Landlocked countries normally export natural gas through international pipelines, not ships. A pipeline links the producing country’s treatment and compression facilities to a neighboring or transit state’s transmission network and then to a foreign utility, industrial customer, storage site or city-gas system. The exporter needs transit rights, interconnection capacity, compatible gas quality, metering, compression and a sales, transit or swap agreement. LNG is only one possible delivery method, and it is not a prerequisite for cross-border gas trade.
The basic answer: export the gas as a molecule through a pipeline
A country without a coastline can still sell large volumes of methane if a connected pipeline corridor reaches a regional market. The route may cross one or several foreign states. At the border, the exporter hands gas into an interconnected transmission system under a transportation contract or a broader supply agreement. The receiving network then carries it to a power station, factory, storage facility or local distribution grid.
This model is different from LNG trade. LNG requires a liquefaction plant, cryogenic storage, loading facilities, specialized ships and a receiving terminal that regasifies the cargo. Pipeline exports keep the gas in gaseous form and move it continuously under pressure. They are most practical where a producing field is near an existing network or where neighboring countries can provide a reliable corridor to demand.

1. Production and gas treatment
Raw gas from a field contains water vapor and may contain hydrogen sulfide, carbon dioxide, nitrogen, heavier hydrocarbons and other contaminants. Processing plants separate liquids and remove impurities so the gas meets the receiving pipeline’s specification. Water removal prevents hydrates and internal corrosion; sulfur and carbon-dioxide limits protect equipment and ensure that the delivered gas has an agreed heating value. Treatment also stabilizes pressure and flow before the gas enters the export system.

2. Compression for long-distance transport
Friction causes pressure to fall as gas travels. Compressor stations periodically raise the pressure again, allowing a large-diameter line to move gas over hundreds or thousands of kilometres. Stations use compressor units, coolers, valves and control systems, and they consume some fuel or electricity. A producer must size compression for expected flow, pressure at the field and at the border, elevation changes, seasonal demand and the operating limits of every transit network.
3. Interconnection, transit and metering
The export line must physically connect to another country’s transmission system. Interconnection agreements define the tie-in point, pressure range, nomination procedures, balancing rules, maintenance windows and responsibility for failures. Transit contracts set the route, reserved capacity, tariff and duration. Fiscal or governmental agreements may be needed when the pipeline crosses several jurisdictions.
Custody-transfer meters measure the quantity and energy content entering and leaving each network. Operators also monitor pressure, temperature, flow, odorant and composition. The meter readings determine invoices, imbalance charges and whether the gas met the contract’s quality specification.

At the destination, gas can enter a national grid, an underground storage site, a power plant, an industrial facility or a city distribution system. The sale may be a direct physical delivery or a portfolio arrangement in which an exporter supplies gas at one point while a buyer receives an equivalent quantity elsewhere. In the latter case, transport operators and traders reconcile the quantities and fees under a swap or back-to-back contract.

Why a pipeline can cross countries without the molecules following the paperwork
Gas molecules mix inside a transmission network. A buyer in a destination country may receive molecules that physically originated in several fields, while the producer receives credit for an equivalent quantity injected at an agreed entry point. A swap can therefore avoid an unnecessary detour. For example, a producer might inject gas into a neighboring network and have a partner deliver an equivalent volume closer to the final customer. The contracts still specify volume, energy, quality, delivery point and balancing responsibility.
Transit dependence creates exposure to tariffs, congestion, political disputes, sanctions, maintenance outages and changes in the transit country’s domestic demand. A route that exists on a map is not automatically available to every shipper, nor does its name prove that it is operating at full capacity.
Kazakhstan: a landlocked producer linked to two regional corridors
Kazakhstan illustrates how inherited infrastructure and geography can substitute for an LNG terminal. The U.S. Energy Information Administration describes its gas-export system as integrated with regional Caspian routes through Soviet-era networks. Two major directions are the Central Asia–Centre system toward Russia and the Turkmenistan–China system crossing Kazakhstan toward China. Both corridors can also carry Turkmen and Uzbek gas, so the infrastructure functions as a regional network rather than a single-country pipe.

