In 2026, many startups pay about $6.50–$16 per hour for offshore administration and customer-support work, $8.50–$15 per hour for marketing operations, $12–$25 per hour for offshore technical or development-assistant work, and $40–$150 per hour for seniority-based software-development outsourcing. The right budget depends on the function, skill level, location, schedule, scope and what the provider includes.
What determines an outsourced startup role’s price?
An outsourcing quote is the price of a defined service, not simply an employee’s wage. Two people doing similar tasks can have very different rates because of geography, seniority, time-zone coverage, contract length and management requirements. A provider may also bundle recruiting, supervision, payroll administration, equipment, software, quality checks and replacement coverage.
Start with the work rather than a preferred hourly figure. A scripted support queue, a bookkeeper who follows an established process and a developer responsible for architecture have different risk and skill profiles. Describe the result you need, then compare offers that cover the same result.

Role complexity and seniority
Routine data entry and documented administrative procedures generally cost less than work requiring judgment, customer escalation, security access, technical design or people management. Technical roles have the widest spread: a junior development assistant may fit a low-cost provider tier, while a senior engineer who owns architecture, reliability or regulated data commands a specialist rate.
#1 Best Overall
Geography and coverage hours
Offshore teams often publish lower rates, while nearshore or domestic staffing can provide easier real-time collaboration, language alignment and legal familiarity. If customers expect help during US business hours, include the cost of night-shift premiums, split coverage or a second person for handoffs. A nominally cheap rate is not useful if the role cannot cover the hours when work arrives.
Engagement and pricing model
Hourly marketplace work gives flexibility for changing scope. A monthly retainer buys reserved capacity and a more predictable bill. A fixed-price project transfers some estimation risk to the supplier but requires a precise specification and acceptance criteria. Full-time staffing is usually quoted as a recurring monthly amount based on an agreed number of hours; the equivalent hourly rate can obscure leave, holidays and replacement terms.
Included overhead
Ask whether the quote includes recruiting, an account manager, direct supervision, equipment, software seats, payroll taxes, paid leave, quality assurance, backup coverage and termination notice. If these items are extra, add them to the effective cost before comparing providers.

| DevOps engineer, mid-level | $70–$100 | ISBSG benchmark, 2025 |
| DevOps engineer, senior | $100–$160 | ISBSG benchmark, 2025 |
The large difference between a $12–$25 technical VA tier and a $40–$150 software-development benchmark reflects different responsibilities, not a contradiction. A VA may handle testing, ticket updates, content management or supervised implementation. The ISBSG figures cover software-development time and materials by seniority, where design decisions, code ownership and delivery risk are higher.
How the rates compare with US employee wages
US Bureau of Labor Statistics May 2025 median hourly wages provide a useful baseline, but they are employee wages rather than outsourcing invoices. The medians were $21.53 for customer service representatives, $49.19 for project-management specialists and $65.38 for software developers.
| US occupation | May 2025 median hourly wage | How to use the figure |
|---|---|---|
| Customer service representative | $21.53 | Compare with support rates; it excludes employer-side benefits and operating overhead |
| Project-management specialist | $49.19 | Reference for coordination and delivery work; not a provider quote |
| Software developer | $65.38 | Reference for domestic employee pay; not equivalent to a senior outsourced invoice |
An employer’s loaded cost can exceed the wage after benefits, payroll taxes, recruiting, office or home-office equipment, paid leave, management time and compliance are included. Conversely, an outsourcing invoice may already include some of those services. Compare the total cost of achieving the outcome, not the wage line alone. The BLS medians do not establish a universal savings percentage.
Calculate a practical monthly budget
Multiply the expected billable hours by the quoted rate, then add any separate recurring fees. The following examples use VA Masters’ published ranges and an 80-hour part-time or 160-hour full-time monthly schedule. They are planning calculations, not promises of availability or quality.
| Work category | Hours per month | Rate used | Illustrative monthly labor cost |
|---|---|---|---|
| Marketing operations or SaaS VA | 80 | $8.50–$15 | $680–$1,200 |
| Marketing operations or SaaS VA | 160 | $8.50–$15 | $1,360–$2,400 |
| Tech or development VA | 80 | $12–$25 | $960–$2,000 |
| Tech or development VA | 160 | $12–$25 | $1,920–$4,000 |
Use an hours-first formula
- Estimate recurring workload: count tickets, transactions, campaigns, releases or meetings and convert them into hours per week.
- Choose a realistic capacity: use 80 hours for a half-time plan or 160 hours for a nominal full-time month, then adjust for holidays, leave and training.
- Apply the rate range: calculate both the low and high case so cash planning does not depend on the cheapest quote.
- Add non-labor charges: include account fees, software seats, equipment, overnight coverage, setup and one-time recruiting if they are not bundled.
- Reserve transition capacity: budget paid time for documentation, access setup and handoff before expecting steady output.
Example: outsourced customer support
Suppose a startup needs 80 hours a month of email support and finds offers in the $7–$10 Philippines customer-service range published by VA Masters. The labor portion would be approximately $560–$800 per month. The final budget still depends on whether a supervisor, help-desk software, weekend coverage, quality review and a replacement worker are included. A quote at the top of the range may be cheaper overall if it includes those controls.
Example: a development project
For 160 hours of technical VA work at $12–$25, the planning range is $1,920–$4,000. If the assignment instead requires a senior software developer at the ISBSG benchmark of $90–$150, the same nominal 160 hours implies $14,400–$24,000. Do not substitute the lower category when the deliverable requires independent architecture, production ownership or specialized security expertise.
Build a role brief before requesting quotes
Providers price ambiguity into their estimates. Give every bidder the same written brief so the offers are comparable.
- Outcomes: state what must be delivered, such as resolved tickets within a response target, reconciled books each month or tested releases.
- Task boundaries: list what is included and excluded; distinguish execution from strategy and approval authority.
- Tools and skills: name the help desk, CRM, accounting package, programming language, cloud environment or analytics tools.
- Seniority: specify whether the person follows documented procedures, works independently or owns technical decisions.
- Schedule: define weekly hours, overlap with your team, weekend or holiday coverage and response-time expectations.
- Communication: state language requirements, meeting cadence, reporting format and escalation contacts.
- Data access: identify sensitive systems, least-privilege permissions, device requirements and audit expectations.
- Acceptance criteria: explain how quality is measured and when work is considered complete.
Questions that expose the real cost
Request a line-item proposal rather than a single hourly number. Ask these questions in writing:
Rank #4
- Is recruiting or candidate replacement included, and is there a minimum contract term or minimum number of hours?
- Who supervises the worker, reviews quality and handles absence or escalation?
- Are payroll administration, taxes, paid leave, holidays and benefits included in the quoted price?
- Who supplies the computer, secure network, licenses and other software seats?
- What backup coverage exists when the assigned person is sick, leaves or is unavailable?
- Are onboarding, documentation and handoff hours billable?
- What notice period applies to reducing hours or ending the engagement?
- Which confidentiality, intellectual-property assignment and data-processing terms apply?
- How are overtime, night shifts, weekends, currency conversion and payment fees handled?
Put the answers beside the rate in your comparison sheet. A $9 hourly offer with separate supervision, tooling and replacement fees can have a higher effective cost than a $13 offer that includes them.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose between a VA, freelancer and specialist development firm
Virtual-assistant provider
Choose this route for recurring, process-driven administration, support, bookkeeping, marketing operations or supervised technical tasks. Published offshore ranges are lowest, and the provider may offer recruiting and replacement coverage. Confirm who manages day-to-day work and how continuity is maintained.
Independent freelancer
A freelancer marketplace suits variable-scope assignments, short experiments and specialized expertise. Upwork’s published typical rates range from $12–$20 or more for administrative and data-entry work, $20–$35 for marketing, customer-service or accounting support, and $38–$50 or more for advanced executive or technical VA work. Marketplace prices vary by profile, location, availability and contract terms, so screen for relevant work samples and schedule fit.

