There is no single ban button for a decentralized social network. On Mastodon and other ActivityPub services, the server that hosts an account (or a server dealing with its posts) makes a local moderation decision. In AT Protocol services such as Bluesky, hosting, identity, indexing, app views and labeling are separate, so one service can hide an account or reduce its reach without every participant deleting the underlying identity. The result is a set of overlapping actions—local suspension, domain defederation, personal blocks, labels and data deletion—rather than one network-wide verdict.
What “decentralized moderation” actually means
Decentralization changes who has authority, not whether rules exist. A federated service is made up of independently operated servers or services. Each operator controls the users, data and software under its responsibility, and decides which remote servers or moderation providers it will trust.
That is why the same account can be visible in one app, limited in another and completely absent from a third. A moderation action has to be evaluated on four separate questions:
- Who acted? A local administrator, a remote server administrator, an app operator, a labeler or a hosting provider.
- What was targeted? One account, a post or other record, a profile, a server domain or an entire service.
- What changed? Login, interaction, search and feed visibility, federation, or the underlying data.
- Can the person recover? Recovery may involve an appeal, moving a portable identity, or restoring data before a retention deadline.
The word “ban” therefore needs a qualifier. A personal block is not the same as a server suspension; a domain block is not the same as deleting an account; and hiding a label in one app does not necessarily remove the signed data from the network.

Who can ban an account?
The account’s home server
On Mastodon, the server hosting an account controls login, local storage and local moderation. Mastodon’s documentation states: “Moderation in Mastodon is always applied locally, i.e. as seen from the particular server.” An administrator on Server A cannot directly suspend an account that is hosted on Server B. Server A can, however, decide how to handle accounts and content arriving from Server B.
A remote server or domain administrator
A server can limit or reject interactions from a remote account, or apply a policy to the remote domain that contains it. This can make an account effectively unreachable to that server’s community even though the home server has taken no action.
Services around an AT Protocol account
AT Protocol separates a portable account identity and signed repository from the services that index and display it. A Personal Data Server (PDS) hosts repository data; relays distribute data; Big Graph Services and App Views index it; feed generators select feeds; and labelers attach moderation labels. Any of those services can reduce reach or visibility within its own function. A hosting provider can also disable the PDS account under its terms.
Another individual user
A personal block is a user-level control. It changes what the blocker sees and how the blocker can be contacted; it is not a server-to-server ban primitive. On Mastodon, ActivityPub’s Block activity is used to hide the remote actor’s profile and posts from the blocking user and to prevent mentions to that user.
Mastodon actions: freeze, limit and suspend
These actions have different consequences and recovery paths. The exact interface wording can vary by Mastodon version and by an administrator’s policy, but the underlying effects are distinct.

| Action | What the affected user experiences | What happens to data and federation | Reversible? |
|---|---|---|---|
| Freeze | Login and account use stop. Mastodon’s notice says: “You can no longer login to your account or use it in any other way, but your profile and other data remains intact.” | The profile and data remain intact on the server; the account is not usable while frozen. | Yes, an administrator can lift it. |
| Limit | The account is hidden from public views on that instance except to followers. Content can still be found through search, mentions and following. | The action applies locally and does not automatically limit the account on other servers. | Yes. |
| Suspend | The account, profile, posts, uploads, followers and other data disappear from public view. | Cross-server follows can remain broken. Mastodon retains backend data for 30 days; after that window it may be permanently purged. | Usually, but only during the 30-day retention period if the administrator reinstates the account. |
What a freeze means
A freeze is a lockout rather than a public deletion. You cannot log in, post, read through the account or otherwise use it, but the server keeps the profile and other data. Because the data remains, an administrator can reverse the action. Ask the server’s moderators for the reason and appeal route instead of creating a replacement account that could complicate identity or follow recovery.
What a limit means
Limiting reduces exposure on the instance that imposed it. People who already follow the account may still see posts, while public timelines and other discovery surfaces omit it. Search, mentions and following can continue to expose content. A limit is local: another server may show the account normally, apply its own limit or block the entire domain.
What a suspension means
Suspension removes the account and associated material from public view. The 30-day backend retention period is the critical recovery window. If an appeal succeeds during that period, an administrator may reinstate the account. Suspension can also break remote follow relationships, and those relationships are not guaranteed to repair automatically after reinstatement. Once retained data is purged, a later appeal cannot restore the deleted posts or uploads.
What server defederation and domain actions do
“Defederation” is a community’s decision to stop accepting, sending or displaying traffic from another server. It is not a universal ban issued to every server in the fediverse. Each receiving server chooses its own domain policy.
| Domain action | Typical local effect | Important limitation |
|---|---|---|
| Reject remote media | Media from the remote domain is not accepted or displayed locally. | Text, profiles or existing relationships may be treated separately. |
| Limit the domain | Accounts from the domain receive reduced visibility or interaction on the local server. | It does not automatically change how other servers treat those accounts. |
| Suspend the domain | The local server cuts off the domain and removes existing follow relationships with it. | If the domain is later unsuspended, those follows are not automatically restored. |
If your home server is defederated by another instance, users there may no longer see your posts, receive new updates or follow you. Your account is still active for communities that continue to federate with your server. If your own server suspends the remote domain, the effect is broader for your local users, but it remains a local policy choice rather than a fediverse-wide command.

Personal blocks and reports are different from bans
Personal block
Blocking another account changes the blocker’s experience. The blocked profile and posts are hidden from that user and mentions are prevented. ActivityPub’s Block activity does not instruct every server to suspend the account, and it cannot erase copies that other servers already stored.

