Loot boxes are in-game purchases or rewards that reveal randomized items: you pay, use virtual currency, or earn access, then find out what you received only after opening. That uncertainty can make it harder to judge the value of each purchase, particularly when real money is converted into game currency or when a desired item is available only through repeated chances. This can encourage some players to spend more than they intended, but it does not mean every player overspends or that loot boxes inevitably cause gambling problems.
What a loot box is and how it works
A loot box is a container, pack, chest, or similar feature that gives a player one or more randomized items. The defining feature is uncertainty: before opening it, the player does not know exactly which reward will appear. The Federal Trade Commission put the point plainly in its 2019 consumer guidance: “And you won’t know what you’re getting until you open it.”
The reward pool is determined by the game. It may include cosmetic items such as outfits or visual effects, items that help a player progress, or content that affects competition. Not every randomized reward is useful to every player, and receiving an item from a box is not the same as choosing that item from a store.

Games can make boxes available in several ways. A player might earn one by playing, buy one directly, or spend virtual currency to open it. Currency may also be earned through play or purchased with real money. A game can combine these routes, so a player may earn some boxes and pay for others, or use a mixture of earned and purchased currency. A game may also sell other items or services alongside loot boxes; a randomized box is only one possible part of its purchase system.

How the payment path changes what the player sees
A direct cash price makes the money exchanged for a purchase visible at the point of decision. A virtual-currency price adds a conversion step: the player must relate the token cost of a box to the real money spent to obtain those tokens. The relationship may be less intuitive if currency is sold in bundles rather than in an amount that exactly matches the box price. The purchase still has a real-money cost when the currency was bought, even if the opening screen displays only tokens.
Some currency may have been earned without spending money, so not every opening represents a new cash purchase. The important distinction is whether the player is using an earned balance, a balance bought with money, or a mix. That distinction can be easy to lose when both kinds of currency appear in the same account.
Why loot boxes can make spending harder to track
A conventional purchase exchanges money for a known item. A loot box exchanges money or currency for a chance at an unknown item. If a player wants one particular reward, opening a box may not deliver it. The next opening is another uncertain purchase, not a guaranteed step toward receiving the item unless the game explicitly provides such a guarantee. Players should check the specific game’s rules rather than assume that repeated openings will eventually produce a desired reward.
This structure can make it tempting to keep trying: the desired item remains unavailable, while another opening offers another chance. That is a possible decision-making risk, not an inevitable response. It matters most when a player has not set a clear budget, does not know the real-money cost of the currency being spent, or mistakes repeated attempts for a predictable route to a specific outcome.

The US Federal Trade Commission has also warned that children may find it difficult to keep track of spending after money has been converted into game currency and may not understand their chances of obtaining desired items. A token balance can make each opening feel separate from the earlier decision to buy that balance. That makes clear prices and understandable probability information useful, particularly for younger players and the adults who manage their accounts.
What the UK survey says about payment methods
The UK Gambling Commission’s Young People and Gambling 2024 report asked young people who had paid to open loot boxes, packs, or chests how they had paid. Among those surveyed purchasers, 58% said they had used virtual currency obtained without spending money; 54% said they had used virtual currency bought with money; 51% said they had used money from their own bank account; 50% said they had used a gift card; and 36% said they had used money from someone else’s bank account.
These were multiple-response results: a respondent could name more than one payment method. They do not total 100% because the categories overlap. The figures describe payment routes among surveyed young people who had paid to open these items; they do not show the average amount spent, how often a typical young person opens boxes, or what share of all young people bought them. In particular, the 58% figure for currency obtained without spending money does not mean that 58% of all loot-box openings are free.

The UK government’s 2022 response recounted an industry-association-commissioned survey in which 7% of video-game players reported paying for a loot box during the 12 months to December 2020, and 10% of overall monthly player spend on games was attributed to paid loot boxes. It also reported that 2.5% of games rated by PEGI from August 2020 to May 2022 received a relevant descriptor. Those historical measures have different populations, dates, and scopes from the Gambling Commission’s 2024 payment-method survey; none should be presented as a current estimate of average player spending or present-day overspending.