Specialist software-development team
Use a specialist team when the deliverable involves architecture, production reliability, complex integrations, security or several engineering disciplines. ISBSG’s 2025 time-and-materials benchmarks place developers at $40–$60 junior, $60–$90 mid-level and $90–$150 senior; DevOps benchmarks run $50–$70 junior, $70–$100 mid-level and $100–$160 senior. Clarify whether those figures include project management, testing, design, infrastructure and support after launch.
Best Value
- This handy guide presents an intelligent overview of the costs and benefits of outsourcing, its uses and applications, and the processes used to manage it.
Control quality, security and continuity
Cost savings disappear when rework, a data incident or a missed handoff interrupts the business. Use a small paid trial or milestone when the work can be evaluated safely, and define measurable acceptance criteria before access is granted.
- Sign confidentiality and intellectual-property agreements before sharing customer or source-code data.
- Use individual accounts, multifactor authentication and least-privilege permissions; avoid shared administrator credentials.
- Separate development, staging and production access, and log sensitive actions.
- Require written procedures, ticket notes and a current status report so another person can take over.
- Set a review cadence for accuracy, response time, backlog, defects or other role-specific measures.
- Document an exit plan covering credential revocation, data return, open tasks and knowledge transfer.
Common budgeting mistakes
Using the lowest published rate as a promise
Self-published rates are offers under particular conditions. They may require minimum hours, a specific country, a fixed schedule or a limited task set. Treat the range as a starting point and obtain a written quote for your brief.
Comparing unlike roles
Comparing a supervised VA with an independent senior engineer produces a misleading “savings” calculation. Match responsibility, decision rights, technical depth and accountability before comparing hourly figures.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIgnoring management time
Your founder or team still spends time writing procedures, reviewing work, answering questions and approving access. Estimate that internal time and decide whether a provider’s account-management service offsets it.
Buying hours instead of outcomes
An inexpensive worker who needs extensive correction can cost more than a higher-rate person who meets the acceptance standard. Track completed outcomes and quality, not just logged hours.
Leaving coverage undefined
Specify what happens during leave, local holidays, outages and turnover. If uninterrupted support matters, price backup staffing or a documented handoff rather than assuming one person is always available.
Quick Recap
A decision framework for your startup
- Classify the work: routine operations, customer interaction, coordination, technical implementation or independent engineering.
- Set the service level: define hours, overlap, response targets, quality measures and security controls.
- Select a sourcing model: provider, freelancer, retainer or specialist project team based on variability and risk.
- Build low, expected and high budgets: use the relevant published range, then add non-labor charges and internal management time.
- Run a controlled start: begin with a milestone or trial that tests communication, quality and documentation before expanding access or hours.
- Review effective cost monthly: include rework, delays, software, supervision and replacement events when deciding whether to continue.