Uzbekistan: exporting through a transit-country chain
Uzbekistan demonstrates an even more direct transit challenge. A World Bank report notes that Uzbekistan is landlocked and shares no border with China or Russia. To reach those markets, it must send gas through other countries. The Central Asia–China pipeline connects Turkmenistan to China through Uzbekistan and Kazakhstan, making the two transit states essential links between the producer and the Chinese market.
In this arrangement, Uzbekistan can be a producer, a transit state, or both, depending on the section and contract. Each role has different obligations: a producer must meet supply and quality commitments; a transit operator must provide capacity and safe operation; and a shipper must nominate volumes and pay the applicable tariff. Blending and swaps can make the commercial path different from the physical path, but the network still requires measured entries and exits.
How a country would develop a new pipeline export project
- Confirm market and route feasibility. Identify a buyer or group of buyers, estimate annual and seasonal demand, and map routes to existing transmission systems. Compare distance, terrain, border crossings, compressor requirements and political conditions.
- Prove deliverable supply. Match field production, processing capacity and domestic obligations against the export volume. Reserve fuel for compressors and account for maintenance and seasonal swings.
- Set gas-quality specifications. Agree limits for water, sulfur, carbon dioxide, nitrogen, hydrocarbon dew point, heating value and pressure with every connected operator.
- Secure transit and interconnection rights. Negotiate entry and exit points, firm or interruptible capacity, tariffs, balancing rules, nomination deadlines, outage procedures and liability for non-delivery.
- Design treatment and compression. Size dehydration, sulfur removal, metering, compressors, coolers, valves and control systems for the route’s pressure profile and flow range.
- Obtain permits and financing. A cross-border line requires land access, environmental approvals, construction permits, customs arrangements and financing that reflects long payback periods and transit risk.
- Build, test and commission. Install the line and stations, pressure-test and inspect the pipe, calibrate custody meters, verify communications and run controlled commissioning flows.
- Operate under balancing and reporting rules. Submit daily nominations, measure energy at each custody point, reconcile imbalances and publish maintenance or emergency notices. Review capacity and contract performance as market conditions change.
What can replace a trunk pipeline when one is unavailable?
A technical review identifies several monetization routes besides pipelines and LNG. None is a universal substitute: each needs its own plant, energy supply, logistics chain and buyer.
Compressed natural gas (CNG)
CNG is gas compressed into high-pressure containers and moved by road, rail or specialized marine transport. It can serve smaller or shorter-distance markets where a full pipeline is uneconomic or would take too long to build. CNG requires compression, certified cylinders or trailers, loading and unloading stations, safety systems and a dependable return-logistics plan. Its practical volume is much lower than that of a large trunk pipeline, so it is generally a niche or bridging option.

