Ocean alkalinity enhancement (OAE) is designed to make seawater able to hold more carbon dioxide. Adding alkaline minerals, alkaline solutions or electrochemically produced alkaline water changes the carbonate chemistry of a coastal or open-ocean area. That can encourage additional atmospheric CO2 to dissolve and be converted mainly into bicarbonate and carbonate.

That chemical pathway is plausible, but a local increase in pH or alkalinity is not proof that the atmosphere has been permanently removed of CO2. A credible climate claim must demonstrate extra uptake compared with what would have happened without the intervention, subtract emissions from processing and transport, and show how long the carbon remains stored. Researchers are still testing whether OAE can meet those requirements safely and at meaningful scale.

What ocean alkalinity enhancement changes

Seawater naturally contains a carbonate system that exchanges CO2 with the atmosphere. Dissolved CO2 reacts with water to form carbonic acid, bicarbonate and carbonate ions. The relative amounts depend on pH, temperature, salinity, pressure and the water’s total alkalinity.

Alkalinity is a measure of seawater’s capacity to neutralize acid. When OAE adds alkalinity, the treated water can shift more dissolved inorganic carbon (DIC) into bicarbonate and carbonate forms. Because the water then contains less dissolved CO2 relative to its new capacity, it can draw additional CO2 across the air–sea boundary as it re-equilibrates with the atmosphere.

NOAA describes the intended mechanism this way: “Alkalinity enhancement aims to increase the ocean’s CO2 storage capacity by changing the chemistry of the sea water to encourage greater absorption of CO2 from the atmosphere.” The intervention is therefore meant to accelerate a natural buffering process, not to trap gas in a tank at the deployment site.

The carbon’s chemical forms

Most of the resulting carbon is expected to remain dissolved as bicarbonate (HCO3−) and carbonate (CO32−). Those species are less likely than dissolved CO2 to escape immediately to the air. Over time, ocean circulation can transport them away from the initial addition area. The timescale and durability of storage depend on mixing, circulation, biological processes and the carbonate chemistry of the receiving water.

Why alkalinity is not the same as removal

Adding a mole of alkaline material does not automatically remove a fixed, equivalent amount of atmospheric CO2. Some alkalinity may be diluted, consumed by reactions, or remain in water that would have absorbed CO2 naturally. The key question is additionality: how much more atmospheric CO2 entered the ocean than would have entered under the no-intervention counterfactual?

The National Academies separates three related tests. Efficiency asks how much atmospheric CO2 is taken up per unit of alkalinity and per unit of input energy or material. Durability asks how long the added carbon remains stored. Additionality asks whether the intervention caused uptake beyond the baseline. All three have to be evaluated before a removal claim is credible.

How alkalinity can be added

OAE is a family of approaches rather than one machine or process. The delivery pathway affects dissolution, energy demand, trace constituents, ecological exposure and the ability to measure the resulting carbon uptake.

Pathway What is added Key variables to measure Evidence status
Mineral addition Reactive alkaline minerals introduced to coastal or open-ocean water Mineral composition, particle size, dissolution rate, transport, trace elements and lifecycle emissions Proposed and under field and laboratory investigation; no universally superior mineral or dose is established
Processed alkaline solution An alkaline liquid made by dissolving or processing a feedstock before discharge Feedstock source, processing energy, solution chemistry, dilution, discharge plume and downstream reactions Proposed pathway with site-specific testing requirements
Electrochemical alkalinity Alkaline water produced by an electrochemical system and discharged Electricity source, co-products, pH, alkalinity, DIC, plume behavior and full process emissions Early field testing; a measured local pH signal is not verification of net removal

Minerals and solutions

Mineral or solution addition resembles an engineered form of rock weathering. The material must dissolve at a useful rate in the chosen water. If it dissolves too slowly, little alkalinity is available during the monitoring period. If it dissolves very rapidly or is released in a concentrated plume, nearby organisms may experience a sharp chemical change.

Feedstock quality matters as much as nominal alkalinity. Mining, grinding, calcining, transport and pumping can consume energy and produce CO2. Minerals can also contain trace elements or other biologically active constituents. A project therefore has to characterize the complete material stream, not only its acid-neutralizing capacity.

Electrochemical production

Electrochemical systems use electricity to produce alkaline water for discharge. Their climate benefit depends partly on the electricity source and on emissions associated with equipment, inputs and handling of any co-products. The process can provide more control over the chemistry and dosing than loose mineral particles, but it does not remove the need for plume tracking and ecological monitoring.

A NOAA repository record describes an aqueous-alkalinity field trial associated with an Ebb Carbon system at Pacific Northwest National Laboratory in Sequim, Washington. During four discharge pulses in February 2025, researchers reported detecting an increase in pH. The record reports peak pH values of 8.3 and 8.1 from two near-outfall sensors. Those numbers describe that trial and its sensor locations; they are not general treatment targets, regulatory limits or evidence that net atmospheric removal and ecological safety were verified.

What happens after deployment

  1. Alkaline material enters the water. The addition may be a dissolved solution, particles or electrochemically produced water. Initial concentrations are highest near the release point.
  2. The carbonate system shifts. Added alkalinity changes the balance among dissolved CO2, bicarbonate and carbonate, generally raising pH in the treated water.
  3. The plume mixes and dilutes. Currents, turbulence, tides and stratification spread the signal. Mixing controls both exposure to organisms and the area over which a chemical change can be detected.
  4. Air–sea exchange responds. As the treated water contains relatively less dissolved CO2 than it would at equilibrium with the atmosphere, CO2 can enter from the air.
  5. Carbon is transported and stored. The added carbon remains primarily as dissolved bicarbonate and carbonate and can move with ocean circulation. Its long-term fate must be tracked rather than assumed.

