Maritime danger pay is set by the seafarer’s applicable agreement and the zone assigned to the voyage—not by one universal industry rate. Under the 2024–2025 IBF/ITF-IMEC collective bargaining agreement (CBA), the Warlike Operations Area bonus is 100% of daily basic wage for the ship’s stay, with a minimum of five days’ pay. ITF guidance describes different rules for High-Risk and Extended Risk Areas.
What is the calculation for a Warlike Operations Area?
For the Warlike Operations rule in Article 17 of the 2024–2025 International Bargaining Forum (IBF)/ITF-IMEC CBA, calculate the bonus using the seafarer’s daily basic wage, not total compensation:
Daily basic wage × eligible days, subject to a minimum of five days’ pay.
The CBA sets the bonus at 100% of daily basic wage for the duration of the ship’s stay in a designated Warlike Operations Area, with a five-day minimum. In practical terms, the stated rate matches one day of basic wage for each eligible day, but a stay shorter than five days is subject to the minimum. For example, if a hypothetical agreement-defined daily basic wage is $100 and the ship’s eligible stay is three days, the minimum would yield $500 in bonus pay. If the eligible stay is seven days, the calculation would be $700. These are illustrations, not promised rates or payroll outcomes; the applicable agreement controls.

The 100% figure applies to daily basic wage. It does not mean 100% of total pay, and it does not by itself establish that overtime, allowances, or other compensation should be included in the calculation base. The reviewed agreement states the basic-wage basis, but does not establish a universal definition of daily basic wage, rounding method, or payroll procedure for every contract. Check how the individual CBA and contract define and process it.
How do the three risk categories differ?
“Danger pay” is often used informally for different agreement-based benefits. ITF guidance distinguishes Warlike Operations, High-Risk, and Extended Risk Areas. Their triggers and payable periods are not interchangeable.

ITF Seafarers describes Warlike Operations and High-Risk areas as places where seafarers face serious and immediate threats to life, safety, or security from war, military tensions, hostilities, piracy, or other circumstances creating immediate danger to vessels and crews. The designation matters because being in a place that feels dangerous does not, by itself, establish which contractual category applies or what benefit is due. The relevant area list and the vessel’s agreement determine how the category is treated.

Warlike Operations: the ship’s stay
The cited CBA ties the Warlike Operations bonus to the duration of the ship’s stay in the designated area, while imposing a five-day minimum. Apply the agreement’s actual language to the vessel’s dates; do not assume that a port call, a particular boundary crossing, or time outside the area is automatically counted in a particular way unless the relevant agreement or its annex says so.

For a short stay, the minimum affects the payable amount: under the stated rule, fewer than five eligible days still attracts at least five days’ pay. For a stay of five days or longer, the stated period is the ship’s stay. The source does not prescribe a universal rounding convention for partial days, so a crew member should not calculate a fraction of a day based on an assumed payroll practice.
High-Risk: actual stay or transit
The ITF summary says the High-Risk Area bonus is paid for the actual duration of the vessel’s stay or transit. That is a duration-based rule, but it is not the same as the Warlike Operations formula: the summary does not attach the same five-day minimum to High-Risk Areas. Further, the IBF CBA says the IBF may determine High-Risk Areas and set applicable benefits case by case. The vessel’s CBA and any relevant annex therefore need to be checked before applying a rate or minimum.

Extended Risk: an attack-day trigger
For an Extended Risk Area, the ITF summary identifies a narrower trigger: payment is due only on the day the vessel is attacked. The summary does not say that merely staying or transiting in an Extended Risk Area earns the same duration-based bonus described for High-Risk Areas. Confirm the category and agreement wording rather than treating all risk-zone entries as equivalent.

These are negotiated terms, not a universal entitlement that can be applied to every ship, flag, employer, contract, or seafarer. The 2024–2025 IBF/ITF-IMEC CBA supplies a specific Warlike Operations rule, while the IBF CBA describes High-Risk benefits as potentially case-specific. A different or later agreement may have its own terms. Start with the agreement that covers the vessel and crew member, including its area annexes, rather than assuming that a rule found in one CBA governs all voyages.

ITF seafarer guidance says covered crews should be informed when a vessel is bound for or may enter designated areas, and that area designations should be attached to the CBA and accessible onboard. In practice, locate the agreement and its annex onboard or request them through the appropriate onboard representative, employer, or union contact. The applicable document should let the crew identify both the category and the benefit terms relevant to the voyage.
Area lists change. The ITF resource index reported that its ITF and IBF area lists were updated on 8 October 2026. That date is a useful indicator of the version reported by that index, not a guarantee that a particular boundary or designation will remain unchanged for every later voyage. Check the current list and the agreement’s attached designation when confirming a present-day entitlement.
A joint ITF–JNG statement dated 5 March 2026 described a Warlike Operations Area designation involving the Persian Gulf, Strait of Hormuz, and Gulf of Oman at that time. It is a dated statement about a designation at that point, not a complete boundary map or a substitute for checking the current list and the vessel’s CBA. Do not infer from that statement alone that every location or voyage in the broader region has the same status today.
How to estimate a personal bonus
- Identify the agreement that covers the vessel and your employment. Obtain the applicable CBA and check its dates, scope, and relevant annex. Do not use a general summary as a substitute for the agreement.
- Confirm the area category and applicable dates. Check the current ITF/IBF designation and the version attached to or referenced by the agreement. Establish whether the vessel’s relevant stay or transit falls within the designated area and which category applies.
- Find the agreement’s daily basic-wage figure. Use the basic-wage amount and definition in the applicable CBA or contract. Do not substitute total monthly pay or add overtime and allowances unless the agreement’s terms establish that treatment.
- Determine the eligible period using the category’s rule. For Warlike Operations, use the ship’s stay and apply the five-day minimum in the cited 2024–2025 rule. For High-Risk, use the actual stay or transit period described by ITF guidance, subject to the applicable agreement’s case-specific terms. For Extended Risk, the cited guidance ties payment to the day of an attack.
- Check payroll treatment before treating the estimate as final. The cited sources do not establish a universal approach to partial days, rounding, or payroll processing. If the agreement does not make those details clear, ask the employer or union representative to explain the calculation against the contract language.
Keep the documents and dates used for the estimate together: the relevant CBA and annex, area designation, vessel’s entry/stay/transit dates, and the basic-wage figure. This makes it easier to identify whether a disagreement concerns the zone, the counted period, or the wage base rather than treating “danger pay” as one undifferentiated amount.
Questions to resolve before relying on an estimate
- Is this the agreement that covers me and this vessel? A rule in another vessel’s CBA or a general ITF page does not establish your personal contractual entitlement.
- Which category is in effect for the relevant area and voyage dates? Warlike Operations, High-Risk, and Extended Risk have different triggers and duration rules.
- What is the agreement-defined daily basic wage? The cited Warlike rule uses basic wage, not total compensation, and the sources do not establish one definition for every contract.
- What period does the agreement count? Check the ship’s stay, transit, or—where applicable—the day of an attack. Avoid assuming a universal rule for partial days or rounding.
- Is the area information current and available onboard? The ITF says covered crews should be informed about designated areas and that designations should be accessible with the CBA; lists can be updated.
If any answer is unclear, request the relevant clause or annex and have the calculation explained against it before treating a rough estimate as a confirmed payment. The agreement, its current area designation, and the voyage facts together determine how the applicable rule should be applied.
