About 30% shrub cover is a useful Natural Resources Conservation Service (NRCS) starting point for bobwhite habitat. It is not a universal prescription: the right amount depends on the habitat type, region, vegetation structure and the scale being measured. Bobwhites need a patchwork of woody escape cover and open, early-successional grass-and-forb vegetation, not a uniformly brushy field.
The practical answer: start near 30% shrub cover, then adjust to the site
The NRCS Working Lands for Northern Bobwhite factsheet uses approximately 30% shrub cover as a recommended habitat figure. Treat that number as a planning reference for a property, not as a pass-fail test. “Woody cover” can include shrubs, young trees, brush piles and woodland edges, and different studies measure different vegetation layers.
A property can have roughly 30% woody vegetation and still be poor quail habitat if the ground is shaded, bare or dominated by dense litter. Conversely, a site with less woody cover may work when it has abundant native grasses and forbs that provide nesting, brood-rearing and feeding structure. The objective is a connected mosaic of cover types that lets birds feed in open areas while reaching protective cover quickly.
That balance matters because NRCS describes northern bobwhite habitat as early-successional grasslands, shrubby areas and pine or oak savannas. The agency reports that bobwhite populations have declined by more than 80% over the last 60 years, making habitat quality and arrangement more important than a single percentage target. See the agency’s Northern Bobwhite overview for its habitat description and conservation context.

Why one woody-cover percentage cannot fit every property
Cover figures change with both where the vegetation is measured and how it is measured. A percentage around an individual bird is not interchangeable with a percentage across its home range or an entire landscape. Plant communities, climate, survey methods and management history also change the result.
| Evidence context | Woody or shrub-cover figure | Spatial scale or habitat | How to interpret it |
|---|---|---|---|
| NRCS habitat-planning recommendation | About 30% shrub cover | Practical bobwhite habitat guidance | A starting reference for planning, not a universal requirement |
| Review of southeastern pine-forest associations summarized by the US Forest Service | 10%–40% shrub cover; tree canopy below 60%; herbaceous cover 20%–80% | Pine-forest habitats | Shows that suitable habitats can combine moderate shrubs with substantial herbaceous vegetation |
| Texas studies summarized by the US Forest Service | 15%–90% woody cover around individual birds | Immediate area surrounding birds | Local use around birds can be much denser than a broader landscape target |
| Texas studies summarized by the US Forest Service | 26%–36% woody cover | Bobwhite home ranges | A home-range estimate is a different measurement from a field-wide percentage |
| Texas studies summarized by the US Forest Service | 1%–15% woody cover | Landscape scale; the reviewed page does not describe the landscape extent | Large areas can have relatively sparse woody cover while still containing usable patches |
| US Forest Service synthesis | Approximately 10%–60% described as typical overall | Bobwhite habitats across reviewed literature | A broad synthesis range, not a recommended target for every property |
The US Forest Service Colinus virginianus species review emphasizes this variation. The ranges above illustrate why a landowner should not average unrelated studies and turn the result into a new rule. The quality and arrangement of the herbaceous layer can allow sparse woody cover in some settings, while other sites need denser escape cover.

What bobwhites need from the ground layer
Woody cover is only one part of the habitat. Native grasses and forbs create the low, open structure that bobwhites use for nesting, brood rearing and feeding. Shrubs and other woody vegetation provide shade, thermal protection and escape cover. If woody plants become continuous or too tall, they can suppress the herbaceous understory that produces insects, seeds and nesting structure.
Signs of a useful mosaic
- Open patches contain a mix of native grasses and broadleaf forbs rather than a uniform lawn or dense thatch.
- Shrubs, brushy edges or small thickets are distributed through the property so birds do not have to cross long exposed distances.
- Woody patches have enough density to provide concealment but do not form an unbroken canopy over the entire site.
- Different vegetation heights and ages occur together, reflecting periodic disturbance instead of one even-aged stand.
- Invasive or aggressively encroaching woody plants are distinguished from native shrubs that are contributing useful cover.
A percentage measured from an aerial image cannot show all of these characteristics. Walk the site in several seasons and inspect both the overhead canopy and the vegetation within a bobwhite’s reach.

