Choose an NBN plan for what your household does online at the same time, especially in the evening—not simply for the number of people or devices at home. NBN’s guidance uses 7 pm to 11 pm as the period to assess, then relates common household activities to broad speed categories. Treat those categories as a starting point: your address’s access technology, the retail provider and plan, busy-period performance, and your home Wi-Fi setup all affect what you actually experience.
Start with what happens online at the same time
Think about an ordinary busy evening, especially between 7 pm and 11 pm, when internet traffic is often at its peak. Ask three questions: how many people will be online together, which devices will they use, and what will they do on them? NBN recommends this kind of peak-use check when choosing a speed category. NBN’s household speed guidance offers a useful framework, but it is not a universal formula for calculating a household’s required Mbps.
Count simultaneous activities rather than adding every device in the house. A phone that is idle or only checking messages adds a different demand from a television streaming video, a computer downloading a large file, or someone on a video call. If several people stream, play online games, join calls, or transfer files at once, the shared connection has to accommodate those activities together. All connected devices share the plan’s bandwidth, so concurrency can affect performance. NBN’s connected-device guidance cites OMDIA’s 2023 Fiber Development Index Analysis, page 12, for a global average of around 25 connected devices in fixed-broadband households. That is a global statistic, not an Australian household average, and it says nothing by itself about the speed a particular household needs.
Make a short peak-time inventory
- Write down the activities likely to overlap on a typical busy evening: streaming, gaming, video calls, browsing, downloads, uploads, or cloud backups.
- Note which activities are demanding or time-sensitive. Several simultaneous video streams or large transfers can matter more than many devices used lightly.
- Consider whether the overlap is routine or occasional. Choose for the experience you want during normal busy periods, rather than assuming every device will always be active.
- Include upload-heavy work, such as sending large files or backing up data, rather than assessing download use alone.
This inventory will not produce an exact Mbps requirement. The cited NBN guidance provides activity examples and plan descriptions, not a guaranteed bandwidth-per-person calculation. Use it to identify a sensible tier to investigate, then compare plans actually available at your address.

Use NBN’s activity categories as a first guide
NBN’s household guide groups typical use into broad categories and gives indicative busy-period download benchmarks. These are guide categories, not promises about the speed your retail service will deliver and not necessarily the name or advertised speed of a plan you can buy.
| NBN household guide category | Typical busy-period download benchmark in the guide | Activity examples in the guide |
|---|---|---|
| Basic | Less than 15 Mbps | Very basic use |
| Standard | At least 15 Mbps | A few users browsing, emailing, or watching SD video |
| Standard Plus | At least 30 Mbps | Many users or devices, HD streaming, online games, and working from home |
| Premium | At least 60 Mbps | Multiple users and devices, 4K streaming, and large file uploads and downloads |
The labels and thresholds above describe NBN’s household guide. The benchmark is a typical busy-period download speed category; it is not a retail plan speed, an upload measure, or a guarantee of an individual result. Use the activity description to find a plausible starting point, then check the plan’s technology-specific details and the provider’s expected busy-period performance.
Understand what current NBN wholesale tiers describe
NBN’s residential wholesale speed-plan page uses product names and capability descriptions that are separate from the household guide’s Basic, Standard, Standard Plus, and Premium categories. Wholesale products are sold to retail providers; households buy the providers’ retail plans. NBN’s descriptions are intended to explain product capabilities, not guarantee the speed at a device in a home.

| Home Standard on FTTP and HFC | 50 Mbps | Designed to support 4K on one or two devices, online gaming, and video calls. |
| Home Standard on FTTN and FTTB | 25–50 Mbps range listed | The listed range varies by access technology; NBN gives the same broad product capability description for Home Standard. |
| Higher tiers | Varies by tier and access technology | NBN’s descriptions include multiple simultaneous 4K streams and concurrent gaming, calls, or large transfers. |
These are wholesale product figures and descriptions from NBN’s residential wholesale speed-plan page. They do not establish which retail plans are offered at your address, what a provider charges, or what performance you will receive in the evening. NBN’s product descriptions and access-technology qualifications matter: a tier’s name alone does not tell you whether it is available or what speed a particular connection can attain.
How to interpret the tier examples
- A 25 Mbps Home Basic II description shows that some basic services can support selected video and call activities; it does not mean every household streaming in 4K will have a good experience at that speed.
- The 50 Mbps Home Standard figure applies to FTTP and HFC as stated on the wholesale page. For FTTN and FTTB, the page lists a 25–50 Mbps range, so do not assume the same fixed figure applies.
- Descriptions of multiple 4K streams or concurrent large transfers are capability examples, not a guarantee that every combination of household activities will work equally well.
- Do not convert the examples into a rule such as “X Mbps per person.” The sources do not support a universal per-person rate.
Compare upload as well as download
Download speed affects receiving video, webpages, software, and files. Upload speed affects sending files and cloud backups, and contributes to the upstream part of a video call. A household can have ample download capacity for watching video yet still find simultaneous calls or large uploads sluggish if its upload capacity is limited.
When comparing options, check the upload speed as well as the advertised download tier. This matters especially if people regularly work from home, make several calls at once, back up devices, or send large files. NBN’s wholesale speed-plan page lists upload figures and gives large-file upload examples, but attainable upload performance varies by tier and access technology. Look up the figures for the specific products under consideration rather than inferring upload speed from the download number.

