You can manage an Xbox launch without a dedicated publisher, but the work spans two tracks: Microsoft’s approval, store, and certification process, and your studio’s own schedule, promotion, and post-launch support. Start onboarding early, plan around Microsoft’s recommendation to begin certification work six months before launch, and keep your public release date tentative until certification passes.
The Microsoft Learn Xbox Game Publishing Guide is the operational reference for the process. Its pages were updated August 7, 2026; check the guide and Partner Center for current requirements as you work through your release.
How do you publish an indie game on Xbox without a publisher?
Assign an owner for each workstream, even if one person covers several of them. The essential sequence is partner registration, game-concept approval, product and store setup, package testing and certification, then retail publication. Promotion and post-launch planning run alongside those platform steps; neither replaces them.

There is a distinction between starting limited development work and being ready to publish. Microsoft says developers may explore the GDK after providing business details, signing an NDA, and enrolling in Partner Center. That limited access does not permit certification submission or publishing, and excludes some features such as achievements and gamerscore. Treat concept approval and full publishing access as separate milestones.
How long does ID@Xbox approval take?
Microsoft gives about two weeks as a typical overall onboarding duration, but its stage estimates show why a project should not treat that as a deadline. The same checklist lists concept review as up to three weeks (typically 10–15 business days), Partner Center verification as usually 3–5 business days, and Entertainment Developer Store setup as usually five business days. Those are stage estimates, not a guaranteed end-to-end completion date. Incomplete or inaccurate evidence can extend verification.
Start registration and concept submission as soon as the studio is ready to provide accurate business and game information. Do not build a launch calendar that assumes approval, development-kit delivery, or access to a particular feature by a fixed date; the cited guidance does not guarantee those outcomes.

What should you decide before setting up the Xbox store product?
Make scope and product-structure decisions early because they affect configuration and testing. Microsoft’s publishing guide recommends deciding whether the game will be console-only or support Xbox Play Anywhere, and what editions, SKUs, bundles, demos, and add-ons are appropriate. Discuss wishlist and pre-order plans with Xbox contacts early; additional approvals may be required.
| Decision | Questions to settle | Why it matters |
|---|---|---|
| Platform scope | Is the release console-only, or will it also support Xbox on PC or Xbox Play Anywhere where appropriate? | Platform scope influences product setup and the work needed to prepare and test the release. |
| Product structure | Will there be one edition or multiple SKUs, bundles, a demo, or add-ons? | Products and their release details must be configured in Partner Center. |
| Launch timing | Will you offer a wishlist page or pre-orders, and when will you announce a date? | Wishlist availability and pre-orders have different requirements; public date announcements should wait for certification. |
| Testing | How will the team test the console package in the RETAIL environment? | Testing must fit into the certification workback plan, including time for fixes and resubmission. |
What do you need to do in Partner Center?
Partner Center is a production workstream, not a final administrative task. After creating the needed products and completing required onboarding, configure age ratings, store listings, pricing and availability, and gaming metadata. Keep one person responsible for tracking the status and completeness of each product module so a missing field or market setting does not become a late launch blocker.
After certification, Microsoft advises confirming every Partner Center module, market, visibility setting, availability, and price before publishing the product to RETAIL. A passed package is not the same thing as a fully checked retail release configuration.

How far ahead should you submit for Xbox certification?
Microsoft’s indie guidance recommends starting six months before launch and budgeting at least two months for testing and resubmission. James Lewis, Head of Developer Acceleration Program, gave that advice on April 16, 2025. It is a planning recommendation, not a guaranteed certification duration or a rule that every project will take exactly that long.

Use the six-month lead as a workback anchor, then protect time for package preparation, testing, fixes, and another submission if needed. Microsoft’s guide says the package must pass certification before retail publication. It also says not to announce a public release date until certification has officially passed. Avoid turning a target date into a promise while that gate remains open.
Testing the console package
Microsoft says console games can be tested in the RETAIL environment using an Xbox Development Kit with Developer Mode off or a retail Xbox console. The guide does not require every developer to buy a retail console, nor does it say retail hardware replaces a development kit. Choose a testing setup that meets the project’s needs and the current requirements in Microsoft’s guide.

Can you put up an Xbox wishlist before certification?
Yes. Microsoft’s publishing guide says a wishlist page can be made available without package certification. A pre-order is different: it requires planning, configuration, and testing before release. Discuss both options with Xbox contacts early, since additional approval may be needed.
Keep the public release-date decision separate from wishlist availability. Microsoft’s advice is to wait until the game officially passes certification before announcing the date publicly.
How should a small studio promote its Xbox launch?
Own the strategy rather than assuming platform support will supply it. Microsoft’s April 2025 guidance recommends using the official Xbox club feature, engaging consistently with the community, and maintaining a strong product detail page. It also suggests requesting up to 5,000 tokens to distribute game access to press, streamers, and community members; this is a request opportunity, not a promised allocation. Demos, betas, and trials can be additional exposure options where they fit the project.
Best Value
Microsoft’s April 2025 advice describes fall as a crowded, AAA-heavy season and suggests considering less saturated windows such as August or springtime, while discussing timing with Xbox early. Treat that as Microsoft’s general scheduling advice, not evidence that a particular month will produce better results for every game.
Microsoft also reported that games supporting Xbox Play Anywhere saw over 20% more hours played per user. This is Microsoft’s reported observation, not a controlled causal estimate or a forecast for a new title; it should not replace a platform-scope decision based on the studio’s game and resources.
What should you plan for after launch?
Decide before release what the team can realistically sustain after launch: content, events, fixes, or updates. Microsoft recommends having a post-launch plan even when a game is not a live service, as ongoing activity can support engagement and community health. Microsoft does not prescribe a universal update cadence. Set one that fits the team’s capacity and the game’s needs.

- Start partner onboarding. Prepare the Microsoft account, legal studio details, DUNS number if available, and shipping address for development kits; enroll in Partner Center and submit the game concept through ID@Xbox.
- Build schedule slack. Track the onboarding stages separately and allow for the stated review and verification estimates, plus time to correct incomplete information.
- Lock platform and product scope. Decide platform support, editions, SKUs, bundles, demo, and add-ons; discuss wishlist and pre-order plans with Xbox contacts.
- Configure Partner Center products. Complete age ratings, store listings, pricing and availability, gaming metadata, and any required onboarding.
- Work back from launch for certification. Use Microsoft’s six-month recommendation as a planning anchor, with at least two months budgeted for testing and resubmission, and keep the release date unannounced publicly until certification passes.
- Prepare promotion and support. Maintain the product detail page, plan community engagement and any eligible demo, beta, or trial, and define a sustainable post-launch cadence.
- Run a final retail check. After certification, verify every Partner Center module, market, visibility setting, availability, and price before publishing to RETAIL.
Microsoft’s public Xbox Game Publishing Guide covers signup through release and is updated as processes, tools, and best practices change. Recheck it and Partner Center when making project commitments. Its April 2025 article also reports program-level figures—more than 6,000 indie titles launched, more than 5,000 partners across 100 countries, and more than $5 billion paid in royalties—as well as the Developer Acceleration Program’s work with more than 200 titles and help for over 75 to reach Xbox players. These are Microsoft-reported figures, not independently verified measures of an individual game’s likely outcome.