How to evaluate your property before changing cover
- Map existing woody patches. Mark shrub clumps, hedgerows, young woodland, brush piles and tree canopy. Note whether each patch is native, invasive, recently disturbed or managed for another purpose.
- Estimate the scale. Calculate cover separately for fields, management units and the broader property. A property-wide average can hide a field with no escape cover or a thicket that has become unusably dense.
- Sample the ground layer. Record the amount of native grass, forbs, bare ground, leaf litter and tall dense thatch. Look for nesting and brood-rearing structure, not just green plant cover.
- Check spacing and access. Identify the longest exposed routes between feeding areas and woody refuge. Birds need usable cover within their normal movements, but the appropriate distance depends on local conditions.
- Set a management objective. Decide whether the problem is woody encroachment, too little shrub cover, degraded native plants or an unsuitable disturbance pattern. The treatment follows the problem; it should not be selected from a percentage alone.
- Ask for a site plan. A local wildlife biologist, state wildlife agency or NRCS conservation planner can match species, treatments and timing to your soils, vegetation and regulations. NRCS states that its technical assistance is free and that conservation plans are tailored to the landowner’s property.
Management choices that can move a site toward suitable cover
NRCS identifies brush management, native conservation cover and prescribed fire among the practices used in bobwhite conservation. They solve different problems and can be combined, but none is automatically appropriate on every parcel.
| Practice | Useful when | What it changes | Important caution |
|---|---|---|---|
| Brush management | Invasive or excessive woody growth is replacing grassland | Removes or reduces selected woody plants so open herbaceous cover can return | Clearing all shrubs can remove needed escape cover; retain a planned patch pattern |
| Native conservation cover | Fields lack diverse native grasses and forbs | Establishes or restores the ground layer used for nesting, brooding and feeding | Species and seeding methods must fit the local soil, climate and site history |
| Prescribed burning | Fire-adapted grassland or savanna needs periodic disturbance | Can shift the balance among forbs, grasses and shrubs and limit woody encroachment | Timing, frequency, smoke, weather and permits require a qualified local plan |
The NRCS framework Northern Bobwhite, Grasslands, and Savannas presents prescribed burning every two to three years in its conservation-planning context. That interval is not a nationwide schedule. Soil, rainfall, fuel load, nesting seasons, wildfire risk and state rules can require a different interval or a different practice altogether.

When reducing woody cover is the wrong move
Do not remove a shrub stand simply because an aerial estimate exceeds 30%. First determine whether the plants are providing the only escape cover, whether the understory remains usable, and whether the apparent excess is confined to one patch. Selective thinning, patch treatment or follow-up restoration may be safer than wholesale clearing. Work with a planner before using heavy equipment, herbicide or fire.
When adding shrubs is the wrong move
Planting more woody vegetation will not repair a site whose limiting factor is poor ground cover. Dense plantings can shade out forbs and grasses, obstruct movement and create a continuous canopy. If woody cover is sparse but the herbaceous layer is also degraded, restoring native conservation cover may be the higher-priority action.

A regional example: North Carolina spacing guidance
The North Carolina Wildlife Resources Commission recommends native grasses and forbs for nesting and brood rearing and advises keeping dense woody escape-cover patches no more than approximately 100 yards apart. That spacing is useful as a North Carolina example, not a range-wide bobwhite rule. Soil, vegetation and landscape context differ across the species’ distribution.
Use the state agency’s Northern Bobwhite Quail guidance alongside local recommendations. Its prescribed-fire advice is also specific to that regional management context; do not transfer a state schedule to another region without professional review.
Common mistakes when targeting woody cover
- Treating 30% as a quota: The NRCS figure is a rule of thumb for planning, not proof that a property is suitable at exactly that value.
- Mixing scales: A cover percentage around birds, within home ranges and across landscapes describes different conditions and cannot be substituted one for another.
- Counting tree canopy as usable shrub cover: Tall, closed-canopy woodland may not provide the low escape structure bobwhites use.
- Ignoring the understory: Dense woody growth can reduce grasses and forbs even when the site looks “natural” from above.
- Removing every brushy patch: Eliminating all woody cover leaves birds exposed and can make restored fields functionally unusable.
- Burning on a fixed calendar: A two-to-three-year interval comes from a specific NRCS framework; weather, fuels and local rules determine whether fire is safe or effective on a particular site.
- Planting without a regional plan: Native species, quantities and establishment methods depend on location and site conditions.
How to decide whether your cover is close to useful
Ask three linked questions rather than relying on one measurement:
Recommended Free Tools
- Is there enough woody refuge? Locate dense, low cover throughout the area bobwhites use, with no exceptionally long exposed gaps.
- Is there enough open native vegetation? Verify that grasses and forbs provide nesting and brood structure and that the soil surface is not buried under impenetrable thatch.
- Is the pattern stable? Check whether woody plants are rapidly encroaching, whether fire or mowing is eliminating all cover, and whether management will maintain a shifting mosaic over time.
If one answer is no, correcting that limiting condition is usually more useful than adjusting the property toward an abstract percentage. Document the baseline with photographs, simple maps and repeatable sample points so your planner can evaluate change after treatment.
Bottom line for landowners
Use approximately 30% shrub cover as the NRCS starting point, then judge the property by its complete habitat mosaic. Bobwhites need woody escape and thermal cover interspersed with native, early-successional grasses and forbs. Literature reviewed by the US Forest Service shows why acceptable figures vary from sparse landscape cover to dense local patches. Regional guidance, such as North Carolina’s roughly 100-yard spacing example, can inform a plan but cannot replace local assessment. Before clearing, planting or burning, have an NRCS conservation planner, state agency biologist or other qualified professional evaluate the site and specify the treatment, timing and follow-up.