Gas-to-wire
Gas-to-wire burns the gas in a power plant and exports electricity through a regional transmission grid. This avoids transporting methane across borders, but it requires generation capacity, fuel handling, a high-voltage connection and a buyer able to accept electricity. Transmission losses, grid congestion and power-market rules become part of the commercial equation.
Gas-to-liquids
Gas-to-liquids converts methane into liquid fuels or chemical feedstocks. The conversion plant is complex and energy-intensive, and the project needs a market for the resulting products. It may make sense where gas cannot reach a pipeline market but products can be shipped, yet it is no simple substitute for direct gas sales.
Gas-to-solids and gas-to-commodity
Gas-to-solids concepts include hydrate-like products that could be transported in a solid form, although they require specialized technology and handling. Gas-to-commodity uses gas as an input to make methanol, fertilizer, cement, metals or other products. These routes export embodied energy or materials rather than methane, shifting the project’s risks toward processing, feedstock prices, product demand and industrial logistics.
Comparing export strategies
| Option | What crosses the border | Best fit | Main requirements and risks |
|---|---|---|---|
| International pipeline | Gaseous methane | Large, steady volumes and a connected regional market | Transit rights, treatment, compression, metering, long-term contracts and exposure to cross-border disruption |
| CNG by road or rail | Compressed methane in containers | Smaller volumes, shorter routes or temporary supply | High-pressure equipment, repeated loading, safety controls and limited scale |
| LNG via a third-party terminal | Liquefied methane on ships | Access to distant markets when a coastal partner provides liquefaction and regasification | Liquefaction, terminal slots, ships, storage and exposure to global shipping and LNG prices |
| Gas-to-wire | Electricity | Nearby power grid with demand and transfer capacity | Power plant, high-voltage lines, grid rules and electricity-market volatility |
| Gas-to-liquids or gas-to-commodity | Fuels, chemicals, construction materials or metals | Industrial projects with buyers for finished products | Large conversion plants, energy use, product-market risk and specialized logistics |
The decisive comparison is not simply distance to the sea. Developers weigh distance to demand, available corridors, gas volume and pressure, treatment and compression costs, political and tariff risk, contract duration, the number of potential buyers and whether the project exports molecules, electricity or converted products.

How common is pipeline-based international gas trade?
The International Monetary Fund stated in a 2015 book chapter that “Internationally traded natural gas, however, is largely transported by international pipelines (69 percent); the remaining 31 percent is transported by ships as liquefied natural gas (LNG).” That split is a dated global statistic, not a current annual balance, but it shows why a coastline is not a prerequisite for gas exports.
The same 2015 chapter identified seven of 44 landlocked countries as exporting oil or gas at that time: Azerbaijan, Bolivia, Chad, Kazakhstan, South Sudan, Turkmenistan and Uzbekistan. The count describes that historical sample and should not be treated as a current ranking or proof that each country exports gas today.
Operational and political pitfalls
- Capacity is not throughput. A pipeline’s nameplate capacity can exceed actual flows because of supply shortages, domestic demand, pressure limits, maintenance or uncontracted space.
- Transit rights can be more important than pipe diameter. A technically adequate line is unusable without firm capacity, permits, compatible operating rules and a tariff that leaves the project economic.
- Quality mismatch can stop deliveries. Gas that fails water, sulfur, carbon-dioxide, heating-value or hydrocarbon-dew-point limits may need additional treatment or blending before acceptance.
- Single-corridor dependence increases vulnerability. A border closure, compressor failure, sanctions measure or political dispute can interrupt exports even when production is available.
- Contracts must cover imbalance and force majeure. Daily nominations, curtailment priority, outage notice, meter disputes and emergency substitution should be explicit rather than left to informal practice.
- Ownership is not visible from the flow direction. Mixed gas and swaps mean that the country where a molecule is consumed is not necessarily the country where the molecule was produced.
A practical checklist for evaluating a landlocked export plan
- Is there proven, treated gas after domestic demand and compressor fuel are deducted?
- Which neighboring networks can physically receive the gas, and do they have firm capacity?
- How many borders must be crossed, and who controls each permit and tariff?
- Do all operators accept the same pressure, composition and heating-value range?
- Where are custody meters, compressor stations, storage sites and emergency shutoff points?
- Is the buyer committed for a term long enough to support construction finance?
- Can swaps or multiple corridors reduce dependence on one transit state?
- What is the fallback if the pipeline is delayed: CNG, gas-to-wire, third-party LNG access or conversion into another commodity?
- Are the cited capacities and operating arrangements current, or are they historical reference figures?
A landlocked country therefore exports natural gas by becoming part of a regional transport system. Its competitive advantage comes from reliable supply, compatible treatment and compression, secured transit and a creditworthy buyer—not from owning a coastline. LNG can broaden the options when a coastal partner is available, but a well-connected pipeline remains the standard way to move large volumes of gas across borders without an LNG terminal.
