Mortal Kombat’s Fatalities helped make violent video games a national policy issue, but they did not create the ESRB by themselves. In 1993, congressional hearings and intense coverage of the game’s graphic finishing moves added urgency to a broader argument about parental information, censorship and possible government regulation. The industry responded with the ESRB in 1994, replacing an argument about whether games were acceptable with a system designed to tell buyers what content a game contains.
The important change was not simply an age label. The system eventually grew to combine an age category, content descriptors and notices about interactive features. That distinction lets a parent understand both the general suitability of a game and the specific reasons it received its rating.

What Mortal Kombat’s Fatalities were—and why they became a flashpoint
In Mortal Kombat, a player who won the final round could perform a special finishing move rather than merely watch the defeated opponent fall. These moves, known as Fatalities, were deliberately theatrical. They extended the violence beyond the ordinary exchange of punches, kicks and weapons and turned the end of a match into a memorable visual set piece.
Contemporaneous coverage in Education Week described examples such as ripping out an opponent’s heart or decapitating them. Those descriptions explain why the game was unusually effective as a symbol in the public debate: a reader did not need to know the rules of a fighting game to understand the imagery. The report is evidence of how the moves were presented in the 1993 debate, not proof that every version of every Mortal Kombat release contained an identical list of moves or displayed them in precisely the same way.

Why the finishing moves mattered politically
Violence in games was not new in 1993, and Mortal Kombat was not the only title discussed by lawmakers, parents or the press. Fatalities nevertheless supplied a concrete example that could be described in a hearing or a newspaper article. They made an abstract argument about “violent games” easy to visualize and gave critics a clear question: should a child be able to buy a game containing this material without any standardized warning?
The controversy therefore concerned two separate issues. One was the content itself—how graphic and realistic the presentation appeared. The other was the lack of consistent information at the point of sale. A parent could see a game’s title and packaging but had no industry-wide label that explained its intended age range or the kinds of content that might concern a family.
How the 1993 hearings created pressure for a rating system
Congress enters the discussion
In 1993, concern about violent video games became the subject of congressional hearings. An ESRB oral history published in 2020 recalls that Sega and Nintendo were summoned to Capitol Hill in December of that year while lawmakers debated government regulation, censorship and the rapid growth of the games industry. The hearings were part of a larger political conversation, not a proceeding devoted only to Mortal Kombat.

Mortal Kombat appeared in that surrounding controversy because its Fatalities were a vivid example of the material critics wanted parents to understand. The game helped focus attention, but the policy question was broader: whether the industry would provide useful information voluntarily or whether the government might impose a solution.
A catalyst, not a sole cause
It is inaccurate to say that Mortal Kombat alone created the ESRB. The sequence supported by the ESRB’s own history is more measured. Public and congressional concern intensified in 1993; the industry faced pressure to address violence and parental information; and the Interactive Digital Software Association founded the ESRB in 1994.

This distinction matters because it separates influence from exclusive causation. Fatalities made Mortal Kombat a prominent example, while the hearings and the wider debate supplied the institutional pressure for a system covering games generally. Other games, companies and concerns about government action also formed part of the background.
Why voluntary labeling was attractive
An industry-run system offered a way to give families more information without turning every dispute about a game into a government censorship case. A common label could appear in advertising and on packaging, allowing retailers and parents to use the same vocabulary. It also created a mechanism that could evolve as games gained new forms of interaction, rather than treating the medium as if it were limited to the cartridges and discs of the early 1990s.

According to the ESRB’s “Our History,” the board was founded in 1994 by the Interactive Digital Software Association. At launch, the system announced five rating categories and 17 content descriptors. Those figures describe the original system and should not be confused with the labels and terminology used on current packaging.
From a broad age signal to a content explanation
A rating category answers a broad question: for what age group is this game generally considered appropriate? A descriptor answers a different question: what kind of material may have triggered that category? A game can therefore have an age label that looks similar to another game’s while carrying different descriptors, because the reasons for the rating are not identical.
That two-part approach addressed a weakness exposed by the Mortal Kombat debate. A parent who was concerned about graphic violence needed more than a title or a marketing image. A category supplied a quick age signal; a descriptor supplied context that could guide a family’s decision.

The K-A name becomes E
The ESRB records that its “Kids to Adults” category, abbreviated K-A, was renamed “Everyone,” or E, in 1998. The change was a terminology update, not evidence that every game already carrying K-A had been re-evaluated under a new standard. When comparing an early box with a modern one, the name change should be treated as a historical milestone in the system’s vocabulary.
How today’s ESRB warnings work
The current ESRB model communicates through three components. The age category provides the broad suitability signal, content descriptors identify the types of content that may have contributed to the rating, and Interactive Elements disclose certain online or commercial features. Looking at only the large letter or symbol can therefore leave out information that the system is designed to provide.
Rating Categories
Rating Categories are the most visible part of the label. They suggest an age-appropriateness range rather than guaranteeing that every child of that age will enjoy or be ready for the game. A category is a starting point for a decision, not a substitute for a parent’s knowledge of a particular child or household rules.
Content Descriptors
Content Descriptors indicate the kinds of content that may have triggered the rating. In the context of Mortal Kombat, a parent looking for information about violence would use the descriptor area rather than infer everything from the game’s title or from the age category alone. Descriptors can also identify other subjects, so the system is not limited to the single issue that dominated the 1993 debate.
Interactive Elements
Interactive Elements were introduced in 2013. ESRB examples include user interaction, location sharing, in-game purchases and unrestricted internet access. These notices extend the warning system beyond what appears on screen during a normal play session. Two games with similar age categories and violence descriptors may still differ substantially in online communication, data sharing or purchasing features.

