Automatic license plate reader (ALPR) cameras photograph vehicles, use optical character recognition to interpret the registration mark, and create a record linking that mark to a time and place. Depending on the system, the record may also include images of the vehicle and plate. Retention, access, and sharing are not universal: they are set by the jurisdiction, agency policy, contracts, and technical design. An ALPR observation identifies a vehicle registration event, not automatically the driver or passengers.
What an ALPR system records
In the UK Home Office’s National ANPR standards, version 3.5 (updated July 29, 2026), the core event is defined this way: “An ANPR (automatic number plate recognition) READ places a VRM (Vehicle Registration Mark) at a specific location and time.” The VRM is the registration mark printed on the plate. In everyday terms, each read is a timestamped location observation associated with a plate.
The New Zealand Police manual describes ANPR as technology that automatically reads motor-vehicle number plates using optical character recognition (OCR). OCR converts the characters in an image into machine-readable text. A system can then compare the read with databases or search it later, subject to the rules governing that installation.
Alexandria, Virginia, describes the fields in its ALPR observations as the plate number, date and time, location, and an image of the vehicle and plate. Its public explanation also states: “Personal identifying information (PII) about the driver or occupants of a vehicle is not captured by an ALPR.” That distinction matters. A plate read can show that a particular vehicle was observed at a location; it does not, by itself, establish who was driving or who was inside.

Not every deployment captures the same image, metadata, or confidence information. Fixed roadside cameras, mobile units, and systems integrated with existing CCTV can have different views, lighting, and technical fields.
How the collection and reading process works
1. A camera detects a passing vehicle
ANPR cameras can be static installations, movable units, multi-lane cameras, mobile cameras, covert cameras, or cameras integrated with CCTV. The UK national documentation lists all of these source types. A private-property installation may use a different design from a police-operated roadside system, and a camera can be aimed at one lane or several.
2. Software captures an image and reads the plate
The camera records an image as a vehicle enters its field of view. OCR analyzes the plate characters and produces a candidate registration mark. Lighting, rain, dirt, unusual fonts, angle, speed, and occlusion can affect the result. Agencies may retain the image so an authorized user can check the read rather than relying only on the text string.

3. The system adds time and place
The software attaches the camera’s location and the event time to the registration mark. That combination creates the searchable observation. A series of reads can show where the same registration mark was seen by that system, but it still does not prove the identity of a driver or passenger.
4. The observation is transmitted or stored
Some cameras send records to a local server; others upload them to a central or national service. Mobile units may store reads temporarily and transmit them later. The UK National ANPR Service data-protection impact assessment (DPIA) describes mobile reads being transferred within 48 hours. The same DPIA says third-party suppliers provide software and national data storage, while authorized police and law-enforcement staff perform the system’s data processing.

5. Authorized users search or receive alerts
A system can support a search for a registration mark, a time range, or a geographic area, and some systems compare reads with lists connected to an investigation or vehicle of interest. Whether a user may perform a search, see an image, export a record, or share it depends on that system’s permissions and policy.
Where the data is stored
Storage architecture determines who technically holds the records and how quickly they can be made available. A local police system may retain data on agency-controlled equipment. A regional or national service may pool reads from many cameras. A contracted provider may host the application or storage while the public agency remains responsible for its operational use. These arrangements can coexist: a camera owner and a law-enforcement recipient can be separate controllers with separate databases.

The UK standards require access, retention, and management of National ANPR Capability data to be compatible with applicable legal obligations. Systems that are not operated by law-enforcement agencies and do not submit data to that national capability fall outside those particular standards.
Storage location is therefore a practical question for a local policy: Is the record kept on the camera, at an agency facility, in a national service, or with a contractor? The answer affects security controls, deletion mechanisms, legal requests, and which organization must respond to a person seeking information.
How long ALPR data is kept
There is no single worldwide retention period. The following are documented examples, not a universal schedule.

Deletion can have exceptions. The UK DPIA allows national data to be preserved under criminal-procedure provisions, so an ordinary schedule does not necessarily control records placed under a lawful hold. A policy should also explain whether backups, exported case files, alerts, or manually saved images follow the same deletion clock. If it does not, the headline retention period may understate how long copies remain.

