Japan’s Ministry of Finance decides whether to intervene in the foreign-exchange market; the Bank of Japan carries out the instructed trades using government funds. Selling yen and buying foreign currency is intended to push against yen strength, while buying yen with foreign currency is intended to push against yen weakness. Neither action guarantees a lasting exchange-rate move: the result depends on how markets interpret the operation and on the economic and policy forces already shaping exchange rates.

Who decides, and who places the trades?

The Finance Minister, acting for Japan’s Ministry of Finance (MOF), decides whether intervention is necessary and instructs the Bank of Japan (BOJ) to act. The BOJ monitors market developments and supplies relevant information to the MOF, but it is not the authority that independently decides to intervene. The BOJ’s institutional account describes the arrangement as the government instructing the Bank when the Finance Minister judges intervention necessary because of rapid fluctuations in the yen.

Once instructed, the BOJ acts as the government’s agent. It concludes foreign-exchange transactions through dealers with major participants in the interbank market, including financial institutions and foreign-exchange brokers. The BOJ’s description says that during Japanese nighttime hours it usually entrusts the operation to the central bank in the region where the foreign-exchange market is most active at that time. This allows the operation to be handled in the market that is active during those hours.

The transactions are government affairs carried out under the relevant statutory framework. The BOJ identifies the Act on Special Accounts and the Bank of Japan Act in describing its handling of intervention. Funding comes from the government’s Foreign Exchange Fund Special Account, rather than from an independent BOJ decision to deploy its own monetary-policy funds.

What the two directions of intervention mean

An intervention’s direction is straightforward; its eventual effect on the exchange rate is not. In a yen-selling operation, authorities sell yen and buy foreign currency. The intervention adds yen to the sell side of the transaction and is intended to counter upward pressure on the yen. In a yen-buying operation, authorities buy yen and sell foreign currency. That puts yen on the buy side and is intended to counter downward pressure on the currency.

These descriptions identify the pressure the operation is meant to create, not a guaranteed forecast. An exchange rate is a market price, and an official transaction does not dictate where that price must go next. Other participants continue to trade, and their expectations, assessments of economic conditions, and views about future policy also matter. A reader should therefore distinguish “the authorities bought yen” (a fact about the transaction) from “the yen will now strengthen” (a prediction that the transaction alone cannot establish).

The MOF describes exchange rates as basically determined through market supply and demand reflecting each country’s economic fundamentals. It says authorities may intervene to stabilize foreign-exchange markets when rates diverge from fundamentals because of speculation or move sharply over a short period. This is the stated purpose of intervention, not a promise that a particular operation will stabilize a rate or reverse a move.

How to check whether Japan intervened

Official MOF releases are the appropriate starting point for confirming operations and their reported amounts. The MOF publishes aggregate intervention amounts monthly and more detailed information, including daily amounts, quarterly. The BOJ’s public Q&A also directs readers to this disclosure pattern. At the research timestamp of October 9, 2026, the MOF English index listed the April–June 2026 detailed release, issued August 7, 2026, as its latest quarterly report. Releases are time-sensitive, so check the current MOF index for anything published after that date.

Pay close attention to the reporting window attached to a figure. A monthly aggregate does not necessarily cover a calendar month: the April–May 2026 example below spans April 28 through May 27. For claims about a particular day or event, the quarterly detailed records are more useful than trying to infer a daily action from a monthly total.

Reported amount Coverage period Reporting source
¥0 January–March 2026 Ministry of Finance, Japan, 2026
¥0 October–December 2025 Ministry of Finance, Japan, 2025
¥11,734.9 billion April 28–May 27, 2026 Ministry of Finance, Japan, 2026

These figures describe different reporting windows; they should not be compared as if each were a total for the same calendar month or quarter. In particular, the ¥11,734.9 billion figure is for April 28–May 27, not simply “May 2026.” A zero aggregate for a stated period means no intervention amount was reported for that period; it does not establish what market participants expected or what happened to the exchange rate for other reasons.

Why an intervention might move the exchange rate

Two channels discussed in Bank of Japan Institute for Monetary and Economic Studies work help explain how an intervention could matter. They are possible mechanisms, not proof that every operation works.

