How much GPU capacity should an ECS service keep in reserve for instance failures? AWS does not publish a universal percentage or fixed number of GPU instances. Set the reserve from the failure your service promises to tolerate, the tasks that must keep running, and the time in which replacement capacity must become ready.

A practical engineering rule is N+1: keep at least one additional, compatible GPU host outside the failure domain you are protecting against, then verify that the surviving hosts can place the critical tasks. This is an engineering inference from AWS capacity and placement guidance, not an AWS-prescribed formula. A 90% ECS capacity-provider target means 10% spare resource capacity, but that percentage may be less than one usable GPU host.

There is no universal ECS GPU reserve

Reserve sizing starts with an availability promise, not with a percentage. Decide whether the service must survive one EC2 instance, an Availability Zone, or a larger event. Then identify which tasks and traffic must continue after that event. Only capacity that is healthy, in the correct failure domain, and compatible with the task’s GPU requirements counts toward the reserve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a service that must survive one host failure, an N+1 design is a reasonable starting point: enough capacity for the normal critical load plus one additional host that can run the displaced work. If the promise is to survive an Availability Zone failure, the extra capacity must be distributed across the remaining zones, not concentrated on one host or one zone. The exact number depends on task density, GPU memory, placement constraints, and the amount of load that is considered critical.

AWS describes spare capacity as a way to run containers immediately without waiting for new instances to start. That benefit matters only when the spare is schedulable. A pool with 10% unused CPU but no whole GPU device, insufficient GPU memory, or no capacity in the surviving zone is not a useful GPU failover reserve.

Define the failure and service-level objective first

One instance failure

List the tasks that must remain available when one container instance disappears. Size the remaining fleet so those tasks fit without relying on the failed host. Include deployment headroom if a replacement task must be started while existing tasks are still draining.

One Availability Zone failure

Model the loss of every eligible GPU host in the zone, not just the largest host. The reserve must already exist in other zones, and subnet, security-group, quota, image, and placement settings must allow tasks to start there. A nominal spare in the failed zone does not satisfy this objective.

Longer outages or capacity shortages

If replacement GPU instances may be delayed by launch time, quota, regional availability, or an exhausted capacity pool, decide whether the service can queue, shed, or retry work. A reserve that covers only the first few minutes may be adequate for an asynchronous job service but not for an interactive inference endpoint.

Failure promise What the reserve must cover Placement test
One EC2 instance Critical tasks displaced by that host At least one other compatible host (N+1 starting point)
One Availability Zone Critical tasks from every lost host in that zone Surviving zones have enough GPU count and memory
Launch or quota delay Work arriving before new capacity is ready Warm hosts or a queue/retry policy that meets the SLO

Count whole schedulable GPU hosts, not just percentages

ECS managed scaling derives instance demand with a bin-packing calculation. It considers GPU requirements along with CPU, memory, elastic network interfaces, ports, and the resources available on eligible instances. The smallest eligible instance type is important: if it cannot run at least one copy of a task, that task can be treated as incompatible for scale-out calculations.

Record, for every critical task definition:

  • Number of GPUs requested per task.
  • GPU memory required by the model or workload.
  • CPU and memory reservations.
  • Network mode, ENI requirements, and port needs.
  • Placement constraints, attributes, architecture, operating system, and availability-zone rules.
  • Maximum concurrent tasks required during normal operation and during failover.

GPU devices and GPU memory are discrete. A fractional percentage of unused fleet resources cannot be assumed to form a usable device. For example, a pool might show spare CPU while every remaining GPU is already allocated, or it might have a GPU with too little memory for the task. Check the complete task-to-instance fit before treating any host as reserve.

An illustrative N+1 calculation

Suppose the critical workload normally requires three identical GPU hosts, and the stated promise is to continue after one host failure. An illustrative N+1 design starts with four compatible hosts. That is not a recommendation for every service: if tasks are unevenly distributed, if one host cannot absorb the displaced tasks, or if an Availability Zone failure is in scope, more capacity is required. Validate the placement by removing each protected host in turn and confirming that the remaining hosts can run the required task count.