Access is commonly role-restricted and purpose-limited, but the exact roles and approval steps vary. The UK framework limits National ANPR Capability access to approved organizations. Its DPIA says staff access depends on role and authorization; access for priority and volume investigations is generally limited to 90 days after entry, with specified exceptions and controls. A user may therefore be able to view a record for an active investigation without having a general right to browse all historical reads.
Good governance distinguishes the ability to operate a camera from the ability to search the database, download an image, or disclose a result. Policies can require a documented investigative purpose, supervisor approval, a case number, or restrictions on searches involving sensitive locations. They can also log every query so improper browsing can be investigated.
Alexandria Police says it audits internal ALPR activity every 30 days, reviewing who accessed the system, when, and the recorded search purpose. That is a local example, not a standard frequency everywhere. When evaluating another agency, look for the actual audit interval, the fields logged, who reviews the logs, and what happens after a violation.
How agencies share ALPR data
Sharing between law-enforcement agencies
Interagency sharing can occur through a shared database, a formal query agreement, a data export, or a request for a particular image. Scope matters: an agency may share only records tied to a case, only with named partner agencies, or all reads through a regional or national capability. The UK standards set conditions for disclosure and describe arrangements in which a non-law-enforcement equipment owner and a law-enforcement recipient are separate controllers storing data in separate databases.

A February 2020 California State Auditor report surveyed agencies that used ALPR. It found that 73 percent, or 168 agencies, reported sharing ALPR images with other law-enforcement agencies. None of the surveyed agencies reported selling images to law-enforcement or public agencies. The report also found that surveyed retention periods varied, with most between six months and two years. These figures describe that 2020 survey and should not be treated as a current percentage for every department.
Contractors and technical providers
A contractor may supply cameras, recognition software, hosting, maintenance, or storage. In the UK DPIA’s terminology, a vendor can act as a processor while the public bodies remain controllers for their operational responsibilities. That division should be visible in the contract: who may access raw images, where servers are located, how subprocessors are used, what security controls apply, and how data and backups are deleted when the service ends.
Disclosures outside routine operations
Policies may permit disclosures required by law, court process, public-safety exceptions, or approved investigative cooperation. A reader should check the specific jurisdiction’s policy rather than assume that a “shared” system makes every record available to every agency. The relevant questions are which organizations are eligible, what purpose must be documented, whether the receiving agency can retain a copy, and whether the originating agency is notified.

It can create a history of vehicle observations when the same registration mark is read repeatedly, but it is not inherently a continuous GPS tracker. Coverage depends on where cameras are installed, whether the vehicle passes them, whether a plate is readable, and how long records remain searchable. A camera cannot report a vehicle that never enters its view, and a read normally identifies the registration mark rather than the person driving.
That limitation does not make the data trivial. A dense network, long retention period, broad search capability, or routine sharing can make vehicle movements easier to reconstruct. Conversely, sparse coverage, short deletion schedules, strict query purposes, and audited access reduce the opportunities for retrospective tracking. Whether a particular system amounts to extensive location monitoring is therefore a question about deployment and policy, not just the presence of a camera.

How to evaluate a local ALPR policy
When an agency publishes a policy, dashboard, contract, or privacy assessment, check these six dimensions:
- Fields and images: Identify whether the system stores the plate text, a vehicle or plate image, camera location, timestamps, confidence information, and any linked alert data.
- Storage and control: Find out whether records stay local, move to a regional or national service, or are hosted by a contractor; identify each controller and processor.
- Retention and exceptions: Look for the ordinary deletion deadline, legal holds, case-file exports, backups, and rules for corrected or disputed reads.
- Query permissions: Determine which roles may search, what purpose or case documentation is required, and whether searches of broad areas or long periods need extra approval.
- Sharing: List partner agencies, government bodies, vendors, and any mechanism for receiving or sending records; check whether recipients may retain copies.
- Audits and transparency: Check query logs, review frequency, violation procedures, public reports, complaint channels, and whether the agency publishes usage statistics.
These questions are more informative than asking only whether an agency “has ALPR.” Two agencies can use similar cameras while imposing very different limits on storage, searching, and disclosure.
Jurisdiction and policy caveats
ALPR rules are jurisdiction-specific and can change. Ontario’s privacy regulator notes that its December 2024 guidance on police use of automated licence plate recognition is under review because provincial public-sector privacy laws changed in 2026; anyone relying on that guidance should check the page’s current status and the law in force. The UK examples above concern national law-enforcement systems and standards. The Illinois and Alexandria examples are local policies. Private-property systems may not be covered by police standards at all.
For a definitive answer about a particular camera network, read the operating agency’s current policy and public records, then confirm which law applies to the camera owner, the database host, and any agency receiving a copy. Retention numbers and sharing practices should always be attributed to that system, location, and publication date.
A simple example of the data path
- A vehicle passes a fixed or mobile camera.
- The camera captures an image and OCR produces a candidate plate number.
- The system records the number with the observation time and camera location, and may retain the image.
- The record is stored locally or transmitted to a contracted, regional, or national service.
- An authorized user searches it for a documented purpose, or the system compares it with an approved alert list.
- The record is deleted on the applicable schedule unless a lawful exception, such as a criminal-procedure preservation request, applies.
At no step does the basic read automatically identify the driver or occupants. Additional investigative evidence would be needed to make that connection.