Signaling

An official transaction may tell market participants something about the government’s assessment of the currency or its policy intentions. If traders infer that authorities are prepared to act, or that the operation signals information about future policy or economic fundamentals, they may change their own expectations and trades. The signal can matter beyond the amount exchanged in the transaction itself. Its force depends on how the market interprets it; the existence of an intervention does not ensure that everyone draws the same conclusion.

Portfolio balance

Intervention also changes the relative supply and demand of domestic and foreign assets. The portfolio-balance explanation holds that assets in different currencies are not perfect substitutes, so shifts in their relative availability may affect the exchange rate. This is a theoretical channel discussed in the institute’s paper, not a guarantee that a given quantity of official buying or selling will have a predictable or lasting price effect.

Both channels can operate alongside ordinary market forces. An intervention may be more influential if it surprises participants or conveys information they consider credible and consistent with broader policy and fundamentals. That is a way to interpret the mechanisms and historical findings, not a rule for predicting the next exchange-rate move.

What the historical effectiveness study found—and what it cannot show

A 2009 Bank of Japan Institute for Monetary and Economic Studies paper examined official Japanese intervention and JPY/USD movements over 1999–2004. Its results are useful as evidence that effects can vary by period and by the kind of event studied; they are not a current forecast or a universal estimate of intervention’s effect.

  • In the study’s January 1999–December 2003 sample, actual intervention had a significant same-day influence, whether or not the market appeared aware of the operation.
  • Rumor-only days—days with rumors but no actual intervention—did not show a systematic significant relationship in that sample.
  • For the first quarter of 2004, the paper found no impact from actual intervention or rumor-only events.
  • The paper found that the first intervention day after an inactive day had a larger-than-average effect in much of the sample, but that pattern did not hold consistently in every subsample.

The study recorded 159 intervention days across its January 1999–March 2004 sample, including 82 days in 2003. Those are counts for the period the authors studied, not a measure of how often Japan intervenes today. The paper also notes that its analysis does not address inherent endogeneity: intervention is not randomly assigned, and the conditions that lead authorities to act may also affect exchange rates. That limitation makes it difficult to interpret observed relationships as simple proof that intervention caused a particular move.

Most importantly for readers assessing a current episode, the paper analyzes daily movements and does not establish a generally expected effect size or how long any effect lasts. Its mixed results across periods caution against turning a historical same-day association into a claim that intervention will reverse a trend, or that an initial move will persist.

How to assess a claim about a specific episode

A statement such as “Japan intervened and the yen moved” combines several separate questions. A more careful assessment starts by establishing the transaction and its timing, then separates the market response from other influences.

  1. Confirm the operation and direction. Use the MOF’s detailed quarterly records to establish whether an operation occurred and whether it involved selling or buying yen. A rumor or market move alone is not confirmation of an official trade.
  2. Match the amount to its exact window. Record the date range attached to the published total. Do not treat an aggregate spanning two months as a calendar-month figure, or infer daily operations from a period total.
  3. Separate actual operations from market awareness. The historical study treats actual intervention with contemporaneous rumor, actual intervention without rumor, and rumor without an official operation as distinct situations. A claim about “the market knowing” requires evidence about awareness at the time, not just later confirmation.
  4. Consider the surrounding context. Exchange rates reflect supply and demand as well as economic fundamentals and policy expectations. A price movement around an intervention can coincide with changes in those factors or in market positioning; the available study warns that causality is difficult to isolate.
  5. Specify the outcome window. Say whether the claim concerns a same-day move or a longer period. The cited empirical findings are about daily movements and do not establish a universal long-run effect.

This method avoids two common errors: treating the publication of an intervention amount as proof that the market moved for that reason alone, and treating a short-lived exchange-rate reaction as evidence of a durable change in direction.

What the official records and evidence establish

The official records answer whether reported operations occurred, their disclosed amounts, and—through quarterly details—their timing. They do not by themselves explain why the exchange rate moved or demonstrate that intervention achieved a lasting result. The MOF’s stated rationale supplies context for the policy’s purpose, while the historical study offers bounded evidence about observed market responses in earlier periods.

Together, these sources support a precise conclusion: Japan has an established process in which the Finance Minister decides, the BOJ executes, and MOF releases report operations. The intended pressure follows the direction of the trade, but the market outcome is conditional. Historical evidence points to same-day influence in one sample and no measured impact in another, while leaving the size, causal interpretation, and persistence of a future effect unsettled.
