Lido DAO is controlled by LDO voting power. Governance discussion and signaling normally begin in the forum and Snapshot, while decisions that must change contracts or move funds proceed to Aragon for an on-chain vote. Easy Track handles routine, low-impact operations unless enough LDO holders object. After an Aragon protocol action passes, Dual Governance gives stETH holders a way to delay execution. Lido’s official materials describe treasury controls and individual spending decisions, not one fixed annual DAO budget.
What Lido DAO governance controls
Lido DAO governs the liquid-staking protocols by using the voting power of LDO holders. Lido’s documentation describes responsibilities that include setting protocol fees, assigning node operators and oracle members, approving upgrades, and authorizing spending from service fees. In practical terms, a governance decision can affect how the protocol operates, who provides critical infrastructure, and which research, development, liquidity-incentive, or upgrade work receives funding.
LDO is the governance asset. stETH represents a staking position in the protocol, but it is not the token used for ordinary Lido DAO voting. stETH holders receive a separate protection later in the process through Dual Governance, described below.
The three decision paths at a glance

These are governance settings rather than permanent protocol constants. The live Lido governance page and portal should be checked before relying on any threshold, cadence, limit, or delay.

How a proposal moves from discussion to execution
1. Discussion and drafting
Proposals are normally discussed in Lido’s research and governance forum first. Participants can question the rationale, request technical or financial details, and suggest changes before a formal vote. This stage is where a spending request can be narrowed, a parameter change can be specified, or an operational role can be assigned more precisely.
2. Snapshot signaling
The proposer creates a Snapshot proposal after the draft is ready and meets the creation requirement shown in the table. Snapshot records LDO-weighted preferences off-chain. It is useful for measuring support and refining a decision without immediately sending a transaction to the blockchain. A passing Snapshot result is therefore a signal, not an executable transfer or contract call.
Snapshot voting is generally organized on a monthly cadence. A voter should check the proposal’s stated start and end times, the choices offered, and whether the text says that a later Aragon vote is required. Delegation is available: an LDO holder can assign voting power to another address while retaining custody and the ability to transfer the tokens.
3. Aragon on-chain vote
When a decision needs blockchain execution, the approved off-chain signal can proceed to Aragon. Aragon measures the LDO participation required for passage and records the result on-chain. The first phase accepts yes or no votes. During the later objection phase, voters can object or change an earlier yes to no. This second phase is important because a voter who supports an action initially can still oppose it after reviewing the final on-chain proposal.

4. Execution and additional safeguards
An Aragon result is not always the final moment before a protocol change takes effect. Protocol actions enter Dual Governance, which gives stETH holders an opportunity to register opposition and extend the execution delay. Treasury transfers and other actions follow the execution path specified in the approved proposal. The transaction, destination, amount, and any operational limit should be checked against the on-chain proposal before execution.
Snapshot versus Aragon: what the difference means
The two systems answer different questions. Snapshot asks, “Does the LDO-governed community support this proposal as written?” Aragon asks, “Has the required on-chain participation and majority been reached so that the specified blockchain action can proceed?” A Snapshot majority cannot by itself move tokens or alter a contract. Conversely, an Aragon vote should be read in the context of the proposal that it executes, not as a general opinion poll.
Snapshot is comparatively lightweight and is used for recurring community coordination. Aragon is slower and more formal because it must satisfy quorum and majority rules and produce an executable on-chain result. A proposal can therefore have strong Snapshot support yet fail to reach the on-chain participation requirement, or an Aragon vote can differ if voters change their positions during the objection phase.
How Aragon’s passage rule works
Aragon passage combines participation and preference. The yes side must reach the stated share of the entire LDO supply, not merely a share of the tokens that happened to vote. It must also win a simple majority among participating voting tokens. Both conditions matter: a proposal can have more yes than no among voters and still fail if total yes participation is below quorum.

The five-day schedule has two parts. The 72-hour main phase is the normal voting period. The subsequent 48-hour objection phase gives participants time to challenge the action or reverse a yes vote. Anyone reviewing a result should wait for the complete period and confirm that the proposal is marked passed before treating it as executable.
Easy Track for routine operations
Easy Track is an optimistic mechanism for actions considered routine or low impact. Instead of requiring a full Aragon vote every time, an eligible motion is published with its permitted action and operating limit. It passes automatically if the objection window closes without sufficient opposition.
The mechanism is deliberately reversible during that window: an objection meeting the stated LDO threshold escalates the item to a full Aragon process. That makes Easy Track different from an informal administrator approval. It is a governance-controlled shortcut with a defined challenge route. Voters should inspect the factory or motion limit, the beneficiary or destination, and the period for which the limit applies rather than judging an item only by its headline.

