India’s steel demand is rising quickly, but demand alone does not determine what a building, infrastructure project or manufactured product will cost. Government data puts finished-steel consumption in FY 2025–26 at about 164 million tonnes (MnT), roughly 7–8% above the previous year, while a separate government note reports 163.7 MnT and 7.6% growth. The resulting price effect depends on supply, raw-material and energy costs, international prices, imports and exports, freight, procurement timing and the steel intensity of each project or product.
What the latest demand numbers actually show
FY 2025–26 consumption was about 164 MnT
A 2026 Ministry of Steel performance release, using provisional Joint Plant Committee (JPC) data, reports finished-steel consumption of approximately 164 MnT in India during FY 2025–26, with growth of about 7–8%. The figure is provisional and rounded, and the fiscal year runs from April 2025 through March 2026.
A May 2026 Press Information Bureau (PIB) note gives a more precise figure of 163.7 MnT and calculates growth at 7.6%. These numbers describe the same fiscal-year period but should not be silently blended: one is rounded provisional ministry reporting, while the other is a separately published value with a stated decimal and growth rate.
Worldsteel’s 2026 and 2027 figures are forecasts
The World Steel Association’s Short Range Outlook, released on 12 October 2026, forecasts Indian steel demand of 172.4 MnT in calendar year 2026, up 7.9%, and 186.2 MnT in calendar year 2027, up 8.0%. The outlook reflects information available in early September 2026, so both values are forecasts rather than completed consumption totals.

Worldsteel identifies infrastructure-led construction as the primary driver. It also expects support from private real estate, healthy manufacturing, renewable-energy projects, new manufacturing capacity, machinery, and automotive output. Calendar-year forecasts cannot be compared directly with an April–March Indian fiscal-year total without adjusting for the different time bases.
Why construction and infrastructure matter most
The latest dated end-use breakdown available in the government material is for FY 2023–24. It shows why changes in steel demand are especially relevant to buildings, transport and public-works budgets.

These shares are not current-year estimates. They are a dated snapshot, but they establish that construction and infrastructure were the largest combined reported users. A broad increase in activity in those sectors therefore has the potential to move a large portion of steel demand, while a manufacturer’s exposure depends on its own bill of materials and purchasing pattern.
Construction
Residential, commercial and industrial construction uses reinforcing bar, structural sections, wire products, sheet and other finished-steel forms. When more projects start at the same time, mills, service centres, fabricators and distributors receive stronger orders. If available supply does not expand as quickly, sellers may raise offers or reduce discounts. That is a market-pressure mechanism, not a guaranteed result for every grade or location.

Project design also determines exposure. A reinforced-concrete building, a steel-frame warehouse and a precast system may use very different quantities and grades. Two projects awarded in the same month can therefore experience different cost movements even when they buy in the same regional market.
Infrastructure
Roads, railways, bridges, metro systems, airports, water and sanitation networks, power transmission and other public works use steel in reinforcement, structural components, tracks, pipes, towers, machinery and temporary works. The Ministry of Steel links recent consumption growth with infrastructure, construction, railways, large infrastructure projects and urbanisation.
Infrastructure contracts often run for years. A short-term price movement may affect only the unpurchased portion of steel, while a longer rise can reach more work packages. The financial outcome depends on escalation clauses, fixed-price terms, stored inventory, approved substitutions and the point at which the contractor locked in supply.

Manufacturing demand includes engineering products, packaging, machinery, electrical equipment, vehicles and components. Worldsteel expects renewable-energy projects and manufacturing-capacity expansion to lift demand for electrical and mechanical machinery. It also says automotive output is supported by domestic demand, exports and policy.

Steel is only one input. A vehicle maker, appliance producer or machinery manufacturer may buy several grades, process them internally and carry inventory for weeks or months. The effect of a market price change can therefore appear first in procurement costs, later in work-in-progress, and only eventually in a finished-product price—if the company can pass it through at all.
How demand reaches the steel price
India’s domestic steel prices are market-determined. The Ministry of Steel states that regulation of iron and steel prices was abolished on 16 January 1992. Its price overview identifies three principal influences: demand–supply conditions, raw-material prices and international price trends.
The April 2026 government report adds that coking-coal volatility and freight and logistics costs were pressuring margins while steel prices recovered after declining over the preceding three years. This matters because a price increase can occur even when demand is stable, and strong demand can fail to produce a large increase when supply or other market conditions move in the opposite direction.

