Identify remote leadership potential from repeated, observable work behavior—not online visibility, meeting airtime, or a single assessment score. Give employees bounded opportunities to lead distributed work, collect feedback from several collaborators, and develop both coordination and relationship skills. The evidence supports this approach, but no universal formula predicts who will succeed after promotion.
Why remote leadership requires different evidence
Distance removes many informal signals managers traditionally use: who stays late, helps a colleague at a nearby desk, or speaks up during spontaneous conversations. Those signals can favor employees who share a manager’s schedule, time zone, language, or communication style rather than employees who lead effectively.
Virtual leadership still includes familiar functions—setting direction, allocating work, solving problems, and monitoring progress—but the work is made visible through written communication, collaboration systems, scheduled meetings, and deliberate relationship building. A 2023 review of virtual leadership argues that established leadership functions can become more important when teams work remotely, while helping people use technology effectively becomes an additional leadership responsibility.
Both task-focused and relationship-focused behaviors are associated with virtual-team performance. A 2021 meta-analysis found that the strength of those relationships varied with team interdependence, team size, team type, and the way performance was measured. That means managers should evaluate behavior against the actual role and team rather than search for a fixed “remote leader personality.”

What to observe when identifying candidates
Use real work evidence gathered across more than one situation. The following dimensions provide a practical observation framework.
| Dimension | Observable evidence | Useful questions for reviewers |
|---|---|---|
| Task-focused leadership | Clarifies outcomes, ownership, priorities, dependencies, and progress. | Did the person make the work easier to execute and inspect? |
| Relationship-focused leadership | Listens, shows empathy, mentors colleagues, includes quieter contributors, and repairs misunderstandings. | Did people feel heard, supported, and able to raise risks? |
| Distributed coordination | Uses asynchronous updates, meeting time, documentation, and digital tools to connect people across distance. | Could collaborators find the information and decisions they needed? |
| Context fit | Adjusts style to the work’s requirements, such as volume, quality, creativity, interdependence, or scale. | Was the chosen leadership approach appropriate for this team’s challenge? |
| Development evidence | Acts on feedback, experiments with new behaviors, and improves across assignments. | What changed after the person received specific feedback? |
Task-focused behaviors
Look for messages that turn ambiguity into action. A potential leader might restate the objective, identify a decision owner, expose a dependency, or propose a realistic milestone. In asynchronous work, useful communication is not simply frequent communication; it is information that arrives in time, contains the necessary context, and makes the next action clear.
Observe whether the employee distinguishes an urgent blocker from a routine update, records decisions where the team can find them, and follows through without requiring a manager to chase every item. Ask collaborators whether priorities remained understandable when requirements changed.

Relationship-focused behaviors
Remote leaders build trust intentionally because colleagues have fewer casual opportunities to establish rapport. Evidence includes asking for perspectives before deciding, acknowledging uncertainty, checking how a change affects people, and offering help without taking over the work. Mentoring can be visible in code reviews, project debriefs, onboarding support, or a private conversation that helps a colleague solve a recurring problem.

Empathy does not mean avoiding accountability. Strong candidates can address missed commitments directly while preserving dignity and a working relationship. Watch for whether they invite dissent, respond constructively to bad news, and include people who are less comfortable speaking in large video meetings.
Technology-enabled coordination
Tool proficiency is not leadership by itself. The relevant question is whether the employee chooses and uses tools to reduce coordination costs. Examples include a concise written brief before a meeting, a shared decision log, an agenda that identifies decisions needed, a recording or transcript for people who cannot attend, and an escalation path for time-sensitive issues.
Ask the candidate to explain why a particular channel, meeting, document, or workflow is appropriate. A person who can adapt communication for different time zones and accessibility needs is demonstrating distributed coordination, not merely familiarity with software features.

A bounded remote assignment gives candidates a chance to demonstrate leadership without requiring a promotion first. This is a practical assessment design synthesized from virtual-leadership findings, not a universally validated selection test.

- Define the target role. Write the outcomes, decisions, stakeholder relationships, time-zone demands, and level of authority the future leader will actually face. Separate essential behaviors from preferences such as a particular meeting style.
- Choose a bounded workstream. Select a cross-functional project with a clear start and end, manageable risk, and enough interdependence to reveal coordination. Examples include improving an onboarding workflow, coordinating a release-readiness review, or leading a customer-feedback analysis.
- Set equivalent conditions. Give candidates comparable authority, information, time, and access to collaborators. State which decisions they may make and which require escalation. Do not reward people simply for working in the manager’s time zone.
- Define evidence before the work begins. Specify what good looks like: responsibilities documented, progress communicated at an agreed cadence, input requested, decisions recorded, risks escalated, and disagreements handled respectfully.
- Observe the process, not only the result. Review planning notes, asynchronous updates, meeting facilitation, handoffs, and responses to surprises. A project can finish successfully because of unusually favorable conditions, while a leader’s process may remain unclear or unsustainable.
- Collect structured feedback. Ask several collaborators the same behavior-based questions. For example: “When did this person make ownership clearer?” “How did they respond to a concern?” and “What information was difficult to find?” Keep comments tied to observed actions rather than personality labels.
- Compare evidence with role demands. A panel should review the work against the pre-agreed criteria and the target team’s context. Document strengths, risks, and behaviors that still need practice. Avoid converting comments into an invented numerical prediction of promotion success.
Develop potential through deliberate practice
Identification and development should be connected. An employee should not have to prove they are already a complete remote leader before receiving a chance to practice leadership.
Stage 1: Build a shared baseline
Explain the target role and the behaviors the team values. Give the employee access to examples of effective written updates, decision records, inclusive agendas, and escalation messages. Discuss how authority works across time zones and what must be handled synchronously versus asynchronously.
Stage 2: Assign progressively harder work
Start with a contained responsibility, such as coordinating a two-week deliverable. Move to work with more stakeholders, greater ambiguity, or stronger interdependence once the employee can make ownership and progress visible. Increase complexity deliberately rather than assigning a large project without support.