How Lido treasury spending and budgets work
Lido’s service fees accumulate in infrastructure controlled by the DAO. Spending is authorized through governance proposals, treasury transfers, and operational limits. The reviewed official materials do not provide one consolidated annual DAO budget figure. A limit attached to a factory or a one-time transfer is a control on a particular activity, not a statement of total yearly spending.

Because limits and authorizations can change, readers should inspect the current governance portal for the proposal text, approval status, destination address, asset, and applicable time window. Treating every approved limit as an expense would overstate what the DAO has actually disbursed.
How to vote with LDO
- Hold or receive voting power. Keep LDO in a wallet or use delegation. Delegation changes which address casts the vote; it does not transfer ownership of the tokens.
- Read the forum draft. Identify the requested parameter change, node-operator or oracle assignment, upgrade, transfer, or spending limit. Check whether the proposal is informational, a Snapshot signal, or intended for later on-chain execution.
- Review the Snapshot choices. Connect the wallet or use the address to which voting power was delegated, then inspect the proposal’s text, choices, and closing time. Cast the choice that matches your position before the seven-day period closes.
- Follow through to Aragon when required. Locate the corresponding on-chain proposal and compare its transaction details with the Snapshot text. Vote during the main phase, and revisit the proposal during the objection phase if new information changes your view.
- Verify completion. A passed vote may enter Dual Governance or another execution queue. Confirm the recorded result and any delay before assuming that a parameter changed or a transfer settled.
Delegation is useful when an owner cannot monitor proposals regularly or wants a specialist to cast votes. The owner can retain custody and transferability, while the delegate becomes the address that expresses the delegated voting power.

They do not use stETH for the ordinary LDO voting thresholds. Their documented safeguard begins after an Aragon protocol action passes: the action enters Dual Governance, every proposal has a minimum three-day delay, and stETH holders can register opposition to extend that delay. If no objection is registered, the proposal is scheduled and becomes executable after a further 24 hours.

This gives stETH holders time to react to a protocol action before execution. The documented mechanism establishes opposition and delay rights; it does not, in the materials cited here, establish a permanent veto or an automatic cancellation of every proposal. The exact state of a live proposal, including whether an opposition has been registered and how long the delay has become, must be checked in the current governance interface.

A dated example of the execution timeline
Lido’s official timeline records DAO approval of the Dual Governance implementation and parameters on 8 May 2025, on-chain approval on 30 June 2025, and mainnet activation on 4 July 2025. These dates illustrate that a governance design can pass through separate community, on-chain, and deployment milestones rather than becoming active at the instant of the first vote.
Common voting and treasury mistakes
Confusing a Snapshot result with execution
A Snapshot outcome is off-chain signaling. Look for the linked or corresponding Aragon action when a proposal requires a contract call, parameter update, or treasury transfer.
Reading quorum as voter turnout
The Aragon requirement is measured against total LDO supply for the yes side, while the majority test compares participating voting tokens. Those denominators are different, so a high yes percentage among voters does not guarantee passage.

Ignoring the objection phase
A yes vote during the main phase is not necessarily final. The later phase allows objections and changes, so wait for the complete schedule and final status.
Calling a limit an annual budget
An Easy Track factory ceiling or a one-time multisig transfer describes a bounded action. It does not disclose the DAO’s total yearly income, reserves, or spending.
Forgetting delegated power
If voting power was delegated, the owner’s wallet may not be the address that can vote. Check the delegation record and the delegate’s activity before concluding that a vote is unavailable.
What to verify before relying on a threshold
- Whether the proposal is on Snapshot, Aragon, Easy Track, or in Dual Governance.
- The current proposal-creation minimum, quorum, majority rule, objection threshold, and timing displayed by the live interface.
- The exact asset, amount, recipient, contract call, and operational limit in a treasury or upgrade proposal.
- Whether the action has completed its objection or execution delay.
- Whether voting power is held directly or delegated.
Governance parameters are adjustable settings. The figures in this article describe the documented framework and examples, while the live Lido governance page and portal determine the requirements for a particular vote.
