Managers can reduce the conditions that contribute to quiet quitting by making expectations explicit, giving specific two-way feedback, recognizing useful contributions, and turning employees’ growth goals into realistic next steps. These practices improve the quality of work conversations; they cannot guarantee that every employee will become more engaged or that every workplace barrier can be fixed by a manager.

What quiet quitting means—and what it does not

“Quiet quitting” is a popular workplace term for doing the job an employee is expected to do without routinely taking on extra-role effort. It is not a formal diagnosis, and the phrase alone does not establish that someone is neglecting their responsibilities. A person may meet the requirements of the role while feeling detached, uncertain about priorities, short on development options, or concerned about work-life boundaries.

Gallup connects the phrase with its “not engaged” category, but the terms are not interchangeable in every context. In Gallup’s State of the Global Workplace: 2023 Report, the global estimates were 59% not engaged, 23% engaged, and 18% actively disengaged. These are figures from the 2023 report, not a current 2026 measurement. Gallup also estimated that low engagement cost the global economy US$8.8 trillion, or 9% of global GDP, in that report. Those estimates describe the economic scale Gallup attributed to low engagement; they do not predict the cost or cause of disengagement in a particular team.

For a manager, the useful question is not whether an employee fits a label. It is whether the employee understands what good work requires, can discuss obstacles honestly, receives useful input, and has a credible path to develop. Gallup identifies clarity of expectations, opportunities to learn and grow, feeling cared about, and connection to purpose as engagement-related concerns in Jim Harter’s “Is Quiet Quitting Real?” (2022, updated 2023).

Start by finding out what is behind the change

A quieter employee may be responding to unclear priorities, a lack of recognition, limited advancement, a change in workload, or something outside the manager’s control. The same outward behavior can have different causes, so do not begin with an accusation that someone has “checked out.” Describe what you have observed and ask an open question about the work.

For example: “I’ve noticed the project handoffs have been more difficult to predict lately. How are the priorities and workload feeling from your side?” This keeps the discussion about observable work and gives the employee room to explain constraints the manager may not see. Listen for specifics, clarify what is within your authority to change, and agree on what to revisit.

Do not equate a lack of extra hours, voluntary tasks, or constant availability with poor performance. If the role’s agreed responsibilities are being met, distinguish those responsibilities from optional extra-role effort. If performance is below the agreed standard, address the gap directly and fairly rather than relying on a broad label.

Make “good work” concrete before evaluating it

Feedback is hard to use when the employee and manager have different pictures of success. Set expectations in terms of the outcome, quality bar, priority, and constraints—not just a task name or a vague instruction such as “take ownership.” Ask the employee to describe what success looks like in their own words. That check can uncover disagreement before it becomes a performance problem.

  • Outcome: What should be completed or changed?
  • Quality bar: What makes the result acceptable or strong?
  • Priority: What matters most if time or capacity is limited?
  • Constraints: What deadlines, dependencies, tools, or decision rights shape the work?

A manager might say: “For this handoff, the goal is a complete draft the review team can act on. Include the current figures and note any unresolved assumptions. If the deadline conflicts with the analysis, tell me early so we can decide what to prioritize.” This gives the employee a standard and a way to raise a trade-off, rather than leaving them to guess whether speed or completeness matters more.

Revisit the agreement when the assignment, resources, or priorities change. A standard that was reasonable at the outset may no longer fit after a dependency slips or the work expands. When the employee reflects the goal back differently than you intended, resolve the difference together rather than treating it as a lack of commitment.

Give feedback that the employee can act on

Useful feedback identifies a specific behavior or result, explains its impact, and opens a discussion about what to repeat or change. General judgments—“you need to be more proactive” or “great job”—give little direction unless they are connected to an example. Timely feedback can make that connection easier because the work and its context are still clear.

  1. Describe what you observed. Refer to a particular deliverable, decision, interaction, or missed expectation—not a presumed motive.
  2. Explain the effect. Say how the behavior affected the work, team, customer, or next step.
  3. Invite the employee’s view. Ask what was happening, what helped, or what got in the way. Listen before deciding the cause.
  4. Agree on an adjustment or a repeatable strength. Identify one action to continue or change and how you will follow up.

For instance: “The status note went out after the review meeting, so the team made decisions without the updated information. What made the timing difficult? For the next review, let’s agree when the note needs to be ready and what should happen if the figures are still incomplete.” The example addresses an outcome and a next step without assuming the employee did not care.

Feedback must also run in both directions. Ask whether your priorities, decisions, or communication made the work harder. If an employee describes a barrier, do not promise a fix before checking what can be changed. Explain what you can do, what needs another decision-maker, and when you will return with an answer. A conversation that invites candor but leads nowhere can reduce trust.

Gallup’s article “A Great Manager’s Most Important Habit” (2023, updated February 2026) reported that 80% of employees who said they had received meaningful feedback in the prior week were fully engaged, regardless of office attendance. This is an association reported by Gallup, not evidence that feedback alone caused engagement. The same article said only 16% of nearly 15,000 employees found their most recent conversation with a manager extremely meaningful. The contrast is a reminder that having a conversation is not the same as making it useful.