Do loot boxes count as gambling?
There is no single answer that applies to every game and jurisdiction. In UK government materials, loot boxes have generally fallen outside gambling regulation when their prizes do not ordinarily have real-world monetary value outside the game. That is a description of the UK legal context, not a universal rule, and it does not settle every product’s status.
The details of a particular reward and how it can be used or transferred can matter to legal analysis. A prize that is confined to a game may raise a different question from an item that can be transferred or exchanged for money. Rules also differ across countries and may change. A player or parent with a legal question should check the rules that apply where they live and the terms and transfer features of the specific game, rather than relying on the label “loot box.”
Calling a mechanic “gambling” in everyday conversation is also not the same as establishing that it meets a legal definition. The useful practical questions remain whether money is being spent, whether the reward is uncertain, whether the item has value or can be transferred outside the game, and what protections apply in that location.
What evidence says about harm—and what it cannot prove
The UK government has reported an association between buying loot boxes and problem gambling. It has also discussed possible financial, mental-health, and problem-gaming harms, with potential risks considered greater for children and young people. An association means that the behaviors occur together in the evidence examined; it does not establish that buying loot boxes causes problem gambling. The government has said the research had not established causality.

That distinction matters because games may combine randomized rewards with other purchase features, retention strategies, and analytics. A relationship between box purchases and a harmful outcome does not by itself identify which feature caused the outcome, or whether another factor influenced both. It would therefore be inaccurate to say that every loot box causes addiction, or that every purchaser is experiencing harm.
The evidence also does not support treating old market estimates as a current measure of what players spend. The Gambling Commission’s Advisory Board for Safer Gambling noted a lack of empirical data on actual spending and annual spending by age group. A payment-method survey can show how a defined group reported paying, but cannot fill that gap. A 2025 UK rapid evidence review concerned skins gambling and discussed links between loot-box engagement and later skins-gambling activity; it is not proof that loot boxes cause gambling disorders. The report also stated that its findings and recommendations did not represent UK government policy.

The UK Department for Culture, Media and Sport describes an industry-led guidance framework developed through a technical working group. Its stated measures include making paid loot boxes unavailable to under-18s unless a parent or guardian enables access with consent or knowledge; providing spending controls; disclosing probabilities clearly; and making refund arrangements fair and clearly communicated. These are UK guidance and policy measures, not a guarantee that every game follows them or a global legal standard. The government has also noted that the guidance does not cover the entire UK games sector.
In practice, the available controls depend on the game, platform, account setup, and location. A game may provide its own spending settings, while a platform or account may have separate purchase approvals or limits. Probability information may be shown in the game, but players should check what it says about the specific item pool and whether the odds are clear enough to understand before paying.

A practical checklist before opening a box
Use these questions to make the cost and trade-off visible before deciding whether to spend:
- What is the real-money cost? If the box costs virtual currency, check the price of the currency bundle and work out what portion of that purchase the opening represents. If some currency was earned, distinguish that balance from currency bought with money.
- Are the probabilities published? Look for the game’s probability disclosure and read which items or rarity categories it covers. Do not assume that an advertised category guarantees a particular item within it.
- Can you buy the item directly? Check whether the desired item is sold for a known price elsewhere in the game. If it is not, decide whether the randomized chance is worth the cost without assuming that another opening will produce the item.
- Does the reward affect play? Consider whether the items are cosmetic or can affect progression or competition. That distinction may change how important the reward feels, but it does not change the uncertainty of the opening.
- Is the purchase optional? Check whether opening boxes is necessary for the experience you want, or whether you can continue playing without paying for them.
- What limit will you use? Set a spending limit before opening anything. A limit based on money, number of openings, or both can prevent the decision from being reset after each disappointing result.
- What controls and refund rules apply? Check the game and platform settings for purchase approvals and spending limits, and read the refund terms before buying currency or opening a box.
For parents and guardians
Review the child’s age and purchase settings, whether an adult must approve purchases, and whether the account has a spending limit. Check which payment methods are saved and whether the child can use a gift card or another person’s account. Ask the child to show how the game prices boxes and where it displays probabilities; that can make the currency conversion and the uncertain result easier to discuss. Refund eligibility depends on the game, platform, and location, so consult the applicable terms rather than assuming an opening can be reversed.
How to compare two game systems
There is no single ranking of loot-box systems that applies to every player. If you are deciding whether a particular game’s system is acceptable for you or your family, compare the features that determine how clear and controllable the decision is:

How to think about the decision
A loot box is not simply a low-priced way to buy a specific item: it is a purchase or earned reward whose contents are unknown until opening. The most useful way to evaluate one is to separate three questions: what it costs in real money, how uncertain the desired result is, and whether the reward is worth having even if it is not the item you hoped for. If those answers are unclear, waiting or not opening the box is a reasonable choice.
