India’s digital public infrastructure (DPI) helped compress gains in financial inclusion, identity coverage and digital payments by putting reusable public rails beneath banks and private services. Siddharth Tiwari, a Bretton Woods Committee Advisory Council member and lead author of the Committee’s digital-infrastructure report, described the result in an ANI interview reported by The Tribune on 15 October 2026 as allowing India to “leapfrog decades of development in under a decade.” The evidence supports a narrower conclusion than that headline: India’s identity and payment systems produced exceptionally fast scale, but they did not accelerate every part of development by the same factor.
What Tiwari’s “decades in a decade” claim means
The claim refers to India’s full-stack DPI model, not to a single app or commercial product. At its core are interoperable public rails that other services can reuse. Aadhaar provides a widely deployed digital identity layer, while the Unified Payments Interface (UPI) provides an interoperable, always-on payment rail. Together with related India Stack capabilities, they reduce the cost and time needed to verify people, open accounts, move money and build new services.
The clearest quantified claim concerns financial inclusion. A 2026 Bretton Woods Committee article says India compressed 47 years of financial inclusion into eight years. That figure should be read as an assessment of inclusion progress, not as proof that all economic, social or physical infrastructure development occurred at that speed.

Aadhaar creates a reusable identity layer
Aadhaar gave public agencies, banks and service providers a common way to identify residents at very large scale. The International Monetary Fund reported in 2023 that Aadhaar had reached more than one billion people, including people who could not read or write. A Bretton Woods Committee podcast page in 2025 put the figure at 1.3 billion people enrolled over a decade. The different figures reflect different publication dates and descriptions; neither should be treated as a live 2026 count without a current source.

Once identity verification is available as a shared capability, onboarding can be faster and less expensive than building a separate process for every bank or government program. That does not eliminate the need for consent, redress, data protection or alternatives for people who cannot authenticate digitally.
UPI turns payments into an interoperable utility
UPI lets participating banks and payment providers connect through a common interface instead of creating isolated bilateral networks. The IMF describes it as a voluntary digital public infrastructure operated jointly by the regulator and regulated institutions through the National Payments Corporation of India. The Bretton Woods Committee said in 2025 that UPI was processing about 18 billion transactions a month.

Interoperability is the important design choice. A customer can send money between participating institutions without the sender and recipient having to use the same bank or a single closed platform. Banks and private providers can compete on interfaces and services while relying on the same underlying payment rail.

India Stack is the broader stack
Aadhaar and UPI are components of a broader set of India Stack capabilities. Calling them a “full stack” emphasizes the combination of identity, payments, data and access layers, rather than suggesting that one system independently delivered India’s development gains. The public rails are valuable because they are reusable: a new service can build on established verification and payment functions instead of recreating national infrastructure from scratch.

How reusable digital rails compress development time
- Establish a trusted base layer. A widely available identity service reduces repeated verification work for public programs and regulated financial institutions.
- Expose common interfaces. Shared technical standards allow banks and private providers to connect without negotiating a separate network with every counterparty.
- Let many services build at once. Once identity and payments are available, providers can focus on credit, transfers, commerce or government disbursements rather than first constructing core rails.
- Scale through network effects. Each additional participating institution makes the common network more useful, increasing the payoff from adoption and reducing incentives to maintain isolated systems.
This sequence explains why infrastructure can produce nonlinear results: the first national layers take substantial coordination, while later services can reuse them. It also explains why adoption, governance and reliability matter as much as the software itself.
Can another country copy India Stack?
Countries can adopt the principles, but a literal copy is unlikely to work. The transfer test is institutional as much as technical.

| Dimension | What India demonstrates | What a new implementer must solve |
|---|---|---|
| Identity coverage and verification | Mass enrolment created a common identity layer. | Legal authority, inclusion, authentication alternatives, privacy protections and correction procedures. |
| Payment scale and interoperability | UPI connects regulated institutions through a shared rail and reaches very high transaction volume. | Participation rules, settlement, fraud controls, consumer protection and reliable connectivity. |
| Implementation cost and time | India’s existing institutions and years of coordination enabled national scale. | Tiwari estimates USD 50 million–200 million may be required before a comparable full-stack prototype; actual costs vary by country. |
| Governance and accountability | Public institutions set the rails while regulated providers deliver services. | Clear oversight, procurement, liability, auditability and independent remedies. |
| Cross-border compatibility | Domestic interoperability is the central design goal. | Common international standards are needed to avoid incompatible national networks and cross-border risk. |
| Inclusion | IMF reporting notes Aadhaar’s reach among people who could not read or write. | Design for low literacy, disability, limited connectivity, language diversity and people who cannot use a particular device or channel. |
The cost problem and the case for shared or cloud-based infrastructure
Tiwari told ANI that a country may face a USD 50 million–200 million expense before it has a full-stack prototype. Because that is his estimate, it should not be read as a universal project budget or a guaranteed price for deployment. The range helps explain why a digital-infrastructure-as-a-service model is being discussed: countries could reuse tested components or hosted capabilities instead of financing every layer independently.
Such an approach trades some upfront engineering for dependency and governance questions. A buyer would need to examine data residency, source-code access, operational resilience, exit rights, security testing, incident responsibility and the ability to interoperate with domestic banks and government systems. Hosted infrastructure is not a substitute for national policy, legal safeguards or accountable institutions.

Why common standards matter beyond one country
Tiwari warned that “otherwise you will end up with 100 cheap, fast national systems with the world fragmented.” His concern is that disconnected systems can raise transaction costs and allow financial or cyber risks to transmit across borders without compatible controls. He also argued that, in a globalised economy, countries can agree on standards treated as best practices so that risks do not transmit unchecked.
Interoperability therefore has two levels. Domestic interoperability lets a person move money between participating institutions. International interoperability requires compatible identity, messaging, settlement, privacy and risk-management rules. A country that optimizes only for a fast national rollout may later face expensive retrofits when residents, businesses and regulators need cross-border connections.
What the evidence does—and does not—show
- Established: India achieved very large identity enrolment, rapid expansion of financial inclusion and extraordinary UPI payment volume, according to the cited IMF and Bretton Woods Committee publications.
- Not established: The figures do not prove that every aspect of India’s development accelerated by 47 times or that DPI alone caused all observed economic gains.
- Country-specific: Results depend on state capacity, law, privacy safeguards, connectivity, cybersecurity, public trust, adoption and interoperability.
- Speaker estimate: The USD 50 million–200 million prototype estimate and the figure of roughly 100 countries lacking independent capacity are Tiwari’s statements, not audited global measurements.
The practical lesson is a design pattern: build open, reusable public rails; let multiple regulated and private providers innovate on top; and pair speed with rights, security and common standards. India’s experience shows how powerful that pattern can be when identity and payments reach national scale, while its limits show why copying the interfaces without copying the institutional foundations would fall short.
