Japan’s digital transformation (DX) challenge is not simply a shortage of programmers. Companies also need people who can connect business goals to technology, interpret data, and help organizations change how they work. Evidence from Japan’s Information-technology Promotion Agency (IPA) points to particular difficulty at operating companies, while government policy increasingly emphasizes visible skills and continuous development. Those signals describe a challenge and a policy direction—not proof that any single program has solved a nationwide shortage.
Where Japan’s digital talent gaps are most visible
An authors’ discussion paper summarizing IPA’s 2024 company DX survey reports that perceived shortages of people able to drive transformation are more serious at operating companies than at IT firms that develop systems or provide IT services. The distinction matters: a business adopting digital tools may need different capabilities from a supplier building or operating those tools. The finding describes survey perceptions, not a measurement of every employer’s vacancies or a claim that all Japanese companies face the same gap. IPA, DX Trends 2024.
The same analysis highlights business architects and data scientists among roles with particularly high shortage perceptions. That role mix cautions against treating digital capability as synonymous with coding. The IPA survey analysis reports more pronounced shortages at companies that have not defined the talent profiles and evaluation criteria their DX work requires. This is an association, not evidence that writing job profiles by itself removes a shortage. Still, unclear definitions can make it harder to tell which capabilities are missing, whether current employees could develop them, and what a successful hire or learning outcome should look like.

Turn broad ambitions into identifiable capabilities
For employers, the practical starting point is to connect a DX goal to the work and skills needed to deliver it. A transformation initiative may require business analysis, data interpretation, technical delivery, or coordination across functions in different combinations. Naming those needs gives managers and employees a more concrete basis for hiring, evaluation, and development than a general request for “digital talent.” The survey supports the value of clearer profiles as a way to understand the gap; it does not establish one universally correct job taxonomy.
Skills visibility and continuous learning are policy priorities
METI’s 2025 report release describes an agenda that includes making skills more visible, developing skills-based organizations, using skills information, and building a skills taxonomy. It also identifies skills gaps, technological change driven by generative AI, and structural labor shortages as challenges. This is a stated policy direction and description of a report’s agenda, not evidence that measures have been implemented everywhere or that they have produced nationwide results. IPA’s FY2024 digital-skills transformation survey frames development as a shared responsibility: individuals learn autonomously and continuously, while companies and other organizations provide support and conditions that let people keep contributing and growing as society changes. The survey collected responses from 1,535 domestic companies and 1,454 employed digital professionals. Company fieldwork ran from February 10 to March 28, 2025, and individual fieldwork from February 17 to March 11, 2025. Learning needs an opportunity to be used
For an employee, a course or credential is only one part of development. The capability has to connect to work where it can be applied and recognized. For an employer, that means considering not only what people should learn but also what support, time, responsibilities, and opportunities will let them use new skills. IPA’s framing makes this relationship central; the available survey summary does not establish a single model that works best for every organization.

MITOU shows one targeted route into advanced technology work
IPA’s MITOU program offers distinct tracks for young creators, advanced IT talent, and specialists in selected technology areas. It is a concrete example of focused public talent development, rather than a measure of Japan’s overall supply of technology workers. IPA reports more than 2,300 creators developed cumulatively as of April 2025 and 475 Super Creators cumulatively as of June 2026. What will determine whether Japan’s talent effort succeeds?
The central implementation challenge is translating skills frameworks and learning into capability that organizations can recognize and put to work. Clearer role definitions can help employers identify needs; continuous learning can help people respond; and targeted programs can develop talent in selected fields. The cited sources describe these complementary approaches but do not provide a controlled comparison proving that one outperforms the others or a single nationwide solution.
