ISRO develops advanced space technology and carries out national missions; IN-SPACe enables and authorizes covered space activities by non-governmental entities; and NSIL commercializes space products and services. They are complementary institutions, not three names for the same organization: for access to Department of Space or ISRO infrastructure, the official industry guidance points to IN-SPACe, while commercial proposals go to NSIL.
What is the difference between ISRO, IN-SPACe and NSIL?
The simplest way to distinguish the three is by the work each is meant to do: ISRO develops capabilities and conducts missions; IN-SPACe promotes, facilitates, authorizes and supervises covered non-governmental space activity; and NewSpace India Limited (NSIL) conducts commercial space activity and takes products and services to customers. This shorthand is a practical guide, not a formal legal definition.
| Organization | Primary role | Typical private-sector interface | Useful first contact |
|---|---|---|---|
| ISRO | Research, advanced technology, national missions and capacity-building | Technical capabilities and institutional support | Mission or technical-programme context |
| IN-SPACe | Autonomous Department of Space nodal body for promotion, authorization and supervision | Permissions, facilitation and sharing Department of Space or ISRO infrastructure | Authorization or infrastructure-access inquiry |
| NSIL | Government-owned company for commercial space activity | Commercial proposals, products, services and industry production | Commercial launch, satellite or related service proposal |
The table reflects the roles described in ISRO’s institutional and industry guidance. It helps identify the likely starting point, but it is not a substitute for checking the current process for a particular activity.
A useful shorthand is: ISRO develops and explores; IN-SPACe enables and authorizes; NSIL commercializes and delivers. The distinction is about institutional function, not a rule that every project belongs to only one organization. A project can involve an authorization or infrastructure request, a technical or mission question, and a separate commercial proposal. Identify each need rather than assuming one contact handles all of them.

What does ISRO do?
Research, technology and missions
The Indian Space Research Organisation (ISRO) remains India’s principal institution for advanced space research and technology development, national and strategic missions, space science and exploration, and critical frontier capabilities. Its work includes developing technologies and capabilities that support the national space programme, rather than simply procuring or selling commercial services.
That role is intended to evolve alongside private-sector participation, not disappear. In a clarification dated September 6, 2026, ISRO said industry participation is intended to let private companies scale mature capabilities while ISRO focuses more strongly on the next generation of the space programme. The same official statement put the point directly: “ISRO will neither be privatised nor will its importance be diminished.” The statement is attributable to ISRO as the publisher; it does not identify an individual speaker.
What the reforms do not mean
Opening parts of the space sector to private participation does not mean that ISRO has been privatized, replaced by IN-SPACe, or turned into NSIL. The reform structure separates activities that can complement one another: ISRO can develop new capability and conduct missions, while non-governmental entities participate in authorized activities and commercial operators deliver products or services. The organizations therefore have different jobs even when a project may touch more than one of them.

That is a division of focus, not a statement that ISRO’s national, strategic, scientific or frontier-technology responsibilities have ended.
What does IN-SPACe do?
Promotion, authorization and supervision
The Indian National Space Promotion and Authorization Center (IN-SPACe) is an autonomous agency under the Department of Space (DOS). It serves as a single-window nodal agency for non-governmental entities seeking to participate in space activities. Its stated remit includes promoting, enabling, authorizing and supervising activities such as building launch vehicles and satellites and providing space-based services.
That makes IN-SPACe the relevant institutional route for covered authorization and facilitation questions. It is not the same kind of body as a commercial operator: the role described by ISRO is about enabling and overseeing participation, not selling launch or satellite services as a business.
“Single-window” describes its nodal role; it should not be read as a promise that every space-related question, contract or legal requirement is resolved through one generic application. The relevant activity and the current process matter. For example, a company asking to carry out a covered space activity is asking an authorization or supervision question; a company seeking a commercial launch or satellite service is asking a different kind of question.

