There is no defensible universal number of leasing staff per apartment community in the available industry benchmarks. The National Apartment Association’s broad rule of one office employee and one maintenance employee per 100 units is a starting point for total onsite staffing—not a leasing-only recommendation. To size the leasing team, estimate the actual prospect, move-in, renewal and resident-service workload, then account for property complexity and work handled centrally or through automation.
What the commonly cited staffing benchmarks actually measure
Two National Apartment Association figures are often discussed as if they answer the same question. They do not. One is a broad onsite staffing rule; the other is a historical observation of total employees in a survey sample. Neither specifies how many leasing consultants a community should employ.
| Figure | What it covers | How to use it |
|---|---|---|
| One office employee and one maintenance employee per 100 units; add one team member in maintenance, office or both when the unit count is at least 51% toward the next 100. | A general onsite staffing rule of thumb, from NAA’s Staffing Considerations best practice dated June 8, 2020. It covers office and maintenance staffing together. | Use only as a dated starting point for broad onsite coverage. It does not tell you how many office employees should be assigned to leasing. |
| One full-time employee per 45 units. | NAA’s 2019 Survey of Operating Income and Expenses in Rental Apartment Communities, based on 2018 financials for stabilized communities with at least 50 units. It describes all employees within that survey scope. | Treat it as an older, whole-property observation—not a current measurement, leasing ratio or staffing prescription. |
The difference matters. The 2020 rule implies two onsite employees per 100 units—one office and one maintenance employee—before applying its rounding instruction. The survey’s one-employee-per-45-units figure is a separate historical measure, with a different scope and basis. Neither can be converted into a leasing-only ratio from the evidence available.

That does not mean the three office positions should all be leasing consultants: the rule gives no role-level allocation. The leasing share has to be determined from the work the office team actually performs.

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
These figures should also be treated as directional rather than timeless standards. NAA’s 2019 survey reflects 2018 financials, and its observed communities were stabilized and had at least 50 units. The 2020 best practice is a dated rule of thumb. Industry discussion has questioned older staffing models, but that does not establish a replacement leasing ratio. Avoid presenting either figure as a settled current standard.
What counts as leasing work
A leasing headcount estimate is only meaningful when the role boundary is clear. The National Multifamily Housing Council’s role description says a leasing consultant handles apartment rentals, move-ins and renewals; generates and handles traffic; leases apartments; qualifies prospects; prepares lease documentation and move-in paperwork; and assists with resident relationships during tenancy.

That scope is broader than conducting tours. Depending on the community’s division of work, the leasing team may own all or only part of the following activities:
Quick wins for a faster PC:

- Scheduling and conducting tours, including the related preparation and post-tour communication.
- Qualifying prospects, handling applications and coordinating next steps.
- Preparing lease documents and move-in paperwork.
- Coordinating move-ins and related resident-facing communication.
- Managing renewals and renewal-related questions.
- Supporting resident relationships during tenancy where that responsibility belongs to leasing.
Do not count the same task in both leasing and another team’s workload. If a central contact center handles initial inquiries, for example, record what remains with onsite staff—such as tours, application follow-up or lease preparation—rather than treating every inquiry as onsite leasing work. The estimate should identify which team owns each task, not just list job titles.

Build a property-specific estimate from workload
The sources do not publish a formula that turns unit count, lead volume or tours into a required number of leasing employees. A practical plan can still be built from the community’s own operating data. The goal is to make the workload and coverage assumptions visible, so a manager can check whether the proposed team can perform the work it owns.
- Define the roles and boundaries. List leasing responsibilities and identify work performed by maintenance, property management, a central office, vendors or automated systems. State whether the staffing number means leasing-only employees, the whole office team, onsite headcount or full-time equivalents.
- Gather recent workload records. Review the property’s own records for prospect contacts, follow-up, tours, applications, lease preparation, move-ins, renewals and resident-facing duties. Use a period that reflects the community’s actual operating pattern; do not substitute a whole-property industry ratio for these task records.
- Estimate time by task. For each activity, estimate the time staff spend completing it, including necessary preparation, follow-up and coordination. Use local operating data or a documented internal estimate. The available industry sources do not supply standard minutes per tour, application or renewal, so avoid treating an unsupported time assumption as an industry benchmark.
- Map when the work must happen. Workload is not only a total-hours question. Note when tours, inquiries, move-ins and renewal conversations need coverage, and compare those demands with the hours the team is expected to be available. A plan based solely on total monthly task volume may miss a need for coverage at particular times.
- Account for non-leasing duties. If office employees also perform administrative or resident-service work, include the time that work consumes before assigning their remaining capacity to leasing. Conversely, do not add a separate leasing position for a task that is actually handled by a shared or centralized team.
- Document the result and review it. Record the workload period, tasks included, work ownership, coverage assumptions and the resulting staffing proposal. Revisit the estimate when workload or responsibilities change rather than treating a single calculation as permanent.
This is a planning method, not a published staffing formula. Its value is that it exposes the assumptions behind a proposed headcount. If two staffing plans disagree, compare what each includes and who performs each task before concluding that one uses a different ratio.