Rating Summaries
ESRB Rating Summaries, which provide greater detail for physical games, were introduced in 2008. A summary can explain the context behind a descriptor more precisely than the compact label printed on a box. It is particularly useful when a parent wants to know whether a violence descriptor refers to brief fantasy effects, repeated combat, graphic finishing scenes or another presentation.
How the current rating process differs from the launch-era debate
The ESRB’s current FAQ says that ratings for physical boxed games are based on the consensus of at least three specially trained raters. The raters assess the game and deliberate about the appropriate rating. This is a description of the present process. It should not be projected backward as if the board used exactly the same procedure when it launched in 1994.
The distinction between process and label is useful when reading older coverage. A 1993 article can show what critics and journalists considered shocking at the time, while a current ESRB explanation can show how the modern system communicates information. Neither source, by itself, establishes the rating printed on every original Mortal Kombat edition.
Before and after: what changed for parents and buyers
| Question | 1993 controversy | Modern ESRB information |
|---|---|---|
| What drew attention? | Graphic finishing moves were presented in contemporaneous coverage as vivid examples of violent game content. | The label identifies content types through standardized descriptors rather than relying on news coverage or a buyer’s prior knowledge. |
| What information was available at purchase? | There was no industry-wide game-rating system supplying a common age-and-content format. | Packaging and digital listings can present an age category, descriptors and, where applicable, Interactive Elements. |
| What does the age signal mean? | Parents had to infer suitability from the title, artwork, reputation or informal advice. | The Rating Category gives a broad age-appropriateness recommendation. |
| What explains the reason for a rating? | There was no standardized descriptor system across the industry. | Content Descriptors indicate the kinds of material that may have triggered the category. |
| What about online or commercial features? | The 1993 debate centered on game content and did not have the present Interactive Elements framework. | Since 2013, notices can flag user interaction, location sharing, in-game purchases and unrestricted internet access. |
What can—and cannot—be concluded about Mortal Kombat’s labels
What the historical record supports
- Fatalities were described by contemporaneous reporting as graphic examples in the public debate.
- Congressional hearings in 1993 addressed concern about violent video games and the possibility of regulation.
- The ESRB was founded in 1994 and launched with five rating categories and 17 content descriptors.
- The system expanded over time: K-A became E in 1998, Rating Summaries arrived in 2008 and Interactive Elements were introduced in 2013.
- Modern ESRB communication includes age, content and interactive information rather than an age category alone.
What is not established by these records
- They do not provide a complete primary-source transcript of the Senate hearings.
- They do not establish the exact rating and descriptor set printed on every original Mortal Kombat release, platform or regional edition.
- They do not verify a release-by-release change in labels across all versions.
- They do not establish a measured effect on sales, child access or violent behavior.
Those limits prevent a simple before-and-after claim such as “Mortal Kombat received one label and later received another everywhere.” Packaging, platform, edition and market can matter, and a precise comparison requires the original packaging or an ESRB record for the specific release.

Start with the category, then read the descriptors
Use the age category as a quick filter, but do not stop there. Read each descriptor to identify the content that may matter to your household. A game with a higher category because of violence is a different decision from a game with the same category because of language, sexual material or another subject.

Check Interactive Elements separately
If a child will play online, review the Interactive Elements even when the single-player content appears acceptable. User interaction can expose a player to other people’s messages or behavior; location sharing raises a privacy question; in-game purchases create a spending issue; and unrestricted internet access changes the boundaries of what a child may encounter.
Use the Rating Summary for context
When a compact label leaves an important question unanswered, consult the ESRB Rating Summary for the physical game. The summary can supply the concrete context needed to distinguish a brief, stylized effect from repeated or graphic violence. That is the kind of detail a broad category cannot communicate by itself.
Why Fatalities still matter to the history of content warnings
Mortal Kombat’s lasting significance is institutional as much as artistic. Fatalities made the consequences of an unlabelled game easy for the public to discuss, and the 1993 hearings forced the industry to respond to a credible threat of government intervention. The resulting ESRB system gave consumers a standard vocabulary instead of leaving every family to decode a game’s content independently.
The system also demonstrates why content warnings must evolve. The original argument focused on visible violence. Modern games can add online communication, data sharing and purchases that are not captured by an age category or a violence descriptor. By adding Rating Summaries and Interactive Elements, the ESRB broadened the information available at the point of purchase while retaining the age-and-content structure that emerged from the early controversy.
Fatalities were therefore a prominent catalyst within a wider movement, not a one-game explanation for every change in game ratings. Their role is best understood as the moment when graphic interactive violence became an unmistakable public example of why standardized, voluntary information mattered.