Use one-to-ones for relevant decisions, not just status updates

Regular one-to-ones give a manager and employee a place to surface changing priorities, discuss feedback, and agree on what happens next. Their value depends on relevance, not on meeting frequency by itself. A conversation dominated by status reporting may leave no room for a blocked task, a workload concern, or a development goal.

One practical agenda is to ask the employee to identify the most important current work, anything that is blocked or competing for time, feedback in either direction, and one next step that needs a decision or follow-up. Adjust the agenda to the work and the employee; not every meeting needs to cover every subject. Close by confirming who will do what and when you will check whether it helped.

Protect space for the employee’s concerns instead of using the entire meeting to deliver updates. If a subject needs more time, agree on a separate discussion rather than letting it disappear. Where the issue is outside your authority, say so plainly and identify the appropriate route for resolving it.

Recognize contributions in a way that feels meaningful

Recognition is most informative when it names the contribution and why it mattered. “You caught the conflicting figures before the report went out; that gave us time to correct the decision brief” is more useful than praise detached from the work. Specific recognition also signals which behaviors or results the team values.

People differ in how they want contributions acknowledged. Some appreciate public credit; others prefer a private note or direct thanks. Ask rather than assume, and avoid turning recognition into a substitute for fair pay, manageable workload, clear direction, or action on a real concern. Gallup includes recognition among the characteristics associated with meaningful manager conversations, but recognition does not resolve every underlying problem.

Turn growth goals into achievable next steps

A development conversation should connect what the employee wants to learn with a real opportunity and an agreed next action. Ask which skills or kinds of work the employee wants to build toward, why those matter to them, and what experience would help. Then discuss feasible routes such as a project assignment, mentoring relationship, training, or a stretch task with appropriate support.

Do not imply that development must mean promotion. A broader skill, a more complex assignment, or greater expertise in the current role may be useful even when there is no open position. Conversely, do not present a possibility as a commitment. Be candid about available roles, budgets, eligibility, and decision timelines. If an opportunity is not available, say what is unavailable and whether there is a realistic alternative, rather than encouraging the employee to wait for an undefined promise.

That honesty matters in light of Gallup’s 2025 finding that one in four U.S. employees said they lacked career advancement opportunities. It is a U.S. finding from 2025, not a universal estimate for every workforce. Access to advancement differs among workers, and an individual manager may not control openings or organizational budgets.

Make the plan specific enough to revisit: name the skill or experience, the next feasible action, any support needed, and a point to discuss progress. The employee should have influence over the goal and the manager should be clear about what they can provide. If circumstances change, update the plan rather than leaving an obsolete promise in place.

Manager action Best fit Employee influence Time or resources How to check progress
Clarify expectations Uncertainty about outcomes, priorities, quality, or constraints in current work High: the employee can confirm understanding and flag trade-offs Requires a focused discussion; usually does not require a separate training budget Compare the agreed standard with the next relevant work result and ask whether priorities stayed clear
Give specific, two-way feedback A behavior or result needs to be repeated, adjusted, or understood in context High: the employee can share context and help identify a workable adjustment Requires manager attention and follow-up; no dedicated program is inherent in the conversation Revisit the agreed action and whether it changed the work outcome or removed a barrier
Recognize a contribution A useful result or behavior should be acknowledged and reinforced Moderate to high: ask the employee how they prefer acknowledgment Can be done in a conversation; the format should fit the employee and workplace Check whether the contribution was understood and whether the relevant work is sustained
Agree on a development step The employee wants to build a skill or gain experience beyond immediate task clarity High when the employee helps choose the goal and route Varies: a project or mentoring step may need coordination; formal training may require budget or approval Review the planned experience, learning, and next available step without assuming promotion

These are decision aids, not a ranking. The cited Gallup material does not establish one universally best intervention or prove that any action guarantees renewed engagement. An employee may need several kinds of support, while a manager may be able to change only some of the relevant conditions.

Follow through and distinguish what you can change

After agreeing on an action, follow up on it. Check whether the expectation remained workable, whether the feedback led to a useful adjustment, or whether the promised development opportunity actually became available. If you cannot deliver an agreed action, tell the employee rather than allowing silence to stand in for an answer.

Some problems require a broader response: workload levels, team staffing, compensation, policy, or scarce advancement paths may sit beyond one manager’s control. Do not frame a conversation as a solution if you cannot change the underlying condition. Explain the limits, raise the issue through the appropriate channel where possible, and agree on any interim adjustment that is within your remit. If performance expectations are not being met, set out the gap and the support or process that applies, separately from assumptions about motivation.

The aim is better working conditions and more honest, useful conversations—not a promise that every employee will take on extra work or become engaged. Clear standards, candid feedback, recognition, and realistic development steps give managers practical ways to address preventable confusion and disengagement risk while respecting the limits of their authority.