Adjust for property type, complexity and operating model
Unit count alone cannot describe all the work in a leasing office. NAA’s staffing discussion identifies property complexity and asset type, local market conditions, and whether functions are handled onsite, centrally or through automation as factors that can affect staffing needs. These variables can change the amount or timing of work assigned to onsite leasing staff.

- Same operating phase: Is the comparison between stabilized communities, or does one property have a different operating situation?
- Same staffing scope: Are both figures leasing-only, whole office, or total onsite staff including maintenance?
- Same unit of measurement: Does each number count people, full-time employees or full-time equivalents?
- Same task ownership: Are prospect intake, renewals, paperwork and resident support assigned to the same teams?
- Similar workload and complexity: Do the communities have comparable leasing and service demands, asset types and local market conditions?
- Similar operating model: What work is performed onsite, shared centrally or supported through automation?
When these conditions differ, a headcount comparison may say more about operating design than staffing efficiency. Describe the differences explicitly instead of applying one property’s number to another without adjustment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why lease-up needs a separate staffing decision
A lease-up should not be assigned a number by applying a stabilized-community observation as though it were a lease-up formula. The NAA survey figure described above concerns stabilized communities, and the available sources do not establish a universal lease-up staffing number.
For a lease-up, define the work currently assigned to the leasing team and estimate it from the community’s actual leasing activity and required coverage. The relevant workload can include prospect traffic and follow-up, qualification, applications, lease documentation and move-ins, along with any resident-facing work the team owns. Reassess as the property’s workload and responsibilities change. This approach does not imply a standard lease-up ratio; no such ratio is established by the cited material.
Common mistakes when setting a leasing headcount
- Calling a total-staffing rule a leasing ratio. The one-office-plus-one-maintenance rule has two broad categories; it does not divide office staffing into leasing and other functions.
- Dropping the scope from a historical statistic. One full-time employee per 45 units refers to NAA’s 2019 survey, based on 2018 financials for stabilized communities with at least 50 units. It is not a current leasing benchmark.
- Comparing different staffing units. A count of employees is not automatically equivalent to full-time equivalents, and a leasing-only figure is not comparable with total onsite staffing.
- Counting tasks without assigning ownership. If onsite staff and a central team both appear to own the same work, the estimate may count it twice. Establish who handles each activity.
- Using unit count as a substitute for workload. Units are useful context for broad staffing discussions, but the available sources do not establish that unit count alone predicts the required leasing headcount.
- Applying stabilized data to lease-up. The NAA survey’s scope does not supply a lease-up-specific answer. Treat the phases separately.
A defensible answer for a specific community
When someone asks how many leasing staff a property needs, give a scoped answer rather than an unsupported universal ratio. State the community’s size and operating phase, whether the figure is leasing-only or part of the office team, which tasks the team owns, and what work is centralized or automated. Then show how the property’s recent prospect, move-in, renewal and resident-service workload supports the proposed coverage.
If a broad benchmark is useful for context, label it precisely: NAA’s June 8, 2020 rule of thumb is one office employee and one maintenance employee per 100 units, with an additional team member in maintenance, office or both when the property is at least 51% toward the next 100 units. Keep that separate from the historical NAA survey observation of one full-time employee per 45 units, which covers all employees in its survey scope and is based on 2018 financials for stabilized communities with at least 50 units. Neither figure supplies the leasing-only answer.
