If you find a stranded dolphin, whale or other marine mammal in Spain, keep everyone back, note the exact location and call 112. Follow the call handler’s instructions and wait for trained responders. Do not move, feed, treat or transport the animal yourself unless a local emergency dispatcher explicitly directs you to do so.
The safe public response in one minute
A stranded cetacean (dolphin, porpoise or whale) is an emergency for both the animal and the people nearby. The correct first action is to report it, not to attempt a do-it-yourself rescue. Junta de Andalucía public guidance puts it plainly: “the first thing you should do is call the emergency number 112.” In Andalusia, the instruction applies whether the cetacean or sea turtle is alive or dead.
- Call 112 promptly. Tell the operator that you have found a stranded marine mammal and identify the autonomous community and municipality.
- Give the exact location. Use the beach name, access point, nearest road, promenade, lifeguard station, harbor, landmark or map pin. Say whether the animal is on the sand, in shallow water or otherwise trapped.
- Describe only what you can safely observe. Report whether it appears alive or dead, its approximate size, species if you are confident, and whether other animals or people are present.
- Create distance. Keep children, pets and onlookers away and leave a clear route for responders. Do not crowd the animal for photographs.
- Wait for instructions and the specialist team. The dispatcher may ask follow-up questions or tell you how to remain available. Do not leave the scene unless it is unsafe to stay.
These steps are deliberately limited. The official material does not establish one species-by-species public treatment checklist for every autonomous community, so general advice to push an animal back to sea, drag it, hold its blowhole, give it water or food, apply medicines, or drive it to a facility would be unsafe and unsupported. Assessment, first aid, veterinary decisions, movement and rehabilitation belong to trained responders.

What 112 does across Spain
112 is Spain’s nationwide emergency telephone number. The national service information updated on 1 October 2026 explains that the number works throughout the country, while the autonomous communities administer their own 112 call services. That division matters: the number is national, but the receiving center, marine-fauna network and operational steps can differ by region.

When you call, state your location before giving a long description. A call handler needs to route the incident to the competent service, and a precise position is more useful than a species guess. Keep your phone available in case the service calls back. If you cannot safely approach the animal to obtain a better location, say so; never enter dangerous surf, rocks or restricted areas just to improve a report.
Do not assume that a local aquarium, harbor office or animal charity should replace 112. Some organizations participate in regional networks, but the official examples in this guidance use 112 as the public entry point. The dispatcher can activate the appropriate service for the place where the stranding occurred.
How the national framework fits regional operations
Spain has a national framework for observing, assisting and recovering stranded marine mammals and turtles. The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) describes a coordinated project completed in May 2000, with material on stranding networks, recovery centers and response protocols.
That ministry page is useful national context, not a guarantee that every operational detail remains identical in every region in 2026. Autonomous communities organize their own emergency and wildlife-response arrangements. For a live incident, use the current instructions from 112 and the local team rather than trying to apply an old national document as a field manual.
Andalusia: the published response pathway
Andalusia provides the clearest current operational example in the available official information. Its marine-emergency system operates year-round and handles reports of both live and dead cetaceans and sea turtles.
1. The 112 alert is transferred to Marine Emergency
A member of the public calls 112. The 112 center contacts the Marine Emergency telephone service, which alerts the provincial technical team responsible for organizing the response. The public caller does not need to identify the correct provincial unit or arrange a private transport.

2. A team assesses a live animal on site
For a live stranding, a member of the response team travels to the location to assess the situation and provide primary care. The team coordinates with a veterinarian, who is expected to arrive within two hours under the Andalusian service’s published process. That timing describes the service’s expected workflow; it is not a promise that every incident will receive a veterinary examination within exactly two hours, because travel, weather, access and the case itself can affect response.

3. The veterinarian determines the next step
The veterinarian evaluates the animal’s health and prognosis. Depending on the case, the animal may remain under field care, be moved to an Andalusian Marine Environment Management Centre (CEGMA), or go to a collaborating recovery center for diagnosis and treatment. The decision is case-specific. A report of a rescue does not mean that rehabilitation or release will be possible.
4. Recovery and release are conditional outcomes
Eligible animals can receive veterinary treatment and rehabilitation, followed by possible reintroduction. “Possible” is important: severe injury, disease, poor prognosis, species-specific needs or other welfare considerations can make release inappropriate. Only the specialist and veterinary team can make that decision.
5. Dead animals are documented and, where suitable, examined
For a dead animal, Andalusian responders record the stranding and biometric data. A cetacean in suitable condition may be transported for a necropsy. If examination is not appropriate, municipal cleaning services remove the carcass. A 2025 regional update describes standardized necropsy examination and sampling to investigate causes of death and inform protection measures.
Mallorca: a local network reached through 112
Palma Aquarium Foundation’s public guidance for Mallorca says that a cetacean in difficulty should be reported through 112. The call center contacts the foundation’s marine-fauna stranding network. The guidance asks the finder to provide the exact location and wait for the response team.

