Telemetry is too much when the next metric, log field, or trace span costs more in ingestion, storage, compute, or privacy exposure than it adds in useful answers about your service. There is no universal volume limit or sampling percentage: keep the signals needed to diagnose operational problems, then reduce collection where its marginal value no longer justifies its cost. Measure those reductions, because filtering and sampling can also erase evidence.
What “too much telemetry” means in practice
Telemetry is the operational data an application produces to help people understand its behavior. In observability work, that commonly includes metrics, logs, and traces. The relevant question is not simply how many gigabytes a system generates. It is whether the collected data can answer concrete questions—such as which service or dependency is failing, which route is affected, or what error occurred—and whether the benefit of each additional signal justifies the work and exposure it creates.
A large volume may be justified if it lets responders investigate rare, serious failures. A smaller volume can still be excessive if it contains sensitive fields nobody uses, or if it drives metric dimensions that make aggregation and queries unreliable. Conversely, aggressive reduction may lower a bill while making an incident impossible to diagnose. The right policy is therefore a balance among diagnostic coverage, cost, resource overhead, metric fidelity, privacy, and visibility into what the controls discard.
OpenTelemetry’s guidance describes mechanisms and trade-offs, not a vendor-independent cost benchmark or a sampling rate that fits every workload. Costs depend on the current backend contract and measured usage; acceptable coverage depends on service behavior and incident-response needs.

Decide what you need to be able to answer
Start from operational questions, not from a target volume or a blanket instruction to “keep less.” For each signal and attribute, identify the question it is meant to answer. A useful collection policy should help an on-call responder move from noticing a problem to narrowing its location and understanding its failure mode.
- Service and dependency: Can you identify which service, route, or dependency is involved?
- Failure type: Can you distinguish relevant status codes, error categories, and patterns in logs or traces?
- Rare or high-impact events: Will the retained data still help investigate failures that occur infrequently but matter greatly?
- Routine operations: Do the metrics and dimensions support the aggregation and comparisons your team uses to manage the service?
Connect each collected attribute to at least one of these questions. If nobody can name a decision or investigation it supports, its marginal value is unclear. That does not automatically mean it must be removed: an attribute may be important for an infrequent incident. It does mean that collection should be deliberate, and that its usefulness should be weighed against its costs and risks.
Evaluate collection across six dimensions
| Dimension | Question to ask | What to watch for |
|---|---|---|
| Diagnostic coverage | Can responders still identify the affected service, route, dependency, and failure mode? | Reduction may remove evidence needed for rare or high-impact errors. |
| Cost | What do marginal ingestion, indexing, querying, and retention cost under the current contract? | There is no generally comparable price figure in the cited official guidance; use actual billing and usage data. |
| Application and Collector overhead | Does instrumentation or processing consume excessive resources or interfere with application work? | OpenTelemetry’s API performance principles warn against blocking and unbounded memory; Collector transformations can also affect performance. |
| Metric cardinality and query fidelity | Are metric dimensions bounded and useful for aggregation? | Overflow can preserve aggregates while removing attributes, leaving breakdown queries liable to undercount. |
| Privacy and security | Are unnecessary personal or sensitive fields collected, exported, or retained? | Prevent collection when possible; configured filtering or redaction can remove data before export. |
| Control visibility | Can operators tell when data is being sampled, filtered, or dropped? | Unobserved reduction controls can silently erase the evidence an investigation depends on. |
These dimensions can conflict. For example, a dimension that helps isolate a failure may increase cardinality; retaining detailed fields may assist investigation while increasing privacy exposure. Treat a reduction as a trade-off to validate, not an improvement merely because it lowers volume.

Metric cardinality is driven by the number of distinct combinations of attribute values. A label that takes an effectively unlimited set of values can create many distinct combinations, consuming aggregation memory and making metrics harder to query reliably. OpenTelemetry’s metrics documentation gives its SDK a default cardinality limit of 2,000 unique attribute combinations per metric stream. That is an SDK protection, not a guarantee of a backend-wide cardinality ceiling or a universal safe target. See OpenTelemetry’s metrics documentation.

When an SDK reaches its limit, it can preserve aggregate values while removing attributes from overflowed points. As a result, a total may remain available even though a breakdown by one of those attributes can undercount. Do not assume that an overall metric proves every dimension-level query is complete. Monitor for overflow and assess the views your responders rely on. The OpenTelemetry 2026 practical guide to metric cardinality limits explains the limits and trade-offs.
For typical metric labels, prefer bounded, operationally meaningful values over arbitrary values from individual requests. OpenTelemetry advises against raw URLs, user input, request IDs, session IDs, and unbounded error messages in typical cases. Route templates, status codes, methods, and error categories are generally safer because they describe classes of requests or outcomes rather than every individual request.
| Dimension choice | Example | Why it matters |
|---|---|---|
| Bounded route description | A route template rather than each raw URL | Groups requests by route instead of creating a separate value for every path containing varying identifiers. |
| Categorical outcome | Status code or error category | Supports comparisons among a limited set of outcomes. |
| Request-specific value | Request ID or session ID | Can create many distinct combinations and may expose identifying information; avoid as a typical metric attribute. |
| Unbounded text | Raw user input or arbitrary error message | Values may vary without a useful bound and can include sensitive content. |
There can be a legitimate case for a dimension that is normally too broad: the active set may be deliberately bounded and needed for a specific operational question. Make that an explicit choice, set a deliberate limit where the SDK permits it, and monitor overflow. A configured SDK limit alone does not establish how a downstream backend will behave.
Reduce trace volume without losing the traces you need
Sampling decides which traces or spans are retained, so it can reduce volume and overhead. It also reduces the data available to investigate. OpenTelemetry describes sampling at multiple stages in its Tracing SDK specification; ratio-based sampling can make decisions deterministically. The operational question is not just what fraction is retained, but whether the resulting sample still covers the services and failures your team needs to understand.