- Economic activity creates orders. More construction, infrastructure work and factory output increase requirements for particular steel products.
- Market availability sets the immediate balance. Domestic production, imports, exports, inventories and mill capacity determine how easily buyers can obtain those products.
- Input and delivery costs alter offers. Iron ore, coking coal, energy, freight and handling costs affect producers and distributors alongside demand.
- Steel prices enter project and product costs. The effect is proportional to the quantity and grade purchased, the delivered price and the timing of procurement.
- Contracts and competition determine pass-through. A contractor or manufacturer may absorb the change, renegotiate, use an escalation clause, redesign within specifications or adjust its selling price.
The first three links describe the market mechanism supported by official sources. The final link is a project-level commercial outcome; no general rupee-for-rupee or percentage pass-through coefficient has been established for India.

Government consumption figures based on JPC reporting and Worldsteel demand forecasts may use different definitions, coverage and timing. “Demand” in an international outlook should not automatically be treated as identical to a domestic finished-steel consumption series.
What determines a project’s actual steel-cost exposure
A market headline is not a project estimate. To understand exposure, separate the following variables:
- Steel intensity: tonnes required per building, bridge, plant, vehicle or product unit.
- Grade and form: reinforcing bar, hot-rolled coil, cold-rolled coil, structural sections, plate, wire, pipe and specialty grades can follow different quotations.
- Delivered location: mill price, local service-centre price and delivered site price include different freight, handling and inventory components.
- Procurement timing: material already contracted or stored is exposed differently from material purchased after a price change.
- Contract treatment: escalation formulas, fixed-price clauses, contingencies and change-order rules determine who bears a movement.
- Substitution and design: engineers may have approved alternatives, but safety, code, availability and certification constrain what can be changed.
- Other costs: labour, cement, fuel, land, equipment, finance, taxes and commissioning can dominate the total budget even when steel is a major line item.
For a manufacturer, add scrap yield, forming and coating losses, inventory days, hedging or forward contracts, and the share of steel in the selling price. These are analytical factors to check in a company’s own data, not a published national pass-through formula.
A practical way to budget during a volatile demand cycle
- Build a steel bill of materials. List each grade, form, specification and quantity rather than using one blended tonne figure.
- Record the price basis. Identify the quotation date, tax treatment, freight, insurance, unloading and any service-centre processing.
- Map the purchase schedule. Mark committed, ordered, delivered and still-unpriced tonnes against the construction or production programme.
- Test several market cases. Vary the steel price and separately vary freight and key raw-material assumptions; do not treat demand growth as the sole input.
- Read the contract mechanics. Check the index, base date, measurement frequency, caps, floors, evidence requirements and entitlement to an extension or adjustment.
- Update physical availability. A low quoted price is not useful if the required grade, quantity or delivery window cannot be secured.
- Report exposure in rupees and tonnes. Show the uncommitted quantity and the effect of each scenario so decision-makers can see what is actually at risk.
What the near-term outlook implies
Worldsteel’s forecast of 7.9% growth in 2026 and 8.0% in 2027 signals continued strong underlying demand, especially from infrastructure-led construction. It does not establish that every Indian steel product will rise by the same percentage, or that project budgets will rise by 7.9% or 8.0%.

Supply response, imports, exports, inventories, coal and energy costs, currency movements, international prices and logistics can offset or amplify the demand signal. A buyer should therefore use the forecast as a reason to monitor procurement and capacity conditions, not as a direct escalation percentage.
What the 2047 policy vision says—and does not say
The Ministry of Steel’s draft National Steel Policy Vision 2047 projects finished-steel consumption of 505 MnT and consumption of 302 kilograms per person by 2047. The draft connects that structural ambition with urban population growth and investment in affordable housing, commercial buildings, industrial parks, metro systems, airports, water, sanitation, power transmission and related infrastructure.
Those figures are policy projections, not realized outcomes or guaranteed annual demand. They describe the scale of steel use envisaged if the associated urbanisation and investment assumptions materialise. They cannot be used to calculate today’s project inflation.

What cannot be concluded from demand data alone
- There is no defensible national percentage showing how a 1% steel-price change alters a typical building or infrastructure budget.
- There is no universal rupee increase for a vehicle, machine or packaged product based only on India’s annual demand growth.
- The FY 2023–24 sector shares should not be presented as FY 2025–26 or 2026–27 shares.
- Worldsteel’s calendar-year forecasts should not be merged with fiscal-year JPC consumption totals as if they used one method.
- A strong demand forecast is not proof that every grade, region or delivery period will experience a shortage or price rise.
To estimate a specific outcome, the required evidence is the project or product’s steel bill of materials, grade mix, delivered procurement prices, purchase schedule, contract provisions and exposure to freight and other inputs. Without those details, the accurate conclusion is directional: India’s expanding construction, infrastructure and manufacturing activity can add pressure to steel markets, but the final cost effect is determined by several simultaneous market and commercial variables.
