There is no single latency or resource penalty that applies to every service mesh. Overhead depends on the mesh and mode, enabled features, software version, hardware, topology, traffic pattern, concurrency, connection reuse, and where latency is measured. To estimate the cost for your Kubernetes workload, compare a no-mesh baseline with the exact mesh configurations you plan to run, at representative load, and measure end-to-end latency percentiles alongside throughput and resource use.
How much latency does a service mesh add?
It varies by workload and configuration. A published result is evidence about the specific test that produced it, not a general overhead figure for a product. Istio’s performance documentation puts the hardware dependency plainly: “Different hardware will give different values.” Results also change when a test uses sidecars rather than ambient mode, enables encryption or L7 policies, or measures a different traffic path.
Published results illustrate why context matters. They come from different years, setups, and test conditions, so they cannot be combined into a single ranking or used to predict latency in your cluster without validation.
| Published result | What the result describes | How to interpret it |
|---|---|---|
| Istio’s 2019 Istio 1.2 guidance reports that at 1,000 requests per second across 16 connections, Istio added 3 ms per request at P50 and 10 ms at P99. | A specific test with traffic crossing client and server proxies. | Historical, setup-specific evidence—not a current or universal Istio overhead estimate. |
| Istio’s 2024 ambient-versus-Cilium AKS test reports that Istio delivered 56% more queries at 20% lower tail latency. The same report says Cilium used 30% less CPU. | A test involving 500 services, each with 100 pods, and particular feature and tuning choices. The reported Cilium CPU figure excludes cores used to process encryption in the kernel. | The throughput, latency, and CPU figures belong to that test; the CPU qualification matters when interpreting the comparison. |
| Linkerd’s 2025 benchmark reports that at 200 RPS, sidecar-enabled Istio’s P99 was 22.83 ms higher than Linkerd’s, 19.9 ms higher than baseline, and 18.5 ms higher than ambient Istio. | A North-South traffic scenario in Linkerd’s benchmark setup. | Linkerd says the results depend on the mesh, application, and test environment. They do not establish a universal ordering. |
| Linkerd’s 2021 project comparison reports that, at its highest evaluated throughput, Linkerd used one-eighth the CPU and one-ninth the memory at the data plane, while delivering 75% of Istio’s additional median latency and less than one-fifth of its additional maximum latency. | A historical comparison using that project’s versions and benchmark harness. | Useful as a record of that test, not as a current prediction or a direct comparison with the later results above. |
These figures use different workloads, versions, modes, hardware, and measurement conditions. Their differences are a reason to test your own deployment, not a basis for averaging the numbers or declaring one mesh faster in general.

Why does service-mesh architecture change performance?
A mesh adds data-plane work to application traffic in exchange for capabilities such as traffic policies, observability, and secure communication. Istio’s authors Megan O’Keefe, John Howard, and Mandar Jog describe those capabilities in its 2019 “Best Practices: Benchmarking Service Mesh Performance” guidance. How that work is implemented—and which capabilities are enabled—affects what a benchmark measures.
Sidecars
In a sidecar configuration, traffic is handled by proxies associated with workloads. A test that sends traffic through both a client-side and server-side proxy measures a different path from one that includes fewer proxy hops. State the proxy placement and traffic path when reporting results.

Ambient mode and L7 waypoints
Istio distinguishes sidecars, ambient L4, and ambient with L7 waypoints in its performance documentation. These modes do not represent one interchangeable configuration: L7 processing and other enabled features affect what work the data plane performs. Compare the specific mode and feature set you intend to deploy, rather than treating “Istio” as one performance profile.
Encryption and connection setup
Encryption can add work, but the effect on a new connection need not match the effect on requests sent over an existing connection. Istio’s multicluster performance documentation attributes additional overhead to double encryption and reports separate measurements for initial and existing connections. For encrypted multicluster traffic, measure connection establishment separately from steady-state requests on reused connections; a single latency number can hide the difference.

