There is no single noise figure that answers how much road noise people should have to tolerate. A health recommendation, a planning policy, an indicative façade value and a legal limit are different things. Copenhagen has adopted a quantified road-noise reduction target for 2024–2029; London’s planning policy focuses on avoiding significant adverse effects and designing developments to reduce noise. Neither approach is a universal enforceable ceiling for every home.
What does “too much noise” mean?
It depends on which kind of threshold is being discussed. A health guideline advises action to protect health; a planning policy tests how a proposed development should respond to noise; an indicative value helps describe exposure; and a legal limit is an enforceable rule. These measures cannot be treated as interchangeable.
The World Health Organization’s 2018 European environmental-noise guidelines make health-based recommendations for average exposure to road traffic, railways, aircraft, wind turbines and leisure noise. They are public-health guidance for policy action, not city-specific legislation or a single enforceable ceiling automatically applied in London or Copenhagen. Noise also matters beyond annoyance. WHO identifies environmental noise as a public-health concern. Copenhagen Municipality lists sleep problems and stress reactions among risks associated with persistent traffic-noise exposure, and mentions heart disease to a lesser extent. Is there a legal limit for road noise?
In England, government guidance says there is no general legal limit to road noise. That does not mean there are no rules: noise can be considered when planning new roads or homes and offices near roads, and planning policy addresses noise impacts. A general road-noise cap and a planning test are not the same. Defra, Noise from roads.
European noise mapping and action plans are another policy tool, not a universal legal limit at an individual home. Copenhagen says its road-noise action plan is required within the EU noise-directive framework and that its noise maps are prepared on a five-year cycle. In England, Defra’s 2019 noise action plans used 2017 mapping. The government’s noise-management collection says updated plans were expected to be consulted on in 2026; the available published information does not establish whether that consultation has opened. How Copenhagen sets its road-noise target
Copenhagen’s adopted Road Noise Action Plan covers 2024–2029. The city models traffic noise using factors including road type, speed, traffic distribution and shielding from buildings. Its resident guidance says a calculation is more reliable than a traffic-noise measurement, reflecting that the city is estimating exposure across a road network rather than relying on a single reading. These are Copenhagen Municipality figures reported in its 2024 adoption decision. The 58 dB figure is an indicative value, not a universal statutory cap. The plan’s goal is to reduce the share of strongly noise-exposed homes to no more than 7% by 2029. The municipality estimates that its nine measures, together with planned speed reductions, could cut that share by about 38% over 2024–2029; this is a projection, not a verified result. How London approaches noise in planning
London Plan Policy D14 asks development proposals to avoid significant adverse noise impacts, enhance the acoustic environment and separate noise-sensitive uses from major noise sources. It gives design measures such as distance, screening, layout, orientation, choice of uses and materials, preferring these approaches to relying only on sound insulation. This is a framework for assessing and shaping development, not a single citywide road-noise target comparable to Copenhagen’s 2029 housing-exposure goal. London’s Environment Strategy identifies road transport as its largest single noise source and reports historic exposure estimates, but those figures are not a current baseline directly comparable with Copenhagen’s 2022 housing map. Why the city figures cannot be ranked directly
The available figures answer different questions. Copenhagen reports mapped housing exposure for a specified year and uses an indicative façade value alongside a target for strongly exposed homes. London’s cited strategy estimates are historical, while London Plan Policy D14 sets development expectations rather than a matching citywide exposure target.

A meaningful numerical comparison would require matching at least the noise source, mapped geography, year, metric and measurement location, and the type of threshold being used. Without that alignment, saying one city has “more noise” based on these figures would overstate what they show.
