that amount. Spotify for Artists explicitly cautions that a per-stream rate is not a fixed payment promise.
That average can change when revenue, listening patterns, territory mix, stream volume, the rights being counted, or the reporting period changes. It can also describe money paid to a rightsholder rather than money received by an individual performer or songwriter. The amount ultimately reaching an artist depends on the path the royalty takes and the terms of the relevant agreements.

To reconcile a payment, an artist needs the service and period, territory or market detail where available, which right is being reported, the rightsholder’s statement, and the applicable contract or distribution terms.

One song can generate separate recording and publishing royalties
A streamed track involves at least two distinct rights paths. The sound recording—often called the master or recording—has its own rightsholder. The underlying musical composition, including the lyrics and music, has a separate copyright and can generate publishing royalties. A label, distributor, publisher, performing rights organization (PRO), mechanical rights agency, or other administrator may participate in collecting or passing along payments.

These are different rights and payment routes, not two descriptions of the same royalty. An artist who performs on a recording may not own its master; a songwriter may receive publishing income even when another artist records the song. One person can hold more than one role, but the accounting still needs to identify the relevant rights and shares.
Why metadata and registrations matter
Publishing organizations need reliable information to match reported usage to the correct composition and owners. Accurate song titles, writer names, ownership splits, and registrations with a publisher, PRO, or mechanical agency help make that match possible. A missing or inconsistent registration can complicate identification and payment; it does not change the underlying streamshare calculation, but it can make the publishing payment harder to route correctly.
When checking a missing or unexpected payment, compare the recording statement and publishing information separately. Confirm which version of the track was delivered, who controls the recording, whether the composition’s writers and splits are correctly recorded, and which organization administers each share. A distributor’s recording report alone may not show all publishing income.

How Spotify’s model differs from the U.S. statutory digital-performance route
The word “streaming” covers legally and commercially different services. Spotify’s on-demand model, as described by Spotify, allocates its recording and publishing pools using streamshare. In the United States, certain non-interactive services also pay a statutory digital-performance royalty for sound recordings. SoundExchange says these royalties are paid by services such as Pandora, SiriusXM, and webcasters at rates set by the Copyright Royalty Board, and that SoundExchange collects and distributes them.

The SoundExchange percentages should not be applied to Spotify’s on-demand streamshare payments. They describe the allocation SoundExchange uses for the U.S. statutory digital-performance route, not a general split of all streaming income or Spotify royalties.
What artificial streaming means—and why it can be fraud
The U.S. Copyright Office describes streaming fraud as practices that artificially increase play counts through illegitimate means. Its examples include bot farms, click farms, playlist stuffing, and account hijacking. Spotify defines an artificial stream as a play that does not reflect genuine user listening intent, including activity manipulated through bots or scripts.

Artificial plays matter in more than one way. In a pooled pro-rata system, illegitimate plays can change the measured streamshare and dilute the pool available to works that received genuine listening. They can also inflate public popularity signals, potentially making a track appear more popular than real listener interest supports. This explains the risk to the pool and to public metrics; it does not establish that every service uses identical accounting or enforcement rules.

There is no settled platform-wide prevalence figure established here. On October 7, 2026, the U.S. Copyright Office opened an inquiry asking for public input on the prevalence and effects of streaming fraud, current efforts to address it, and potential solutions. The notice lists November 23, 2026, as the initial-comment deadline and December 21, 2026, as the reply-comment deadline. An inquiry is a request for evidence and views, not a final finding that establishes how widespread fraud is and not a new law or rule.

Spotify says confirmed artificial streams do not earn royalties, are excluded from public stream totals and charts, and do not positively affect recommendation algorithms. Depending on the severity of the activity, Spotify says it may remove tracks from playlists or from the service. Labels and distributors may also warn an artist, charge a fee, suspend an account, or remove music. Those are Spotify’s stated policies and possible consequences; they should not be assumed to describe every streaming platform or every distributor’s contract.
Spotify also says that, from April 2024, a track must reach 1,000 streams in the preceding 12 months to be included in its recorded-music royalty-pool calculation. Spotify says this threshold does not change publishing royalties. It is a Spotify policy for the recording pool, not an industry-wide minimum and not a rule that erases the separate publishing path.

Spotify’s stated rationale includes that tracks with 1–1,000 streams over the prior year generated an average of $0.03 per month, and that 99.5% of its streams were on tracks with at least 1,000 annual streams. These are Spotify-reported figures used in its explanation of the policy, not independent measurements of all streaming services or a prediction of any artist’s earnings.

Why a dashboard spike may not mean payable streams
A temporary increase in Spotify for Artists is not necessarily a final royalty count. Spotify says suspicious plays may appear as a temporary spike in the dashboard while associated royalties are withheld and public metrics are adjusted; in some cases, detection happens before plays appear there at all. A dashboard is therefore useful for monitoring activity but is not, by itself, a final accounting statement.
Spotify identifies the royalty report from the relevant rightsholder as the most accurate source for understanding royalties generated from Spotify streams. That report is still only one part of a full reconciliation: the artist’s contract and the separate publishing records determine what portion, if any, reaches the artist or songwriter.
What to do if you suspect artificial activity
- Check the pattern, not just the total. Look for an unusual rise in streams, a sudden change in where listening comes from, or playlist activity you do not recognize. An unusual pattern is a reason to investigate, not proof that the artist caused or purchased artificial plays.
- Do not pay for guaranteed streams. A promotion that promises a specific number of plays or guaranteed placement can create risk if the activity is not genuine. Avoid services that cannot explain how listeners are reached or that promise outcomes they cannot credibly substantiate.
- Report suspicious playlists through Spotify’s reporting process. Spotify advises artists to report playlists they believe are artificial. Keep the playlist name, URL, dates, and relevant dashboard observations so the report can identify the activity.
- Contact the label or distributor delivering the recording. Share the dates, affected tracks, playlist details, and any notice or fee. Ask whether royalties are being withheld, whether public metrics have been adjusted, and what contract term is the basis for any charge or account action.
- Use the right statement for the right question. For Spotify recording royalties, consult the rightsholder’s royalty report; for publishing, check the publisher, PRO, or mechanical administrator’s records. Do not treat a dashboard count as proof of a payable amount or a missing publisher payment as a recording-pool error.
How to read Spotify’s royalty figures in context
Spotify for Artists reported $10 billion or more in Spotify royalties in 2024, more than 71,000 artists generated at least $10,000 from Spotify alone that year, and independent artists and labels collectively generated more than $5 billion from Spotify. These are Spotify-reported figures. They describe aggregate payouts and thresholds, not a typical artist’s earnings, a guaranteed outcome, or a per-stream rate.
Aggregates can provide scale, but they do not answer an individual accounting question. An artist’s result still depends on the particular recordings and compositions, the pools and periods in which their streams count, how rights are split, and the contracts that govern payments after the service reports to rightsholders.