How do you benchmark service-mesh performance?
Start with a no-mesh baseline, then run the exact mesh modes and configurations under consideration. Keep the workload and test environment comparable, and make the offered request rate explicit. A benchmark is useful only if its traffic path, load, measurement point, and enabled features resemble the question you are trying to answer.
- Define the workload and target. Specify the application path, request and response characteristics, traffic direction, target throughput, concurrency range, and latency SLO. Include the features required in production, such as encryption, telemetry, routing, and L7 policy.
- Establish a no-mesh baseline. Run the same workload without the mesh using the same nodes, client placement, topology, traffic generator, and offered load planned for the mesh runs.
- Test each intended configuration. Run sidecar, ambient L4, ambient with L7 waypoints, or other configurations only where they are candidates for your deployment. Keep features equivalent where possible; if a feature differs, record the difference instead of treating the results as like-for-like.
- Measure from the client. Record end-to-end latency at the client, not only time spent inside a proxy. If proxy-internal timings are useful for diagnosis, report them separately and label the measurement point.
- Measure percentiles and capacity. At fixed offered load, capture P50, P90, and P99 latency, plus higher tail percentiles if they matter to your SLO. Also measure throughput and behavior as load and concurrency rise, including the maximum sustainable throughput relevant to the application.
- Track resource use by component. Record CPU and memory for data-plane proxies or components and the control plane. Attribute resource use clearly—for example, per workload or per node—and note whether the measurement includes kernel work such as encryption processing.
- Separate new and reused connections. Measure connection establishment independently from requests sent over reused connections, particularly for encrypted or multicluster paths.
- Repeat and report the conditions. Report versions, installation profile or mode, hardware, topology, traffic mix, load, concurrency, connection behavior, enabled features, and measurement location with the results. Repeat runs sufficiently to identify unstable results before drawing a conclusion.
Tools named in Istio’s performance documentation
- Fortio is a constant-throughput load-testing tool.
- Nighthawk is an Envoy-based load-testing tool.
- Isotope is a synthetic application with configurable topology.
These tools support different parts of a benchmark, but a tool choice does not make two tests comparable by itself. Match the offered load, workload, topology, and measurement method across the baseline and mesh runs.

Which is faster: Istio, Linkerd, or Cilium?
The published comparisons do not establish a universal winner. Istio’s 2024 AKS comparison with Cilium and Linkerd’s 2025 North-South benchmark answer different questions under different conditions. Linkerd’s own 2025 article states that results depend on the meshes, application, and test environment. A valid choice depends on the performance of the exact configurations you need, including the features that must be enabled.

- Latency: P50, P90, and P99 at the same offered throughput, with the client-side measurement point identified.
- Capacity: maximum sustainable throughput and how tail latency behaves as load increases.
- Resources: data-plane CPU and memory per workload or node, and control-plane overhead at the scale you require.
- Feature parity: equivalent security, telemetry, routing, and L7 policy requirements—or an explicit record of any differences.
- Connections: new-connection setup and reused-connection request performance, reported separately.
- Test conditions: version, mode, topology, hardware, traffic type, concurrency, and measurement point.
If one configuration wins on latency but uses more resources, or if another requires omitting a production feature, those trade-offs belong in the decision. Select against your SLO and capacity requirements, then confirm the result in the target environment before making a production performance claim.
What should a useful performance report include?
A compact report should let someone reproduce the comparison and understand what the numbers do—and do not—represent. Include:
- Mesh implementation, version, mode, and installation profile.
- Hardware, Kubernetes topology, workload placement, and client location.
- Traffic direction and path, request mix, offered RPS, and concurrency.
- Enabled encryption, telemetry, routing, and L7 features.
- Whether connections are new or reused, and where latency is measured.
- End-to-end latency percentiles, throughput, and data-plane and control-plane CPU and memory.
- Any measurement exclusions, including resource use not counted in a reported figure.
Without those conditions, a headline number can look more general than the test supports. With them, the benchmark becomes a decision aid for a particular workload rather than a league table.