The sequence explains why OAE can be a carbon-removal mechanism in principle. It does not establish how many tonnes of atmospheric CO2 a particular project removes. That number requires measurements of the baseline, the intervention, air–sea fluxes and all relevant emissions.

What must be measured to claim net removal

A monitoring, reporting and verification (MRV) plan needs to follow the entire cause-and-effect chain. A pH sensor alone cannot do that.

  • Baseline and counterfactual: characterize the site before deployment and estimate what alkalinity, DIC, pH and air–sea CO2 exchange would have been without the project.
  • Material fate: measure how much feedstock was delivered, where it went, how quickly it dissolved and whether particles settled or were exported.
  • Carbonate chemistry: sample alkalinity, DIC, pH, temperature and salinity through the plume and surrounding water.
  • Air–sea exchange: quantify whether the observed chemistry produced additional atmospheric CO2 uptake, rather than merely redistributing carbon already in the ocean.
  • Transport and dilution: use currents, tides and mixing observations to determine the volume and duration of exposure.
  • Biological response: monitor plankton, benthic organisms and water-column communities for effects that could alter carbon cycling or indicate harm.
  • Lifecycle emissions: count mining or feedstock acquisition, processing, electricity, equipment, shipping, pumping, deployment and monitoring emissions.
  • Durability: assess whether the carbon remains stored for the defined crediting or assessment period and whether circulation could return it to the atmosphere.

A detected chemical plume is one link in this chain. It can show that material reached the intended water and changed local chemistry, but it cannot by itself establish net atmospheric removal.

Environmental risks and open questions

Acute chemistry near an outfall

Before a treated plume mixes with surrounding water and exchanges CO2 with the atmosphere, it can have elevated pH and comparatively low dissolved CO2. Organisms exposed to that short-lived but concentrated water may respond differently from organisms exposed to well-mixed seawater. Dose, discharge rate, timing, depth, current conditions and local biology all matter.

Feedstock contaminants

Mineral sources can contain trace metals or other constituents that are not captured by a simple alkalinity calculation. Processing can change which compounds dissolve and how quickly they become biologically available. Chemical characterization and water-quality monitoring are therefore needed for every feedstock and site.

Food webs and benthic habitats

Changes in pH, carbonate saturation, nutrient chemistry or suspended particles could affect plankton, shell-forming organisms, microbes and seafloor communities. Responses may differ among species and could change as a plume moves through the water column. Current evidence does not establish a universal safe dose or a site-independent safety threshold.

Governance and communities

Marine deployment raises questions about permits, transboundary effects, monitoring access, liability and who decides whether a site is acceptable. Responsible programs need transparent decision-making and engagement with affected coastal communities, fishers, Indigenous peoples and other stakeholders. Governance and social dimensions remain part of the field’s evolving research agenda.

What the current evidence says about scale and readiness

The field is advancing through laboratory work, modeling and field trials, but climate-scale viability remains unsettled. The National Academies’ digital report, updated in 2026, notes progress in marine carbon-removal activity, technology development and field testing while identifying unresolved questions about meaningful-scale removal, robust measurement and verification, environmental effects and governance.

NOAA characterizes alkalinity enhancement as a potentially valuable but slow acidification-mitigation mechanism and notes that significant unknowns remain. Acidification mitigation and carbon dioxide removal are related but different outcomes: a local pH benefit does not necessarily correspond to a verified net removal of atmospheric CO2.

A 2021 National Academies assessment estimated $125 million to $200 million for priority OAE research. The same assessment rated OAE as having medium environmental risk and medium-to-high scale-up costs. Those figures are report-era research-budget and judgment estimates, not current commercial deployment prices.

How to compare OAE proposals

No available evidence establishes one universally best pathway. A fair comparison should use the same boundaries and counterfactual for every option.

Comparison question Why it matters
How much additional atmospheric CO2 is removed? Alkalinity added and carbon already present in seawater are not interchangeable measures.
How durable is storage? Dissolved carbon must remain out of the atmosphere for the defined assessment period.
What are the feedstock, energy and lifecycle emissions? Gross uptake can be offset by mining, processing, electricity, transport or deployment.
How does the material dissolve and disperse? Slow dissolution may reduce effectiveness; concentrated release can increase local exposure.
What ecological effects are plausible? Risk depends on chemistry, dose, timing, organisms, habitat and pathway.
Can uptake be measured and verified? Projects need baseline data, air–sea flux estimates, plume tracking and independent accounting.
Can it scale responsibly? Material supply, electricity, permitting, monitoring, cost and community acceptance can constrain expansion.

What a responsible field trial should demonstrate

  1. A defined site and counterfactual: the operator states where the trial occurs, what untreated conditions are expected and how natural variability will be separated from the intervention.
  2. Full chemical accounting: the quantity and composition of alkalinity, DIC, pH and related parameters are measured before, during and after discharge.
  3. Spatial and time coverage: sampling follows the plume through dilution and transport rather than relying only on a near-outfall sensor.
  4. Lifecycle boundaries: emissions from feedstock, processing, electricity, transport, equipment and deployment are included in the calculation.
  5. Ecological safeguards: biological monitoring, stop conditions and an incident-response plan are established before release.
  6. Independent reporting: methods, uncertainty, raw measurements and negative results are made available for outside review.

Can adding alkalinity remove carbon dioxide?

Yes, it can provide a physically plausible route to additional atmospheric CO2 uptake, but adding alkalinity alone does not prove net removal. The claim becomes credible only when a project demonstrates additional air–sea uptake against a defensible baseline, subtracts lifecycle emissions, evaluates ecological effects and shows that the carbon remains stored for the stated period. As of the National Academies’ 2026 update, those requirements are active research questions rather than settled deployment standards.