What to tell the dispatcher
A concise, structured report helps the response service locate the incident and plan safely. Have these details ready if you can obtain them without approaching the animal:
- Where: autonomous community, municipality, beach or cove name, nearest access point and a visible landmark; provide a map location if your phone can share one.
- What: dolphin, whale, porpoise or “unknown marine mammal”; include approximate length and color only if you can judge them from a safe distance.
- Condition: appears alive or dead, moving or motionless, alone or with other animals, and whether it is in the water or on land.
- Access: whether responders can reach the site by road, whether the tide is changing, and whether crowds or barriers are present.
- Your contact: a phone number and whether you can remain nearby without entering danger.
Do not delay the call while trying to identify the species or collect measurements. An uncertain description paired with an exact location is more useful than a confident but wrong identification.
Why bystanders should not attempt a rescue
The official process assigns primary care, veterinary assessment, transport and rehabilitation to specialist teams. A large marine mammal can move suddenly, and an inexperienced crowd can obstruct the animal’s breathing space, block equipment or create a second emergency. The appropriate public contribution is information, distance and compliance with the dispatcher’s directions.
Do not make physical contact unless a dispatcher gives a specific instruction for your situation. In particular, do not:
- push or tow the animal into deeper water;
- drag it by the tail, fins or head;
- pour water into the blowhole or try to force the mouth open;
- feed it, give it medication or apply household products;
- attempt to lift it with improvised straps, vehicles or boats;
- transport it in a car, trailer or private boat;
- surround it for selfies or allow children and pets to approach.
These are not substitutes for professional instructions. If the animal changes position or the tide rises, update 112 rather than improvising treatment.
How regional procedures differ
The meaningful differences between regions are organizational rather than consumer “rescue options.” When comparing a local protocol, look for four elements:

| Element | What to establish |
|---|---|
| First contact | Whether the public starts with 112 and how the call center routes marine-fauna reports. |
| Dispatch organization | Which provincial technical team, marine-emergency service or stranding network attends. |
| Clinical pathway | Which veterinarians and recovery centers assess, treat and decide on transfer or release. |
| Dead-animal pathway | How biometric data, necropsy, sampling and municipal removal are coordinated. |
Andalusia publishes details for each of these stages. Mallorca’s public guidance identifies 112 and its marine-fauna stranding network. The available official material does not provide comparable, current step-by-step descriptions for every autonomous community, so it would be misleading to rank regions or claim that Andalusia’s timetable applies nationwide.
What happens after the call
For a live animal
The responding team confirms the location, evaluates the animal and provides primary care. A veterinarian assesses health and prognosis where the regional process provides for that response. The team then decides whether field care is sufficient or whether transfer to a CEGMA or collaborating recovery center is warranted. Treatment, rehabilitation and a possible release follow only if the animal’s condition and welfare make them appropriate.
For a dead animal
Responders document the stranding and collect biometric information. If the carcass is suitable, it may undergo necropsy and sampling. The resulting diagnoses can help investigate mortality causes and guide conservation measures. If a necropsy is not suitable, municipal cleaning services remove the remains through the local process.
What the published Andalusian figures show
Regional reporting illustrates the scale of the work without predicting the result of an individual call. Junta de Andalucía reports more than 1,400 cetaceans on Andalusian coasts during the preceding ten years, alongside more than 1,300 turtles over the same interval. The cited passage does not specify the start and end calendar years, so those figures should not be assigned to a narrower date range.
A 2025 Junta update reports 290 necropsy diagnoses. The cases correspond to 2015, 2016, 2017, 2024 and 2025. These are diagnostic records, not a count of successful rescues or releases. Necropsy work is intended to identify causes of death and improve protection measures.

Can the public help beyond reporting?
For the incident itself, the useful help is reporting promptly, keeping people back, providing accurate location information and allowing responders to work. The available guidance does not support buying handling gear, medicines, transport equipment or rescue manuals for untrained bystanders. Such equipment does not turn a member of the public into an authorized response team.

People who want to support marine-fauna rescue can look for established regional networks or conservation organizations and verify their current programs directly. Palma Aquarium Foundation operates a marine-fauna stranding network in Mallorca, but the cited public page does not establish a donation, referral or affiliate arrangement. Do not assume that a rescue report creates any fundraising or commercial relationship.
Answers to the questions people ask most
Who do I call if I find a stranded dolphin in Spain?
Call 112. The number operates throughout Spain, and the autonomous community’s emergency service will route the report to the appropriate marine-fauna responders.
What if the animal is already dead?
Still call 112. In Andalusia, the published instruction covers live and dead cetaceans and sea turtles. Responders can record the stranding and decide whether a necropsy is appropriate or municipal removal is required.
Can I help a stranded whale myself?
Your safe role is to report, provide the exact location, keep people away and follow dispatcher instructions. Do not move, feed, medicate or transport the animal on your own.
Will the animal definitely be released?
No. Andalusian teams may transfer eligible animals for diagnosis, treatment and rehabilitation, but release depends on health, prognosis and welfare.
Does every Spanish region follow Andalusia’s two-hour veterinary expectation?
No such nationwide promise is established. The two-hour expectation is part of Andalusia’s published process for a live-animal incident; other autonomous communities may organize and schedule responses differently.