A report sends a moderation signal to the relevant team. In ActivityPub this is represented by a Flag activity, normally delivered to the remote moderation team when the reported account is hosted elsewhere. A report is not a finding of guilt and does not itself remove content; moderators decide whether local rules were violated.
How Bluesky and AT Protocol moderation differs
AT Protocol treats an account’s identity and signed data as the “speech” layer, while indexing and applications provide the “reach” layer. A portable decentralized identifier (DID) and repository can remain valid even when an app stops showing the account. Portability is intended to protect users from sudden bans, server shutdowns and policy disagreements, but it does not promise that every app will display or accept the account.
Labels, not one global suspension switch
Bluesky moderation is label-based. A labeler can target:
- an account;
- a profile; or
- a specific record, such as a post or feed.
Users configure how each labeler’s labels behave: hide, warn or ignore. Hiding removes labeled material from feeds and listings in that app; warning leaves a user-facing interstitial; ignoring leaves the content available without applying that label’s filtering. The Bluesky app supplies its own moderation labeler and lets users subscribe to additional labelers.

Where an action can take effect
An App View may stop indexing an account, a feed generator may omit its posts, or a labeler may mark the account or records. Those actions can drastically reduce reach in a particular application while the signed repository and DID remain portable. A PDS operator can still suspend hosting, which prevents normal access to that repository until the provider restores it or the account is migrated under the protocol’s supported procedures.
Why moving services does not guarantee visibility
Moving a portable account can separate it from a service that imposed a policy, but destination services make their own acceptance and moderation decisions. A new App View may apply the same label, decline to index the account or enforce different rules. Portability preserves the possibility of moving identity and data; it is not a promise of universal distribution.
Can a Mastodon ban follow you to another server?
A home-server suspension does not automatically suspend the same person everywhere. The new server can accept a new account or, where supported, a migration, and it will apply its own rules. However, several practical effects can follow you:
- Servers that blocked or limited your old domain may apply the same policy to your new domain or account.
- Remote followers and follow relationships may not transfer, especially after suspension; reinstatement does not guarantee automatic repair.
- Copies of public posts may remain on remote servers even after the home server hides or purges its copy.
- A pattern of conduct can lead independent moderators to take similar action under their own rules.
There is no mechanism that forces every Mastodon server to honor one administrator’s suspension, just as there is no mechanism that forces every server to accept the replacement account.

It depends on which service acted. An App View or labeler can stop showing the account in that service while the DID and repository remain portable. If the PDS hosting the account disables it, moving may require a supported migration or provider decision, and the destination host can refuse the account. A label attached to the account or its records can also be honored by multiple apps that subscribe to that labeler.

Therefore, moving servers can restore access to one service without restoring visibility everywhere. Check whether the action came from the hosting provider, the Bluesky app’s moderation service, a third-party labeler or a particular feed/index before assuming that changing hosts will solve it.
Appeals and practical recourse
Mastodon’s help center says: “All moderation decisions can be appealed.” An appeal can be submitted through the notification, an in-app form or email, depending on the server. It should be reviewed by moderators who did not make the original decision. An accepted appeal can reverse the action, but local rules determine deadlines, evidence requirements and the channel that counts as an official appeal.
What to include in a Mastodon appeal
- Identify the account and the exact action: freeze, limit, suspension or domain policy.
- Quote the notice and provide links or timestamps for the disputed posts without altering evidence.
- Explain the relevant server rule and why the decision may be mistaken, disproportionate or based on a compromised account.
- Ask what information is needed and confirm the 30-day retention deadline if the account is suspended.
- Keep one clear submission and watch the email address associated with the account.
Recourse in AT Protocol services
Use the appeal or support route of the service that acted. A labeler’s decision is challenged with that labeler; an App View visibility decision goes to its operator; a hosting suspension goes to the PDS provider. You can also change label settings for your own account, but that only changes how your client treats labels—it does not remove a label from other users or apps.

A diagnostic checklist when an account disappears
- Test login. A failed login suggests a home-server freeze, suspension or hosting problem; a visible profile with missing posts points more toward filtering or indexing.
- Check another server or app. If the account appears elsewhere, the action is probably local to one instance, App View or labeler.
- Inspect the notice. Record the moderator, policy, date and appeal link before the message expires.
- Ask a trusted user to search. Distinguish a personal block from an instance-wide limit or suspension.
- Preserve your data and deadline. For a Mastodon suspension, treat the 30-day retention period as the maximum time to seek reinstatement.
- Do not evade a decision blindly. Creating accounts to bypass a server suspension can violate the destination server’s rules and make an appeal harder.
What decentralization protects—and what it cannot
Independent administration reduces the risk that one company or server can erase an identity everywhere. It also gives communities room to set different standards and gives users more than one place to publish or view content. The trade-off is uneven visibility: a post can be technically present yet absent from a timeline, search index or app.
Decentralization also does not guarantee permanent storage. Mastodon may purge suspended data after 30 days, remote servers may delete their copies, and an AT Protocol service can stop hosting or indexing a repository. Public federation can create additional copies, but those copies are controlled by other operators and are not a guaranteed backup.
The practical bottom line for users
Ask “which service acted, what object did it target, and where is the data stored?” On Mastodon, local administrators control account actions and domain federation; a suspension is not automatically a fediverse-wide ban. On AT Protocol networks, identity and signed repositories can be portable while labelers, App Views and hosts control reach and access. Appeals, migration and visibility recovery are all possible in some cases, but each depends on the operator and the retention window involved.