What ECS capacity-provider targetCapacity actually controls

targetCapacity is a utilization percentage from 1 to 100, not a standby-host count. AWS’s CLI reference uses 90% to represent 10% spare capacity; 100% means the instances are targeted for full use and is the documented default utilization target.

Setting Meaning GPU-reserve limitation
100% Target full utilization May leave no immediately usable host when one fails
90% Target 10% spare capacity 10% may be less than one whole GPU host or may not fit the task
Lower value More resource headroom Higher idle cost; still does not guarantee the right GPU count, memory, or zone

Use targetCapacity as one headroom control inside a broader resilience policy. Determine how many complete hosts the failure objective requires, then check whether the chosen percentage reliably leaves those hosts available at the fleet sizes you operate. At small fleet sizes, percentage rounding can produce no additional host at all.

Other managed-scaling settings that affect behavior

  • minimumScalingStepSize can force scale-out by at least the configured number of instances even when immediate demand is smaller. This can help a GPU pool add a meaningful unit of capacity, but it also increases idle cost.
  • The documented default instanceWarmupPeriod is 300 seconds. It is intended to cover instance launch and ECS-agent startup, and later scale-out steps wait for that warmup. It is not a guarantee that a GPU task is ready to serve traffic.
  • AWS documentation says scale-in alarms require 15 one-minute data points before the Auto Scaling group scale-in process starts. This affects capacity churn; it is not a failure-recovery interval.

Image pulls, model downloads, GPU driver initialization, application startup, and health checks can take longer than the infrastructure warmup. Measure those stages separately.

Choose a reserve pattern that matches the workload

Design Useful when Main trade-off
Warm compatible GPU spare capacity Request latency or recovery objectives cannot wait for new GPU instances Pays for idle GPU capacity; the spare must be in the correct failure domain and fit the task
Reactive ECS capacity-provider scaling The workload tolerates instance launch and initialization delay Lower idle cost, but recovery depends on launch, agent startup, image/model readiness, and available GPU capacity
Queue and retry with repair Asynchronous jobs can wait and be retried Protects work and can reduce permanently warm capacity, but cannot meet an immediate-response SLO by itself

The decision axes are failure-domain coverage, time to ready capacity, compatible GPU count and memory, retry tolerance, and the cost of idle hosts. A hybrid is common: keep enough warm capacity for the interactive baseline and queue overflow or batch work.

Measure time to ready capacity instead of guessing

Recovery time includes more than the Auto Scaling launch event. Measure the interval from a failed-host signal to a healthy task accepting production traffic:

  1. Instance request and capacity allocation.
  2. Operating-system boot, GPU driver readiness, and ECS-agent registration.
  3. Container image pull and layer extraction.
  4. Model or data download.
  5. Application initialization and GPU memory allocation.
  6. Health checks, target registration, and traffic ramp-up.

An AWS GPU batch example reports approximately 13 minutes from request to first result for its particular image, model, and initialization path. That figure is an example pipeline result, not a general ECS GPU startup statistic or a recovery SLA. Use your own measurements under the region, instance type, image, model, and quota conditions you operate.

If the measured time exceeds the outage the SLO permits, reactive scaling alone is insufficient. Keep a warm compatible reserve, reduce initialization time, or change the contract to allow queueing and retry.

