There is no single nationwide price for Flock camera systems. City records show costs depend on camera types and counts, recurring software and service fees, installation, data retention, contract length, and funding. The examples below are dated, city-specific records—not a representative national sample—and a proposed or approved contract ceiling does not prove how much a city has paid.
What city records show about Flock costs
The figures below describe different contract scopes and stages. Some are approved agreements, while others are proposals or amendments. They should not be treated as directly comparable prices or used to calculate a national average.

Why the totals differ
Camera counts and equipment are only part of the scope
A contract can bundle different camera models, licenses, software, and services. Hayward’s reported costs, for example, distinguish an existing network from a proposed expansion and data-retention charges. A simple total divided by camera count can therefore obscure what the city is paying for.

Recurring charges are not the same as one-time costs
Subscriptions and service fees may recur, while installation is a one-time cost. Manteca’s requested Condor addition separates $18,000 per year from a $1,500 installation fee. Contract term also matters: an annual amount, a multi-year total, and a not-to-exceed ceiling answer different budget questions.

Retention and funding affect the budget picture
Hayward’s staff report priced one-year retention separately at $300 per camera annually. Funding source also changes how a cost appears in a city’s budget: Fresno described state-grant reimbursement, while the February 2026 council summary described federal asset-forfeiture funding. Those sources do not change the contract’s stated price, but they matter when assessing the local budget impact.

For a meaningful city-by-city comparison, identify the contract scope and its status before comparing totals. Look for these details in the agreement, amendments, staff reports, and finance records:

- Recurring subscription, software, support, and service charges.
- Equipment and installation fees, separated from recurring costs.
- Data-retention or storage charges and the selected retention period.
- Contract term, renewal clauses, and optional additions.
- Whether an amount is proposed, approved, executed, or actually paid.
- Funding source, such as a grant, asset-forfeiture funds, or the general fund.
- Any cancellation, removal, or termination charges disclosed in the executed agreement.
To establish actual spending, a contract ceiling is not enough. Request the executed agreement and amendments, invoices or payment ledgers, a camera inventory, records of retention add-ons, and any termination or removal terms. Payment records or audited expenditure records are needed to substantiate amounts actually paid.