Access to public space infrastructure
IN-SPACe also handles requests from non-governmental entities to share space infrastructure and premises under DOS or ISRO control. Its responsibilities include considering the establishment of new space infrastructure and facilities. A company that needs access to an existing facility or is seeking to establish infrastructure should therefore begin by identifying its request as an access or authorization matter, rather than treating it as a commercial purchase proposal.
This is one of the clearest practical distinctions for a private company. If the issue is use of an existing Department of Space or ISRO facility, ISRO’s industry guidance directs the company to IN-SPACe. If the request instead concerns buying or proposing a commercial service, the same guidance points to NSIL. The two routes address different institutional functions even if the same business project eventually needs both.
Launch coordination and the limits of its remit
IN-SPACe coordinates an integrated launch manifest for ISRO, NSIL and non-governmental entities, taking priorities and readiness into account. ISRO’s roles-and-responsibilities page states that, for the activities covered by that remit, IN-SPACe’s decision is final and binding on stakeholders including ISRO, and that non-governmental entities do not need separate permission from ISRO for those covered activities.
This description should not be generalized into a claim that every activity in or related to space requires only one approval, or that IN-SPACe’s authority answers every legal or operational question. The stated effect applies to the activities within the roles page’s remit; a prospective operator needs to confirm which current requirements apply to its specific activity.
The manifest function also illustrates why IN-SPACe should not be mistaken for either ISRO or NSIL. It coordinates a launch schedule across those institutions and non-governmental entities according to stated priorities and readiness. ISRO still carries out its mission and technology work, while NSIL has its commercial launch and satellite business areas; coordination does not make IN-SPACe the operator of those activities.
What does NSIL do?
A government-owned commercial company
NewSpace India Limited (NSIL) is a wholly owned Government of India company under the administrative control of the Department of Space. ISRO describes it as its commercial arm. That description captures its role in commercializing space products and services, but does not make NSIL the regulator of private space activity; authorization and supervision are part of IN-SPACe’s stated remit.
Commercial services and industry production
ISRO identifies several NSIL business areas: production of PSLV and SSLV through industry; launch and satellite services; building satellites to user requirements; technology transfer; marketing spin-off technologies and services; and consultancy. These activities connect government-developed capabilities and industry production with customer demand.

ISRO’s 2025–26 annual report describes NSIL’s enhanced mandate as end-to-end commercial space activities related to satellites and launch vehicles on a demand-driven model. It lists business verticals covering launch, satellite building, ground segment, satellite services, and technology transfer or technical advisory. These categories describe NSIL’s commercial operating areas; they do not turn it into an authorization agency.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →For a customer, the breadth of those verticals means NSIL’s commercial remit is not limited to launch bookings. The official list also covers building satellites to user requirements, ground-segment and satellite services, and transfer or advisory work. A commercial proposal should still be framed around the actual service, product or business need; the existence of a listed vertical does not by itself guarantee a particular offering or establish its terms.
How do the three organizations work together?
A space project can involve distinct institutional questions at different points. For example, a non-governmental entity may need authorization or access to facilities, may then build or operate a capability, and may also seek a customer-facing commercial arrangement. Those are not interchangeable requests: IN-SPACe’s enabling and authorization role, ISRO’s technology and mission role, and NSIL’s commercial role address different needs.
The arrangement also allows industry to participate without requiring ISRO to perform every commercial production or service function itself. ISRO’s September 2026 clarification describes the intended direction as industry scaling mature capabilities while ISRO focuses more strongly on next-generation work. NSIL’s demand-driven commercial mandate provides a separate route for commercial activity involving satellites and launch vehicles.
The practical routing distinction on ISRO’s industry page is especially useful: approach IN-SPACe about access to ISRO infrastructure, and NSIL about commercial proposals. A request that combines both topics may require the organization responsible for each part; the fact that a project involves one institution does not automatically settle every other approval or contract question.

Consider three different questions a company might ask. “May we undertake this covered activity?” points to IN-SPACe’s authorization role. “Can we seek access to this facility?” points to IN-SPACe’s infrastructure-sharing function. “Can we submit a proposal for a commercial launch or satellite service?” points to NSIL. A separate question about ISRO technology, a national mission or advanced capability belongs in ISRO’s institutional context. These examples are routing aids, not guarantees about eligibility, approval or availability.
Should a private space company approach IN-SPACe or NSIL?
Start with the question you need answered, not merely the fact that the company operates in the space sector. Use the following routing guide:

