India’s private space companies are being brought into a larger national space ecosystem—not put in place of ISRO. Since the sector opened to private participation in 2020, the Indian Space Policy 2023 has set out a division of work: the Department of Space provides policy direction, ISRO focuses on research and national missions, IN-SPACe enables and authorizes non-government activity, and NewSpace India Limited (NSIL) commercializes public-sector space technology.
That division matters in practice. A private company may build satellites, launch systems, ground infrastructure or data services, but the approvals, investment rules and public-sector relationship depend on what it plans to do.
How the public and private sides fit together
India’s approach is an ecosystem model: government institutions retain distinct policy, research, regulatory and commercial roles while private firms can participate across the space value chain. The 2020 opening was institutionalized through the Indian Space Policy 2023, which encourages private participation in space and ground assets and allows Indian users to procure space technology and services from public or private providers.

The functions are not interchangeable. IN-SPACe’s job is not the same as NSIL’s commercial role, and neither replaces ISRO’s research and mission responsibilities. ISRO’s September 6, 2026 clarification describes its continued role in advanced research, strategic capabilities, human spaceflight, next-generation launch technologies and exploration; it rejects the framing that ISRO is being privatized or replaced. The policy instead envisages mature operational systems moving to industry so they can be scaled and commercially exploited.

What private space companies can do
Private participation can cover much more than building a component for a government mission. The policy’s objective is end-to-end participation across the value chain, while actual companies may develop capabilities independently or work through public-private projects, technology transfers, access to facilities or commercial supply arrangements.
- Space assets: satellites and launch vehicles, including their establishment or operation.
- Ground infrastructure: launch pads, tracking and telemetry stations, satellite control centres and data-reception stations.
- Services and products: satellite data products, space-based services and dissemination of high-resolution Earth-observation data.
- Supply chains: components, systems and subsystems for satellites and ground or user segments.
These examples describe potential areas of participation, not a blanket permission to operate. A firm’s specific activity determines whether authorization is required and what conditions apply.
How authorization works—and why the activity matters
IN-SPACe authorization is activity-specific. Its published norms and procedures list covered categories and application criteria, including establishing or operating space objects and launch vehicles, launch pads, planned re-entry, tracking and telemetry stations, satellite control centres or data-reception stations, and dissemination of high-resolution Earth-observation data. Not every space-sector business performs an activity in the same category, so companies need to identify the activity they intend to undertake rather than assume a single sector-wide approval rule.

The cited norms and procedures (NGP) are version IN:ISP2023:NGP2024/V1.0, dated May 2024. Requirements depend on the activity and the procedure version in force. Applicants should consult IN-SPACe’s current materials for amendments before relying on that version as an application checklist. The policy and authorization framework are available through IN-SPACe’s institutional information and its published norms and procedures.
Authorization is only one part of operating in the sector. Security, safety and other government requirements continue to apply. Access to public facilities or infrastructure, technology transfer, procurement and commercial contracts are separate ways of working with public institutions; they should not be confused with authorization itself.
How foreign investment rules vary by activity
India’s foreign direct investment (FDI) rules set different automatic-route ceilings for specified space activities. An automatic-route ceiling is not a universal limit for every company working in space: the applicable category and route matter. For specified investment above the 74% or 49% thresholds, the cited government announcement specifies a government route.

These are activity-specific provisions in a Union Cabinet-approved amendment announced by the Government of India. A company considering investment should classify the actual proposed activity against the applicable rules rather than infer a route from the broad label “space-tech.” The Prime Minister’s Office announcement on the FDI amendment describes the listed thresholds.
What participation figures show—and what they do not
A Department of Space parliamentary reply published by the Press Information Bureau on February 11, 2026 provides a dated snapshot of activity. It reported that Indian space startups raised approximately USD 150 million during calendar year 2025. The top 10 startups had a confirmed order book of about USD 150 million. Separately, as of January 31, 2026, IN-SPACe had facilitated 71 ISRO technology transfers to industry, including startups.
Those figures measure different things. Fundraising is capital raised, an order book is confirmed work, and technology transfers count facilitated transfers; none is a measure of total sector revenue or economic value. The parliamentary reply said the assessment of total revenue and economic value generated through private participation was still underway. It also reported authorization counts by activity and year, which should be read with their reporting dates and scopes rather than treated as a timeless total.

The reply named two examples of public-private participation. A Pixxel Space-led consortium that includes Dhruva Space, Satsure Analytics India and Piersight Space was named for an Earth-observation satellite constellation using a public-private partnership model. It also named HAL in connection with a technology-transfer agreement to launch satellites on the Small Satellite Launch Vehicle. These illustrate different routes into the ecosystem: a consortium project and a transfer of technology for industry execution.

If you are a company entering the sector
- Define the exact activity: for example, manufacturing a satellite subsystem is different from operating a satellite, launch vehicle or data-reception station.
- Check whether that activity falls under an IN-SPACe authorization category and consult the applicable current procedure.
- Determine whether you need a commercial contract, public-facility access, a technology transfer, or a partnership with a public institution; these are distinct arrangements.
- If foreign investment is involved, match the proposed activity to its specific FDI category and entry route.
If you are buying a space service
The policy allows Indian consumers of space technology and services to procure from public or private sources. The intended outcome is a wider supplier base, not a requirement that customers use a particular provider. The relevant practical questions are the service’s capability, authorization status where applicable, contractual terms and any requirements tied to the intended use.

Why ISRO remains central
Private participation does not mean that every capability is transferred or that public missions become private projects. The policy’s division of labor keeps ISRO focused on advanced research and development, new-system demonstration and national priorities, while mature operational systems can transition to industry for commercial exploitation. ISRO’s September 2026 clarification specifically identifies strategic capabilities, human spaceflight, next-generation launch technologies and exploration among its continuing areas of work.
This distinction helps explain why the same ecosystem can support private launch, satellite, ground-system and data businesses while retaining a strong public research and mission agency. Government institutions provide policy, authorization, infrastructure interfaces, technology and commercial channels; private companies add capacity and can scale services and systems.