Check what is available at your address and what it costs
NBN access technology and address-level availability constrain which services a provider can offer. A product description on a wholesale page is not proof that your premises can order that product. Begin with address availability, then compare retail offers that are eligible at that location.

The provider count and wholesale pricing information are useful context, but wholesale costs are not the monthly retail price charged to a household. Retail prices, plan inclusions, availability, and promotional terms can change; check the provider’s current offer and terms at the time you sign up. NBN’s wholesale price announcement does not substitute for a retail plan comparison.
Compare these details side by side
- Availability and technology: confirm which plans are available at the address and whether the connection is FTTP, HFC, FTTN, FTTB, Fixed Wireless, or satellite.
- Download performance: distinguish a plan’s advertised tier from the provider’s typical busy-period speed information.
- Upload speed: check it if your household uses video calls, cloud backup, or large file transfers.
- Use case: assess whether the plan fits the simultaneous activities you identified, not just the number of people in the home.
- Total retail price and terms: check the ongoing price, any introductory period, and the inclusions and conditions that apply.
- Home equipment: make sure the router, Wi-Fi coverage, cabling, ports, and devices can make practical use of the service.
Do not compare a wholesale speed number directly with a retailer’s customer-facing speed claim as if they were the same measurement. Wholesale capability, retail plan advertising, and actual household performance answer different questions. The provider’s current address-specific offer and busy-period information are the most relevant retail comparison points.

Separate NBN capacity from Wi-Fi and device problems
A fast plan cannot fix every slow connection. Performance also depends on access technology and configuration, busy-period network use, provider network design, equipment quality and setup, software, and the capabilities of the device. NBN notes that Fixed Wireless performance can be affected by concurrent users, while satellite connections may experience latency. Latency is delay, not simply a shortage of download Mbps, so a speed-tier upgrade may not remove every lag or responsiveness issue.
Wi-Fi is another common bottleneck. NBN says a Wi-Fi 4-only router can limit connected devices to a maximum speed of 100 Mbps. A router, cable, port, device, or weak coverage may therefore cap results even when the plan itself is faster. NBN’s connected-device advice and home internet setup tips recommend checking equipment and setup; it also suggests placing a router centrally and away from thick walls and furniture.

- Compare a wired connection with Wi-Fi. If a device performs better when connected by Ethernet, wireless coverage or interference may be the issue rather than the NBN plan. If a wired test is not practical, test near the router and compare it with the problem room.
- Check the equipment path. Confirm that the router, Ethernet cable, network port, and device support the speed you are trying to use. A single older component can limit the result.
- Improve router placement. Put the router in a central, open position where practical, rather than behind furniture or separated from devices by thick walls.
- Check whether the slowdown tracks busy periods. A connection that worsens mainly in the evening may reflect network congestion or household concurrency; one that is slow only in a distant room points more strongly to Wi-Fi coverage.
- Only consider new equipment if the current setup is the limiting factor. A Wi-Fi 6 router or mesh system may help in a suitable home, but it will not create more NBN capacity or improve a device that cannot use the new equipment. Check compatibility, coverage needs, and existing hardware before buying.
When checking a speed result, note whether the test was over Wi-Fi or Ethernet, the time of day, and whether other household members were using the connection. That context makes comparisons more useful. One isolated test cannot by itself establish whether the plan, provider network, access technology, or home setup is responsible.

Choose the least expensive tier that fits your normal peak use
Use the evening activity inventory to identify the lowest category whose examples resemble your household’s regular simultaneous use. Then verify the available retail options for the address, compare busy-period download and upload information, and check whether the home equipment can use the speed being purchased. A household with light, mostly non-overlapping activity may not benefit from paying for a much higher tier; a home with recurring overlapping streams, calls, gaming, and transfers has a stronger reason to consider higher capacity.
There is no single correct speed for a household of a given size. Two homes with the same number of residents may have very different demands, and the same plan can feel different depending on access technology, provider, network conditions, router placement, and device capabilities. Make the choice against the experience you want at the busiest routine time, then revisit it if household usage or the available retail offers change.