Defaults are specific to an SDK, not universal. The OpenTelemetry JavaScript SDK sampling page says its default behavior samples 100% of traces and shows ratio-based sampling. Do not infer from this that every OpenTelemetry implementation or deployment has the same default. Check the SDK and configuration actually used by your service. The JavaScript sampling documentation describes its behavior and configuration.
Before lowering a trace sampling rate, identify the investigations the traces support. Then validate coverage after the change: confirm responders can still trace relevant requests through the services and dependencies involved and investigate the failure types that matter. A ratio that looks economical in isolation is not a success if it filters out the evidence needed for an incident.
Use a Collector for processing, but verify its effects
An OpenTelemetry Collector can receive, process, and export telemetry. With configured processors, it can filter or transform data, including removing or redacting sensitive fields before export. OpenTelemetry recommends using a Collector alongside a service in general for handling such as retries, batching, encryption, or sensitive-data filtering. The Collector overview describes its role; the transforming telemetry documentation covers processing and notes that advanced transformations can affect Collector performance.

A configuration that silently drops a useful attribute or fails to redact a field does not meet its goal.

OpenTelemetry’s performance guidance says telemetry libraries should avoid blocking and unbounded memory use. It also recommends visibility when dropping begins and ends, and suggests an effective-sampling-ratio metric. Apply the same operational principle to your controls: track the effective sampling ratio and filtering counts, and watch for metric overflow. See OpenTelemetry’s API performance and blocking guidance.

Instrumentation output can contain sensitive data even when that was not the intent. OpenTelemetry places responsibility on implementers to review that output and handle sensitive information, applicable compliance, consent, and data handling appropriately. Its guidance says to collect only what serves an observability purpose, avoid personal information unless necessary, consider aggregated or anonymized alternatives, and review attributes regularly. The handling sensitive data guidance is technical documentation, not legal advice for a particular jurisdiction.
The strongest minimization point is often before the data is created: do not instrument a field if responders do not need it. Inspect the output of instrumentation libraries rather than assuming they capture only harmless operational detail. If sensitive information is necessary for a defined purpose, determine how it will be protected and handled in the relevant context; do not treat downstream cleanup as a substitute for reviewing what instrumentation emits.

A practical process for tuning telemetry
- List the questions telemetry must answer. Include incident response and routine service management. Connect each signal and attribute to a specific operational question, including investigation of rare or high-impact errors.
- Inspect what instrumentation actually emits. Review attributes and representative output from the libraries in use. Identify sensitive or personal fields that are not necessary for the listed questions.
- Minimize sensitive data at its source. Prevent unnecessary collection where possible. Consider aggregation or anonymization when those alternatives still answer the operational question; configure filtering or redaction for data that should not be exported.
- Bound metric dimensions. Prefer route templates and categorical values to raw paths, request-specific IDs, user input, or arbitrary text. If a broader dimension is essential, make the limit deliberate and monitor overflow.
- Choose where volume reduction happens. Sampling can reduce trace data created; a Collector can filter or transform telemetry before export. Use an appropriate stage, account for the work each stage performs, and avoid sending data farther downstream than needed.
- Measure coverage and resource effects. Track effective sampling, dropped or filtered data, and overflow. Confirm that responders can still answer the questions that justified collection, and watch application and Collector behavior when controls change.
- Compare real costs and review the policy. Use actual ingestion, indexing, query, and retention charges under your current contract, together with measured workload usage. Revisit the choices when service behavior, instrumentation, or incident-response needs change.
How to tell whether a reduction went too far
A lower bill or smaller dataset is not enough to establish that a policy is better. Review the change against its intended purpose and look for evidence that control settings are affecting investigations or workload behavior.
- Coverage: Can responders still identify affected services, routes, dependencies, and failure categories? Can they investigate the rare or serious cases the policy is supposed to support?
- Sampling and filtering: Is the effective sampling ratio visible? Can operators see how much data was dropped or filtered, and when that began or ended?
- Metric fidelity: Are there overflows? If so, determine whether the aggregates and attribute-level breakdowns used by the team remain trustworthy.
- Resource behavior: Did the application or Collector gain avoidable work, blocking, memory pressure, or resource spikes as a result of instrumentation or transformation?
- Privacy: Does inspection of emitted and exported data show that unnecessary sensitive fields are absent?
- Cost: Did measured ingestion, indexing, querying, or retention charges change as expected under the current contract?
If a reduction makes an important question unanswerable, restore or redesign the relevant collection rather than treating the loss as an acceptable side effect. If a field does not support an operational purpose or creates avoidable exposure, remove it upstream or configure a verified processor. Reassess the entire policy when a service or its incident needs change.
Why there is no universal telemetry quota
The official OpenTelemetry material establishes useful mechanisms—sampling, SDK cardinality limits, data minimization, Collector processing, and performance principles—but does not establish a universal volume threshold, minimum signal set, retention period, or sampling percentage. Nor does it supply a vendor-independent price model that makes different contracts directly comparable. A number selected without reference to the workload, failure modes, backend charges, and privacy context would imply precision the guidance does not support.
Do these 3 things before closing this tab:
