Mortgage lenders should evaluate an AI agent as a bounded system inside a specific lending workflow—not as a general-purpose chatbot. Before deployment, define what it may access, say, recommend, and do; which actions require approval; how it handles uncertainty; and how the lender will test, monitor, and stop it. Use representative mortgage cases and adversarial scenarios, assess consumer and operational risks as well as task quality, and preserve evidence of results and decisions.

Start with the workflow, not the model

An AI agent’s risk depends on its place in the lending process and the authority it has there. A tool that summarizes public guidance has a different potential impact from one that collects borrower documents, changes loan terms, recommends underwriting outcomes, communicates a decision, or initiates a collateral valuation. A generic benchmark cannot establish that an agent is safe for any of those particular uses.

First document the proposed use in enough detail that reviewers can see how it affects borrowers and the lender. Record the business purpose, workflow stage, intended users, affected borrowers, inputs and outputs, data sensitivity, connected systems, and consequences of an error. Distinguish decision support from delegated action: an agent may not formally approve a loan, but a recommendation that staff routinely accept can still influence a consequential decision.

Classify the use by potential consumer, fair-lending, operational, privacy, security, and legal impact. Identify whether the agent can create or alter records, send communications, make recommendations, or trigger a credit or valuation workflow. This inventory gives the lender a concrete basis for setting controls and deciding which cases and outcomes need the closest scrutiny.

Set an explicit authority boundary

Translate the use case into an action matrix before connecting the agent to live tools or data. The lender—not the agent—should decide which actions are allowed, prohibited, or permitted only after a named person approves them. Limit the agent’s tools, permissions, data access, and ability to affect downstream systems to what the documented task requires.

Action category What the lender should specify
Allowed Tasks the agent may perform within the documented use case and its permitted data and tools.
Approval required Actions that must remain blocked until an authorized reviewer sees relevant evidence and approves them.
Prohibited Actions outside the agent’s delegated authority, including attempts to bypass an approval or expand the use case.

The categories are a control structure, not a universal list of approved mortgage actions. The lender must fill them in for its workflow and ensure the technical configuration enforces them. For each approval-required action, state who can approve it, what evidence that person sees, and what happens if the person rejects or cannot verify the agent’s recommendation.

Define stop-and-escalate conditions as well. Examples include incomplete or conflicting records, inadequate confidence, a request outside scope, or a conflict between instructions. Test whether the agent actually stops in those conditions rather than proceeding with a plausible-sounding guess. Preserve a human-accessible account of what the agent did and why.

Build a mortgage-specific evaluation set

Construct test cases around the actual workflow, rather than relying on generic chatbot scores. Include ordinary cases and edge cases across relevant loan products, borrower and document conditions, workflow stages, and exception paths. Cases should cover incomplete, conflicting, low-quality, and out-of-distribution inputs; policy changes; unusual but valid borrower circumstances; and known failure modes.

Mortgage-domain, compliance and fair-lending, security, operations, and consumer-experience reviewers can identify different kinds of realistic cases. Document test-data provenance and protect borrower information in test environments. Before running cases, define the expected result and the outcomes that would be unacceptable. This makes it possible to distinguish a useful result from one that merely sounds convincing.

Measure the behavior that matters

Evaluate more than whether an answer is factually correct. For each relevant case, assess whether the output is complete, supported by the available evidence, consistent with the case record, and within the agent’s authority. Record unsupported claims, omissions, unauthorized actions, and whether the agent escalates when it should. Also check whether a human reviewer can detect and correct an error using the evidence presented.

  • Task correctness and completeness: Did the agent perform the assigned task, and did it include the material information needed at that workflow stage?
  • Evidence fidelity: Can statements and recommendations be traced to the case record or other permitted source, rather than being invented or inferred without support?
  • Consistency: Does the agent handle materially similar cases in a consistent way, and does it respond appropriately when relevant facts differ?
  • Authority and escalation: Did it stay within its permissions, obtain required approval, and stop on incomplete, conflicting, or out-of-scope cases?
  • Human oversight: Can the intended reviewer understand the output, inspect supporting evidence, challenge it, and complete the task safely if the agent is unavailable?

Report findings by workflow and, where lawful and methodologically appropriate, by relevant population. An aggregate score is not proof of fairness: investigate observed disparities, their possible causes, and their consequences. Set go/no-go thresholds before the evaluation and document the test coverage, methodology, limitations, and reasons for any approval.

Test explanations and valuation controls where they apply

Credit decisions and adverse-action reasons

If the agent supports a credit-related decision or communicates a decision, evaluate the explanation path as part of the system. The Consumer Financial Protection Bureau said in its September 19, 2023 announcement that creditors must provide specific, accurate reasons for adverse actions even when they use complex algorithms or black-box models. A broad category or checklist that does not match the actual reason is not enough. The CFPB release quotes Director Rohit Chopra: “Creditors must be able to specifically explain their reasons for denial. There is no special exemption for artificial intelligence.” CFPB guidance on credit denials using artificial intelligence.

Test whether the stated reasons reflect the actual basis for the action in the case, not just whether the agent can produce a fluent explanation. Preserve the relevant case evidence and reviewer assessment so the lender can investigate a mismatch. The CFPB’s announcement is specific to adverse-action explanations; it should not be misrepresented as a general AI-agent testing standard.

Automated valuation models

When an agent touches an automated valuation model (AVM), determine whether the use falls within the interagency AVM quality-control rule’s covered transactions involving valuation of a principal dwelling’s mortgage collateral. For covered uses, the rule’s controls address confidence in estimates, data manipulation, conflicts of interest, random sample testing and reviews, and applicable nondiscrimination law. These AVM-specific controls are not a blanket rule for every AI agent.

The CFPB’s final-rule page was last modified August 7, 2024. A lender should confirm the current applicability and effective status for its use before relying on the rule as a deployment requirement. If the agent participates in valuation, include the applicable controls in the use-case evaluation and assess outcomes in the relevant valuation segments.

Red-team the system and test real users

Run adversarial tests against the configured agent, its interfaces, tools, and permissions—not only against a model in isolation. Include hostile or malformed documents, conflicting instructions, attempts to extract data, social-engineering requests, tool misuse, and attempts to bypass approval. Check for accidental disclosure, unsupported facts, and paths where the agent can use legitimate access in an unintended way.

Then observe the people who will rely on or supervise it in structured exercises using realistic tasks. Determine whether they notice confident errors, understand uncertainty, override an unsafe recommendation, and can complete the task safely when the agent is unavailable. A nominal human-in-the-loop control is weak if the reviewer lacks useful evidence, time, authority, or a workable fallback.

NIST’s voluntary Generative AI Profile calls for iterative, documented testing, evaluation, validation, and verification (TEVV), while warning that available pre-deployment approaches may be inadequate or mismatched to real deployment contexts. It also highlights governance, content provenance, pre-deployment testing, incident disclosure, additional human review, and third-party diligence. Accordingly, a generic benchmark or anecdotal test should not stand in for exercises grounded in the lender’s workflow. Assess vendors without outsourcing accountability

Request evidence that lets the lender understand and test the system, not just a vendor’s assurance that it is safe. Ask for system documentation; evaluation methods and results; known limits; release and change notices; data sources and provenance; retention and training-use terms; security documentation; incident history and reporting commitments; subcontractor information; service-level commitments; access to logs; and a practical exit plan that addresses data return.

Identify which vendor claims can be independently verified in the lender’s environment. Third-party assurance reports and software bills of materials may be useful where appropriate, but neither substitutes for validating the specific mortgage use case. If vendor opacity prevents direct inspection, record the limitation, its risk implications, compensating controls, an accountable owner, and any conditions that block approval. Vendor evaluation should include change control and incident reporting because a system that was tested at one point may later change.

Pilot, approve, and monitor the deployed configuration

Move from test to bounded use

Where feasible, start in a non-production or shadow setting, then move to a bounded pilot with explicit exposure limits and human approval for consequential actions. Set go/no-go thresholds in advance for task quality, exceptions and escalations, unauthorized actions, consumer impact, fairness review, security findings, and operational resilience. A pilot should test the workflow and the human handoffs, not simply provide a longer run of the same benchmark.

Approval should identify the exact version and configuration, permitted workflow, monitoring owner, review date, and conditions for suspension. Keep a tested rollback and fallback process so the lender can stop the agent and continue the underlying task safely. If the approved configuration or permitted use changes materially, treat that as a reason to reassess rather than assuming the original approval still applies.

Monitor for drift, incidents, and changed conditions

After launch, compare performance and incidents with the pre-deployment baseline. Track errors, near misses, overrides, complaint patterns, escalations, drift, data or workflow changes, access events, and affected outcomes. Establish incident response, root-cause analysis, remediation, and borrower-impact review procedures before they are needed.

Re-evaluate when the provider changes a model, tool, prompt, data source, permission, or user interface, and when lending policy or regulation changes. Preserve test cases, outputs, reviewer decisions, and change history so later reviewers can understand what was tested and what changed. Monitoring is part of evaluation: it checks whether the assumptions and controls that supported approval still hold in actual use.

Use regulatory guidance in its proper scope

The regulatory materials relevant to lenders address different things; they should not be collapsed into a single rule for agent approval. The OCC’s revised interagency model risk guidance, issued April 17, 2026, discusses a tailored, risk-based approach to model development and use, testing, validation and monitoring, governance and controls, and third-party products. It explicitly excludes generative and agentic AI from its scope and states that the guidance is not prescriptive or enforceable. Treat it as risk-management context, especially for conventional quantitative models and model-risk governance, not as a direct rule that settles agent governance. OCC Bulletin 2026-13, Model Risk Management: Revised Guidance.

The CFPB’s mortgage origination examination procedures, updated December 22, 2021, cover business model, marketing, originators, loan disclosures and terms, appraisals, underwriting, and examiner conclusions. Lenders can use those workflow areas to map where an agent enters the origination process and what evidence its use may affect; verify the procedures for later revisions. CFPB mortgage origination examination procedures.

NIST AI 600-1 is a voluntary cross-sector profile, not a mortgage-specific regulation. Together, these sources support a practical distinction: use general risk-management guidance to inform governance, apply consumer-credit requirements to the decisions and explanations they cover, and evaluate an agent in the actual workflow where it will operate.

Compare agents only on the same task and evidence

If evaluating more than one agent or vendor, use the same use case, test set, and measurement rules. Report methodology, case coverage, thresholds, and limitations alongside results. Do not rank vendors using marketing claims or one aggregate benchmark score.

Comparison area What to compare on the shared evaluation
Task behavior Accuracy, completeness, unsupported output, consistency, and fidelity of adverse-action explanations where applicable.
Control behavior Escalation, approval handling, access and tool boundaries, and response to adversarial cases.
Consumer and data impact Fairness and population-level outcomes, privacy, retention, and relevant consumer effects.
Operations and governance Security, resilience, monitoring, incident response, auditability, vendor transparency, and change control.
Implementation and exit Integration burden, total cost, and data and workflow portability when ending or changing the service.

A vendor comparison is only as useful as its common conditions. A difference in results may reflect a different configuration, permission set, test case, or human handoff rather than an inherent difference in a model. Record those conditions so decision-makers can interpret the results and approve the system actually evaluated.