Have the candidate write the project brief, establish an update cadence, facilitate a meeting, and publish decisions. Include practice in resolving a misunderstanding caused by a delayed message, handing work across time zones, and communicating a change that affects someone’s priorities. Review whether messages are clear, timely, appropriately detailed, and accessible to people who were not present.

Stage 4: Develop relationship and inclusion skills
Pair the candidate with a mentor or experienced peer for observation and debriefing. Rehearse one-to-one check-ins, feedback conversations, conflict repair, and ways to draw out perspectives in a distributed meeting. Ask the employee to identify whose input is missing and how they will obtain it.
Stage 5: Close the loop after every assignment
Hold a short review with the candidate and collaborators. Identify which behaviors helped the team, which created friction, and what the employee will try next. Record a specific experiment—for example, replacing a recurring status meeting with a written update and a decision-focused call—and revisit its effect on coordination.
A 2024 study of managers’ work-from-home practices found continued engagement in vertical leadership-development activities and concluded that organizations can support remote staff more intentionally. Development therefore should remain part of normal management work rather than an occasional course offered only after promotion.

Match leadership behavior to the team’s work
The same behavior can help one team and hinder another. The CIPD’s 2020 evidence review, which examined 10 meta-analyses and 35 high-quality single studies, illustrates why fit matters.

| Team condition | Emphasis that may fit | What to watch for |
|---|---|---|
| High-volume, quantity-centered work | Clear priorities, standard processes, deadlines, and frequent progress checks. | Direction should improve throughput without suppressing useful escalation. |
| Quality- or creativity-centered work | Vision, employee ideas, thoughtful risk taking, and attention to individual needs. | Excessive monitoring can reduce experimentation and quality. |
| Highly interdependent work | Dependency mapping, explicit handoffs, shared decisions, and rapid issue resolution. | Local optimization by one person can create delays elsewhere. |
| Large or culturally diverse groups | Accessible documentation, inclusive facilitation, explicit norms, and sensitivity to communication differences. | Silence in a meeting should not be treated as agreement. |
The CIPD review recommends selecting leaders to fit the team’s challenge, building trust and social cohesion, and treating humility as potentially helpful in virtual teams. Humility here is practical: acknowledging what is not known, seeking expertise, and changing course when evidence warrants it.
Use training and frameworks as support, not proof
Prior distributed-team experience can help, but it should not become an automatic requirement. A 2015 study of four virtual project teams reported that prior virtual-team experience moderated leadership engagement and that traditional project training was associated with more engaged leaders. The sample was small and context-specific, so use those findings as prompts for development conversations rather than population estimates.
The “Leadership Competencies for Telework” scale, described in a 2024 Journal of Management & Organization article, is a developing research instrument intended to identify competency gaps and inform training for remote-team leadership. It may help structure a conversation about gaps, but it is not a substitute for role-specific work evidence or a guarantee of promotion success.
Similarly, a 2024 systematic review of telework leadership competencies found limited evidence about mediating mechanisms and scarce longitudinal research. Managers should therefore combine frameworks with repeated observation, feedback, and reassessment.
Common mistakes and how to correct them
- Rewarding visibility. Employees who post often or attend every optional meeting may appear more engaged. Use deliverables, decision quality, collaborator feedback, and documented follow-through instead.
- Using one assessment or personality trait. No single score, trait, or communication style reliably identifies a future remote leader. Require multiple observations in relevant work.
- Confusing assertiveness with authority. A leader can be decisive while listening carefully. Evaluate whether decisions are clear, informed, and appropriately owned.
- Overemphasizing tasks. Fast execution without trust can produce hidden risks and turnover. Include mentoring, empathy, inclusion, and conflict repair in the criteria.
- Overemphasizing harmony. A supportive colleague who avoids difficult decisions may not be ready for the target role. Observe prioritization, accountability, and escalation.
- Equating tool fluency with leadership. Select for the ability to make collaboration effective, not for knowledge of a particular platform.
- Offering opportunities informally. If only already-visible employees receive stretch assignments, the process reproduces the original visibility bias. Publish opportunities and use consistent selection criteria.
- Failing to reassess. A successful assignment is evidence for that context, not a permanent verdict. Review performance as team size, interdependence, responsibilities, and work type change.
Make the promotion decision evidence-based
Maintain a concise evidence record for each candidate: assignments led, responsibilities clarified, communication artifacts, examples of relationship building, feedback themes, responses to setbacks, and changes observed after coaching. Separate facts (“published a decision log after each meeting”) from interpretations (“is organized”).
Before deciding, ask whether the candidate has practised the responsibilities of the target role, whether collaborators experienced clearer coordination and stronger trust, and whether the person adapted behavior to the team’s work. If evidence is mixed, make the next development assignment explicit instead of treating uncertainty as a reason to exclude the employee.
Remote leadership potential is best understood as a pattern that becomes clearer through fair opportunities, relevant observation, and feedback. Managers can improve decisions by making work visible in useful ways, developing both task and relationship capabilities, and judging progress against the demands of the team the employee may lead.