Implement the policy step by step

  1. Write the failure statement. Specify the event to tolerate, the region and zones involved, the critical task count, and the maximum interruption or queue delay.
  2. Inventory task requirements. Capture GPU count, GPU memory, CPU, memory, ENIs, ports, placement constraints, and the largest task deployment you must support.
  3. Build an eligible-instance matrix. For each instance type and zone, record available GPU model, device count, accelerator memory, CPU, memory, quotas, and whether one task can actually fit.
  4. Calculate critical capacity after the event. Remove the protected instance or zone from the model and bin-pack the tasks on what remains. Add a whole-host N+1 unit when the objective is one-instance survival; add the capacity needed for the larger event when the objective is zone survival.
  5. Set capacity-provider headroom. Choose targetCapacity with the resulting host count in mind. Do not assume that 90% automatically creates one GPU spare. Use minimumScalingStepSize only when its extra instances are justified by recovery or batching needs.
  6. Set and validate warmup. Start with the documented 300-second default only as an infrastructure setting. Increase or redesign the workflow if measured GPU initialization takes longer. Confirm that subsequent scale-out is not blocked while tasks are waiting.
  7. Configure repair and health signals. Detect instance and GPU impairment, drain unhealthy hosts, replace them, and alert on GPU utilization, memory, temperature, task placement failures, and capacity-provider provisioning states.
  8. Test the failure path. Drain or terminate a test host, verify replacement placement, measure first healthy response, and repeat for each zone and instance type. Test during image pulls, deployments, and peak task counts.

ECS Managed Instances and GPU-specific operations

When using ECS Managed Instances, an example configuration specifies accelerator manufacturer, accelerator type and name, vCPU, memory, and accelerator-memory requirements. This lets the capacity definition express the hardware a task needs rather than relying on a generic instance label.

AWS’s GPU batch example describes detection of critical GPU hardware failures through DCGM, replacement of impaired instances, and CloudWatch Container Insights metrics for utilization, memory, and thermal conditions. Verify that these capabilities apply to your region, instance families, ECS mode, and quota before making them part of the design. They improve detection and repair; they do not eliminate the need for warm capacity when startup delay violates the SLO.

Use queues when the workload can wait

For asynchronous processing, place work in Amazon SQS or an equivalent durable queue, make consumers retry safely, and make jobs idempotent. AWS’s GPU batch architecture describes jobs as “durable across instance lifecycle events.” Queue depth, oldest-message age, retry count, and dead-letter volume become capacity signals.

Buffering protects jobs while instances are replaced, but it does not produce an immediate result. Define the maximum acceptable queue age and scale before that threshold is breached. Keep a warm reserve if interactive requests share the same fleet or if the queue-age objective is shorter than measured instance readiness.

Common sizing mistakes and fixes

Assuming 10% spare equals one GPU host

Symptom: targetCapacity is 90%, yet a failed host leaves tasks pending. Fix: calculate whole-host GPU and GPU-memory fit at the smallest fleet size, then set explicit minimum capacity or a scaling step that preserves the required host count.

Keeping the reserve in the wrong zone

Symptom: failover works for a host failure but not for a zone outage. Fix: distribute the reserve across the zones covered by the promise and verify subnet, quota, and capacity availability in each.

Treating warmup as recovery time

Symptom: the Auto Scaling group launches a host, but service recovery still misses the objective. Fix: measure image, model, initialization, and health-check time and compare the complete interval with the SLO.

Using queueing to mask a synchronous requirement

Symptom: jobs are preserved but callers time out. Fix: reserve warm GPU capacity for synchronous traffic or revise the API contract to permit asynchronous completion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitor the reserve as a living capacity policy

Review the policy after changes to task definitions, model size, instance families, zones, quotas, or traffic. Track:

  • Healthy compatible GPU hosts by zone.
  • Unallocated GPU devices and unallocated GPU memory, not just CPU percentage.
  • Tasks in provisioning or pending state and the reason for placement failure.
  • Time from capacity request to first healthy response.
  • Queue depth and oldest-message age for asynchronous jobs.
  • Instance and GPU impairment, replacement time, and repeated recovery failures.
  • Idle GPU cost versus the outage or latency cost avoided.

Re-run the failure test whenever these measurements show that the reserve no longer covers the stated failure and service-level objective.