- Authorization, supervision or facilitation: start with IN-SPACe for a covered non-governmental space activity.
- Access to DOS- or ISRO-controlled premises or infrastructure: start with IN-SPACe, which handles requests to share that infrastructure.
- A commercial proposal involving launch, satellites or related services: start with NSIL, consistent with ISRO’s industry guidance.
- A technical programme or national mission context: ISRO is the relevant institution for its research, technology and mission role; that does not itself establish the route for private-sector authorization or commercial contracting.
If a proposal spans categories, separate its components when making the inquiry. Describe whether the immediate need is permission, facility access, technical or mission engagement, or a commercial service. This makes the institutional distinction clearer and avoids treating authorization as a purchase—or a commercial proposal as an authorization application.
Before approaching an institution, describe the activity in concrete terms: whether the request concerns a covered activity, a shared facility or premises, a commercial service, or a technical or mission matter. ISRO’s industry page gives the high-level distinction, but the current institutional pages should be checked for the process that applies to the specific request. Do not assume that a commercial proposal substitutes for an authorization request, or that an authorization decision is itself a commercial contract.
Is NSIL part of ISRO, and does IN-SPACe replace ISRO?
NSIL’s relationship to ISRO
ISRO calls NSIL its commercial arm, while the institutional description identifies NSIL as a wholly owned Government of India company under the administrative control of the Department of Space. Those descriptions indicate a close government-space relationship and a commercial function; they do not mean NSIL is the regulator of private space activity. For that distinction, use the stated division of responsibilities: NSIL commercializes and delivers, while IN-SPACe promotes, authorizes and supervises covered participation.
IN-SPACe’s relationship to ISRO
IN-SPACe does not replace ISRO’s research, technology-development or mission work. It is an autonomous DOS agency with a separate enabling and authorization role. Its coordination and decision-making functions apply within the activities identified in its remit; they do not make it the organization that develops ISRO’s advanced technologies or carries out ISRO’s missions.
Which official material explains their roles?
ISRO’s institutional overview of IN-SPACe and its “Roles and Responsibilities” page describe the agency’s status, covered activities, infrastructure-sharing functions, launch-manifest coordination and stated decision-making remit. ISRO’s NSIL page outlines ownership and commercial business areas. The “Industry” page provides the practical distinction between infrastructure-access inquiries and commercial proposals.
For the broader reform context, ISRO’s “Opening Up Indian Space Sector For Private Sector – Reforms” page explains the division of activity. Its clarification dated September 6, 2026 addresses ISRO’s continuing role, while the 2025–26 annual report’s “Space Commerce” section describes NSIL’s demand-driven commercial mandate and business verticals. Because application processes and requirements can depend on the specific activity, consult the relevant current institutional page before submitting a request.

What does IN-SPACe do?
IN-SPACe is an autonomous agency under the Department of Space and a single-window nodal agency for non-governmental entities. Its stated roles include promoting and authorizing covered activities, supervising them, handling requests to share DOS or ISRO infrastructure, considering new space facilities, and coordinating an integrated launch manifest.
Should a private space company approach IN-SPACe or NSIL?
Approach IN-SPACe for a covered authorization or supervision matter, or for access to DOS- or ISRO-controlled infrastructure. Approach NSIL about a commercial proposal involving launch, satellites or related services. A project spanning both needs should distinguish its authorization and commercial components.
Is NSIL part of ISRO?
ISRO describes NSIL as its commercial arm. Institutionally, NSIL is a wholly owned Government of India company under the administrative control of the Department of Space. It is not the regulator of private space activity; IN-SPACe has the stated authorization and supervision role.

Does IN-SPACe replace ISRO?
No. ISRO continues its research, advanced technology development, national and strategic missions, space science and exploration. IN-SPACe has a distinct enabling, authorization and supervision role for covered non-governmental activity.
Does IN-SPACe approve every space-related activity?
The stated decision-making and permission provisions apply to activities covered by IN-SPACe’s roles and responsibilities. They should not be treated as a claim that every space-related activity needs only one approval. Check the current requirements for the specific activity.
The Bottom Line
Bottom line: ISRO develops advanced capabilities and carries out missions; IN-SPACe enables and authorizes covered non-governmental activity and handles infrastructure access; NSIL commercializes space products and services. For a practical first step, direct infrastructure-access or authorization questions to IN-SPACe and commercial proposals to NSIL, while keeping ISRO’s research and mission role distinct.
